Scenario planning is an effective approach for examining possible futures by exploring the implications and consequences of different policy responses to landscape stressors. We present here a case study that explores plausible futures of urban growth in Southern Nevada, USA that illustrates how scenario analysis can be used to inform region-wide resource management by spatially modeling drivers of change, resource impacts, and potential policy responses. Using a suite of energy, water and biodiversity impact models, we assess the outcomes of the various futures on priority resources, resulting in a clear basis of comparison between alternative policies and their potential outcomes. This case study demonstrates the utility of scenario modeling for natural resource management by exploring crucial policy decisions that might be made in the near-term that could have lasting and sometimes conflicting influences on regional resources over the long term.  相似文献

Urban forests are popular recreation areas in Europe. Several of these temperate broad-leaved forests also have a high conservation value due to sustainable management over many centuries. Recreational activities, particularly the use of fireplaces, can cause extensive damage to soil, ground vegetation, shrubs, and trees. Firewood collection depletes woody debris, leading to a loss of habitat for specialized organisms. We examined the effects of fireplace use on forest vegetation and the amount of woody debris by comparing disturbed and control plots in suburban forests in northwestern Switzerland. At frequently used fireplaces, we found reduced species densities in the ground vegetation and shrub layer and changes in plant species composition due to human trampling within an area of 150–200 m2. Picnicking and grilling also reduced the height and changed the age structure of shrubs and young trees. The amount of woody debris was lower in disturbed plots than in control plots. Pieces of wood with a diameter of 0.6–7.6 cm were preferentially collected by fireplace users. The reduction in woody debris volume extended up to a distance of 16 m from the fire ring, covering an area of 800 m2 at each picnic site. In order to preserve the ecological integrity of urban forests and to maintain their attractiveness as important recreation areas, we suggest depositing logging residues to be used as firewood and to restrict visitor movements near picnic sites.  相似文献

Urbanization and the Loss of Resource Lands in the Chesapeake Bay Watershed   总被引:3,自引:0,他引:3  
We made use of land cover maps, and land use change associated with urbanization, to provide estimates of the loss of natural resource lands (forest, agriculture, and wetland areas) across the 168,000 km2 Chesapeake Bay watershed. We conducted extensive accuracy assessments of the satellite-derived maps, most of which were produced by us using widely available multitemporal Landsat imagery. The change in urbanization was derived from impervious surface area maps (the built environment) for 1990 and 2000, from which we estimated the loss of resource lands that occurred during this decade. Within the watershed, we observed a 61% increase in developed land (from 5,177 to 8,363 km2). Most of this new development (64%) occurred on agricultural and grasslands, whereas 33% occurred on forested land. Some smaller municipalities lost as much as 17% of their forest lands and 36% of their agricultural lands to development, although in the outlying counties losses ranged from 0% to 1.4% for forests and 0% to 2.6% for agriculture. Fast-growing urban areas surrounded by forested land experienced the most loss of forest to impervious surfaces. These estimates could be used for the monitoring of the impacts of development across the Chesapeake Bay watershed, and the approach has utility for other regions nationwide. In turn, the results and the approach can help jurisdictions set goals for resource land protection and acquisition that are consistent with regional restoration goals.  相似文献

Under the United States Oil Pollution Act of 1990, natural resource trustees are charged with assessing natural resource impacts due to an oil spill and determining the type and amount of natural resource restoration that will compensate the public for the impacts. Habitat equivalency analysis is a technique through which the impacts due to the spill and the benefits of restoration are quantified; both are quantified as habitat resources and associated ecological services. The goal of the analysis is to determine the amount of restoration such that the services lost are offset by services provided by restoration. In this paper, we first describe the habitat equivalency analysis framework. We then present an oil spill case from coastal Louisiana, USA, where the framework was applied to quantify resource impacts and determine the scale of restoration. In the Louisiana case, the trustees assessed impacts for oiled salt marsh and direct mortality to finfish, shellfish, and birds. The restoration project required planting salt-marsh vegetation in dredge material that was deposited on a barrier island. Using the habitat equivalency analysis framework, it was determined that 7.5 ha of the dredge platform should be planted as salt marsh. The planted hectares will benefit another 15.9 ha through vegetative spreading resulting in a total of 23.4 ha that will be enhanced or restored as compensation for the natural resource impacts.  相似文献

California and other regions in the United States are becoming more populated and ethnically diverse, and thus, ecological impacts on the wildland–urban interface are a significant policy concern. In a socioeconomic assessment focused on the geographic regions surrounding four national forests in southern California, population projections are being formulated to assist in the update of forest plans. In southern California, the projected trend of explosive population growth combined with increased ethnic and racial diversity indicates four challenges for environmental management. First, patterns of recreation use on wildlands are likely to change, and management of these areas will have to address new needs. Second, as land-management agencies face changing constituencies, new methods of soliciting public involvement from ethnic and racial groups will be necessary. Third, growth in the region is likely to encroach upon wildland areas, affecting water, air, open space, and endangered species. Fourth, in order to address all these concerns in a climate of declining budgets, resource management agencies need to strengthen collaborative relationships with other agencies in the region. How environmental managers approach these changes has widespread implications for the ecological sustainability of forests in southern California.  相似文献

We assessed the probability of three major natural hazards—windthrow, drought, and forest fire—for Central and South-Eastern European forests which are major threats for the provision of forest goods and ecosystem services. In addition, we analyzed spatial distribution and implications for a future oriented management of forested landscapes. For estimating the probability of windthrow, we used rooting depth and average wind speed. Probabilities of drought and fire were calculated from climatic and total water balance during growing season. As an approximation to climate change scenarios, we used a simplified approach with a general increase of pET by 20%. Monitoring data from the pan-European forests crown condition program and observed burnt areas and hot spots from the European Forest Fire Information System were used to test the plausibility of probability maps. Regions with high probabilities of natural hazard are identified and management strategies to minimize probability of natural hazards are discussed. We suggest future research should focus on (i) estimating probabilities using process based models (including sensitivity analysis), (ii) defining probability in terms of economic loss, (iii) including biotic hazards, (iv) using more detailed data sets on natural hazards, forest inventories and climate change scenarios, and (v) developing a framework of adaptive risk management.  相似文献

In India, as in many parts of the developing world, the dominant view has been that local people are causing natural resource degradation. New thinking in the natural resource management domain is gradually replacing the older views blaming local people for decline of natural resources. The new approach advocates decentralization of natural resource management. This is discussed in this paper in relation to the ongoing decentralization reforms in India. The centralized approach dominated natural resource management in India during the colonial period. The government after independence conveniently adopted the same approach, excluding local people from forests. Recent research and resistance from grassroot movements led to a paradigm shift towards decentralization at the policy level in natural resource management. It is not clear whether the new Joint Forest Management (JFM) policy in India is an attempt to institutionalize state dominance, or if it will lead to real decentralization. The data from several villages adjacent to the Sariska Tiger Reserve (STR), Rajasthan, India show that state dominance is still prevalent, despite constraints. The real challenge lies in providing flexibility within the JFM policy to adapt to local conditions in natural resource management.  相似文献

All natural resource managers want to contribute to successful conservation programs. Having and applying an explicit policy orientation is indispensable. The policy sciences are described and a case is made that, if natural resource managers utilize this set of conceptual and applied tools in their natural resource work, their effectiveness could be enhanced. The policy sciences offer a contextual, problem-oriented, and multimethod approach to meeting complex problems. Two kinds of knowledge are needed to solve problems—substantive knowledge about the resource and process knowledge about the decision and policy processes used to derive courses of management action. The interplay of science, analysis, and politics are examined. The wildlife management community is used to illustrate many points, including the important role implementation plays in the overall policy process.  相似文献

ABSTRACT: The Pacific Northwest (PNW) regional assessment is an integrated examination of the consequences of natural climate variability and projected future climate change for the natural and human systems of the region. The assessment currently focuses on four sectors: hydrology/water resources, forests and forestry, aquatic ecosystems, and coastal activities. The assessment begins by identifying and elucidating the natural patterns of climate vanability in the PNW on interannual to decadal timescales. The pathways through which these climate variations are manifested and the resultant impacts on the natural and human systems of the region are investigated. Knowledge of these pathways allows an analysis of the potential impacts of future climate change, as defined by IPCC climate change scenarios. In this paper, we examine the sensitivity, adaptability and vulnerability of hydrology and water resources to climate variability and change. We focus on the Columbia River Basin, which covers approximately 75 percent of the PNW and is the basis for the dominant water resources system of the PNW. The water resources system of the Columbia River is sensitive to climate variability, especially with respect to drought. Management inertia and the lack of a centralized authority coordinating all uses of the resource impede adaptability to drought and optimization of water distribution. Climate change projections suggest exacerbated conditions of conflict between users as a result of low summertime streamfiow conditions. An understanding of the patterns and consequences of regional climate variability is crucial to developing an adequate response to future changes in climate.  相似文献

ABSTRACT: Protection of ecosystems as entities on the landscape has attracted a wide range of support. Ecosystem-based public policies are claimed to be more effective, efficient, and scientifically sound than other approaches to environmental and natural resource policy. The ecosystem concept was never intended to serve as a public policy guide or to determine landscape units for land management purposes. This paper critically examines the use of the ecosystem concept in public policy and land use management and analyzes the proposed rule to manage the National Forest System according to ecosystem management principles. The concept is found to be unsuitable as a basis for guiding environmental and natural resource public policies in general while the proposed rule to manage the national forests according to ecosystem management principles is shown to be incoherent.  相似文献

This study aimed to analyze the ecological, socio-economic and policy implications of land-use diversity in a traditional village landscape (900–1,000 m amsl.) in the Garhwal region of Indian Himalaya. The village landscape was differentiated into three major land-use types viz., forests, settled agriculture and shifting agriculture. Settled agriculture was further differentiated into four agroecosystem types viz., homegarden system (HGS), rainfed agroforestry system (RAS), rainfed crop system (RCS) and irrigated crop system (ICS), and shifting agriculture system (SAS) was differentiated into different stages of a 4-year long cropping phase and a 7-year long fallow phase, and forests into Community Forests (CF) and Reserve Forests (RF). HGS is the most productive agroecosystem, with soil organic carbon and nutrient concentrations significantly higher than all other forest/agricultural land-uses. Farmers capitalize upon crop diversity to cope with the risks and uncertainties of a monsoon climate and spatial variability in ecological factors influencing productivity. The SAS, a land-use adopted as a means of acquiring inheritable rights over larger land holdings provided in the policies during the 1890s, is less efficient in terms of land productivity than the traditional RAS and HGS but is maintained for its high labour productivity coupled with availability of high-quality fuelwood from fallow vegetation. Dominance of fodder trees in the RAS seems to derive from policies causing shortage of fodder available from forests. Cultural norms have favoured equity by allowing hiring of labour only from within the village community and income from non-timber forest products only to the weaker section of the society. Conversion of rainfed to irrigated cropping, a change facilitated by the government, improves agricultural productivity but also increases pressure on forests due to higher rates of farmyard manure input to the irrigated crops. Existing forest management systems are not effective in maintenance of a large basal area in forests together with high levels of species richness, soil fertility and resistance to invasive alien species Lantana camara. Farmers have to spend huge amount of labour and time in producing manure, managing livestock and other subsidiary farm activities. Interlinkages among agriculture, forests and rural economy suggest a need of replacing the present policies of treating agricultural development, forest conservation and economic development as independent sectors by an integrated sustainable development policy. The policy should promote technological and institutional innovations enabling parallel improvements in agricultural productivity and functions of forest ecosystems.  相似文献

We conducted a natural resource assessment at two national parks, New River Gorge National River and Shenandoah National Park, to help meet the goals of the Natural Resource Challenge—a program to help strengthen natural resource management at national parks. We met this challenge by synthesizing and interpreting natural resource information for planning purposes and we identified information gaps and natural significance of resources. We identified a variety of natural resources at both parks as being globally and/or nationally significant, including large expanses of unfragmented, mixed-mesophytic forests that qualify for wilderness protection, rare plant communities, diverse assemblages of neotropical migratory birds and salamanders, and outstanding aquatic recreational resources. In addition, these parks function, in part, as ecological reserves for plants in and wildlife. With these significant natural resources in mind, we also developed a suite of natural resource management recommendations in light of increasing threats from within and outside park boundaries. We hope that our approach can provide a blueprint for natural resource conservation at publically owned lands.  相似文献

Adopting a new paradigm for natural resource and environmental policy that emphasises continuous change, adaptation and learning demands a new approach to evaluation to enable improvements in the way these initiatives contribute to sustainable resource use. Evaluation is fundamental to identifying change, supporting an adaptive approach that is flexible enough to meet the challenge of change, and enabling learning at individual, community, institutional and policy levels. Based on a consideration of changing approaches to natural resource management (NRM) policy and observations and experiences in the practical assessment of on-the-ground initiatives, the authors develop a set of principles for evaluation in NRM that: (a) addresses evaluation from a systems perspective, (b) links objective to consequence, (c) considers the fundamental assumptions and hypotheses that underpin core policy or program objectives, (d) is grounded in the natural resource, policy/institutional, economic, socio-cultural and technological contexts of implementation in practice, (e) establishes practical and valid evaluation criteria by which change can be monitored and assessed, (f) involves methodological pluralism including both quantitative and qualitative methods to ensure rigour and comprehensiveness in assessment, and (g) integrates different disciplinary perspectives (i.e. social, economic, environmental, policy and technological). The paper develops a systems-based evaluation framework that incorporates these principles and also recognises the multiple levels and nested nature of NRM policy, namely: problem characterisation, policy formulation and intent, program logic, and on-ground implementation. Finally, we demonstrate its utility through application to three contrasting Australian case studies: a community-based Integrated Catchment Management policy implementation; a resource information delivery system; and the development of a Decision Support System.  相似文献

Parks and protected areas are a global ecological, social and health resource visited by over 8 billion people annually. Their use can yield substantial benefits, but only if a balance between ecological integrity and sustainable visitation is struck. This research explores the potential influence of climate-driven environmental change on visitation to North America's most popular glacier, the Athabasca Glacier in Jasper National Park, Canada. Photorealistic environmental visualizations were used to gauge visitors’ perceptions of environmental change and potential impacts on consumer behaviour. Results suggest that impacts could substantially diminish the site's pull as a tourism destination. Rather than improving visitation prospects, expert-proposed adaptations underestimated the importance of perceived naturalness and contributed to further potential decline. Findings are relevant to protected areas planning and management. They suggest that a natural path to climate change adaptation is the best way to support both ecological integrity and the long-term tourism pull of protected areas.  相似文献

Contributing to the debate on the causes of Himalayan environmental degradation, the status and management of four watersheds in the Upper Pokhara Valley were studied using information available from land use analysis, household surveys conducted in 1989 and 1992, deliberations held with villagers, and field observations. Accordingly, areas under forests and grazing lands were found being depleted at relatively high rates between 1957 and 1978 due mainly to the government policy of increasing national revenue by expansion of agricultural lands, nationalization of forests, steadily growing population, and dwindling household economy. Despite the steady growth of population, this process had remarkably slackened since 1978, owing primarily to remaining forests being located in very, steep slopes and implementation of the community forestry program. Forests with relatively sparase tree density, however, and grazing lands in the vicinity of settlements have been undergoing degradation due to fuelwood and fodder collection and livestock grazing. In many instances, this is aggravated by weak resource management institutions. Being particularly aware of the economic implication of land degradation, farmers have adopted assorted land management practices. Still a substantial proportion ofbari lands in the hill slopes is vulnerable to accelerating degradation, as the arable cropping system is being practiced there as well. The perpetuation of the local subsistence economy is certain to lead, to a further deterioration of the socioeconomic and environmental conditions of watersheds. To facilitate environmental conservation and ecorestructuring for sustainable development, a broad watershed management strategy is outlined with focus on alleviating pressure on natural resources.  相似文献

This article examines the use of forests in a protected area by nearby agriculturalists in central Vietnam. Research indicates that the majority of rural farmers interviewed who lived near a state designated protected area were receiving both subsistence and cash incomes from forest-based activities, primarily from the collection of forest products. However, much of the collection of forest produce was officially illegal, as it occurred in state protected forests, and interdiction efforts were on the increase. Yet, little attention has been paid in Vietnam to the need for income substitution for households who lose access to forest produce as a result of conservation enforcement, particularly in the case of farmers who live near, but not in, protected areas; their resources use has been ‘invisible’ due to a lack of attention and research on the topic. This misunderstanding of the importance of forests to rural farmers has the potential to result in households facing adverse welfare and livelihood outcomes as protected areas boundaries are tightened, and local communities face increased opportunity costs due to stricter conservation enforcement. The article concludes that substitution for loss of income due to conservation activities would best be achieved through carefully targeted interventions to specific high-impact and high-dependency households. Additionally, investments in new sources of wage labor and other low capital-input activities, rather than in agriculture, would likely be of most benefit.  相似文献

The purpose of this study was to help to inform policy development for the Australian rangelands, and provide a proof of concept for application of a multi-criteria analysis approach to assessment of competing resource use at continental scale. The study aimed to identify and locate key natural resource and agricultural production assets in the rangelands, define a number of measures of potentially threatening processes, and use a multi-criteria approach to identify areas where threatening processes, agricultural production problems, or valuable natural resources coincided. The analysis used 35 readily available, continental spatial data layers at 5-km pixel resolution ranked from 1 (low) to 5 (high) under three themed groupings: natural resource base, production base, and threatening processes. These measures were aggregated into composite indicators to define attributes such as environmental sensitivity and total grazing pressure. The composites were then compared in a two-way analysis to explore particular interactions between threatening processes such as pastoralism and mining, and the condition of production and natural resource assets. These interactions were defined as “tensions” for purposes of this analysis. Example “tensions” included the association of high grazing intensity with areas of high environmental sensitivity, indicating a risk of land degradation under adverse climatic conditions. A summary of patterns of tension was obtained by extracting area proportions of high-tension classes for selected Natural Heritage Trust Regions, which are a basis for Australian Government funding of improved environmental management. The study provides a basis for further examination of trade-offs in the use of natural assets, opportunities for improved productivity and sustainability, and social and economic implications.  相似文献

The North American east coast (NAEC) region experienced significant climate and land‐use changes in the past century. To explore how these changes have affected land water cycling, the Dynamic Land Ecosystem Model (DLEM 2.0) was used to investigate the spatial and temporal variability of runoff and river discharge during 1901‐2010 in the study area. Annual runoff over the NAEC was 420 ± 61 mm/yr (average ± standard deviation). Runoff increased in parts of the northern NAEC but decreased in some areas of the southern NAEC. Annual freshwater discharge from the study area was 378 ± 61 km3/yr (average ± standard deviation). Factorial simulation experiments suggested that climate change and variability explained 97.5% of the interannual variability of runoff and also resulted in the opposite changes in runoff in northern and southern regions of the NAEC. Land‐use change reduced runoff by 5‐22 mm/yr from 1931 to 2010, but the impacts were divergent over the Piedmont region and Coastal Plain areas of the southern NAEC. Land‐use change impacts were more significant at local and watershed spatial scales rather than at regional scales. Different responses of runoff to changing climate and land‐use should be noted in future water resource management. Hydrological impacts of afforestation and deforestation as well as urbanization should also be noted by land‐use policy makers.  相似文献

Contemporary park and wilderness carrying capacity frameworks rely on formulation of standards of quality, which are defined as minimum acceptable resource and social conditions. Formulation of standards of quality involves elements of both science and values, and both of these elements must be integrated into informed judgments on the part of park and wilderness managers. That is, managers must ultimately make value-based judgments about the maximum acceptable level of visitor-caused impacts to the resource base and the quality of the visitor experience. However, such judgments should be as informed as possible by scientific data on the relationships between visitor use and resulting impacts and the degree to which park and wilderness visitors and other interest groups judge such impacts to be acceptable. Such information represents the “values of science” to managing carrying capacity in parks and wilderness. A growing body of literature has begun to address the corresponding “science of values,” and how this type of information might be integrated in park and wilderness management. Visitor-based research has employed normative theory and techniques to explore the acceptability of a range of resource and social impacts related to visitor use, and findings from these studies are being integrated into a body of knowledge and applied in management decision-making. Conceptual and methodological extensions of the normative approach are currently being explored in a variety of park and wilderness contexts, and new theoretical and empirical approaches are being adapted to address trade-offs inherent in carrying capacity. In these ways, the science of values is progressing to meet the opportunities and challenges of the values of science to park and wilderness management. The concept of carrying capacity, along with the theoretical and methodological approaches described in this paper, can be extended to a large number of natural resource and environmental issues.  相似文献

Rural, forested areas throughout the United States are experiencing strong housing growth with potentially detrimental impacts on the environment. In this paper, we quantify housing growth in Northern Wisconsin over the last sixty years to determine if growth rates were higher near public lands, which may represent an important recreational amenity. We used data from the U.S. Census to produce decadal housing density estimates, “backcasts,” from 1940 to 2000 for northern Wisconsin to examine “rural sprawl” in northern Wisconsin and its relationship to forested areas and public lands. We integrated housing density estimates with the 1992/1993 National Land Cover Dataset to examine the relationship between rural sprawl and land cover, especially forests. Between 1940 and 2000, private land with <2 housing units/km2 decreased from 47% to 21% of the total landscape. Most importantly, housing growth was concentrated along the boundaries of public lands. In 14 of the 19 counties that we studied, housing growth rates within 1 km of a public land boundary exceeded growth rates in the remainder of the county, and three of the five counties that did not exhibit this pattern, were the ones with the least amount of public land. Future growth can be expected in areas with abundant natural amenities, highlighting the critical need for additional research and effective natural resource management and regional planning to address these challenges.  相似文献
