As complex social phenomena, public involvement processes are influenced by contextual factors. This study examined agency goals for public involvement and assessed the importance of local context in remedial action planning, a community-based water resources program aimed at the cleanup of the 42 most polluted locations in the Great Lakes Basin. Agency goals for public involvement in remedial action plans (RAPs) were agency-oriented and focused on public acceptance of the plan, support for implementation, and positive agency-public relations. Corresponding to these goals, citizen advisory committees were created in 75% of the RAP sites as a primary means for public input into the planning process. Factors that influenced the implementation of public involvement programs in remedial action planning included public orientation toward the remediation issue, local economic conditions, the interaction of diverse interests in the process, agency and process credibility, experience of local leadership, and jurisdictional complexity. A formative assessment of “community readiness” appeared critical to appropriate public involvement program design. Careful program design may also include citizen education and training components, thoughtful management of ongoing agency-public relations and conflict among disparate interests in the process, overcoming logistical difficulties that threaten program continuity, using local expertise and communication channels, and circumventing interjurisdictional complexities.  相似文献

This paper suggests a number of benefits in identifying urban and regional planners as a public in public participation programs of water resources planning studies. A perspective on public participation is presented. Recent trends and developing concepts are identified: emphasis on the need to coordinate urban and regional planning activities with water resources planning, increasing system complexity, the goals and objectives orientation of planning, planning for multi-objectives, the evaluation of a broader range of alternatives, and the consideration of water alternatives as only one set of measures to further society's aspirations. One way to assist in capitalizing on these trends is to seek out participation of those in other planning efforts who are involved in planning but on a different level. Because of their intimate knowledge of an areas history, growth and development, political climate, local perceptions of needs and desires, and major problems and issues they are able to contribute a great deal of insight in making the water resources planning effort more responsive at the local level. The paper describes one of the first major efforts at working-level public-planner contact which was carried out as part of the Susquehanna River Basin Study. A regional survey team comprised of an engineer and an economist from a federal agency and a state water resources planner met informally with planners, city managers, and local planning commissions to discuss issues related to water resources and the growth and development of local areas. This effort while only part of the overall public participation program yielded a number of benefits and if expanded and refined would be a very useful experience in other studies.  相似文献

This study compares the effectiveness of two regional planning agencies in terms of public support for various planning activities. The Adirondack Park Agency and the Temporary State Commission on Tug Hill have fundamentally different approaches to planning. The Adirondack Park Agency has implemented a restrictive regulatory program with little citizen participation by Adirondack residents. The Tug Hill Commission has implemented an advisory and coordinating program with an emphasis on public input. Residents of two towns in each region were surveyed to determine environmental concern and support for regional planning activities. Respondents from both regions favored a planning agency that incorporates citizen input; controls air, water, and toxic waste pollution; and develops recreation areas. They strongly opposed an agency that regulates private land-use. Basic demographic characteristics and levels of environmental concern were similar in all four towns, but receptivity to various planning activities was consistently greater among residents of the Tug Hill Region. Paired comparisons of the four towns demonstrated no differences between towns of the same region and significant differences between towns of different regions. Public support for regional planning is greater in the Tug Hill Region than in the Adirondack Park.  相似文献

ABSTRACT: Public information, an important contributer to citizen involvement in the governmental decision making process, has traditionally been given a low priority by government agencies. However, citizens are becoming increasingly concerned about governmental decisions that affect their lives and are demanding more information about governmental activities, including information about water resource issues, Because of this active citizen interest and involvement, the role of public information in increasing citizen awareness is becoming more important. Government officials and professionals should recognize that public information efforts also play an important role in achieving increased credibility and respect for their agencies. Once an agency recognizes the importance of public information and decides to initiate a public information program, careful planning is required to develop a program that addresses the needs of both the citizens and the agency. Two of the most flexible and cost effective ways to get information to the publié are through publications and public meetings. Both can be easily adapted to suit the needs of specific audiences and projects. A successful public information program can be carried out at a relatively low cost, but it requires a substantial amount of time and energy. The commitment of time and energy for this purpose is a good investment, however, because an effective public information program can play a significant role in improving the quality of governmental decisions through the increased involvement of the citizenry.  相似文献

ABSTRACT: The 15 federal-state interagency river basin studies (designated as Type 2 or Level B in the planning program of the Water Resources Council) of the 1960's brought together in each of the study regions, in many cases for the fist time, state and federal water resources agencies, and afforded an opportunity for coordination. Examination of the studies, however, reveals that many organizational problems remain to be solved in preparing truly comprehensive plans that effectively integrate and balance the diverse values held by study participants and concerned citizens. Burgeoning changes in state and federal laws, in planning concepts, and in public attitudes influenced the studies. Increased interest in the environment and greater emphasis on a multiple objective approach to planning for example, had significant effect. The type of organization used for carrying out these studies was a coordinating committee with one of the agencies - in most cases, the Corps of Engineers, - serving as lead agency. Some of the observed weaknesses of this arrangement were the lack of an effective mechanism for screening individual agency project proposals; unbalanced participation of agencies - for example, construction vs. non-construction, state vs. federal; agency representatives without sufficient delegated authority; insufficient control of the planning organization over individual agency participation and punctuality; and lack of emphasis on plan formulation and public participation. Suggested improvements, some of which are already being implemented in more recent studies include centralized planning staff and funding, formalized work agreements, a dynamic and continuous planning process with mechanisms for monitoring technological and social changes and evaluating planning effectiveness, planning guidelines and evaluative criteria, and a formalized training program for planners.  相似文献

/ Public contact is a vital component of any program to manage natural resources. A well-planned public contact program uses a variety of strategies to create a sympathetic and environmentally aware public and to meet specific management-related objectives. A methodology is proposed that can be applied to planning public contact at any level, from media design for a specific project to corporate strategies for communication. Although various studies have shown that farmers believe there is the need for a producer-led initiative to address the environmental problems from agriculture, farmers in several Canadian provinces have been reluctant to widely participate in Environmental Farm Plan (EFP) programs. Few studies have examined the key issues associated with adopting EFP programs based on farmers’, as opposed to policy makers’, perspectives on why producers are reluctant to participate in the program. A study adapting Van Raaij’s (1981) conceptual model of the decision-making environment of the firm, and prospect theory on value functions associated with the gains and losses from risky choices can be used to characterize how farmers perceive potential risks in environmental farm planning. This framework can be used to assert that farmers are concerned about risks of public disclosure of potentially incriminating environmental information from farms because the EFP program requirements for identification and extensive documentation of farm information is perceived by farmers as facilitating the accessibility of environmental information to the public, and public investigative efforts. Although the EFP program does not explicitly generate information about the environmental conditions of a farm nor the disclosure of such information to the public, it creates the possibility of generating and divulging potentially incriminating information that the farmer may want to treat as confidential. Yet, alone, these risks of public disclosure concerns should not prevent farmers from participating in the EFP. Awareness of and participation in environmental farm planning can be increased if farmers and policy makers understand what the risks are, and how they arise. Aspects of the EFP process that have the potential to generate risk of public disclosure concerns relate to farm reviews, documentation and record keeping, and corrective action plans. There are legal and policy instruments that can offer various forms of protection and help minimize such risks, and these need to be assessed.  相似文献

Decisions to develop water resources systems so far have been primarily taken on the basis of engineering and economic feasibilities. Very rarely, if ever, sociological feasibility has been considered, except in a very broad sense. Planning is for the people, and it should improve the quality of life. Hence, it is argued that water resources decisions ought to be primarily social ones, and that the success or failure of any resource development should not only be judged by its techno-economic excellence but also by its impact on people. Water resources planning process is discussed, and the difficulties associated with the evaluation of sociological feasibility of projects are enumerated. The social consequences of water development projects are traced through planning, construction, operation and management impacts. Finally, it is suggested that the foremost factor in the success of any water management program is the public understanding and acceptance of that program.  相似文献

ABSTRACT Local or project level planning occurs within most federal water resources programs. Such planning involves both federal and local participants, and commonly involves a range of interest groups. It is necessary to know what goals these participants believe the planning process ought to achieve in order to design planning procedures which will meet their expectations. Social judgment analysis was used to elicit those goals for respondents who had participated in one of five different federal water resources programs, in one of five different roles. Respondents also evaluated the extent to which the planning activities in a recent project in which they had participated had actually attained the posited goals. The respondents believed that responsiveness to local problems was significantly more important than resolving conflicts or increasing public understanding. A fourth goal, achieving national objectives, was believed to be less important than the other three. No significant differences in these goal evaluations were associated with the type of program in which the respondents had participated. However, there were significant differences associated with the respondent's role in the planning process. Respondents' ratings of the effectiveness of actual planning projects varied by both program and respondent role.  相似文献

ABSTRACT: Computer-aided planning (CAP) for multiple-purpose reservoir operations involves use of state-of-the-art simulation and optimization methods, color graphic displays, and interactive computing interfaces. These technologies were integrated into a coherent system that has user-friendly interfaces to help the process of communicating reservoir system operations, solicit planning participant preferences and valuation judgments, and provide understandable feedback of system performance. The CAP system was imbedded in a comprehensive public involvement program that paralleled the reservoir operating policy modeling process, as part of multipurpose reservoir operations planning on the Great Plains Reservoirs in Colorado. Experience with the approach indicates the involved publics can quickly learn of reservoir system limitations and opportunities, and can indeed participate in the operations planning process.  相似文献

ABSTRACT: Two major challenges face today's water professionals. The first is finding solutions to increasingly complicated water resources problems. The second challenge is nontechnical. It is effective interaction with the public recognizing both the public's increasingly elevated goals relative to water and the public's growing understanding of water science and technology. The traditional DAD approach, that is, decide-announce-defend, is no longer appropriate. The much more progressive, and inclusive POP approach, that is, public owns project, is more likely to be effective given the changing nature of the public's expectations and knowledge. A water resources planning or design effort that fails to include a public interaction program plans to fail. Described in this paper are three suggested objectives of the POP approach, namely demonstrating awareness, gathering supplemental data and information, and building a base of support. Having established specific objectives for a particular water resources project, appropriate public interaction programs and events must be selected, scheduled, and implemented. The ability of Section 404 of the Clean Water Act to act as an effective, efficient, and equitable land-use planning tool was assessed through a survey of Section 404 permits in Wisconsin. In a six-month period of permitting, the 404 program reduced wetland losses in the state by 15%. Several factors were examined that may affect permit decisions; these factors are water dependency, alternatives, project type, wetland type, and public or agency comments. Only the water dependency of the project had a statistically significant effect on permit decisions, although development projects that were perceived to provide public good were more likely to be permitted. Environmental impacts of a proposed fill project were not adequately assessed in any of the permit decisions. Because of the way Section 404 is interpreted and administered by the US Army Corps of Engineers, increasing net benefits and achieving an equitable distribution of those benefits is difficult. The corps does not perform any functional evaluations of wetlands nor do they attempt to measure economic value and environmental impacts. In addition, the 404 review process is, in effect, inaccessible to the public. The de facto interpretations of the Section 404 regulations and a lack of program funding and trained personnel all contribute to the program's ineffectiveness.  相似文献

ABSTRACT: The Chicago Metropolitan Floodwater Management Plan is a cooperative planning program under Public Law 566 of the 83rd Congress (The Watershed Protection and Flood Prevention Act). The planning effort was jointly sponsored by the U.S. Department of Agriculture, Soil Conservation Service, and the Metropolitan Sanitary District of Greater Chicago. The project is unique in that it studies a 1260 square mile (3266 sq. kilometer) watershed, which is approximately 35 percent urbanized and contains approximately 7.5 million people. At present, approximately 4.4 percent or 330,600 people live in a floodplain. It is presently estimated that 80,000 acres (32,000 ha.) of the study area are subject to flooding with a current average annual damage estimated at approximately $10 million. The Plan which has been developed to reduce or eliminate these damages is divided into six separate watershed plans, and has been developed through extensive use of local citizen watershed steering committees. ABSTRACT: The growing demands by the public for a more active role in planning have recently generated considerable interest among researchers and planners in the subject of public involvement techniques. Numerous surveys have found that standard public participation techniques (e.g., public hearings) by themselves are considered inadequate. Several techniques that have potential for overcoming some of the limitations of standard public involvement techniques have recently been developed. Resource planning and management in British Columbia, Canada, has been steadily moving towards more active public participation. While government agencies have long been required to consult the general public during the course of land or resource use planning, the 1990s brought in a period of more intense public involvement. In terms of resource planning, this led to the creation of several new planning processes. Given that there is now considerable experience with the Commission on Resources and Environment (CORE) and the Land and Resource Management Plan (LRMP) processes, it is time for an appraisal. In particular, the paper examines the public's perceptions of these processes with respect to 'what works well' and 'what needs improvement'. The results highlight a number of areas to which process designers and managers should direct attention. There are three key items of note. First, there are generally low levels of awareness by respondents of public consultation processes in their community. Second, there is a need for access to timely, relevant and readable information throughout the course of the process in order to keep participants and the public as up-to-date as possible. Finally, there must be greater clarity about the process itself, including mandates, participants and decision-making powers.  相似文献

Many planning agencies and stakeholder groups experimented with innovative forms of public involvement in the 1990s. British Columbia is one such jurisdiction which embraced the concept of public involvement in a broad range of land and resource management planning scales - to the degree of collaborative planning with communities, using consensus. The purpose of this paper is to present lessons for planners, supported by literature and by research in British Columbia, Canada from 1995-97, on these public involvement processes. Building on earlier 'typologies' for public involvement in planning, it proposes a strategic approach for identifying and analysing stakeholders, for setting objectives and for subsequently choosing the most appropriate level of public involvement.  相似文献

Public participation in decision making is a central component of the planning process; however, implementing effective engagement initiatives to resolve complex planning and policy problems, such as climate change, is challenging for planners. These challenges are particularly acute in coastal communities throughout Australia, where many settlements are at risk of future climate perturbations. Using the International Association for Public Participation framework for public participation, we analyse three local government led public participation initiatives in New South Wales, Victoria and Tasmania, Australia. Our analysis suggests there are three critical factors that can influence the level of public participation in the context of climate change adaptation: the technocratic approach to decision making; absent high order government support; and the lack of evaluation mechanisms for public participation.  相似文献

ABSTRACT: The state of Texas passed legislation in 1997 that established a process for developing a 50‐year state water plan through a bottoms‐up approach involving representation from at least 11 recommended special interest groups. Moorhouse Associates Inc. was contracted to develop and implement a Public Participation Plan for the South Central Texas Region. The two goals of the public process were to take planning information out to the public and to provide a format for bringing the public opinion back to the planning group. The overall goal of the project was to provide public input throughout the planning process that will facilitate the development of a water plan that is widely accepted by the public. By using county government to establish focus groups, participation was encouraged from all of the twenty‐one counties in the region. The tools used in the process included an Internet site, surveys, focus groups, public meetings, community group presentations, media communications, and newspaper clippings. The public participation process as implemented, maintained communication throughout the planning process and at key decision points. This ongoing communication helped alleviate an initial uneasiness with the integrated resource planning approach.  相似文献
