Recognizing that protected areas (PAs) are essential for effective biodiversity conservation action, the Convention on Biological Diversity established ambitious PA targets as part of the 2020 Strategic Plan for Biodiversity. Under the strategic goal to “improve the status of biodiversity by safeguarding ecosystems, species, and genetic diversity,” Target 11 aims to put 17% of terrestrial and 10% of marine regions under PA status by 2020. Additionally and crucially, these areas are required to be of particular importance for biodiversity and ecosystem services, effectively and equitably managed, ecologically representative, and well‐connected and to include “other effective area‐based conservation measures” (OECMs). Whereas the area‐based targets are explicit and measurable, the lack of guidance for what constitutes important and representative; effective; and OECMs is affecting how nations are implementing the target. There is a real risk that Target 11 may be achieved in terms of area while failing the overall strategic goal for which it is established because the areas are poorly located, inadequately managed, or based on unjustifiable inclusion of OECMs. We argue that the conservation science community can help establish ecologically sensible PA targets to help prioritize important biodiversity areas and achieve ecological representation; identify clear, comparable performance metrics of ecological effectiveness so progress toward these targets can be assessed; and identify metrics and report on the contribution OECMs make toward the target. By providing ecologically sensible targets and new performance metrics for measuring the effectiveness of both PAs and OECMs, the science community can actively ensure that the achievement of the required area in Target 11 is not simply an end in itself but generates genuine benefits for biodiversity.  相似文献

Abstract: Following creation of the 2010 Biodiversity Target under the Convention on Biological Diversity and adoption of the United Nations Millennium Development Goals, information on status and trends of biodiversity at the national level has become increasingly important to both science and policy. National red lists (NRLs) of threatened species may provide suitable data for reporting on progress toward these goals and for informing national conservation priority setting. This information will also become increasingly important for developing species‐ and ecosystem‐based strategies for climate change adaptation. We conducted a thorough global review of NRLs in 109 countries and analyzed gaps in NRL coverage in terms of geography and taxonomy to determine priority regions and taxonomic groups for further investment. We then examined correlations between the NRL data set and gross domestic product (GDP) and vertebrate species richness. The largest geographic gap was in Oceania, followed by middle Africa, the Caribbean, and western Africa, whereas the largest taxonomic gaps were for invertebrates, fungi, and lichens. The comprehensiveness of NRL coverage within a given country was positively correlated with GDP and negatively correlated with total vertebrate richness and threatened vertebrate richness. This supports the assertion that regions with the greatest and most vulnerable biodiversity receive the least conservation attention and indicates that financial resources may be an integral limitation. To improve coverage of NRLs, we propose a combination of projects that target underrepresented taxa or regions and projects that provide the means for countries to create or update NRLs on their own. We recommend improvements in knowledge transfer within and across regions as a priority for future investment.  相似文献

To inform governmental discussions on the nature of a revised Strategic Plan for Biodiversity of the Convention on Biological Diversity (CBD), we reviewed the relevant literature and assessed the framing of the 20 Aichi Biodiversity Targets in the current strategic plan. We asked international experts from nongovernmental organizations, academia, government agencies, international organizations, research institutes, and the CBD to score the Aichi Targets and their constituent elements against a set of specific, measurable, ambitious, realistic, unambiguous, scalable, and comprehensive criteria (SMART based, excluding time bound because all targets are bound to 2015 or 2020). We then investigated the relationship between these expert scores and reported progress toward the target elements by using the findings from 2 global progress assessments (Global Biodiversity Outlook and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services). We analyzed the data with ordinal logistic regressions. We found significant positive relationships (p < 0.05) between progress and the extent to which the target elements were perceived to be measurable, realistic, unambiguous, and scalable. There was some evidence of a relationship between progress and specificity of the target elements, but no relationship between progress and ambition. We are the first to show associations between progress and the extent to which the Aichi Targets meet certain SMART criteria. As negotiations around the post-2020 biodiversity framework proceed, decision makers should strive to ensure that new or revised targets are effectively structured and clearly worded to allow the translation of targets into actionable policies that can be successfully implemented nationally, regionally, and globally.  相似文献

The Convention on Biological Diversity (CBD) expects forestry plantations to contribute to biodiversity conservation. A well‐developed understory in forestry plantations might serve as a surrogate habitat for native species and mitigate the negative effect of plantations on species richness. We experimentally tested this hypothesis by removing the understory in Monterey pine (Pinus radiata) plantations in central Chile and assessing changes in species richness and abundance of medium‐sized mammals. Frequency of occurrence of mammals, including kodkods (Leopardus guigna), culpeo foxes (Pseudalopex culpaeus), lesser grisons (Conepatus chinga), and Southern pudu deer (Pudu puda), was low in forest stands with little to no understory relative to stands with well‐developed undergrowth vegetation. After removing the understory, their frequency of occurrence decreased significantly, whereas in control stands, where understory was not removed, their frequency did not change. This result strongly supports the idea that facilitating the development of undergrowth vegetation may turn forestry stands into secondary habitats as opposed to their containing no habitat for native mammals. This forestry practice could contribute to conservation of biological diversity as it pertains to CBD targets. Biodiversity offset schemes are globally popular policy tools for balancing the competing demands of conservation and development. Trading currencies for losses and gains in biodiversity value at development and credit sites are usually based on several vegetation attributes combined to yield a simple score (multimetric), but the score is rarely validated prior to implementation. Inaccurate biodiversity trading currencies are likely to accelerate global biodiversity loss through unrepresentative trades of losses and gains. We tested a model vegetation multimetric (i.e., vegetation structural and compositional attributes) typical of offset trading currencies to determine whether it represented measurable components of compositional and functional biodiversity. Study sites were located in remnant patches of a critically endangered ecological community in western Sydney, Australia, an area representative of global conflicts between conservation and expanding urban development. We sampled ant fauna composition with pitfall traps and enumerated removal by ants of native plant seeds from artificial seed containers (seed depots). Ants are an excellent model taxon because they are strongly associated with habitat complexity, respond rapidly to environmental change, and are functionally important at many trophic levels. The vegetation multimetric did not predict differences in ant community composition or seed removal, despite underlying assumptions that biodiversity trading currencies used in offset schemes represent all components of a site's biodiversity value. This suggests that vegetation multimetrics are inadequate surrogates for total biodiversity value. These findings highlight the urgent need to refine existing offsetting multimetrics to ensure they meet underlying assumptions of surrogacy. Despite the best intentions, offset schemes will never achieve their goal of no net loss of biodiversity values if trades are based on metrics unrepresentative of total biodiversity.  相似文献

Citizen science has been gaining momentum in the United States and Europe, where citizens are literate and often interested in science. However, in developing countries, which have a dire need for environmental data, such programs are slow to emerge, despite the large and untapped human resources in close proximity to areas of high biodiversity and poorly known floras and faunas. Thus, we propose that the parataxonomist and paraecologist approach, which originates from citizen‐based science, is well suited to rural areas in developing countries. Being a paraecologist or a parataxonomist is a vocation and entails full‐time employment underpinned by extensive training, whereas citizen science involves the temporary engagement of volunteers. Both approaches have their merits depending on the context and objectives of the research. We examined 4 ongoing paraecologist or parataxonomist programs in Costa Rica, India, Papua New Guinea, and southern Africa and compared their origins, long‐term objectives, implementation strategies, activities, key challenges, achievements, and implications for resident communities. The programs supported ongoing research on biodiversity assessment, monitoring, and management, and participants engaged in non‐academic capacity development in these fields. The programs in Southern Africa related to specific projects, whereas the programs in Costa Rica, India, and Papua New Guinea were designed for the long term, provided sufficient funding was available. The main focus of the paraecologists’ and parataxonomists’ activities ranged from collection and processing of specimens (Costa Rica and Papua New Guinea) or of socioeconomic and natural science data (India and Southern Africa) to communication between scientists and residents (India and Southern Africa). As members of both the local land user and research communities, paraecologists and parataxonomists can greatly improve the flow of biodiversity information to all users, from local stakeholders to international academia.  相似文献

Biodiversity offsets are intended to achieve no net loss of biodiversity due to economic and human development. A variety of biodiversity components are addressed by offset policies. It is required that loss of protected species due to development be offset under the EU Habitats and Birds Directives in Europe. We call this type of offset a species‐equality offset because the offset pertains to the same species affected by the development project. Whether species equality can be achieved by offset design is unknown. We addressed this gap by reviewing derogation files (i.e., specific files that describe mitigation measures to ensure no net loss under the EU Habitats and Birds Directives) from 85 development projects in France (2009–2010). We collected information on type of effect (reversible vs. irreversible) and characteristics of affected and offset sites (i.e., types of species, total area). We analyzed how the type of effect and the affected‐site characteristics influenced the occurrence of offset measures. The proportion of species targeted by offset measures (i.e., offset species) increased with the irreversibility of the effect of development and the conservation status of the species affected by development (i.e., affected species). Not all effects on endangered species (International Union for Conservation of Nature Red List) were offset; on average, 82% of affected species would be offset. Twenty‐six percent of species of least concern were offset species. Thirty‐five percent of development projects considered all affected species in their offset measures. Species richness was much lower in offset sites than in developed sites even after offset proposals. For developed areas where species richness was relatively high before development, species richness at offset sites was 5–10 times lower. The species‐equality principle appears to have been applied only partially in offset policies, as in the EU directives. We suggest the application of this principle through offsets is highly important for the long‐term conservation of biodiversity in Europe. There is an urgent need to improve the evaluation of conservation interventions. This requires specifying an objective and a frame of reference from which to measure performance. Reference frames can be baselines (i.e., known biodiversity at a fixed point in history) or counterfactuals (i.e., a scenario that would have occurred without the intervention). Biodiversity offsets are interventions with the objective of no net loss of biodiversity (NNL). We used biodiversity offsets to analyze the effects of the choice of reference frame on whether interventions met stated objectives. We developed 2 models to investigate the implications of setting different frames of reference in regions subject to various biodiversity trends and anthropogenic impacts. First, a general analytic model evaluated offsets against a range of baseline and counterfactual specifications. Second, a simulation model then replicated these results with a complex real world case study: native grassland offsets in Melbourne, Australia. Both models showed that achieving NNL depended upon the interaction between reference frame and background biodiversity trends. With a baseline, offsets were less likely to achieve NNL where biodiversity was decreasing than where biodiversity was stable or increasing. With a no‐development counterfactual, however, NNL was achievable only where biodiversity was declining. Otherwise, preventing development was better for biodiversity. Uncertainty about compliance was a stronger determinant of success than uncertainty in underlying biodiversity trends. When only development and offset locations were considered, offsets sometimes resulted in NNL, but not across an entire region. Choice of reference frame determined feasibility and effort required to attain objectives when designing and evaluating biodiversity offset schemes. We argue the choice is thus of fundamental importance for conservation policy. Abstract: Because habitat loss due to urbanization is a primary threat to biodiversity, and land‐use decisions in urbanizing areas are mainly made at the local level, land‐use planning by municipal planning departments has a potentially important—but largely unrealized—role in conserving biodiversity. To understand planners’ perspectives on the factors that facilitate and impede biodiversity conservation in local planning, we interviewed directors of 17 municipal planning departments in the greater Seattle (Washington, U.S.A.) area and compared responses of planners from similar‐sized jurisdictions that were “high” and “low performing” with respect to incorporation of biodiversity conservation in local planning. Planners from low‐performing jurisdictions regarded mandates from higher governmental levels as the primary drivers of biodiversity conservation, whereas those from high‐performing jurisdictions regarded community values as the main drivers, although they also indicated that mandates were important. Biodiversity conservation was associated with presence of local conservation flagship elements (e.g., salmonids) and human‐centered benefits of biodiversity conservation (e.g., quality of life). Planners from high‐ and low‐performing jurisdictions favored different planning mechanisms for biodiversity conservation, perhaps reflecting differences in funding and staffing. High performers reported more collaborations with other entities on biodiversity issues. Planners’ comments indicated that the term biodiversity may be problematic in the context of local planning. The action most planners recommended to increase biodiversity conservation in local planning was public education. These results suggest that to advance biodiversity conservation in local land‐use planning, conservation biologists should investigate and educate the public about local conservation flagships and human benefits of local biodiversity, work to raise ecological literacy and explain biodiversity more effectively to the public, and promote collaboration on biodiversity conservation among jurisdictions and inclusion of biodiversity specialists in planning departments.  相似文献

In systematic conservation planning, species distribution data for all sites in a planning area are used to prioritize each site in terms of the site's importance toward meeting the goal of species representation. But comprehensive species data are not available in most planning areas and would be expensive to acquire. As a shortcut, ecologists use surrogates, such as occurrences of birds or another well‐surveyed taxon, or land types defined from remotely sensed data, in the hope that sites that represent the surrogates also represent biodiversity. Unfortunately, surrogates have not performed reliably. We propose a new type of surrogate, predicted importance, that can be developed from species data for a q% subset of sites. With species data from this subset of sites, importance can be modeled as a function of abiotic variables available at no charge for all terrestrial areas on Earth. Predicted importance can then be used as a surrogate to prioritize all sites. We tested this surrogate with 8 sets of species data. For each data set, we used a q% subset of sites to model importance as a function of abiotic variables, used the resulting function to predict importance for all sites, and evaluated the number of species in the sites with highest predicted importance. Sites with the highest predicted importance represented species efficiently for all data sets when q = 25% and for 7 of 8 data sets when q = 20%. Predicted importance requires less survey effort than direct selection for species representation and meets representation goals well compared with other surrogates currently in use. This less expensive surrogate may be useful in those areas of the world that need it most, namely tropical regions with the highest biodiversity, greatest biodiversity loss, most severe lack of inventory data, and poorly developed protected area networks.  相似文献

Abstract: Ecosystem management (EM) offers a means to address multiple threats to marine resources. Despite recognition of the importance of stakeholder involvement, most efforts to implement EM in marine systems are the product of top‐down regulatory control. We describe a rare, stakeholder‐driven attempt to implement EM from the bottom up in San Juan County, Washington (U.S.A.). A citizens advisory group led a 2‐year, highly participatory effort to develop an ecosystem‐based management plan, guided by a preexisting conservation‐planning framework. A key innovation was to incorporate social dimensions by designating both sociocultural and biodiversity targets in the planning process. Multiple obstacles hindered implementation of EM in this setting. Despite using a surrogate scheme, the information‐related transaction costs of planning were substantial: information deficits prevented assessment of some biodiversity targets and insufficient resources combined with information deficits prevented scientific assessment of the sociocultural targets. Substantial uncertainty, practical constraints to stakeholder involvement, and the existence of multiple, potentially conflicting, objectives increased negotiation‐related costs. Although information deficits and uncertainty, coupled with underinvestment in the transaction costs of planning, could reduce the long‐term effectiveness of the plan itself, the social capital and momentum developed through the planning process could yield unforeseeable future gains in protection of marine resources. The obstacles we identified here will require early and sustained attention in efforts to implement ecosystem management in other grassroots settings.  相似文献

Biodiversity data are in increasing demand to inform policy and management. A substantial portion of these data is generated in citizen science networks. To ensure the quality of biodiversity data, standards and criteria for validation have been put in place. We used interviews and document analysis from the United Kingdom and The Netherlands to examine how data validation serves as a point of connection between the diverse people and practices in natural history citizen science networks. We found that rather than a unidirectional imposition of standards, validation was performed collectively. Specifically, it was enacted in ongoing circulations of biodiversity records between recorders and validators as they jointly negotiated the biodiversity that was observed and the validity of the records. These collective validation practices contributed to the citizen science character or natural history networks and tied these networks together. However, when biodiversity records were included in biodiversity‐information initiatives on different policy levels and scales, the circulation of records diminished. These initiatives took on a more extractive mode of data use. Validation ceased to be collective with important consequences for the natural history networks involved and citizen science more generally.  相似文献

Abstract: The importance of biodiversity as natural capital for economic development and sustaining human welfare is well documented. Nevertheless, resource degradation rates and persistent deterioration of human welfare in developing countries is increasingly worrisome. Developing effective monitoring and evaluation schemes and measuring biodiversity loss continue to pose unique challenges, particularly when there is a paucity of historical data. Threat reduction assessment (TRA) has been proposed as a method to measure conservation success and as a proxy measurement of conservation impact, monitoring threats to resources rather than changes to biological parameters themselves. This tool is considered a quick, practical alternative to more cost‐ and time‐intensive approaches, but has inherent weaknesses. I conducted TRAs to evaluate the effectiveness of Kruger National Park (KNP) and Limpopo Province, South Africa, in mitigating threats to biodiversity from 1994 to 2004 in 4 geographical areas. I calculated TRA index values in these TRAs by using the original scoring developed by Margoluis and Salafsky (2001) and a modified scoring system that assigned negative mitigation values to incorporate new or worsening threats. Threats were standardized to allow comparisons across the sites. Modified TRA index values were significantly lower than values derived from the original scoring exercise. Five of the 11 standardized threats were present in all 4 assessment areas, 2 were restricted to KNP, 2 to Limpopo Province, and 2 only to Malamulele municipality. These results indicate, first, the need to integrate negative mitigation values into TRA scoring. By including negative values, investigators will be afforded a more accurate picture of biodiversity threats and of temporal and spatial trends across sites. Where the original TRA scoring was used to measure conservation success, reevaluation of these cases with the modified scoring is recommended. Second, practitioners must carefully consider the need and consequences of generalizing threats into generic categories for comparative assessments. Finally, continued refinement of the methodology and its extension to facilitate the transfer of successful conservation strategies is needed.  相似文献

Abstract: Indigenous people inhabit approximately 85% of areas designated for biodiversity conservation worldwide. They also continue to struggle for recognition and preservation of cultural identities, lifestyles, and livelihoods—a struggle contingent on control and protection of traditional lands and associated natural resources (hereafter, self‐determination). Indigenous lands and the biodiversity they support are increasingly threatened because of human population growth and per capita consumption. Application of the Endangered Species Act (ESA) to tribal lands in the United States provides a rich example of the articulation between biodiversity conservation and indigenous peoples' struggle for self‐determination. We found a paradoxical relationship whereby tribal governments are simultaneously and contradictorily sovereign nations; yet their communities depend on the U.S. government for protection through the federal‐trust doctrine. The unique legal status of tribal lands, their importance for conserving federally protected species, and federal environmental regulations' failure to define applicability to tribal lands creates conflict between tribal sovereignty, self‐determination, and constitutional authority. We reviewed Secretarial Order 3206, the U.S. policy on “American Indian tribal rights, federal–tribal trust responsibilities, and the ESA,” and evaluated how it influences ESA implementation on tribal lands. We found improved biodiversity conservation and tribal self‐determination requires revision of the fiduciary relationship between the federal government and the tribes to establish clear, legal definitions regarding land rights, applicability of environmental laws, and financial responsibilities. Such actions will allow provision of adequate funding and training to tribal leaders and resource managers, government agency personnel responsible for biodiversity conservation and land management, and environmental policy makers. Increased capacity, cooperation, and knowledge transfer among tribes and conservationists will improve biodiversity conservation and indigenous self‐determination.  相似文献

Economic and Ecological Outcomes of Flexible Biodiversity Offset Systems   总被引:1,自引:0,他引:1  
The commonly expressed goal of biodiversity offsets is to achieve no net loss of specific biological features affected by development. However, strict equivalency requirements may complicate trading of offset credits, increase costs due to restricted offset placement options, and force offset activities to focus on features that may not represent regional conservation priorities. Using the oil sands industry of Alberta, Canada, as a case study, we evaluated the economic and ecological performance of alternative offset systems targeting either ecologically equivalent areas (vegetation types) or regional conservation priorities (caribou and the Dry Mixedwood natural subregion). Exchanging dissimilar biodiversity elements requires assessment via a generalized metric; we used an empirically derived index of biodiversity intactness to link offsets with losses incurred by development. We considered 2 offset activities: land protection, with costs estimated as the net present value of profits of petroleum and timber resources to be paid as compensation to resource tenure holders, and restoration of anthropogenic footprint, with costs estimated from existing restoration projects. We used the spatial optimization tool MARXAN to develop hypothetical offset networks that met either the equivalent‐vegetation or conservation‐priority targets. Networks that required offsetting equivalent vegetation cost 2–17 times more than priority‐focused networks. This finding calls into question the prudence of equivalency‐based systems, particularly in relatively undeveloped jurisdictions, where conservation focuses on limiting and directing future losses. Priority‐focused offsets may offer benefits to industry and environmental stakeholders by allowing for lower‐cost conservation of valued ecological features and may invite discussion on what land‐use trade‐offs are acceptable when trading biodiversity via offsets. Abstract: Global declines in biodiversity and the widespread degradation of ecosystem services have led to urgent calls to safeguard both. Responses to this urgency include calls to integrate the needs of ecosystem services and biodiversity into the design of conservation interventions. The benefits of such integration are purported to include improvements in the justification and resources available for these interventions. Nevertheless, additional costs and potential trade‐offs remain poorly understood in the design of interventions that seek to conserve biodiversity and ecosystem services. We sought to investigate the synergies and trade‐offs in safeguarding ecosystem services and biodiversity in South Africa's Little Karoo. We used data on three ecosystem services—carbon storage, water recharge, and fodder provision—and data on biodiversity to examine several conservation planning scenarios. First, we investigated the amount of each ecosystem service captured incidentally by a conservation plan to meet targets for biodiversity only while minimizing opportunity costs. We then examined the costs of adding targets for ecosystem services into this conservation plan. Finally, we explored trade‐offs between biodiversity and ecosystem service targets at a fixed cost. At least 30% of each ecosystem service was captured incidentally when all of biodiversity targets were met. By including data on ecosystem services, we increased the amount of services captured by at least 20% for all three services without additional costs. When biodiversity targets were reduced by 8%, an extra 40% of fodder provision and water recharge were obtained and 58% of carbon could be captured for the same cost. The opportunity cost (in terms of forgone production) of safeguarding 100% of the biodiversity targets was about US$500 million. Our results showed that with a small decrease in biodiversity target achievement, substantial gains for the conservation of ecosystem services can be achieved within our biodiversity priority areas for no extra cost.  相似文献

Drawing on the idea that biodiversity is simply the diversity of living things, and that everyone knows what diversity and living things mean, most conservation professionals eschew the need to explain the many complex ways in which biodiversity is understood in science. On many biodiversity‐related issues, this lack of clarity leads to a communication gap between science and the general public, including decision makers who must design and implement biodiversity policies. Closing this communication gap is pivotal to the ability of science to inform sound environmental decision making. To address this communication gap, we propose a surrogate of biodiversity for communication purposes that captures the scientific definition of biodiversity yet can be understood by nonscientists; that is, biodiversity as a learning experience. The prerequisites of this or any other biodiversity communication surrogate are that it should have transdisciplinary relevance; not be measurable; be accessible to a wide audience; be usable to translate biodiversity issues; and understandably encompass biodiversity concepts. Biodiversity as a learning experience satisfies these prerequisites and is philosophically robust. More importantly, it can effectively contribute to closing the communication gap between biodiversity science and society at large. Abstract: Species’ assessments must frequently be derived from opportunistic observations made by volunteers (i.e., citizen scientists). Interpretation of the resulting data to estimate population trends is plagued with problems, including teasing apart genuine population trends from variations in observation effort. We devised a way to correct for annual variation in effort when estimating trends in occupancy (species distribution) from faunal or floral databases of opportunistic observations. First, for all surveyed sites, detection histories (i.e., strings of detection–nondetection records) are generated. Within‐season replicate surveys provide information on the detectability of an occupied site. Detectability directly represents observation effort; hence, estimating detectablity means correcting for observation effort. Second, site‐occupancy models are applied directly to the detection‐history data set (i.e., without aggregation by site and year) to estimate detectability and species distribution (occupancy, i.e., the true proportion of sites where a species occurs). Site‐occupancy models also provide unbiased estimators of components of distributional change (i.e., colonization and extinction rates). We illustrate our method with data from a large citizen‐science project in Switzerland in which field ornithologists record opportunistic observations. We analyzed data collected on four species: the widespread Kingfisher (Alcedo atthis) and Sparrowhawk (Accipiter nisus) and the scarce Rock Thrush (Monticola saxatilis) and Wallcreeper (Tichodroma muraria). Our method requires that all observed species are recorded. Detectability was <1 and varied over the years. Simulations suggested some robustness, but we advocate recording complete species lists (checklists), rather than recording individual records of single species. The representation of observation effort with its effect on detectability provides a solution to the problem of differences in effort encountered when extracting trend information from haphazard observations. We expect our method is widely applicable for global biodiversity monitoring and modeling of species distributions.  相似文献
