The demand for rhino horn has led to drastic declines in numbers of rhinos in Asia and Africa. Although all trade in rhino products has been illegal since the mid-1970s, a lucrative illegal market flourishes and poaching continues. Horn removal from African rhinos has been conducted in Zimbabwe, Namibia, and Swaziland to deter poaching. Regeneration of horns following dehorning has created the potential for a sustainable harvest of rhino horn through dehorning programs. Establishment of a regulated legal market for rhino horn has been suggested to help fund rhino conservation programs in African countries. However, evaluation of an economic harvest of rhino horn from dehorning programs has been limited because few data on rates and form of horn regeneration exist. Because rate of horn regeneration will determine the interval at which rhino horns could be harvested profitably, we measured horn regrowth for two white rhino (Ceratotherium simum) populations studied in Zimbabwe between 1991–1995. Measurements of horn sizes were collected before and after dehorning, and mass to volume relationships were calculated. Von Bertalanffy growth curves were used to model horn size and rates of horn regrowth relative to age. Adult males had larger horn bases (p < 0.001) and faster rates of horn regrowth than adult females. Regenerated horn mass for adult males (>1.3 kg/yr) was almost twice the mass of adult females. Based on an economic model for profit maximization, intervals for dehorning range from 1.16 to 1.51 years and vary with both sex and age. We suggest managers use these values as minimum dehorning intervals to balance profits with longer-term management goals. Rates of horn regeneration are likely to be less important than law enforcement in determining the efficacy of dehorning as a deterrent to rhino poaching.  相似文献

Achieving ethically responsible decisions is crucial for the success of biodiversity conservation projects. We adapted the ethical matrix, decision tree, and Bateson's cube to assist in the ethical analysis of complex conservation scenarios by structuring these tools so that they can implement the different value dimensions (environmental, social, and animal welfare) involved in conservation ethics. We then applied them to a case study relative to the decision-making process regarding whether or not to continue collecting biomaterial on the oldest of the two remaining northern white rhinoceroses (Ceratotherium simum cottoni), a functionally extinct subspecies of the white rhinoceros. We used the ethical matrix to gather ethical pros and cons and as a starting point for a participatory approach to ethical decision-making. We used decision trees to compare the different options at stake on the basis of a set of ethical desiderata. We used Bateson's cube to establish a threshold of ethical acceptability and model the results of a simple survey. The application of these tools proved to be pivotal in structuring the decision-making process and in helping reach a shared, reasoned, and transparent decision on the best option from an ethical point of view among those available.  相似文献

Use of the internet as a trade platform has resulted in a shift in the illegal wildlife trade. Increased scrutiny of illegal wildlife trade has led to concerns that online trade of wildlife will move onto the dark web. To provide a baseline of illegal wildlife trade on the dark web, we downloaded and archived 9852 items (individual posts) from the dark web, then searched these based on a list of 121 keywords associated with illegal online wildlife trade, including 30 keywords associated with illegally traded elephant ivory on the surface web. Results were compared with items known to be illegally traded on the dark web, specifically cannabis, cocaine, and heroin, to compare the extent of the trade. Of these 121 keywords, 4 resulted in hits, of which only one was potentially linked to illegal wildlife trade. This sole case was the sale and discussion of Echinopsis pachanoi (San Pedro cactus), which has hallucinogenic properties. This negligible level of activity related to the illegal trade of wildlife on the dark web relative to the open and increasing trade on the surface web may indicate a lack of successful enforcement against illegal wildlife trade on the surface web.  相似文献

Abstract: Although the poaching of nestlings for the pet trade is thought to contribute to the decline of many species of parrots, its effects have been poorly demonstrated. We calculated rates of mortality due to nest poaching in 23 studies of Neotropical parrots, representing 4024 nesting attempts in 21 species and 14 countries. We also examined how poaching rates vary with geographic region, presence of active protection programs, conservation status and economic value of a species, and passage of the U.S. Wild Bird Conservation Act. The average poaching rate across all studies was 30% of all nests observed. Thirteen studies reported poaching rates of ≥20%, and four reported rates openface> 70%. Only six studies documented no nest poaching. Of these, four were conducted on islands in the Caribbean region, which had significantly lower poaching rates than the mainland Neotropics. The other two studies that showed no poaching were conducted on the two species with the lowest economic value in our sample ( U.S. retail price). In four studies that allowed direct comparison between poaching at sites with active nest protection versus that at unprotected sites, poaching rates were significantly lower at protected sites, suggesting that active protection efforts can be effective in reducing nest poaching. In those studies conducted both before and after the passage of the U.S. Wild Bird Conservation Act, poaching rates were found to be significantly lower following its enactment than in the period before. This result supports the hypothesis that the legal and illegal parrot trades are positively related, rather than inversely related as has been suggested by avicultural interests. Overall, our study indicates that poaching of parrot nestlings for economic gain is a widespread and biologically significant source of nest mortality in Neotropical parrots.  相似文献

A resident population of 13 black rhinoceros ( Diceros bicornis ) persist in Ngorongoro Crater, Tanzania. The effective population size ( N e ) may be as few as 5 animals. Projected growth for this population suggests that the effective population size will remain small for the near future, threatening this Iocal population with extinction due to the stochastic factors associated with small population size. A summary of historic and recent demographic data for this population reveals a population crash during the period of heavy poaching that affected this species throughout its range. Although poaching of this species has been brought under control the population remains small. These data and models of projected population growth argue for consideration of more-intensive management within the framework of the small population paradigm. This case is an example of applied conservation resulting from this paradigm used in conjunction with rather than competing with the declining population paradigm. We identify additional monitoring, particularly of density-dependent behaviors, that will be necessary for designing a successful management program. Finally, the use of molecular markers for developing an accurate pedigree for this population is suggested in order to maintain a genetically healthy population. These strategies have broad applicability to black rhinoceros conservation throughout Africa.  相似文献

Global demand for elephant ivory is contributing to illegal poaching and significant decline of African elephant (Loxondonta africana) populations. To help mitigate decline, countries with legal domestic ivory markets were recommended by the Convention on International Trade in Endangered Species of Wild Fauna and Flora to close domestic markets for commercial trade. However, implementing stricter regulations on wildlife trade does not necessarily mean compliance with rules will follow. Using an online questionnaire, we examined the relationship between self-reported compliance with ivory trade regulations among 115 ivory traders in the United Kingdom and 4 dimensions (control, deterrence, legitimacy, and social norms) hypothesized to influence compliance with conservation regulations. Although most traders supported regulations, a large number did not always check that they comply with them when trading objects containing ivory. The main factors influencing compliance with ivory trade regulations were traders’ ability to comply and their perceptions of the regulations and punishments to deter illegal trade. These findings demonstrate the utility of conservation criminology to improve wildlife trade regulations and identify opportunities to reduce illegal ivory entering the market in the United Kingdom. Compliance could be improved by clearer regulations that facilitate easier detection of illegal ivory products and stronger prosecution of violations.  相似文献

Conservation scientists are increasingly focusing on the drivers of human behavior and on the implications of various sources of uncertainty for management decision making. Trophy hunting has been suggested as a conservation tool because it gives economic value to wildlife, but recent examples show that overharvesting is a substantial problem and that data limitations are rife. We use a case study of trophy hunting of an endangered antelope, the mountain nyala (Tragelaphus buxtoni), to explore how uncertainties generated by population monitoring and poaching interact with decision making by 2 key stakeholders: the safari companies and the government. We built a management strategy evaluation model that encompasses the population dynamics of mountain nyala, a monitoring model, and a company decision making model. We investigated scenarios of investment into antipoaching and monitoring by governments and safari companies. Harvest strategy was robust to the uncertainty in the population estimates obtained from monitoring, but poaching had a much stronger effect on quota and sustainability. Hence, reducing poaching is in the interests of companies wishing to increase the profitability of their enterprises, for example by engaging community members as game scouts. There is a threshold level of uncertainty in the population estimates beyond which the year‐to‐year variation in the trophy quota prevented planning by the safari companies. This suggests a role for government in ensuring that a baseline level of population monitoring is carried out such that this level is not exceeded. Our results illustrate the importance of considering the incentives of multiple stakeholders when designing frameworks for resource use and when designing management frameworks to address the particular sources of uncertainty that affect system sustainability most heavily. Abstract:  The supply-side approach to conservation, as recommended by economists, prescribes the provision of cheap substitutes for wildlife commodities in an effort to lower the price of such commodities and reduce harvesting pressure. We developed a theoretical economic model to examine whether wildlife farming or ranching indeed contributes to conservation. We first present the naïve economic model that lends support to the supply-side approach. This model is incomplete because it fails to capture the fact that most wildlife markets are not perfectly competitive (instead, models are characterized by a small number of suppliers who have a certain degree of market power), which also implies that it fails to incorporate strategic interaction between suppliers. We then present an alternative model of the (illegal) wildlife trade that reflects imperfect competition and strategic interaction, and demonstrate that wildlife farming may stimulate harvesting (or poaching) rather than discourage it. By applying the model to the case of rhinoceros poaching and ranching, we demonstrate the potentially ambiguous outcomes of rhinoceros-ranching initiatives—wild rhinoceros stocks may recover or suffer from additional depletion, depending on key parameters and the type of competition on output markets. We also show that this type of ambiguity may be eliminated when policy makers restrict quantities of farmed output through a quota system; in that case, introducing wildlife farming will unambiguously promote conservation. In the absence of such accompanying regulation, however, policy makers should be careful when stimulating wildlife farming and be aware of potentially adverse consequences.  相似文献

Illegal hunting of African elephants (Loxodonta africana) for ivory is causing rapid declines in their populations. Since 2007, illegal ivory trade has more than doubled. African elephants are facing the most serious conservation crisis since 1989, when international trade was banned. One solution proposed is establishment of a controlled legal trade in ivory. High prices for ivory mean that the incentives to obtain large quantities are high, but the quantity of tusks available for trade are biologically constrained. Within that context, effective management of a legal ivory trade would require robust systems to be in place to ensure that ivory from illegally killed elephants cannot be laundered into a legal market. At present, that is not feasible due to corruption among government officials charged with implementing wildlife‐related legislation. With organized criminal enterprises involved along the whole commodity chain, corruption enables the laundering of illegal ivory into legal or potentially legal markets. Poachers and traffickers can rapidly pay their way out of trouble, so the financial incentives to break the law heavily outweigh those of abiding by it. Maintaining reliable permitting systems and leak‐proof chains of custody in this context is challenging, and effective management breaks down. Once illegal ivory has entered the legal trade, it is difficult or impossible for enforcement officers to know what is legal and illegal. Addressing corruption throughout a trade network that permeates countries across the globe will take decades, if it can ever be achieved. That will be too late for wild African elephants at current rates of loss. If we are to conserve remaining wild populations, we must close all markets because, under current levels of corruption, they cannot be controlled in a way that does not provide opportunities for illegal ivory being laundered into legal markets. Abstract: Within 19 years the nesting population of leatherback turtles (Dermochelys coriacea) at Parque Nacional Marino Las Baulas declined from 1500 turtles nesting per year to about 100. We analyzed the effects of fishery bycatch and illegal harvesting (poaching) of eggs on this population. We modeled the population response to different levels of egg harvest (90, 75, 50, and 25%) and the effect of eradicating poaching at different times during the population decline. We compared effects of 90% poaching with those of 20% adult mortality because both of these processes were present in the population at Las Baulas. There was a stepwise decline in number of nesting turtles at all levels of egg harvest. Extirpation times for different levels of poaching ranged from 45 to 282 years. The nesting population declined more slowly and survived longer with 20% adult mortality (146 years) than it did with 90% poaching (45 years). Time that elapsed until poaching stopped determined the average population size at which the population stabilized, ranging from 90 to 420 nesting turtles. Our model predicted that saving clutches lost naturally would restore the population when adult mortality rates were low and would contribute more to population recovery when there were short remigration intervals between nesting seasons and a large proportion of natural loss of clutches. Because the model indicated that poaching was the most important cause of the leatherback decline at Las Baulas, protecting nests on the beach and protecting the beach from development are critical for survival of this population. Nevertheless, the model predicted that current high mortality rates of adults will prevent population recovery. Therefore, protection of the beach habitat and nests must be continued and fishery bycatch must be reduced to save this population.  相似文献

International trade in exotic pets is an important and increasing driver of biodiversity loss and often compromises the standards required for good animal welfare. We systematically reviewed the scientific and gray literature and used the United Nations Environment Programme ‐ World Conservation Monitoring Centre (UNEP‐WCMC) Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) trade database to establish temporal and geographical trade patterns of live exotic birds, mammals, and reptiles and to describe trends in research, taxonomic representation, and level of threat and legal protection of species traded. Birds were the most species‐rich and abundant class reported in trade; reptiles were second most abundant but unusually the most studied in this context; and mammals were least abundant in trade. Mammalian and reptilian species traded as pets were more likely to be threatened than expected by random. There have been a substantial number of Appendix I listed captive‐bred mammals and birds and wild‐caught birds and reptiles reported in trade to CITES. We identified the Middle East's emerging role as a driver of demand for exotic pets of all taxa alongside the well‐established and increasing role of South America and Southeast Asia in the market. Europe, North America, and the Middle East featured most heavily in trade reports to CITES, whereas trade involving South America and Southeast Asia were given most emphasis in the literature. For effective monitoring of and appropriate response to the international exotic pet trade, it is imperative that the reliability and detail of CITES trade reports improve and that scientific research be directed toward those taxa and locations that are most vulnerable. Sport hunting is often proposed as a tool to support the conservation of large carnivores. However, it is challenging to provide tangible economic benefits from this activity as an incentive for local people to conserve carnivores. We assessed economic gains from sport hunting and poaching of leopards (Panthera pardus), costs of leopard depredation of livestock, and attitudes of people toward leopards in Niassa National Reserve, Mozambique. We sent questionnaires to hunting concessionaires (n = 8) to investigate the economic value of and the relative importance of leopards relative to other key trophy‐hunted species. We asked villagers (n = 158) the number of and prices for leopards poached in the reserve and the number of goats depredated by leopard. Leopards were the mainstay of the hunting industry; a single animal was worth approximately U.S.$24,000. Most safari revenues are retained at national and international levels, but poached leopard are illegally traded locally for small amounts ($83). Leopards depredated 11 goats over 2 years in 2 of 4 surveyed villages resulting in losses of $440 to 6 households. People in these households had negative attitudes toward leopards. Although leopard sport hunting generates larger gross revenues than poaching, illegal hunting provides higher economic benefits for households involved in the activity. Sport‐hunting revenues did not compensate for the economic losses of livestock at the household level. On the basis of our results, we propose that poaching be reduced by increasing the costs of apprehension and that the economic benefits from leopard sport hunting be used to improve community livelihoods and provide incentives not to poach. Abstract:  International wildlife crime is burgeoning in this climate of global trade. We contend that the most effective way to contain this illegal trade is to determine where the wildlife is being removed. This allows authorities to direct law enforcement to poaching hot spots, potentially stops trade before the wildlife is actually killed, prevents countries from denying their poaching problems at home, and thwarts trade before it enters into an increasingly complex web of international criminal activity. Forensic tools have been limited in their ability to determine product origin because the information they can provide typically begins only at the point of shipment. DNA assignment analyses can determine product origin, but its use has been limited by the inability to assign samples to locations where reference samples do not exist. We applied new DNA assignment methods that can determine the geographic origin(s) of wildlife products from anywhere within its range. We used these methods to examine the geographic origin(s) of 2 strings of seizures involving large volumes of elephant ivory, 1 string seized in Singapore and Malawi and the other in Hong Kong and Cameroon. These ivory traffickers may comprise 2 of the largest poaching rings in Africa. In both cases all ivory seized in the string had common origins, which indicates that crime syndicates are targeting specific populations for intense exploitation. This result contradicts the dominant belief that dealers are using a decentralized plan of procuring ivory stocks as they became available across Africa. Large quantities of ivory were then moved, in multiple shipments, through an intermediate country prior to shipment to Asia, as a risk-reduction strategy that distances the dealer from the poaching locale. These smuggling strategies could not have been detected by forensic information, which typically begins only at the shipping source.  相似文献

Conservation organizations have increasingly raised concerns about escalating rates of illegal hunting and trade in wildlife. Previous studies have concluded that people hunt illegally because they are financially poor or lack alternative livelihood strategies. However, there has been little attempt to develop a richer understanding of the motivations behind contemporary illegal wildlife hunting. As a first step, we reviewed the academic and policy literatures on poaching and illegal wildlife use and considered the meanings of poverty and the relative importance of structure and individual agency. We placed motivations for illegal wildlife hunting within the context of the complex history of how wildlife laws were initially designed and enforced to indicate how hunting practices by specific communities were criminalized. We also considered the nature of poverty and the reasons for economic deprivation in particular communities to indicate how particular understandings of poverty as material deprivation ultimately shape approaches to illegal wildlife hunting. We found there is a need for a much better understanding of what poverty is and what motivates people to hunt illegally.  相似文献

Market‐based, supply‐side interventions such as domestication, cultivation, and wildlife farming have been proposed as legal substitutes for wild‐collected plants and animals in the marketplace. Based on the literature, we devised a list of the conditions under which supply‐side interventions may yield positive conservation outcomes. We applied it to the trade of the orchid Rhynchostylis gigantea, a protected ornamental plant. We conducted a survey of R. gigantea at Jatujak Market in Bangkok, Thailand. Farmed (legal) and wild (illegal, protected) specimens of R. gigantea were sold side‐by‐side at market. These results suggest farmed specimens are not being substituted for wild plants in the marketplace. For any given set of physical plant characteristics (size, condition, flowers), the origin of the plants (wild vs. farmed) did not affect price. For all price classes, farmed plants were of superior quality to wild‐collected plants on the basis of most physical variables. These results suggest wild and farmed specimens represent parallel markets and may not be substitutable goods. Our results with R. gigantea highlight a range of explanations for why supply‐side interventions may lack effectiveness, for example, consumer preferences for wild‐collected products and low financial incentives for farming. Our results suggest that market‐based conservation strategies may not be effective by themselves and may be best utilized as supplements to regulation and education. This approach represents a broad, multidisciplinary evaluation of supply‐side interventions that can be applied to other plant and animal species. Abstract:  The international wildlife trade is a principal cause of biodiversity loss, involving hundreds of millions of plants and animals each year, yet wildlife trade records are notoriously unreliable. We assessed the precision of wildlife trade reports for the United States, the world's largest consumer of endangered wildlife, by comparing data from the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) with U.S. Customs data. For both U.S. imports and exports, CITES and Customs reported substantially different trade volumes for all taxa in all years. Discrepancies ranged from a CITES-reported volume 376% greater than that reported by Customs (live coral imports, 2000) to a Customs' report 5202% greater than CITES (conch exports, 2000). These widely divergent data suggest widespread inaccuracies that may distort the perceived risk of targeted wildlife exploitation, leading to misallocation of management resources and less effective conservation strategies. Conservation scientists and practitioners should reexamine assumptions regarding the significance of the international wildlife trade.  相似文献

Marine reserves are promoted as an effective supplement to traditional fishery management techniques of harvest quotas and effort limitation. However, quantitative fishery models have ignored the impact of noncompliance (poaching). Here we link a model of a harvested fish population to a game-theoretic representation of fisherman behavior to quantify the effect of poaching on fishery yield and the enforcement effort required to maintain any desired level of reserve effectiveness. Although higher fish densities inside reserves will typically entice fishermen to poach, we show that the initial investment in enforcement efforts provides the greatest return on maintaining the benefits of the reserve to the fishery. Furthermore, we find that poaching eliminates the positive effect of fish dispersal on yield that is predicted by traditional models that ignore fisherman behavior. Our results broaden a fundamental insight from previous models of marine reserves, the effective equivalence of the harvest quota and reserve fraction, to the more realistic scenario in which fishermen attempt to maximize their economic payoffs.  相似文献

Conservation‐reliant species depend on active management, even after surpassing recovery goals, for protection from persistent threats. Required management may include control of another species, habitat maintenance, or artificial recruitment. Sometimes, it can be difficult to determine whether sustained management is required. We used nonspatial stochastic population projection matrix simulation and a spatially explicit population model to estimate the effects of parasitism by a brood parasite, the Brown‐headed Cowbird (Moluthrus ater), on a population of endangered Black‐capped Vireos (Vireo atricapilla). We simulated parasitism as a percentage of breeding vireo pairs experiencing decreased fecundity due to cowbirds. We estimated maximum sustainable parasitism (i.e., highest percentage of parasitized vireo breeding pairs for which population growth is ≥1) with the nonspatial model under multiple scenarios designed to assess sensitivity to assumptions about population growth rate, demographic effects of parasitism, and spatial distribution of parasitism. We then used the spatially explicit model to estimate cumulative probabilities of the population falling below the population recovery target of 1000 breeding pairs for a range of parasitism rates under multiple scenarios. We constructed our models from data on vireos collected on the Fort Hood Military Reservation, Texas (U.S.A.). Estimates of maximum sustainable parasitism rates ranged from 9–12% in scenarios with a low (6%) vireo population growth rate to 49–60% in scenarios with a high (24%) growth rate. Sustained parasitism above 45–85%, depending on the scenario, would likely result in the Fort Hood Vireo population dropping below its recovery goal within the next 25 years. These estimates suggest that vireos, although tolerant of low parasitism rates, are a conservation‐reliant species dependent on cowbird management. A metapopulation, time-invariant, stage-classified matrix model was developed to assess the dynamics of an important Pinna nobilis population in the marine Lake Vouliagmeni (Korinthiakos Gulf, Greece). The main aim of the study was to provide insight on the life cycle of the fan mussel and reveal influential factors for its population dynamics, with a special focus on the effect of poaching. The size of the fan mussel shell was selected as a state variable, and the model consisted of five size classes. The lake was divided in two regions, a shallow region of high (illegal) fishing mortality and high recruitment (region 1) and a deeper region of low mortality and low recruitment (region 2). The estimation of the transition matrix (stage-specific growth and mortality probabilities) was based on a tagging survey between 2005 and 2006, while independent annual surveys for abundance estimation using distance sampling techniques were utilized for the estimation of recruitment and stage-specific fertilities. The population was found to be increasing with an intrinsic rate of increase r = 0.038; however, r was not statistically different from zero. The life expectancy and expected lifetime offspring production of individuals in region 1 was markedly lower than that of individuals in region 2. Due to poaching, the life expectancy of a yearling fan mussel was less than 2.5 years in region 1, while it was almost 12 years in region 2. The highest expected annual natural mortality of fan mussels occurred on their first year of life after settlement (~43%) and greatly declined at greater sizes. Perturbation analysis revealed that the population growth rate was most sensitive to the vital rates of the larger size classes in region 2 and to fertilities corresponding to offspring that settled in the same region. The spatial distribution and abundance of the species was greatly dependent on the extent of poaching, which caused a size segregation of individuals, with small and young individuals being abundant in region 1, and larger and older individuals being restricted in region 2. If poaching ceased, the fan mussel population would be increasing with a significantly higher intrinsic rate of increase (r = 0.186), while if region 2 was also illegally exploited at the same intensity as region 1, the fan mussel population would be decreasing with r = −0.364 and would eventually collapse. The existence of refuge areas, where fan mussels may grow and reproduce, providing adjacent areas with offspring, seems crucial for the viability of local populations. Transplantation of fan mussels from high mortality areas to low mortality refuges might prove to be an effective measure to protect local populations of the species.  相似文献
