The practice of coastal zone management in Portugal is very recent. Key issues and considerations about natural shoreline dynamics, main policy instruments, and lessons learned from the EU Demonstration Programmes on Integrated Coastal Zone Management in Portugal will be outlined in this paper in an attempt to understand how the practice of ICZM and its prospects are. Coastal zone management problems and their associated side effects, as well as national and international evolution patterns will be drawn. Some means of achieving better coastal zone management practices and ways of addressing some of its forefront issues are also identified. Special attention will go to erosion problems. The pressure induced by urban development and economic activities on coastal areas is increasing. Poor sediment availability combined with years of neglected management and over-exploitation of resources have had a negative impact, and there are many areas showing evidence of coastal erosion. There is a need to improve policies and instruments of coastal planning and management. Coastal zone management plans are being developed for the nine sectors of the continental Portuguese coast, providing a full analysis of coastal systems and a delimitation of uses in relation to the carrying capacity of the shoreline.  相似文献

Coastal areas are among the most highly populated, most exploited areas and vulnerable ecosystems in the world. How these interface areas between terrestrial and marine environments can effectively planned and managed has proved to be extremely challenging. Integrated Coastal Zone Management (ICZM) has been promoted as a potential panacea for the effective planning and management of these areas. However achieving such goals for ICZM is complex because of the many human activities and diverse regulatory regimes in coastal areas requires effective integration along many dimensions. Within the context of the developing world, which is often characterised by highly centralised governance systems combined with a lack of effective public and stakeholder participation in planning delivering an effective ICZM, which is drawn from collaborative planning ideas has proved particularly problematic. Furthermore within these countries there have been few critical and analytical evaluations of why ICZM experiments have failed. This paper seeks to begin to address this gap by suggesting that Actor Network Theory (ANT) is an appropriate analytical framework to critically evaluate why ICZM initiatives in Egypt, at both the national and local level, have been relatively unsuccessful. The critical evaluation leads to some practical recommendations that could help to enhance the implementation of ICZM in Egypt.  相似文献

The Integrated Coastal Zone Management (ICZM) Protocol in the Mediterranean means the coastal zone can be better protected and problems can be targeted in a coordinated manner. This research developed a model to improve Integrated Coastal Management (ICM) implementation in the region. The methodology collected data from Mediterranean coastal zone experts via semi-structured interviews and a review of Mediterranean Coastal Foundation ICM Conferences in 2007, 2008 and 2009. Results identified issues and recommended solutions at various points in the policy process and these were used to propose a model for the implementation of ICM. Research demonstrated the need for non symbolic engagement with science especially during the ex-ante, interim and ex-post reports of implementation. Improved and considered horizontal governance and capacity building was highlighted as crucial. Findings also emphasised the importance of legislatively supported bottom-up policy implementation for the Mediterranean to help develop local coastal management ownership. Finally, the particular complexity of coastal policy in an administratively and culturally diverse region was identified as the main difficulty for successful implementation of coastal policies.  相似文献

The IPCC-TAR (2001) depicts the consequences of climate change on a global scale with a central focus on vulnerability and adaptation. The objective of this article is the important regional/local scale: First, sea-level rise, storm surges and related issues are perceived here, and second, decisions about precautionary measures, and coastal protection are mostly initialised on this scale. Sustainable development of the Black Sea countries is aimed at increase of living standards of population together with maintenance of the unique ecosystems in the region. This process is impossible without development of an efficient system of Integrated Coastal Zone Management (ICZM) in every state and at the regional level. Presence of similar social, economic, and ecological problems, most of them of transboundary character, calls for the necessity of close cooperation of all Black Sea states in creating and improving their national ICZM systems, and in finding also regional solutions. The ICZM activities in the Black Sea region date back to the signing of the Convention on the Protection of the Black Sea Against Pollution (Bucharest Convention) in 1992. The first steps and achievements in ICZM within the Black Sea region for 15 years are presented in this paper and further steps are outlined.  相似文献

Egyptian coastlines comprise more than 3000 km along the Mediterranean and the Red Sea. The coastal area of Egypt is under severe and increasing pressure. After passing the law on the Environment (Law 4) in 1994, the Egyptian Environmental Affairs Agency (EEAA) was designated as the responsible agency to implement this law. In this respect, the EEAA formulates the general policy and prepares the necessary plans for the protection and promotion of the environment. Also, it follows up the implementation of such plans in coordination with competent administrative authorities. Integrated Coastal Zone Management (ICZM) is one of the items regulated and addressed by Law 4/94. A framework programme for ICZM in Egypt was issued in 1996. This paper presents the results of a pilot project financed by the Mediterranean Action Programme Coastal Area Management (CAMP), namely ‘Fuka-Matrouh-Egypt’ project, and implemented by the Priority Action Plan/Regional Activity Centre. It also presents the methodology followed in the study and the experience gained nationally that would lead to the sustainable development of the northwest Egyptian Coast.  相似文献

Uncertainty plays a major role in Integrated Coastal Zone Management (ICZM). A large part of this uncertainty is connected to our lack of knowledge of the integrated functioning of the coastal system and to the increasing need to act in a pro-active way. Increasingly, coastal managers are forced to take decisions based on information which is surrounded by uncertainties. Different types of uncertainty can be identified and the role of uncertainty in decision making, scientific uncertainty and model uncertainty in ICZM is discussed. The issue of spatial variability, which is believed to be extremely important in ICZM and represents a primary source of complexity and uncertainty, is also briefly introduced. Some principles for complex model building are described as an approach to handle, in a balanced way, the available data, information, knowledge and experience. The practical method of sensitivity analysis is then introduced as a method for a posterior evaluation of uncertainty in simulation models. We conclude by emphasising the need for the definition of an analysis plan in order to handle model uncertainty in a balanced way during the decision making process.  相似文献

Sicily is the largest island in the Mediterranean, and tourism represents the most important income in the regional budget. This is due to a mild climate, to its considerable archaeological and cultural heritage, but above all to the beaches, which host visitors for most of the year. Nevertheless, Sicily has no official Integrated Coastal Zone Management (ICZM) policy and also lacks an overall plan for coastal protection. In 2000, however, driven by the EU, a process of selection of projects based on objective parameters was initiated. Not all of these projects have had the expected results and some are yet to be completed. One of these is Giardini Naxos, Taormina beach, one of the main tourist resorts in Sicily. There, due both to the incorrect position of the port structure and to the rapidly increasing coastal urbanization (second homes, hotels and waterfront), a process of coastal erosion has started, the beach has disappeared, and the promenade has been damaged. To rebuild the shore in order to protect the structures behind it and to restore the coast for beach goers, a submerged barrier (like a reef) was designed to protect an artificial beach replenishment using local and remote sands, mined from the continental platform bottom and compatible both in terms of composition and grain size. Even though the results were excellent during the first stages of the project, towards the end, financial support disappeared and the funds were allocated to other projects. This experience in Giardini Naxos illustrates the ineffectiveness of defensive action in the absence of coastal planning that takes into account the sustainability of interventions on a regional basis both from a structural and an economic standpoint.  相似文献

Over 350 European Integrated Coastal Zone Management (ICZM) ‘best practice’ case studies are documented in the OURCOAST online public database, to ensure that lessons learned from experiences and practices are shared and improve coastal management practices. However, concrete criteria for ‘best practice’ are missing and a critical evaluation of the success of these case studies did not take place. We present an indicator-based tool and methodology that allows assessing the progress towards sustainability of ICZM measures. An indicator-based tool was applied to 18 thematically different coastal case studies using two different methods: a fast screening and an analysis in-depth assessment. Both methods used help to identify strengths and weaknesses of ICZM and their contribution to sustainable development. However, indicator scores were highly affected by evaluators’ background and perception. The tool is user-friendly and easy to apply, it indicates what progress has made towards sustainability and to which extent targets have been met.  相似文献

Integrated Coastal Zone Management as a strategy for achieving conservation and sustainable multiple use of the coastal zone includes various types of management initiatives. Due to natural phenomena such as tides and winds and to social and economic activities, coastal areas undergo transformation. Coastal erosion and the disappearance of beaches as a result of wrong planning decisions and lack of effective legislation are among the most damaging effects and to reverse them requires application of a series of engineering techniques. Beach nourishment projects as a way towards shore protection and utilization through recreational purposes in the Spanish and Italian coasts are noteworthy in this respect. In beach nourishment projects, the roles of various entities, both public and private, should be clearly indicated and in the evaluation and execution stage a series of questions should be answered for the successful completion of any nourishment project. Past projects in the Mediterranean and experiences from recent Italian projects in Anzio and Nettuno confirm this. For example, dredging of the entrance channel of the port of Anzio enabled middle-sized ferryboats once again to enter the port (which had not been possible before). This will in turn increase the tourism potential of the town. Nourishment of two beaches at these sites prevented further erosion and provided more area for recreational purposes. Expected economic contribution of beach nourishments to the regional authority was estimated for Nettuno and Anzio; the resulting theoretical payback period was found to be 3 yr for the former and 15 yr for the latter.  相似文献

The International Institute for Aerospace Survey and Earth Sciences (ITC) has a research programme that should result in an integrated environmental coastal zone management system through three subprojects. The programme aims to develop methodologies and tools for assessing coastal zone changes, and for the evaluation of scenarios for coastal zone management, based on a spatio-temporal Geographical Information System (GIS) working platform which integrates remote sensing data, physical-morphodynamic and eco-hydrologic modelling, and a decision support system. The first subproject develops methodologies for the generation of optimum Remote Sensing (RS) data sets, leading to better interpretation and complementary use of conventional and new remote sensing imagery. It also integrates RS, GIS, and modelling through hypothesis generation, parameter estimation, evaluation and validation. The second subproject facilitates qualitative and quantitative analysis and prediction of the physical aspects of coastal landscape development under the influence of natural processes and human impacts. This subproject is based on the application of remote sensing and dynamic modelling. The third subproject leads to a spatio-temporal working platform which supports data integration of RS and in-situ measurements, and qualitative and quantitative analysis for the prediction of coastal landscape development. Both support decision making in Integrated Coastal Zone Management.  相似文献

Coastal areas are complex systems subject to significant erosion processes resulting from both physical and anthropogenic factors. This context introduces the importance of quantifying the impacts resulting from land artificialization increase, the assessment of coastal erosion and the development of strategies for achieving an Integrated Coastal Zone Management (ICZM). In this study we employed the Land Transformation Model (LTM) to forecast urban growth to year 2014 in the South Coast of São Miguel Island, Azores (Portugal). Two different scenarios for modeling urban growth were tested: (1) one that considered an urban sprawl trend equivalent to the one measured between years 1998 and 2005, and (2) another that considered the restrictions included in the intervention area of South Coast Management Plan (POOC Costa Sul). The objective was to evaluate the impact of the POOC Costa Sul in the urban growth of the studied area. Results show that the POOC Costa Sul is not effective in containing urban growth quantities which are equivalent to the non-restricted scenario. However, it was possible to observe that it is effective in deciding where the urban expansion is likely to happen, preventing, for instances, the occurrence of urban growth near water lines or in the maritime public domain. We conclude that this type of models can be very relevant to manage and monitor coastal management plans.  相似文献

Bangladesh, favoured by a tropical climate, houses the world’s largest stretch of mangroves forests (Sundarbans Reserved Forest) and plantations. Around half of the forests of the country occur in the coastal zone. People extract various goods and services from the mangroves. Nevertheless the mangrove forests are depleting. Although the extent of the Sundarbans forest has not changed much, its decline is of a qualitative nature. Mangrove plantations are increasing in area but they are losing growing stock. To arrest this, Bangladesh has adopted several strategies. The ‘Sustainable Ecosystem Management’ strategy has now been adopted instead of the ‘Sustained Yield Principle’. Biodiversity conservation and enhancement has been taken as a key management goal. A zoning system is being developed for both production and protection purposes. The government facilitates alternative income for the local people by generating activities for the communities which are dependent on the forest. Different non-governmental organizations collaborate with the government in reducing the local people’s dependence on the forest. Coastal plantations are erected to protect people from cyclones and to make the land more suitable for habitation. Through this greening of the coastal belt tree plantation is encouraged in coastal villages. Coastal embankments are being planted and leased to poor settlers in exchange for routine maintenance of the embankments. Plantations on newly accreted mud flats help in stabilizing the land, which can later on be settled by victims of erosion elsewhere. These adopted management measures do not only contribute to forestry resource management but also to the social, environmental and economic wellbeing of the coastal communities. These efforts are at present being integrated into an Integrated Coastal Zone Management (ICZM) project.  相似文献

Vulnerability assessment is one of the methods currently being used to measure the ocean and coastal sustainability in order to enable better evaluation and redesign of land-based development and policy-making. Because of different geological and geographical formations, the elements that comprise the vulnerability indicators are different from each other, and there are various vulnerability equations that have been used. At the present time, there are no unified vulnerability indicators that can be applied universally to every country. The Seribu Islands, Indonesia, also known in English as the Thousand Islands, consisting of 105 islands located to the north of Jakarta, have been chosen as a study area for vulnerability assessment according to the basic principles of Integrated Coastal Zone Management theory. The results indicate that in practice, Indonesian Integrated Coastal Zone Management legal systems do exist and that in some cases, part of the responsibility for the problems rests with legislation that imposes complex systems of administration, unrealistic sanctions and impractical solutions. This research also shows that inter-sectoral, inter-governance and spatial developments are the three components that need to be improved for the successful implementation of Integrated Coastal Zone Management in the region.  相似文献

In Italy, the incapability of the State to implement a national strategy for the sustainable development of coastal areas lead the regional authorities to adopt integrated coastal zone management plans. These initiatives are often relevant, correcting the defiency of the national legislation, but do not assure the implementation of a coherent littoral policy. Thereby, it is to be hoped that the recent developments in international law—and particularly the Mediterranean protocol on integrated coastal zone management recently adopted—will compel the Italian State to make a positive commitment to coastal protection.  相似文献

This paper includes the proposals made in the report “Basis for a National Strategy for Coastal Zone Management” prepared for the Portuguese Ministry of Environment, Territorial Planning and Regional Development. The final version of that report was presented in June 2006. This paper describes a theme framework followed by a discussion of concepts. Nine Primary Principles, eight Principal Objectives, and 37 Strategic Options for an Integrated Coastal Zone Management are then presented. These Strategic Options are set hierarchically according to their sequential priority, identifying the dominant types of Associated Measures. The analysis of these arrives at a set of Structural Measures, which interlink and aggregate various actions and propose a new method of integrated management for the coastal zone, which includes the “Legal Basis of Coastal Zone”; the Organization System; the Action Plan and Monitoring.  相似文献

This paper describes a decision-support system based on landscape ecology and focused on the study of ecosystems’ health. System capabilities are illustrated with three cases of integrated coastal zone management (ICZM), in the Adriatic Sea (Italy): the lagoon of Venice and the Rimini and Ancona coastal areas. Indicators and indices are developed with a focus on sub-regional and local problems in coastal management, with a multi-scale approach based on landscape and seascape ecology. Land-use changes of the coastal areas were detected by analyzing two sets of satellite images. Indices combining satellite imagery, socio-economic and environmental indicators, and landscape and seascape maps were created, showing ecological changes, habitat loss and gaps in conservation policy. The approach used provides means for the identification of conflicts and for the assessment of sustainability. Results show that the lagoon of Venice plays an important role in mitigating and compensating the impacts of human activities, and needs to be protected and restored. The Rimini area shows high ecological footprint and development-intensity and low biocapacity. The Ancona area needs the protection of its natural coastal space from potential sources of anthropogenic impacts to maintain its sustainability. A model of environment changes is critical for formulating effective environmental policies and management strategies. The developed decision-support system provides a suitability map per each area analyzed, which can be used in order to maximize different policy objectives and reduce coastal conflicts.  相似文献

In the present paper, the current beach management framework in the North-Western Mediterranean coast (Catalonia, Spain) was revised. Beach management was analyzed using the concepts of Integrated Coastal Zone Management (ICZM). The history of beach management in the second half of the 20 century and the new developments in the academic field and in the practical beach management sector during the last decade were studied. The revision of legal texts and strategies in the Catalan coast allowed synthesizing all scattered information affecting beach management. A SWOT analysis was performed. The main strengths of the beach management framework in Catalonia are the public ownership of beaches, which allows the government to carry out a comprehensive management and the recent data and analysis provided by the adopted National and Autonomous ICZM strategies. The weaknesses found were related to the functioning of traditional existing institutions. New opportunities are related to the possibility of establishing new institutions that conduct a more inclusive and proactive management. The main threat is that although the possibility for a fundamental change in beach management organization exists, resources available are not fully exploited.  相似文献

The European Recommendation on Integrated Coastal Zone Management has six core principles. These form two groups, one concerned with strategic goals and one that has a local focus. The principles are presented as a menu of free-standing options, with no prioritization either within or between groups. In the case of coastal erosion management these characteristics result in irreconcilable conflicts, and actively hinder sustainable management of eroding coasts. The principles require clarification, and recognition that they are an indivisible integrated set which should not be used to select principles to advance a particular agenda. It is essential that the strategic principles are given priority, because only they can underpin a sustainable approach to the issue of coastal erosion.  相似文献
