A tour guide training program was developed for rural communities near Costa Rica's Tortuguero National Park to respond to the impacts of the 24-fold increase in park visitation in the past decade, to involve local communities in resource management, and to provide regional environmental education. The development of the training course involved a survey of scientists and park managers to ascertain resource management needs, priorities for information to be disseminated, and impacts of tourism on the resource base. Current and potential tour guides were surveyed to identify their information needs, solicit their input in the training program, and to determine their knowledge and skills. Written questionnaires were developed and given to 400 tourists to determine their activities and environmental information needs, and hotel owners were censused to examine the economic feasibility of a local guide program. A pilot training course and guide program involving 12 Tortuguero residents demonstrated that a tour guide program: (1) helped mitigate negative tourism impacts on Tortuguero National Park's natural resources, particularly by regulating tourists on the park's 35-km beach used for nesting by endangered sea turtles; (2) provided environmental education to an important segment of the local community not traditionally reached through school or government development projects; (3) provided environmental information to tourists, thus enhancing their visit; and (4) provided local economic benefits through lucrative part-time employment, thereby allowing local people to participate more fully in the tourism system. An extended training course is being planned to provide further environmental education programming and to increase year-round employment opportunities for the tour guides.  相似文献

This article critically reviews the evolution of urban environmental management in Shanghai since 1978. Established in a transitional postsocialist economy and shaped by a spectacular urban redevelopment process, the current environmental management framework of Shanghai has succeeded in mitigating major industrial pollution and improving urban amenities with unprecedented pace and magnitude. However, it generally failed to take social equity and environmental justice issues into consideration. Based on Haughton’s models of sustainable urban development, this article proposes four priorities and five principles within the framework of a fair shares cities model for the future environmental management of Shanghai and briefly discusses their policy implications and implementation issues. The authors argue that Haughton’s approach is relevant to Shanghai’s case because the essence of his argument—the multidimensional equity principles—is the core of the concept of sustainable development.  相似文献

Conclusion I wish to conclude as I began, with a quotation from a newspaper on the potential damage and the attendant costs of not applying sound environmental management: The Guardian, Wednesday, 5 October 1983: “The Shell Oil Company which admitted yesterday that it had allowed dangerous pesticides to escape near Denver, Colorado has received a demand from the US Army for $1 8 billion to help to stop pollution from reaching the city ... Shell and the US Army research, which includes experiments with nerve gas, may have caused far more serious pollution in the area.” The need for sustainable development and for training in environmental management in Third World countries, should ensure that reports on environmental damage, such as the one above, do not become a common occurrence in developing countries in the next decade or hopefully forever after. This paper was presented at the conference “The Environmental Dimension in World Development, the contribution that British Companies can make”, organized by the Centre for World Development Education, London, UK, during October 1983. By means of environmental education, teachers are supposed to intervene in pupils’ awareness and concern of environmental issues. Teachers’ environmental attitudes, however, have rarely been studied. We analysed 367 German pre- and in-service teachers’ environmental attitudes for their structure and socio-economic correlates within the frame of a European project. Thus, we retrieved for adults the two-dimensional model of ecological values (2-MEV) presented for adolescents by Bogner and Wiseman (Sci Educ Int 15(1):27–48, 2004). For the two domains, Preservation and Utilisation, the psychometric structure was confirmed and discriminative correlations with age, gender and teaching subject were unveiled. Further research is needed to deduce the implications for teaching practice.  相似文献

Summary In showing that substantially more than three-quarters of the population of England and Wales at some stage in their career receive education or training in the further education sector, the author advocates the case for environmental education to be extensively developed at this educational level. An expanded programme in technical and allied colleges should contain elements of environmental education for nearly all technicians as well as specialist full-time training schemes for persons such as environmental monitoring technicians.Dr John F. Potter has been Hon. Secretary of the Institution of Environmental Sciences (UK) over the last five years. He is Editor of that Institution's News Sheet and Proceedings as well as being one of the General Editors of the IES/Wiley Environment Monograph Series. Summary This is a paper about problem-solving styles in Environmental Management and the specific deficiencies in these styles that might be groupd under the label ‘tunnel vision’. The latter, a form of selective attention, contributes to inadequate problem-formulation, partial solutions to complex problems and to the generation of even more intractable, additional problems. Examples of tunnel vision in military and environmental decision-making are discussed, together with the situational, personal and educational factors that exacerbate its influence. The paper concludes with some recommendations for changes in professional education that might help to recduce the occurrence of tunnel vision. Dr Alan Miller who is now associate professor at the University of New Brunswick received his training in biology (in England) and ecology (in Canada). He then spent several years pursuing research at the Northwest Institute for Medical Research in Chicago, USA. A growing interest in the human aspects of environmental and medical problems led to a further graduate study in psychology, followed by teaching positions in Ireland and Canada. His current interests include: the education of environmental professional; the psychosocial problems involved in environmental management, and, the problems inherent in interdisciplinary project groups.  相似文献

Abstract

The German cockroach is the most common pest of urban, low-income housing in the United States and is associated with high pesticide use by residents. Cockroach allergen is implicated in asthma exacerbation and initiation and in the growing social and medical aspects of the disease. A safe and secure home environment is an environmental justice issue, and environmentally sound and effective models of cockroach control are needed in public and low-income multifamily housing. One model that offers potential is the integrated pest management (IPM) peer educator model (IPM Educator) in public housing as a component of IPM. A pre–post-analysis of an IPM Educator pilot programme in Boston public housing was undertaken. Thirty-four moderate- to high-infested units received baseline assessment and three applications of gel baits and IPM treatment by a pest control operator. Before the first pest control application, residents received written notice to prepare their units for treatment, a standard procedure. Before the second and third pest control treatments, an IPM Educator instructed residents in basic pest biology and habits, preparation for treatment, and the role of sanitation in pest control. Results showed a significant improvement in rate of preparation for pest control treatment after the IPM Educator intervention when compared with the preparation rate before the education intervention, and a significant reduction in cockroach populations by the third visit in units that were prepared and had improved sanitation, when compared with unprepared units and unclean units. The IPM peer educator is a promising, low-cost model of educating and engaging residents of urban, low-income, multifamily housing in environmentally sound pest control, thereby giving them some power and control over their living environment. It is also a potential source of professional training and jobs for public housing and other low-income housing residents.  相似文献

Many people within the further and higher education sector in the United Kingdom (UK) have now accepted that responsible environmental management of their day to day site operations is necessary, but they are still unclear as to what lengths they need to go to obtain marketplace credibility. Many people in other sectors believe that the only way to achieve real credibility in this area is to become accredited by the new British Standard BS7750 Specification for Environmental Management Systems. Others are expressing concern that such systems are cumbersome to operate and generate a needless level of bureaucracy and additional unwelcome paperwork.This paper briefly discusses the responsibilities of further and higher education institutions with regard to environmental management and outlines one possible alternative to the BS7750 approach, the Confederation of British Industry (CBI) Environment Initiative. It also outlines the approach taken by the University of Strathclyde over the past three years in the development of an environmental management manual for the Estates Management Department and the development of a system to control university-wide environmental management.In conclusion this paper will focus on the suitability of BS7750 systems within further and higher education institutions in comparison with the approach adopted in the CBI Environment Initiative.This paper was first presented at Global Forum '94 Academic Conference Towards a Sustainable Future: Promoting Sustainable Development, Manchester, UK.Mr K. Summary The need for trained technical personnel to monitor environmental systems is emphasised and detailed. Coincident with this need is a virtual absence of appropriate training schemes. The philosophy behind and development of such a course in Farnborough College of Technology is described. This course is a multidisciplinary Higher Diploma in Environmental Analysis and Monitoring aimed specifically at training technicians to deal with pollution and its effects. The paper details course aims and objectives and outlines the programme structure. As the staff at Farnborough have initiated such a training programme, we propose to act as a resource exchange centre in this sphere. Thus our experience could aid in the curriculum development of other schemes. Gareth Rees is Lecturer in Microbiology at Farnborough College of Technology. He has a first degree in Marine Zoology and an M.Sc. in Biodeterioration of Materials. He has recently completed Ph.D. studies into ecological aspects of marine fungi. ABSTRACT: The power of computers has increased in recent decades, and one might expect improved management to result because decisions can be made with understanding available only via models. However, there is potential for quite the opposite: poor decisions due to unrealistic model output generated by users without access to appropriate training in the use of models. We discuss and, by reference to water demand models (IWR-MAIN, MWD-MAIN), illustrate three areas in which unintended errors of judgment by untrained personnel may cause difficulty:
  • * Attributes of management models; if output from any type of model has no measure of confidence, then results may be over- or undervalued
  • * Input data; with complex models, problems here typically will be difficult to detect.
  • * Calibration and history-matching (verification); if these steps or data are combined, then users should be less trustful of model output than otherwise.
Because all models have weaknesses and because there always is uncertainty about output from any model, we end with suggestions for coping with complex models. Monitoring programs play a central role in such efforts because they can identify discrepancies between model predictions and actual events and because they can ensure time is available to develop solutions for problems unanticipated in the modeling effort.  相似文献

In many river floodplains in the UK, there has been a long history of flood defence, land reclamation and water regime management for farming. In recent years, however, changing European and national policies with respect to farming, environment and flood management are encouraging a re-appraisal of land use in rural areas. In particular, there is scope to develop, through the use of appropriate promotional mechanisms, washland areas, which will simultaneously accommodate winter inundation, support extensive farming methods, deliver environmental benefits, and do this in a way which can underpin the rural economy. This paper explores the likely economic impacts of the development of flood storage and washland creation. In doing so, consideration is given to feasibility of this type of development, the environmental implications for a variety of habitats and species, and the financial and institutional mechanisms required to achieve implementation.  相似文献

Local scale has an important role in environmental management. In Spain, rapid industrialization has occurred in the last three decades, leading to substantial changes in socioeconomic relations and resulting in significant environmental degradation. This paper describes the environmental status of the township of Sax (Alicante, in southeast Spain), which has passed from agriculture to industrial manufacturing in 50 years. The human population has grown exponentially during the second half of the 20th century, with a 91% increase from 1955 to 1995, coinciding with strong growth in manufacturing (factories increased fivefold in the period 1955–1976) and important changes in the working population and land use. Illegal rubbish dumps, water pollution, forest fires, erosion, and degradation of wildlife habitats are the main outcomes of these dramatic socioeconomic and demographic changes. The administration has focused on the control of water pollution and waste management, while nongovernmental organizations have concentrated on the prevention of forest fires and the development of environmental education programs. These measures are insufficient to manage current environmental degradation, and an environmental management plan for the study area is discussed. Increasing effort in waste management and industrial wastewater control, changes in land-use policy, and the creation of an advisory committee to increase public participation in decision-making have been identified as environmental target objectives for the coming years.  相似文献

Local authority experien ce with state of the environment reporting in the UK is discussed and com pared with the Japanese approach to integrated environmental management. Two case studies are presented, Lancashire County Council and Osaka Prefectural Government, and the progress made by each authority is examined. The paper argues that two very different approaches to local environm ental m anagement have evolved in the UK and Japan. The Japanese approach is essentially technocratic and pre-occupied with pollution control issues. In contrast, the UK approach has evolved out of the town planning tradition with its emphasis on conservation and am enity issues. Local authorities in Japan have greater jurisdictional powers, financial and technical resources to devote to environmental management. This allows them more direct control over the policy-making process. Constraints on local authority financial resources in the UK, and fragmentation of environmental responsibilities between various organizations, have resulted in a form of environm ental management which is based on interorganizational co-operation.  相似文献

Summary Whether environmental education in the school curriculum is treated as a separate subject or as an interdisciplinary entity, the end product should be the same: to provide learners with the desire to preserve or develop optimum environments and to improve less desirable ones. In this endeavour, the learners must ultimately reach out to participate in community decisions and environmental management activities, for that is where the environmental problems abound. Moreover, young persons are generally more knowledgeable than many adults on environmental matters and are more aware of the effects of environmental degradation. When they participate in community environmental management, they may also develop unique and particularly dynamic qualities.Research worldwide suggests that very few teaching programmes encourage environmental participation. In Kenya teachers tend to use deductive teaching methods which do not encourage participation, although there may be ample opportunities in the local environment to facilitate such participation. A more refined, reconstructivist inquiry strategy, committed to the attainment of participative environmental education objectives is suggested. The approach, referred to as an operation-environment instructional model emphasizes action research, supported by a series of other vital stages, as fundamental to the agenda for environmental learning.William W. Summary Environmental management is defined as a mechanism for alleviating the worst of environmental damage and reducing the most unacceptable aspects of social inequalities but without really altering the patterns of political and economic power. It is now increasingly regarded as accepted practice in development partly because it is economically and socially counterproductive to ignore it. The purpose of the paper is to illustrate the difficulties involved in incorporating environmental management into economic growth with special reference to development assistance. Much environmental damage in the Third World is a product of the forces of development rather than the fault of the people, and in the past development assistance projects have often inadvertently led to environmental destruction and social distress. Case examples are given. The paper argues that among the many impediments to the full incorporation of environmental management into development are the following: the administrative structure of the agencies involved, suspicions in the past of receiving nation governments and the risky nature, and expensive labour intensity of programmes aimed at integrated rural development and appropriate technology. The prevailing system of environmental management strongly depends on the economic and political structures of a country and is influenced by the current condition of them. Environmental degradation in the Soviet Union has been caused mainly by the political and economic misconceptions listed in this article. With the transformation of its state order to the model of Western democracies, the Soviet Union is experiencing a deep economic crisis of restructuring, reflected in a parallel crisis in its system of environmental management, which is manifest in the form of rapid transformation. This is characterized by the contradiction of the state’s old administrative institutions, which still exist, with the efforts to use market mechanisms of environmental control. Such methods include various fees and payments for the use of natural resources or for pollution and creation of specialized regional funds and banks to finance environmental programs. All these occur in the context of the strengthening of regional sovereignty, the introduction of self-accounting for economic units, the adoption of comprehensive legal enactments, and the setting up of an efficient administrative system of their enforcement. Public activism, as one of the principal actors in this structure, also has undergone quick maturation. Nevertheless the future development of the new Soviet system of environmental control remains uncertain because of the present unpredictability of the overall situation in the short run.  相似文献

The rationale for pesticide use in agriculture is that costs associated with pesticide pollution are to be justified by its benefits, but this is not so obvious. Valuing the benefits by simple economic analysis has increased pesticide use in agriculture and consequently produced pesticide-induced “public ills.” This paper attempts to explore the research gaps of the economic and social consequences of pesticide use in developing countries, particularly with an example of Nepal. We argue that although the negative sides of agricultural development, for example- soil, water, and air pollution; pest resistance and resurgence; bioaccumulation, bio-magnification; and loss of biodiversity and ecosystem resilience caused by the use of pesticides in agriculture, are “developmental problems” and are “unintentional,” the magnitude may be increased by undervaluing the problems in the analysis of its economic returns. Despite continuous effort for holistic system analyses for studying complex phenomena like pesticides impacts, the development within the academic science has proceeded in the opposite direction that might have accelerated marginalization of the third world subsistence agricultural communities. We hypothesize that, if these adversities are realized and accounted for, the benefits from the current use of pesticides could be outweighed by the costs of pollution and ill human health. This paper also illustrates different pathways and mechanisms for marginalization. In view of potential and overall negative impacts of pesticide use, we recommend alternative ways of controlling pests such as community integrated pest management (IPM) along with education and training activities. Such measures are likely to reduce the health and environmental costs of pesticide pollution, and also enhance the capabilities of third world agricultural communities in terms of knowledge, decision making, innovation, and policy change.  相似文献

The purpose of this study was to help to inform policy development for the Australian rangelands, and provide a proof of concept for application of a multi-criteria analysis approach to assessment of competing resource use at continental scale. The study aimed to identify and locate key natural resource and agricultural production assets in the rangelands, define a number of measures of potentially threatening processes, and use a multi-criteria approach to identify areas where threatening processes, agricultural production problems, or valuable natural resources coincided. The analysis used 35 readily available, continental spatial data layers at 5-km pixel resolution ranked from 1 (low) to 5 (high) under three themed groupings: natural resource base, production base, and threatening processes. These measures were aggregated into composite indicators to define attributes such as environmental sensitivity and total grazing pressure. The composites were then compared in a two-way analysis to explore particular interactions between threatening processes such as pastoralism and mining, and the condition of production and natural resource assets. These interactions were defined as “tensions” for purposes of this analysis. Example “tensions” included the association of high grazing intensity with areas of high environmental sensitivity, indicating a risk of land degradation under adverse climatic conditions. A summary of patterns of tension was obtained by extracting area proportions of high-tension classes for selected Natural Heritage Trust Regions, which are a basis for Australian Government funding of improved environmental management. The study provides a basis for further examination of trade-offs in the use of natural assets, opportunities for improved productivity and sustainability, and social and economic implications.  相似文献

The management of contaminated land is now assuming greater attention in Chinese debates on environmental governance. However, the existing management system appears ineffective as it lacks a clear policy framework and technical basis. In the United Kingdom (UK), contaminated land issues are dealt with through a risk-based approach. This approach emphasizes the application of risk approaches in both technical and integrated management systems. Conceptually, this paper outlines generic issues related to transferring programmes from one place to another. We argue that too much emphasis has been placed on the barriers to effective transfer, rather than focusing on methods of abstracting lessons for application in foreign settings. We then examine the Chinese system and its problems in managing contaminated land before turning to the UK risk-based approach to see what lessons can be learned from it. Four aspects are analyzed and compared: legislative and policy framework; administrative structure and capacity; technical approaches; and incentive strategy. Based on the experience of the UK in practice, some suggestions are then proposed for China in order to improve its management of contaminated land. We suggest that this should include: a focus on the problem sites; development of a risk-based technical approach and integrated management system; the introduction of financial incentives; and the use of planning control as a management strategy. It is believed that a risk-based integrated management approach may be helpful for China to achieve sustainable solutions for contaminated land.  相似文献
