A cash-flow viability model is used to evaluate the impacts of land-use zoning on farm households in New Jersey. Findings suggest that zoning results in increased production expenses, lower efficiency and profitability, and the devaluation of land assets. Cash flow and economic viability are, thus, reduced. Impacts of zoning on farm incomes, off-farm incomes, revenues from land sales, indebtedness, and farm sizes were not statistically significant. The results suggest that the use of land-use zoning statutes to guarantee the existence of agriculture may not be equitable unless transferable development rights or other methods of compensating farmers for their losses are simultaneously implemented.  相似文献

A large section of the population (70%) of Uttarakhand largely depends upon agricultural based activities for their livelihood. Rural community of the mountains has developed several indigenous and traditional methods of farming to conserve the crop diversity and rejoice agrodiversity with religious and cultural vehemence. Traditional food items are prepared during occasion, festivals, weddings, and other religious rituals from diversified agrodiversity are a mean to maintain agrodiversity in the agriculture system. Agrodiversity is an insurance against disease and extreme climatic fluctuations, as a coping mechanism in times of scarcity, as a means to enhance overall productivity of farms, as a source of critical nutrition and medicine in the Himalayan region. The different traditional system of agriculture and indigenous method of maintaining soil fertility, socio-cultural and religious rituals has saved many crops that are under threatened category. But all these system and practices are ignored nauseatingly in hill agriculture policy, where more emphasis was given for plain areas. Less emphasis is being put on local systems that rely on existing natural, human, and social assets such as biodiversity, traditional knowledge, and social capital underpinning collective action to ensure food security. Of late, development planners have realized the importance of appropriate technologies and therefore have stressed the need for on-site training, and capacity building of user groups in rural areas of the region. Rural technology demonstration and training center have been supposed as a means disseminating technologies enabling improvement in the yield potential of farms, income generation from off-farm activities, and conservation and efficient use of natural resources. There is a strong need to bring desirable changes in the agricultural policy, research, and development in reference to mountainous regions. The present paper describe present scenario of agriculture, traditional, and socio-cultural practices of retaining soil fertility and agrodiversity, policy dimensions, and strategies for management of the Himalayan agroecosystems.  相似文献

The present paper presents new results on farm management indicators within the framework of an extended typology for all farming sectors. It presents an environmentally oriented extension to the EU typology of farms currently used for assessing the situation of farming within the European Union. The extended typology is tested in relation to emerging policy issues such as environmental sustainability and rural viability by analysing some of the farm management indicators suggested in Andersen et al., [(2004a). Pluriactivity of farms, or part-time farming, is a common feature of agriculture in all countries regardless of their socioeconomic system and level of development. Currently, pluriactivity is related to the values of sustainable agriculture. The objective of this study is to delineate those specific characteristics of pluriactive farms that contribute to sustainable agriculture. In rural areas of Boetia in Greece, a socioeconomic survey was carried out on 114 farms to determine the types of farming applied. The results demonstrate that pluriactivity is a stable component of the agricultural structure in the rural areas of Boetia. It is widespread in plains, but its presence is more important in mountainous and semimountainous areas. The choice of young farmers is to opt for pluriactivity. Farm size does not differ between pluriactive and full-time farms. Pluriactive and full- time farms use the same level of input and get the same output for the same type of crop. However, pluriactive farmers under the same land-productive conditions are oriented toward a more extensive farming system, managing their land with crops that need less inputs. Considering these findings, it can be claimed that pluriactivity can contribute to diminishing the demand on natural resources in favored (level and irrigated) areas, to continue agricultural production in unfavorable (mountainous and semimountainous) areas, and to help the sustenance of the rural population.  相似文献

In this paper the function of protected nature in rural living environments is discussed in relation to residential choice, appreciation of the residential environment and rural development policy. In five case studies a comparison is made between the situation of protected natural areas in the Netherlands, England and Spain. The research results show that protected natural areas are an increasingly popular endogenous quality of rural regions as they have the ability to influence the residential choice and satisfaction of households. Therefore, they have not only become an important driving factor in the attraction of residential and other consumption-orientated activities towards rural areas but also need to be considered in policy formulation. After all, choices have to be made when different functions need to be combined in rural areas. Different activities may have both positive and negative effects on each other and regulatory measures are needed to tune their co-existence. For a sustainable and balanced development of rural areas it is therefore very important to create basic conditions that will make the combination of activities possible within the specific national and regional contexts.  相似文献

The importance of wild edible herbaceous species to resource poor households in most rural economies within savannas has been little studied. This is because most of the herbs grow in impoverished species communities and lands, often referred to as 'marginal lands'. The aim of this paper is to conceptualize how the economics of wild edible herbs to households can be used to add value to total livelihoods and conservation within traditional communal areas of South Africa. Analysis of the economics of the consumption of wild edible herbs in Thorndale (Bushbuckridge district) of the Limpopo province is presented. The majority of households consumed wild edible herbs, averaging 15.4 kg dried weight per household per year and valued at $167 per household. The herbs were mostly harvested from uncultivated areas of farms, and rangelands. There was little correlation between household characteristics and the dependence on wild herbs for food. The local people noted a decline in the availability of the species, although not much is known about attempts to cultivate them. The only reasons attributed to the decline were nutrient poor soils and insufficient rains. With this background, developing a local strategy to sustain the species through cultivation by households was found to be feasible. A multiple-use system for the herbs, their improvement and value addition towards commercialization and increased household usage may result in wider acceptance and subsequent cultivation. Species diversity will be enhanced whilst conserving the land on which they grow. This multiple use system may include species roles in soil and water conservation.  相似文献

Despite great successes in increasing food production, Asia still faces enormous food security challenges. Most commentators agree that there will have to be increases in food production from existing agricultural land, but many are pessimistic about the future, judging likelihood of success on the basis of past performance of 'modern' agricultural development. Sustainable agriculture, though, offers entirely new opportunities, by emphasising the productive values of natural, social and human capital, all assets that Asian countries either have in abundance or that can be regenerated at relatively low financial cost.
This paper sets out an assets-based model of agricultural systems, together with a typology of eight approaches for sustainable agriculture improvements. In the 16 projects/initiatives spread across eight countries that are analysed, some 2.86 million households have substantially improved total food production on 4.93 million hectares, resulting in greatly improved household food security. Proportional yield increases are greatest in rainfed systems, but irrigated systems have seen small cereal yield increases combined with added production from additional productive system components (such as fish in rice, vegetables on dykes). The additional positive impacts on natural, social and human capital are also helping to build the assets base so as to sustain these improvements in the future.
This analysis indicates that sustainable agriculture can deliver large increases in food production in Asia. But spreading these to much larger numbers of farm households will not be easy. It will require fundamental policy reform.  相似文献

Alpine livestock farms consist of pastures, buildings, people and animals, and are a key element for the economy in the Alps. Pastures and huts are often owned by the local municipalities, who lease them to private tenants. However, this activity is often no longer profitable, and thus pastures and huts remain unused and abandoned. This research provides an economic estimate of pastoral farming using the choice experiment (CE) method, also assessing the willingness to pay (WTP) for pastoral farming functions. The study examines different scenarios of upland farm management in order to provide recommendations for public owners on how to better manage these assets. The case study is located in an alpine area in northern Italy. Our results show a higher WTP for the attributes related to the traditional Alpine agricultural economy, with an emphasis on grazing. Several policy implications regarding agricultural renewal and support for mountain livelihoods are highlighted in the conclusions.  相似文献

Energy transition is the process whereby the volume and proportion of commercial energy increases so as to replace traditional fuels as the main energy source. In South and South-East Asia the extent to which this transition has taken place varies within and between countries. In general, in the urban areas, the process is more advanced than in rural areas. It is also more advanced in the larger towns than the smaller ones and more advanced within higher income groups. In rural areas industry is a large consumer of traditional energy and many rural peoples earn their livelihoods as suppliers of traditional energy to industry. For both economic and social reasons the transition process has been slower in rural households than in urban households. This must change as for much of the rural areas of South and South-East Asia, increasing population and increasing energy demand are creating pressures on the biomass which cannot be sustained.  相似文献

Life in proximity to a growing city can be especially difficult for those rural people who are poor. Findings from sustained research around three cities of the South illustrate how peri-urban conditions can create pressure for livelihood change. People were pressed further into a cash-based economy for which they were ill prepared. Surprisingly, agriculture remained important, even though urban expansion changed natural resource-based livelihoods, especially by taking land. The inevitable livelihood transitions were easier if there was support for both familiar and new natural resource-based activities, orienting production towards urban markets. Successful change was associated with greater diversification of income strands, rapid cash returns and bridging opportunities. Participatory planning of livelihood changes and local NGO inputs were advantageous. These findings are important for pro-poor development policy affecting peri-urban populations and may inform rural to urban migration policy.  相似文献

Resource consumption in developing countries has been the focus of a considerable amount of research. What has been understudied however, has been the feedback affects of resource consumption on resource availability to both households and communities. Heavy reliance on natural resources and intensive smallholder agriculture common to many rural communities in developing countries has forced people to fulfill short-term needs to the detriment of long-term ecological and livelihood sustainability. This paper introduces a conceptual framework to examine how individuals and households fulfill daily caloric needs and the aggregate effects on resource availability and consumption. Data were collected from a large number of published case studies of rural land-use dynamics, growth and yield models, and human livelihoods were reviewed from scientific journals, reports published by NGOs, and government reports. Using inputs defined by the user, the model tracks annual fuelwood and agricultural land use based on meeting individual energy demands. A case-study-based analysis was patterned after smallholder agriculturalists at the family and community level. Three scenarios are presented in this paper using data from Uganda to illustrate the application of this model.  相似文献

Farm diversification by farmers' open-door policy generates opportunities for farmers to internalize externalities of multifunctionality. Although the educational function of agriculture is an example of such an open-door policy and is attracting growing attention, this function has been little explored. To promote farm diversification in this direction, this paper examined how and to what degree farmers internalize externalities of multifunctionality by focusing on the educational function provided by dairy farming, i.e., farming experience services, in Japan. The main findings were as follows. First, we can say that the educational function is determined by ordinary technical jointness as well as institutional jointness, which is represented by food culture and the agrarian heritage. Both the technical and institutional jointness enhanced the externality. Because of these two working factors, there is a U-shaped relationship between farm diversification and provision of farming experience services. Second, however, an empirical evaluation indicated that farmers only partially internalize educational externalities by treating them as supplementary services combined with processed milk products. Therefore, appropriate integrated management of these newly emerging educational services to become a viable market should be fully addressed in the future, especially for family farms.  相似文献

Communities who rely directly on the natural environment for their survival typically have developed risk management strategies to enable them to avoid dangerous thresholds of change to their livelihoods. Development policy appropriate for natural resource-based communities requires an understanding of the primary drivers of social-ecological change, the ways in which affected households autonomously respond to such drivers, and the appropriate avenues for intervention to reduce vulnerability. Coffee has been, and still remains, one of the most important commodities of the Mesoamerican region, and hundreds of thousands of smallholder households in the region are dependent in some way on the coffee industry for their livelihood stability. We used the Analytical Network Process to synthesize expert knowledge on the primary drivers of livelihood change in the region as well as the most common household strategies and associated capacities necessary for effective response. The assessment identified both gradual systemic processes as well as specific environmental and market shocks as significant drivers of livelihood change across the region. Agronomic adjustments and new forms of social organization were among the more significant responses of farmers to these changes. The assessment indicates that public interventions in support of adaptation should focus on enhancing farmers’ access to market and technical information and finance, as well as on increasing the viability of farmers’ organizations and cooperatives.  相似文献

This paper describes a comparative analysis of alternative methods of constructing composite indicators to measure the sustainability of the agricultural sector. The three methods employed were Principal Component Analysis, the Analytic Hierarchy Process and a Multi-Criteria technique. The comparison focused on the irrigated agriculture of the Duero basin in Spain as a case study, using a dataset of indicators previously calculated for various farm types and policy scenarios. The results enabled us to establish a hierarchy of preferred policy scenarios on the basis of the level of sustainability achieved, and show that the most recent CAP reform is the most sustainable agricultural policy scenario. By analyzing the heterogeneity of different farms types in each scenario, we can also determine the main features of the most sustainable farms in each case. The analysis demonstrates that full-time farmers with small to medium-sized farms and sowing profitable crops are the most sustainable farm types in all the policy scenarios. All of this information is useful for the support of agricultural policy design and its implementation, as we attempt to improve the sustainability of this sector.  相似文献

Farmers are important agents in rural landscape management as they modify landscape elements to suit their needs. The purpose of this study is to investigate if patterns of landscape activities undertaken by farmers are related to certain farm characteristics and if landscape activities vary from one location to another. With this purpose, we investigated the differences between the level of farmers' involvement in landscape activities in two study areas in central Jutland, Denmark. Particular attention was given to the analysis of the type and extent of landscape activities and their relationship with farm characteristics. In both study areas, landscape activities leading to a more extensive type of land use predominate. However, a multivariate analysis implemented on the set of landscape activity data reveals significant differences between the two study areas. Hedgerow planting and removal is more common in S?nder Omme, while pond digging and cultivation of permanent grass lands are characteristic activities in Gadbjerg-Givskud. Moreover, the proportion of farmers involved and the area affected by different landscape activities is larger in S?nder Omme than in Gadbjerg-Givskud. The farms of the two areas are different in terms of production type, size and socio-economic characteristics. These characteristics represent significant relationships with landscape activities. However, they are not sufficient to explain the differences between landscape activities undertaken in the two areas. The differences are caused by unique cultural and biophysical environment, which influence and modify the relationship between farm characteristics and landscape activities in a distinct manner for each study area.  相似文献

When evaluating the potential of irrigation for agricultural production one must consider more than the technical and financial potential and feasibility of the scheme. Issues of environmental and social sustainability must also be considered. The purpose of the paper is to develop a framework for assessing the sustainability of an irrigation scheme and apply it in the context of one such scheme in south eastern Nigeria. The framework for assessment is based on a comparison of differential changes in environmental quality with and without the scheme, and before and after the scheme. The author does this by using measured soil characteristics for irrigated and adjacent rain-fed plots of agricultural land; and socio-economic analysis of other environmental and social impacts of the irrigation scheme. Data were collected through a field survey of the selected irrigated and rain-fed farm plots, qualitative interviews with the farm owners and relevant secondary sources. The analyses find that the soils of the irrigated farms have been significantly degraded more than those of the rain-fed farms to the extent that precludes sustainable practice of arable agriculture on irrigated land in the study area. About 9% of the soils of the irrigated land have been degraded to the extent that they are no longer suitable for arable agriculture. Analyses of the qualitative interviews also find other bio-physical, social and economic impacts that significantly constrain long-term sustainability of arable agriculture in the study area.  相似文献

Rural communities in sub‐Saharan Africa rely upon provisioning ecosystem services (ES) to support their livelihoods, yet in areas where rapid land use change is occurring the relationship between environmental change, provisioning ES availability and livelihoods is not fully understood. This relationship is explored here within a typical rural miombo woodland landscape in south‐west Tanzania, which is undergoing rapid land use change due to expanding tobacco cultivation. The types of provisioning ES used, who uses them, changes in their availability, and the possible future impacts of these changes were explored using a mixed‐method approach. Our findings identify 19 provisioning ES used by households regardless of economic status. Firewood, building materials, and fresh water are used by almost all households, and these are perceived to be declining in availability. Households identified this as a negative environmental impact of land use change and that provisioning ES loss would be ‘bad’ for their households. Given the multi‐purpose nature of miombo woodlands, an adaptive co‐management approach, which can achieve multiple objectives through encouraging participation, learning, and empowerment of local communities, could be an appropriate strategy to achieve sustainable land use management and maintain the provision of ES within miombo woodland landscapes of sub‐Saharan Africa.  相似文献

The paper focuses on the interplay between policy implementation and heterogeneous everyday social practices that, we argue, finally determine the success of environmental policies. We compare two empirical case studies to show how the targets of international climate policy and the agri-environmental policy of the EU have been achieved in energy production and agriculture in rural Finland. The focus of our analysis is on the power effects of these policies at the level of local natural resource management practices. Our analysis revealed tensions that arose during the implementation of the policies and showed that the policies modified the local actors' capacities to act. Therefore, we claim that policy practices should be analysed and appreciated as sites for the articulation of conflict and difference, as places of social and cultural contestation.  相似文献
