Land managers decide how to allocate resources among multiple threats that can be addressed through multiple possible actions. Additionally, these actions vary in feasibility, effectiveness, and cost. We sought to provide a way to optimize resource allocation to address multiple threats when multiple management options are available, including mutually exclusive options. Formulating the decision as a combinatorial optimization problem, our framework takes as inputs the expected impact and cost of each threat for each action (including do nothing) and for each overall budget identifies the optimal action to take for each threat. We compared the optimal solution to an easy to calculate greedy algorithm approximation and a variety of plausible ranking schemes. We applied the framework to management of multiple introduced plant species in Australian alpine areas. We developed a model of invasion to predict the expected impact in 50 years for each species-action combination that accounted for each species’ current invasion state (absent, localized, widespread); arrival probability; spread rate; impact, if present, of each species; and management effectiveness of each species-action combination. We found that the recommended action for a threat changed with budget; there was no single optimal management action for each species; and considering more than one candidate action can substantially increase the management plan's overall efficiency. The approximate solution (solution ranked by marginal cost-effectiveness) performed well when the budget matched the cost of the prioritized actions, indicating that this approach would be effective if the budget was set as part of the prioritization process. The ranking schemes varied in performance, and achieving a close to optimal solution was not guaranteed. Global sensitivity analysis revealed a threat's expected impact and, to a lesser extent, management effectiveness were the most influential parameters, emphasizing the need to focus research and monitoring efforts on their quantification.  相似文献

One important debate regarding Reducing Emissions from Deforestation and Forest Degradation (REDD+) in developing countries concerns the manner in which its implementation might affect local and indigenous communities. New ways to implement this mechanism without harming the interests of local communities are emerging. To inform this debate, we conducted a qualitative research synthesis to identify best practices (BPs) from people‐centered approaches to conservation and rural development, developed indicators of BPs, and invited development practitioners and researchers in the field to assess how the identified BPs are being adopted by community‐level REDD+ projects in Latin America. BPs included: local participation in all phases of the project; project supported by a decentralized forest governance framework; project objectives matching community livelihood priorities; project addressing community development needs and expectations; project enhancing stakeholder collaboration and consensus building; project applying an adaptive management approach; and project developing national and local capacities. Most of the BPs were part of the evaluated projects. However, limitations of some of the projects related to decentralized forest governance, matching project objectives with community livelihood priorities, and addressing community development needs. Adaptive management and free and prior informed consent have been largely overlooked. These limitations could be addressed by integrating conservation outcomes and alternative livelihoods into longer‐term community development goals, testing nested forest governance approaches in which national policies support local institutions for forest management, gaining a better understanding of the factors that will make REDD+ more acceptable to local communities, and applying an adaptive management approach that allows for social learning and capacity building of relevant stakeholders. Our study provides a framework of BPs and indicators that could be used by stakeholders to improve REDD+ project design, monitoring, and evaluation, which may help reconcile national initiatives and local interests without reinventing the wheel. The central argument of the paper is that effective pollution prevention can be achieved only by integrated land-use planning which offers the broad framework for co-ordinating technological and non-technological means to achieve sustainable development. The paper first reviews the role of land-use in preventing or contributing to pollution over time, focusing especially on contemporary efforts to promote environmental protection through land-use planning and management. The relationship between land-use, pollution and sustainable development is analysed by examining the most important types of land-use-related problems, discussing their causes and identifying a number of land-use-related constraints to sustainable development. Finally, a land-use planning and policy framework approach to pollution prevention for sustainable development is outlined which emphasizes the need for integrated analysis of pollution problems and adoption of comprehensive approaches to their solution. Scientific, spatial, temporal and policy issues are addressed in the context of the proposed approach.  相似文献

The conception, design, and implementation of sustainable development strategies in an organization aims at meeting and balancing economic, social, and environmental needs of internal and external stakeholders. While the principles and fundamentals of sustainability assist during the conception and design phases, the implementation process of management strategies – impacted directly or indirectly by internal and external factors – may identify areas of competitive advantages or challenges that would impede the projects and organizations’ performance targets. An organization is not an isolated entity and its performance is often compared against others in the market arena; therefore, assessment tools, benchmarking processes, and reporting strategies become essential for the understanding of the efforts made towards the implementation of plan, policies, and programs at the organization and project levels. A framework for a hybrid process-criterion benchmarking methodology is proposed in this paper. The framework integrates the Rank Xerox benchmarking process and the Wa-Pa-Su project sustainability rating system assessment methodology. The proposed hybrid process-criterion benchmarking methodology encourages the diversification in the development and implementation of sustainable and environmental rating systems in industry contexts (e.g., oil and gas, mining, heavy industrial, and energy) and aims for the improvement of existing sustainability performance assessment and reporting practices. It also assists the quantitative assessment process of advances and/or setbacks in sustainability performance and the implementation of continuous performance improvement programs.  相似文献

Abstract: Human–carnivore conflict is manifested in the death of humans, livestock, and carnivores. The resulting negative local attitudes and retribution killings imperil the future of many endangered carnivores. We tailored existing management tools to create a framework to facilitate the selection of actions to alleviate human–carnivore conflict and applied the framework to the human–tiger conflict in the Bangladesh Sundarbans. We identified potential actions that consider previous management efforts, local knowledge, cost‐effectiveness, fieldwork experience of authors and project staff, previous research on tiger ecology by the authors, and recommendations from human–carnivore conflict studies in other countries. Our framework includes creation of a profile to improve understanding of the nature of the conflict and its underlying causality. Identified actions include deterrents, education, direct tiger management, and response teams. We ranked actions by their potential to reduce conflict and the monetary cost of their implementation. We ranked tiger‐response teams and monitoring problem tigers as the two best actions because both had relatively high impact and cost‐effectiveness. We believe this framework could be used under a wide range of human–wildlife conflict situations because it provides a structured approach to selection of mitigating actions.  相似文献

The purpose of part II is to develop and to discuss a methodological approach for the practical implementation of sustainable crop production. In part I the term “sustainable crop production” has been defined and explained. Based on this definition the approach presented here entails several steps starting with the identification of the whole range of crop management measures and the emissions and other releases associated with them. Through an impact pathway assessment these releases are traced from their point of origin, the farm or production level, to their end points, namely agroecosystems and adjacent ecosystems. At the ecosystem level condition-indicators, which describe the condition of the ecosystems affected by agricultural crop production measures, need to be selected. For these condition-indicators threshold values (i.e. maximally tolerable values) have to be determined. These should not be exceeded if irreversible changes in the respective ecosystems and ecosystem compartments are to be avoided. By tracing the maximally tolerable values back along their impact pathway, they are transposed to the level of crop production. At the farm level they prescribe a framework within which agricultural crop production must remain to prevent irreversible changes in the affected ecosystems. The framework consists of production indicators and their respective threshold values (i.e. critical uses of farm inputs), which have to be adhered to in order to ensure sustainable crop production.  相似文献

Most species face multiple anthropogenic disruptions. Few studies have quantified the cumulative influence of multiple threats on species of conservation concern, and far fewer have quantified the potential relative value of multiple conservation interventions in light of these threats. We linked spatial distribution and population viability models to explore conservation interventions under projected climate change, urbanization, and changes in fire regime on a long‐lived obligate seeding plant species sensitive to high fire frequencies, a dominant plant functional type in many fire‐prone ecosystems, including the biodiversity hotspots of Mediterranean‐type ecosystems. First, we investigated the relative risk of population decline for plant populations in landscapes with and without land protection under an existing habitat conservation plan. Second, we modeled the effectiveness of relocating both seedlings and seeds from a large patch with predicted declines in habitat area to 2 unoccupied recipient patches with increasing habitat area under 2 projected climate change scenarios. Finally, we modeled 8 fire return intervals (FRIs) approximating the outcomes of different management strategies that effectively control fire frequency. Invariably, long‐lived obligate seeding populations remained viable only when FRIs were maintained at or above a minimum level. Land conservation and seedling relocation efforts lessened the impact of climate change and land‐use change on obligate seeding populations to differing degrees depending on the climate change scenario, but neither of these efforts was as generally effective as frequent translocation of seeds. While none of the modeled strategies fully compensated for the effects of land‐use and climate change, an integrative approach managing multiple threats may diminish population declines for species in complex landscapes. Conservation plans designed to mitigate the impacts of a single threat are likely to fail if additional threats are ignored. The Irish Sea’s distinctive hydrographic features present unique opportunities for research into the complex processes that regulate shelf-sea ecosystems. Such studies are essential in developing capabilities to detect and evaluate change in marine environments. A 1993 review showed almost 230 projects underway on the Irish Sea, spanning all the major fields of marine science. But a large proportion of research projects failed to indicate the purpose of the work; overall, there was a remarkable absence of clarity and specificity in the objectives. Progress in some fields is also hampered by insufficient coordination and cohesion; at present there are no standing arrangements between Ireland and the United Kingdom that provide for bilateral co-ordination of scientific work in the area. There is clearly a need for a more planned and integrated Irish Sea science programme to provide information for management purposes and also to advance scientific understanding of the components and functions of Irish Sea ecosystems, and how and why they change with time. There is a common belief that the first of these predominantly involves monitoring, and the second research. However, the paper cautions that this is a dubious and unnecessary distinction. A strategy aimed at better integration of research and monitoring (e.g. a framework of linked objectives and targets) could substantially increase the information dividend from current investments in Irish Sea science. Based on a joint Irish/UK review, this paper outlines studies and approaches that are seen as key elements of a future, more relevant and cost-effective research programme for the Irish Sea.  相似文献

Using a Pathways approach, controversies over environmental and natural resource management are viewed as expressions of alternative, or competing, pathways to sustainability. This supports deeper understanding of the underlying causes of natural resource management controversies. The framework is composed of two elements: the STEPS (Social, Technological, and Environmental Pathways to Sustainability) Pathways approach and frame analysis. Many sustainable development dilemmas are played out in specific places and consequently, the Pathways approach is integrated with a place-based frame analysis. The resulting framework guides empirical investigation in place-based contexts. This theorising about sustainability science can be used to cast light on contested natural resource management issues, in this case mining in northern Sweden. By exposing the range of alternative Pathways to critical norms of sustainable development, we ascertain whether action alternatives are compatible with sustainable futures. The framework provides a way in which sustainability science can better understand the origins of natural resource management conflicts, characterise the positions of the actors involved, identify the potential for cooperation between stakeholders leading to policy resolution and judge what Pathways help or hinder the pursuit of sustainable development. In addition, it can enhance sustainability science by guiding integrative sustainability research at the project scale.  相似文献

Abstract: Traditionally, marine resources have been managed such that controls on new developments are implemented only when harmful effects on other environmental or economic interests can be demonstrated. This approach poses particular problems for the conservation of coastal cetaceans because potential threats to their populations are diverse and likely to interact, individual threats may result from multiple sources, and the problems inherent in studying cetaceans result in considerable scientific uncertainty and low statistical power to detect any effects. Consequently, many countries are adopting integrated coastal management programs and precautionary management principles. In practice, however, issues continue to be dealt with within traditional frameworks that require demonstration of harm. Because cetaceans are long-lived, they demand long-term studies, and populations could decline to dangerously low levels before management action is taken. We illustrate these problems using a case study from the Moray Firth, Scotland. This inshore area will soon be designated and managed as a "special area of conservation" to protect bottlenose dolphins (   Tursiops truncatus ) under the European Community's Habitats Directive. The population is small and isolated, and it faces a wide range of potential threats, but there remains considerable uncertainty over the magnitude of each threat. We combined power analysis and population viability analysis to explore the relative consequences of adopting either traditional or precautionary approaches to management. In this case, our results reaffirm the need for precautionary management. More generally, we illustrate how this approach can be used to provide a more scientific basis for determining the level of precaution required to address particular management issues in this and other marine systems.  相似文献

The ecosystem approach—as endorsed by the Convention on Biological Diversity (CDB) in 2000—is a strategy for holistic, sustainable, and equitable natural resource management, to be implemented via the 12 Malawi Principles. These principles describe the need to manage nature in terms of dynamic ecosystems, while fully engaging with local peoples. It is an ambitious concept. Today, the term is common throughout the research and policy literature on environmental management. However, multiple meanings have been attached to the term, resulting in confusion. We reviewed references to the ecosystem approach from 1957 to 2012 and identified 3 primary uses: as an alternative to ecosystem management or ecosystem‐based management; in reference to an integrated and equitable approach to resource management as per the CBD; and as a term signifying a focus on understanding and valuing ecosystem services. Although uses of this term and its variants may overlap in meaning, typically, they do not entirely reflect the ethos of the ecosystem approach as defined by the CBD. For example, there is presently an increasing emphasis on ecosystem services, but focusing on these alone does not promote decentralization of management or use of all forms of knowledge, both of which are integral to the CBD's concept. We highlight that the Malawi Principles are at risk of being forgotten. To better understand these principles, more effort to implement them is required. Such efforts should be evaluated, ideally with comparative approaches, before allowing the CBD's concept of holistic and socially engaged management to be abandoned or superseded. It is possible that attempts to implement all 12 principles together will face many challenges, but they may also offer a unique way to promote holistic and equitable governance of natural resources. The participatory approach in management of forests is now well established in forest policies of many developing countries. Incentives for different groups to participate have been argued by many to be desirable characteristics to promote participation. A key challenge for government and donor agencies is to develop better understanding of the incentives for different groups to be able to achieve and sustain their participation. Based on a case study of a joint forest management (JFM) programme in the northern state of Haryana in India, this paper highlights the relevance of understanding people's perception of the incentives. It specifically examines three hypotheses related to perceptions of villagers about incentives offered under the JFM programme and relates them to their participation in joint management. It concludes that a better understanding is likely to help in improving project implementation at the local level and the design of participatory forest management programmes more generally.  相似文献

Human pressure on the environment is expanding and intensifying, especially in coastal and offshore areas. Major contributors to this are the current push for offshore renewable energy sources, which are thought of as environmentally friendly sources of power, as well as the continued demand for petroleum. Human disturbances, including the noise almost ubiquitously associated with human activity, are likely to increase the incidence, magnitude, and duration of adverse effects on marine life, including stress responses. Stress responses have the potential to induce fitness consequences for individuals, which add to more obvious directed takes (e.g., hunting or fishing) to increase the overall population‐level impact. To meet the requirements of marine spatial planning and ecosystem‐based management, many efforts are ongoing to quantify the cumulative impacts of all human actions on marine species or populations. Meanwhile, regulators face the challenge of managing these accumulating and interacting impacts with limited scientific guidance. We believe there is scientific support for capping the level of impact for (at a minimum) populations in decline or with unknown statuses. This cap on impact can be facilitated through implementation of regular application cycles for project authorization or improved programmatic and aggregated impact assessments that simultaneously consider multiple projects. Cross‐company collaborations and a better incorporation of uncertainty into decision making could also help limit, if not reduce, cumulative impacts of multiple human activities. These simple management steps may also form the basis of a rudimentary form of marine spatial planning and could be used in support of future ecosystem‐based management efforts.  相似文献

The national legislative and policy context for integrated ocean management in Canada is provided by the Oceans Act (1996) and the supporting policy statement, Canada’s Oceans Strategy. Under the Oceans Act, Fisheries and Oceans Canada (DFO) is the lead federal authority for ocean affairs and is charged with leading and facilitating the development and implementation of integrated management plans for all marine waters. Integrated management efforts in Canada are being undertaken through an area-based approach that enables marine planning, management and decision making to occur at appropriate spatial scales, from regional to site-specific. This article focuses on the Eastern Scotian Shelf Integrated Management (ESSIM) process, an offshore-focused effort to develop an integrated ocean management plan for a large portion of the Scotian Shelf, off Nova Scotia. The resulting Eastern Scotian Shelf Integrated Ocean Management Plan (the ESSIM plan) has been developed through a collaborative process involving all interested and affected government departments and ocean stakeholders, and provides an objectives-based approach to ocean management. The ESSIM plan contains a set of long-term, overarching goals for collaborative governance and integrated management, sustainable human use, and healthy ecosystems. These goals are supported by more specific objectives that express desired outcomes and conditions for the marine region. The objectives-based approach seeks to ensure that interrelationships among ecosystem and human use objectives are recognized and reflected in the identification of management strategies and supporting actions. This article considers the role of marine spatial planning within the context of the integrated ocean management process underway for the Scotian Shelf. The policy and management context for integrated ocean management in Canada is briefly described and a summary of the ESSIM plan is provided. The current and potential role for marine spatial planning in implementing the objectives and strategies of the ESSIM plan is highlighted using examples related to multiple ocean use and marine conservation and protected area planning. The article concludes by drawing out key lessons learned to date through the ESSIM process for marine spatial planning and looks to the future in terms of the development of tools and approaches for this integral aspect of integrated ocean management.  相似文献

Since 1977, the US Army Corps of Engineers Disposal Area Monitoring System (DAMOS) has monitored New England's offshore dredged material disposal sites. DAMOS has shown that by using monitoring information to make management decisions, open water disposal of dredged sediments is possible with minimal environmental impact. Over the past two decades, DAMOS has answered many of the key questions about dredged material impacts. Yet the need for such a programme remains strong from both the technical and public interest perspectives. the programme continues to monitor projects that are extending our knowledge in the areas of deeper water capping, geotechnical behaviour of capping and capped materials, and biological response to contaminants. These investigations, along with the need for specific disposal site surveys, will continue to provide valuable technical information needed by the public, policy makers, and regulators to make critical decisions on dredged sediment management.  相似文献

Egyptian coastlines comprise more than 3000 km along the Mediterranean and the Red Sea. The coastal area of Egypt is under severe and increasing pressure. After passing the law on the Environment (Law 4) in 1994, the Egyptian Environmental Affairs Agency (EEAA) was designated as the responsible agency to implement this law. In this respect, the EEAA formulates the general policy and prepares the necessary plans for the protection and promotion of the environment. Also, it follows up the implementation of such plans in coordination with competent administrative authorities. Integrated Coastal Zone Management (ICZM) is one of the items regulated and addressed by Law 4/94. A framework programme for ICZM in Egypt was issued in 1996. This paper presents the results of a pilot project financed by the Mediterranean Action Programme Coastal Area Management (CAMP), namely ‘Fuka-Matrouh-Egypt’ project, and implemented by the Priority Action Plan/Regional Activity Centre. It also presents the methodology followed in the study and the experience gained nationally that would lead to the sustainable development of the northwest Egyptian Coast.  相似文献

River restoration is an increasingly common approach utilized to reverse past degradation of freshwater ecosystems and to mitigate the anticipated damage to freshwaters from future development and resource-extraction activities. While the practice of river restoration has grown exponentially over the last several decades, there has been little empirical evaluation of whether restoration projects individually or cumulatively achieve the legally mandated goals of improving the structure and function of streams and rivers. New efforts to evaluate river restoration projects that use channel reconfiguration as a methodology for improving stream ecosystem structure and function are finding little evidence for measurable ecological improvement. While designed channels may have less-incised banks and greater sinuousity than the degraded streams they replace, these reach-scale efforts do not appear to be effectively mitigating the physical, hydrological, or chemical alterations that are responsible for the loss of sensitive taxa and the declines in water quality that typically motivate restoration efforts. Here we briefly summarize this new literature, including the collection of papers within this Invited Feature, and provide our perspective on the limitations of current restoration.  相似文献
