A pilot program focusing on municipal solid waste (MSW) source-separated collection was launched in eight major cities throughout China in 2000. Detailed investigations were carried out and a comprehensive system was constructed to evaluate the effects of the eight-year implementation in those cities. This paper provides an overview of different methods of collection, transportation, and treatment of MSW in the eight cities; as well as making a comparative analysis of MSW source-separated collection in China. Information about the quantity and composition of MSW shows that the characteristics of MSW are similar, which are low calorific value, high moisture content and high proportion of organisms. Differences which exist among the eight cities in municipal solid waste management (MSWM) are presented in this paper. Only Beijing and Shanghai demonstrated a relatively effective result in the implementation of MSW source-separated collection. While the six remaining cities result in poor performance. Considering the current status of MSWM, source-separated collection should be a key priority. Thus, a wider range of cities should participate in this program instead of merely the eight pilot cities. It is evident that an integrated MSWM system is urgently needed. Kitchen waste and recyclables are encouraged to be separated at the source. Stakeholders involved play an important role in MSWM, thus their responsibilities should be clearly identified. Improvement in legislation, coordination mechanisms and public education are problematic issues that need to be addressed.  相似文献

Composition and quantity per person of municipal solid waste (MSW) have been analyzed in six municipalities in southern Sweden with similar socio-economic conditions but with different collection systems. Samples of residual waste have been sorted, classified and weighed in 21 categories during 26 analyses that took place from 1998-2004. Collection data of the total waste flow, including source sorted recycling materials, in the same area have been compiled and compared. Multivariate data analyses have been applied. Weight-based billing reduced delivered amounts of residual household waste by 50%, but it is unknown to what extent improper material paths had developed. With curbside collection more metal, plastic and paper packaging was separated and left to recycling. When separate collection of biodegradables was included in the curbside system, the overall sorting of dry recyclables increased. The large uncertainty associated with waste composition analyses makes it difficult to draw strong conclusions regarding the effects on specific recyclables or the changes in the composition of the residual waste.  相似文献

Sustainable recycling of municipal solid waste in developing countries   总被引:3,自引:0,他引:3  
This research focuses on recycling in developing countries as one form of sustainable municipal solid waste management (MSWM). Twenty-three case studies provided municipal solid waste (MSW) generation and recovery rates and composition for compilation and assessment. The average MSW generation rate was 0.77 kg/person/day, with recovery rates from 5-40%. The waste streams of 19 of these case studies consisted of 0-70% recyclables and 17-80% organics. Qualitative analysis of all 23 case studies identified barriers or incentives to recycling, which resulted in the development of factors influencing recycling of MSW in developing countries. The factors are government policy, government finances, waste characterization, waste collection and segregation, household education, household economics, MSWM (municipal solid waste management) administration, MSWM personnel education, MSWM plan, local recycled-material market, technological and human resources, and land availability. Necessary and beneficial relationships drawn among these factors revealed the collaborative nature of sustainable MSWM. The functionality of the factor relationships greatly influenced the success of sustainable MSWM. A correlation existed between stakeholder involvement and the three dimensions of sustainability: environment, society, and economy. The only factors driven by all three dimensions (waste collection and segregation, MSWM plan, and local recycled-material market) were those requiring the greatest collaboration with other factors.  相似文献

This paper addresses the problems of the municipal solid waste (MSW) collection system in the Tubas district of Palestine. More specifically, it addresses the often-voiced concerns pertaining to low efficiency as well as environmental problems. This was carried out through a systematic methodological approach. The paper illustrates how a private company applied a logistical management strategy, by rescheduling the MSW collection system, reallocating street solid waste containers and minimizing vehicle routing. The way in which the MSW collection timetable was rescheduled decreased the operating expenses and thus reduced MSW collection costs. All data needed to reschedule the collection timetable and optimize vehicle routing were based on actual field measurements. The new MSW collection timetable introduced by a private company was monitored for a period of a month. The new system resulted in an improvement in the MSW collection system by reducing the collection cost to a level that is socially acceptable (US dollars 3.75/family/month), as well as economically and environmentally sound.  相似文献

Taiwan is the second most densely populated country in the world; its 22.604 million residents (2002) live in an area of 35,967 km2 (628 people/km2). Taiwan's economy has grown rapidly during the last 20 years, resulting in a corresponding increase in the amount of municipal solid waste (MSW). This study describes and evaluates the municipal solid waste management system in Taiwan. The study's results indicate that the amount of MSW began to decline after 1997, when the government enforced aggressive MSW management policies. By 2002, total MSW production had dropped by 27%, and the average daily per capita weight of MSW had fallen from 1.14 kg in 1997 to 0.81 kg in 2002. Summarizing the successful experience of MSW reduction in Taiwan, the most important factor was the government's combining of the MSW collection system with reduction/recycling programs. The second most important factor was the policy of extended producer responsibility, which laid a foundation of recycling by producers and retailers and promoted public recycling.  相似文献

Over the past decades, uncontrolled population growth and rapid urbanization and industrialization have resulted in environmental problems in Corlu Town, Turkey. One of the most important problems is solid waste due to inadequate management practices. Nowadays, increasing public awareness of the environment compels local authorities to define and to adopt new solutions for waste management. This paper presents a general overview of current solid waste management practices in Corlu Town and principles of the recommended municipal solid waste (MSW) management system. In Corlu, 170 tonnes of municipal solid waste are generated each day, or 1.150 kg per capita per day. Approximately one-half of the municipal solid waste generated is organic material and 30% of the MSW consists of recyclable materials. The recommended system deals with maximizing recycling and minimizing landfilling of municipal solid waste, and consists of separation at source, collection, sorting, recycling, composting and sanitary landfilling. This study also analyzed the recommended system with respect to feasibility and economics. To evaluate whether the suggested system is cost effective or not, the operating cost of the recommended system and market prices of recyclable materials were compared, and the results show that the recommended system will reduce required landfill volume up to 27% of compared to the present situation. The profit of the recommended system is estimated to be about 80 million US dollars.  相似文献

Increasing population levels, rapid economic growth and rise in community living standard accelerates the generation rate of municipal solid waste (MSW) in Indian cities. Improper management of MSW causes hazards to inhabitants. The objectives of the study are to determine the quantitative and qualitative characteristics of MSW along with basic information and to create GIS maps for Allahabad city. The samples have been randomly collected from various locations and analyzed to determine the characteristics of MSW. A questionnaire survey has been carried out to collect data from inhabitants including MSW quantity, collection frequency, satisfaction level, etc. The Geographic Information System (GIS) has been used to analyze existing maps and data, to digitize the existing sanitary ward boundaries and to enter the data about the wards and disposal sites. The total quantity of MSW has been reported as 500 ton/day, and the average generation rate of MSW has been estimated at 0.39 kg/capita/day. The generated ArcGis maps give efficient information concerning static and dynamic parameters of the municipal solid waste management (MSWM) problem such as the generation rate of MSW in different wards, collection point locations, MSW transport means and their routes, and the number of disposal sites and their attributes.  相似文献

The increase in population, the rapid economic growth and the rise in community living standards accelerate municipal solid waste (MSW) generation in developing cities. This problem is especially serious in Pudong New Area, Shanghai, China. The daily amount of MSW generated in Pudong was about 1.11 kg per person in 2006. According to the current population growth trend, the solid waste quantity generated will continue to increase with the city's development. In this paper, we describe a waste generation and composition analysis and provide a comprehensive review of municipal solid waste management (MSWM) in Pudong. Some of the important aspects of waste management, such as the current status of waste collection, transport and disposal in Pudong, will be illustrated. Rapid economic growth, increasing population and change in living standards contribute to increasing the generation rate of municipal solid waste (MSW) in Denizli city, like other Turkish cities. The improper and poor MSW management system (old system) in Denizli caused environmental problems originating from the uncontrolled release of methane and leachate. In addition, the disposal of recyclable materials in unsanitary landfills is responsible for the consumption and destruction of natural sources. This paper presents a general overview of old and new MSW management practices in Denizli. Detailed data on MSW management practices including collection, transportation, disposal and recycling have been presented. The amount of solid waste generated in Denizli over the last decade has increased steadily over the years, from 108,500 tons in 1995 to 179,495 tons in 2006. The average MSW generation rate was found to be 1.23kg/day per capita. The major constituent of MSW in Denizli is food waste, but the percentage of recyclable waste has increased significantly recently. Except for metal wastes, the percentages of recyclable waste materials in Denizli are higher than in all neighborhood cities. The objective of this study is to compare the old and new MSW management systems in Denizli city. The MSW management system has been changed entirely last five years. A dumpsite was closed and a sanitary landfill with a composting facility was constructed. In addition, source separated collection has been carried out since 2002. The quantity of recyclable waste collected increased from 195 to 1549 tons. The amount of recyclable waste will continue to be increased by expanding the source separation collection system to all the districts of the city and preventing scavenging. Thus, revenue from recyclable waste ($7227 in 2006) is expected to increase. In addition, the capacity of the composting facility will be increased. Most importantly, information to increase public participation and awareness in municipal recovery programs has to be provided.  相似文献

Developing nations have various problems regarding municipal solid waste (MSW). Therefore, to carry out a systematic review of the MSW problems in the target area and to formulate a well-considered management plan, it is extremely important to understand the present MSW flow in the region. One of the authors participated in the nine solid waste management (SWM) studies in developing nations undertaken under the technical cooperation program of the Japan International Cooperation Agency (JICA). Based on these studies, this paper reviews the results of research in developing countries regarding different MSW streams, the factors that cause the differences, and the elements considered to have the most impact on those streams. This research identifies several issues regarding MSW streams in developing nations. The MSW generation rate per capita in developing countries is generally said to grow in proportion to the GNP. However, the findings of this research show no correlation between the two; instead, there is a relationship between the GNP and the collection rate. To formulate proper future MSW management plans in countries with low collection rates, it is very important to forecast the rates of self-disposed and recycled waste, and their fluctuations. This article presents a review of the current municipal solid waste (MSW) and domestic waste generation and recovery situation in Hong Kong and identifies the factors affecting the waste generation rates. The results show that before 1997, MSW and domestic waste generation rates were driven by population growth and growth in the gross domestic product, with the latter having the larger effect. But recent waste generation data show poor correlation between waste generation rates and economic and population figures due to the increase in recycling efforts in the community. The results are also reported of a small-scale survey to explore the public attitude to waste recovery. The results show that most domestic householders have developed habits to carry out separation of waste at source for recycling, but the amount of recyclables recovered was low.  相似文献

Istanbul, with a population of around 13 million people, is located between Europe and Asia and is the biggest city in Turkey. Metropolitan Istanbul produces about 14,000 tons of solid waste per day. The aim of this study was to assess the situation of municipal solid-waste (MSW) management in Istanbul. This was achieved by reviewing the quantity and composition of waste produced in Istanbul. Current requirements and challenges in relation to the optimization of Istanbul’s MSW collection and management system are also discussed, and several suggestions for solving the problems identified are presented. The recovery of solid waste from the landfills, as well as the amounts of landfill-generated biogas and electricity, were evaluated. In recent years, MSW management in Istanbul has improved because of strong governance and institutional involvement. However, efforts directed toward applied research are still required to enable better waste management. These efforts will greatly support decision making on the part of municipal authorities. There remains a great need to reduce the volume of MSW in Istanbul.  相似文献

In recent years municipal solid waste (MSW) disposal has been one of the most important environmental problems for all of the Portuguese regions. The basic principles of MSW management in Portugal are: (1) prevention or reduction, (2) reuse, (3) recovery (e.g., recycling, incineration with heat recovery), and (4) polluter-pay principle. A brief history of legislative trends in waste management is provided herein as background for current waste management and recycling activities. The paper also presents and discusses the municipal solid waste management in Portugal and is based primarily on a national inquiry carried out in 2003 and directed to the MSW management entities. Additionally, the MSW responsibility and management structure in Portugal is presented, together with the present situation of production, collection, recycling, treatment and elimination of MSW. Results showed that 96% of MSW was collected mixed (4% was separately collected) and that 68% was disposed of in landfill, 21% was incinerated at waste-to-energy plants, 8% was treated at organic waste recovery plants and 3% was delivered to sorting. The average generation rate of MSW was 1.32 kg/capita/day.  相似文献

Tourism can sustain high levels of employment and income, but the sector is a source of environmental and health impacts. One of the most important is the generation of municipal solid waste (MSW). However, there is a lack of studies which quantify how much the tourist population engages in total MSW and separately collected recyclables. The aim of this paper is to estimate the impact of the tourist population on MSW, both total and separately collected, for the period 1998–2010, for the Mediterranean island of Menorca (Spain). We use dynamic regressions models, including data for monthly stocks of tourists. The results show that, on average, a 1% increase in the tourist population in Menorca causes an overall MSW increase of 0.282% and one more tourist in Menorca generates 1.31 kg day?1 (while one more resident generates 1.48 kg day?1). This result could be useful to better estimate the seasonal population of different regions, since intrannual fluctuation of MSW is used as a proxy measure of actual population (the sum of residents and tourists). Moreover, an increase of 1% in the tourist population causes an increase of 0.232% in separately collected recyclables and an additional tourist generates 0.160 kg day?1. One resident selectively collects on average 47.3% more than one tourist. These results can help in the planning of waste infrastructure and waste collection services in tourist areas.  相似文献

This life cycle assessment study analyses material and energy recovery within integrated municipal solid waste (MSW) management systems, and, in particular, the recovery of the source-separated materials (packaging and organic waste) and the energy recovery from the residual waste. The recovery of materials and energy are analysed together, with the final aim to evaluate possible optimum levels of source-separated collection that lead to the most favourable energetic and environmental results; this method allows identification of an optimum configuration of the MSW management system. The results show that the optimum level of source-separated collection is about 60%, when all the materials are recovered with high efficiency; it decreases to about 50%, when the 60% level is reached as a result of a very high recovery efficiency for organic fractions at the expense of the packaging materials, or when this implies an appreciable reduction of the quality of collected materials. The optimum MSW management system is thus characterized by source-separated collection levels as included in the above indicated range, with subsequent recycling of the separated materials and energy recovery of the residual waste in a large-scale incinerator operating in combined heat and power mode.  相似文献

This paper provides an overview of the state of municipal solid waste management (MSWM) by local authorities in Kenya as a case study of a low-income developing country. Approaches of possible solutions that can be undertaken to improve municipal solid waste (MSW) services are discussed. Poor economic growth (1.1% in 1993) has resulted in an increase in the poverty level which presently stands at 56%. Migration from the rural areas to the urban areas has resulted in unplanned settlements in suburban areas accommodating about 60% of the urban population on only 5% urban land area. Political interference also hampers smooth running of local authorities. Vulnerability of pollution of surface and groundwater is high because local authorities rarely considered environmental impact in siting MSW disposal sites. Illegal dumping of MSW on the river banks or on the roadside poses environmental and economic threats on nearby properties. Poor servicing of MSW collection vehicles, poor state of infrastructure and the lack of adequate funding militate against optimization of MSW disposal service. The rural economy needs to be improved if rural-urban migration is to be managed. Involvement of stakeholders is important to achieve any meaningful and sustainable MSWM. The role of the informal sector through community-based organizations (CBOs), Non-Governmental Organizations (NGOs) and the private sector in offering solutions towards improvement of MSWM also is explored.  相似文献

This paper presents an overview of municipal solid waste (MSW) management in Beijing City. Beijing, the capital of China, has a land area of approximately 1368.32 km2 with an urban population of about 13.33 million in 2006. Over the past three decades, MSW generation in Beijing City has increased tremendously from 1.04 million tons in 1978 to 4.134 million tons in 2006. The average generation rate of MSW in 2006 was 0.85 kg/capita/day. Food waste comprised 63.39%, followed by paper (11.07%), plastics (12.7%) and dust (5.78%). While all other wastes including tiles, textiles, glass, metals and wood accounted for less than 3%. Currently, 90% of MSW generated in Beijing is landfilled, 8% is incinerated and 2% is composted. Source separation collection, as a waste reduction method, has been carried out in a total of 2255 demonstration residential and commercial areas (covering about 4.7 million people) up to the end of 2007. Demonstration districts should be promoted over a wider range instead of demonstration communities. The capacity of transfer stations and treatment plants is an urgent problem as these sites are seriously overloaded. These problems should first be solved by constructing more sites and converting to new treatment technologies. Improvements in legislation, public education and the management of waste pickers are problematic issues which need to be addressed.  相似文献

Pneumatic waste collection systems are becoming increasingly popular in new urban residential areas, and an attractive alternative to conventional vehicle-operated municipal solid waste (MSW) collection also in ready-built urban areas. How well pneumatic systems perform in ready-built areas is, however, an unexplored topic. In this paper, we analyze how a hypothetical stationary pneumatic waste collection system compares economically to a traditional vehicle-operated door-to-door collection system in an existing, densely populated urban area. Both pneumatic and door-to-door collection systems face disadvantages in such areas. While buildings and fixed city infrastructure increase the installation costs of a pneumatic system in existing residential areas, the limited space for waste transportation vehicles and containers cause problems for vehicle-operated waste collection systems. The method used for analyzing the cost effects of the compared waste collection systems in our case study takes into account also monetized environmental effects of both waste collection systems. As a result, we find that the door-to-door collection system is economically almost six times more superior. The dominant cost factor in the analysis is the large investment cost of the pneumatic system. The economic value of land is an important variable, as it is able to reverse the results, if the value of land saved with a pneumatic system is sufficiently high.  相似文献

There is a great interest in solving problems related to municipal solid waste (MSW) management in the Palestinian territory. However, few studies have been done to assess the extent of these problems and suggest the best alternative solutions. This study aims at assessing MSW conditions in the seven major districts in northern West Bank, Palestinian territory. The study focuses on comparing several MSW management elements (such as collection, budget, and disposal) in municipalities, village councils, and refugee camps in the studied districts and the problems faced by these institutions in handling the waste. It also provides information on MSW collection service availability and waste disposal practices in the districts studied. It was found that, although MSW collection service was available for 98% of the residents in the areas surveyed, no proper treatment or landfill procedure was followed for the collected waste in most of these areas. Instead, waste burning in open dumpsites was the most common practice. Moreover, due to inefficient collection of waste disposal fees from the residents, municipalities were forced to sometimes cut the collection service and reduce its labor force, especially in villages. The budget for MSW management was between 2% and 8% of the total budget of the municipalities studied, indicating a low priority for this issue.  相似文献

Effective waste reduction and recycling is predicated upon credible data on refuse generation and disposal. Despite improvements in the quality of data for municipal solid wastes (MSW) disposal, dependable generation and recycling statistics to support planning, regulation and administration are lacking. The available aggregates on national waste production from two sources do not conform to each other and fail to serve the requirements of local solid waste planning. As recycling estimates will be difficult to discern, the collection of generation data based on weighing waste samples at generator sites has been portrayed as the key for developing sustainable local databases. The coefficients developed from the databases for the various categories of residential, commercial, industrial and institutional wastes can be used as variables for waste generation models.  相似文献
