The environmental impact of consumption and production is diverse and wide-reaching: air, water and ground pollutants are emitted during different phases of a life cycle, natural resources are overexploited and ecosystems are degraded. Changing consumption patterns in Asia forecast major impacts from increased demand for electric and electronic goods, cars and processed and protein-rich food, as well as buildings. While some countries have adopted policy at a strategic level to promote sustainable consumption and production, most countries, in particular developing countries in the Asia-Pacific region, do not have a comprehensive policy on sustainable consumption and production but would have much to gain from building on this new approach. The aim of this paper is to elaborate on current theory and practice in the area of sustainable production and consumption focusing on sustainable urban development. The paper will: 1) analyse current policy thinking in the field of regional sustainable consumption and production; 2) identify issues for regional policy development in the same fields; and 3) propose regional public policy related to sustainable consumption and production patterns, such as improved energy efficiency and use of alternative energy.  相似文献

Biodiversity monitoring at large spatial and temporal scales is greatly needed in the context of global changes. Although insects are a species‐rich group and are important for ecosystem functioning, they have been largely neglected in conservation studies and policies, mainly due to technical and methodological constraints. Sound detection, a nondestructive method, is easily applied within a citizen‐science framework and could be an interesting solution for insect monitoring. However, it has not yet been tested at a large scale. We assessed the value of a citizen‐science program in which Orthoptera species (Tettigoniidae) were monitored acoustically along roads. We used Bayesian model‐averaging analyses to test whether we could detect widely known patterns of anthropogenic effects on insects, such as the negative effects of urbanization or intensive agriculture on Orthoptera populations and communities. We also examined site‐abundance correlations between years and estimated the biases in species detection to evaluate and improve the protocol. Urbanization and intensive agricultural landscapes negatively affected Orthoptera species richness, diversity, and abundance. This finding is consistent with results of previous studies of Orthoptera, vertebrates, carabids, and butterflies. The average mass of communities decreased as urbanization increased. The dispersal ability of communities increased as the percentage of agricultural land and, to a lesser extent, urban area increased. Despite changes in abundances over time, we found significant correlations between yearly abundances. We identified biases linked to the protocol (e.g., car speed or temperature) that can be accounted for ease in analyses. We argue that acoustic monitoring of Orthoptera along roads offers several advantages for assessing Orthoptera biodiversity at large spatial and temporal extents, particularly in a citizen science framework. The ever‐widening scope and range of global change and interconnected systemic risks arising from people–environment relationships (social‐ecological risks) appears to be increasing concern among, and involvement of, citizens in an increasingly diversified number of citizen science projects responding to these risks. We examined the relationship between epistemic cultures in citizen science projects and learning potential related to matters of concern. We then developed a typology of purposes and a citizen science epistemic‐cultures heuristic and mapped 56 projects in southern Africa using this framework. The purpose typology represents the range of knowledge‐production purposes, ranging from laboratory science to social learning, whereas the epistemic‐cultures typology is a relational representation of scientist and citizen participation and their approach to knowledge production. Results showed an iterative relationship between matters of fact and matters of concern across the projects; the nexus of citizens’ engagement in knowledge‐production activities varied. The knowledge‐production purposes informed and shaped the epistemic cultures of all the sampled citizen science projects, which in turn influenced the potential for learning within each project. Through a historical review of 3 phases in a long‐term river health‐monitoring project, we found that it is possible to evolve the learning curve of citizen science projects. This evolution involved the development of scientific water monitoring tools, the parallel development of pedagogic practices supporting monitoring activities, and situated engagement around matters of concern within social activism leading to learning‐led change. We conclude that such evolutionary processes serve to increase potential for learning and are necessary if citizen science is to contribute to wider restructuring of the epistemic culture of science under conditions of expanding social‐ecological risk.  相似文献

Citizen science has been gaining momentum in the United States and Europe, where citizens are literate and often interested in science. However, in developing countries, which have a dire need for environmental data, such programs are slow to emerge, despite the large and untapped human resources in close proximity to areas of high biodiversity and poorly known floras and faunas. Thus, we propose that the parataxonomist and paraecologist approach, which originates from citizen‐based science, is well suited to rural areas in developing countries. Being a paraecologist or a parataxonomist is a vocation and entails full‐time employment underpinned by extensive training, whereas citizen science involves the temporary engagement of volunteers. Both approaches have their merits depending on the context and objectives of the research. We examined 4 ongoing paraecologist or parataxonomist programs in Costa Rica, India, Papua New Guinea, and southern Africa and compared their origins, long‐term objectives, implementation strategies, activities, key challenges, achievements, and implications for resident communities. The programs supported ongoing research on biodiversity assessment, monitoring, and management, and participants engaged in non‐academic capacity development in these fields. The programs in Southern Africa related to specific projects, whereas the programs in Costa Rica, India, and Papua New Guinea were designed for the long term, provided sufficient funding was available. The main focus of the paraecologists’ and parataxonomists’ activities ranged from collection and processing of specimens (Costa Rica and Papua New Guinea) or of socioeconomic and natural science data (India and Southern Africa) to communication between scientists and residents (India and Southern Africa). As members of both the local land user and research communities, paraecologists and parataxonomists can greatly improve the flow of biodiversity information to all users, from local stakeholders to international academia.  相似文献

We have recently proposed to use partial canonical ordinations to partition the variation of species abundance data into four additive components: environmental at a local scale, the spatial component of the environmental influence, pure spatial, and an undetermined fraction. By means of an example, we show how to use the information contained in these fractions to provide better insight into the data. In particular, the interpretation is assisted by separately mapping the various canonical axes and relating them to possible generating processes. We derive a general framework for the causal interpretation of the various fractions of this partition, which includes the environmental and the biotic control models, as well as historical dynamics.Daniel Borcard is research associate in animal ecology at Universite de Neuchâtel, Switzerland. He is interested in soil ecology, and presently working on fundamental and applied projects dealing with peat bog ecology and protection, community succession dynamics, as well as effects of agriculture on mite and insect communities. In order to develop the statistical tools necessary for these projects, he also works in collaboration with Pierre Legendre on modeling the spatial structure of ecological communities. $Pierre Legendre is professor of quantitative biology at Universite de Montreal. He is a former Killam Research Fellow (1989–91), and a member of the Royal Society of Canada since 1992. He is the author of some 100 refereed articles, over 250 papers presented at scientific meetings and research seminars, dealing with numerical ecology, community ecology, environmental assessment and spatial analysis, and textbooks (in French and English) on numerical ecology. During the past 5 years, he served as the Secretary-Treasurer of the International Federation of Classification Societies. *We thank Dr V.M. The growing interest of citizens in environmental issues is reflected in the mission statements and actions of non-governmental organisations (NGOs), defined as bodies that are voluntary, non-profit and independent of public authority. The article analyses the activities of Polish NGOs with regard to the environmental dimension of sustainable development. The overarching research question posed in this article refers to the extent to which entities of the third sector adopt, implement and appropriately report the implementation of the principles of sustainable development. The empirical basis for the analysis has been found in the statements made by public benefit organisations, as well as in data concerning the activities of NGOs from publications covering the concept of sustainable development.  相似文献

The ecological footprint (EF) is a method for measuring sustainable development through ecological impact. A methodology is presented for predicting urban ecological footprints. Urban energy use and natural resource consumption were analyzed to calculate an EF based on land type (arable, pasture, forest, fossil energy land, built-up area and water area) and consumption (food, housing, transportation, goods, services and waste). The result was then compared with the local ecological carrying capacity to develop criteria for sustainable ecological footprints. Case studies of four cities in China (Guangzhou, Ningbo, Suzhou and Yangzhou) illustrate the urban EF approach. The time series of EF in a case study of Guangzhou for 1991–2001 was analyzed and the consumption–land-use matrix of urban EF was established. The results show that the cities are ecologically unsustainable, with average ecological conflicts per capita of more than 2 ha. The urban EF method is useful to measure urban sustainable development and provides policy proposals for decision-making. However, the EF method still has limitations and weaknesses.  相似文献

Sustaining wildlife populations, which provide both ecosystem services and disservices, represents a worldwide conservation challenge. The ecosystem services and Ostrom's social–ecological systems frameworks have been adopted across natural and social sciences to characterize benefits from nature. Despite their generalizability, individually they do not include explicit tools for addressing the sustainable management of many wildlife populations. For instance, Ostrom's framework does not specifically address competing perspectives on wildlife, whereas the ecosystem services framework provides a limited representation of the social and governance context wherein such competing perspectives are embedded. We developed a unified social–ecological framework of ecosystem disservices and services (SEEDS) that advances both frameworks by explicitly acknowledging the importance of competing wildlife perspectives embedded in the social and governance contexts. The SEEDS framework emulates the hierarchical structure of Ostrom's social–ecological systems, but adds subsystems reflecting heterogeneous stakeholder views and experiences of wildlife-based services and disservices. To facilitate operationalizing SEEDS and further broader analyses across human–wildlife systems, we devised a list of variables to describe SEEDS subsystems, such as types and level of services and disservices, cost and benefit sharing, and social participation of stakeholders. Steps to implement SEEDS involve engaging local communities and stakeholders to define the subsystems, analyze interactions and outcomes, and identify leverage points and actions to remedy unwanted outcomes. These steps connect SEEDS with other existing approaches in social–ecological research and can guide analyses across systems or within individual systems to provide new insights and management options for sustainable human–wildlife coexistence.  相似文献

This paper examines the problem of measuring sustainable governance in the European Union (EU-27) through the use of duality and the Slutsky equation. The proposed methodology is based on the application of a three-dimensional optimisation model, where the arguments of the objective (sustainable social welfare) function are economic goods that contribute to sustainable economic growth; environmental goods that provide for sustainable environmental protection; and social goods through which sustainable social development is achieved. The dual problem, formulated through this three-dimensional theoretical model, is solved to find the optimal solution, indicating a certain sustainability level. We suggest that this solution can be used for calculating the value of what we define here as the sustainable governmental policy indicator, which is considered to provide quantitative measurement of government policies on sustainable development within the context of ‘good governance’. Furthermore, it is suggested that the Slutsky equation can be used as a reliable method for long-term monitoring and planning of national as well as international good governance with regard to sustainable development policies. In its empirical part, the paper applies the theoretical model in an analysis of the sustainable development indicators (as set out in the Sustainable Development Strategy (SDS) of the EU) in Bulgaria for the period 2000–2010 and compares them to those of the EU-27.  相似文献

The rapid rise of citizen science, with lay people forming often extensive biodiversity sensor networks, is seen as a solution to the mismatch between data demand and supply while simultaneously engaging citizens with environmental topics. However, citizen science recording schemes require careful consideration of how to motivate, train, and retain volunteers. We evaluated a novel computing science framework that allowed for the automated generation of feedback to citizen scientists using natural language generation (NLG) technology. We worked with a photo‐based citizen science program in which users also volunteer species identification aided by an online key. Feedback is provided after photo (and identification) submission and is aimed to improve volunteer species identification skills and to enhance volunteer experience and retention. To assess the utility of NLG feedback, we conducted two experiments with novices to assess short‐term (single session) and longer‐term (5 sessions in 2 months) learning, respectively. Participants identified a specimen in a series of photos. One group received only the correct answer after each identification, and the other group received the correct answer and NLG feedback explaining reasons for misidentification and highlighting key features that facilitate correct identification. We then developed an identification training tool with NLG feedback as part of the citizen science program BeeWatch and analyzed learning by users. Finally, we implemented NLG feedback in the live program and evaluated this by randomly allocating all BeeWatch users to treatment groups that received different types of feedback upon identification submission. After 6 months separate surveys were sent out to assess whether views on the citizen science program and its feedback differed among the groups. Identification accuracy and retention of novices were higher for those who received automated feedback than for those who received only confirmation of the correct identification without explanation. The value of NLG feedback in the live program, captured through questionnaires and evaluation of the online photo‐based training tool, likewise showed that the automated generation of informative feedback fostered learning and volunteer engagement and thus paves the way for productive and long‐lived citizen science projects.  相似文献

ABSTRACT

Although sustainable development was defined in the Brundtland Report almost 30 years ago, the current usage of the concepts of sustainability and sustainable development remain highly equivocal. In the context of rural communities, multiple interpretations and weak definitions lead to confusion in understanding what comprises a sustainable rural community. Building on existing definitions (e.g. Baker’s, 2006, ‘Ladder of Sustainable Development’), models (principally, The Egan Review’s, 2004, ‘Components of Sustainable Communities’) and findings of this study, a sustainable community is defined and a holistic model of a sustainable place-based rural community is presented. This model, the sustainable community design (SCD) is used as the basis for analysing community sustainability, which is measured using mixed methods and scorecard assessment. Sensitivity of the method is demonstrated with inter- and intra-community variations in sustainability across three diverse Scottish rural communities. Intra-community variations illustrate heterogeneity in community sustainability, explain ambiguity in characterisations of an individual community’s sustainability, and highlight the importance of an interdisciplinary and holistic approach to community development. The SCD framework is presented as a useful tool for meso-level sustainability assessment and to facilitate the sustainable development of rural communities.  相似文献

A newly developed agent-based framework for modeling, simulation, and evaluation of resource management in self-sustainable human settlements is presented, along with the ability of the framework to prolong the self-sustainability of the observed human settlement system in the simulation environment. In this study the focus is on the analysis of a conducted water management simulation based on observations of an existing eco-village in Croatia, in the context of producing, storing, and consuming water as a resource. The conducted research shows that the developed framework was able to prolong the self-sustainability of localized water production, storage, and consumption dynamics when managing the water allocation with the use of self-sustainability mechanisms, in comparison to water management without using such mechanisms, under the same initial conditions. The work is placed within the context of sustainable development, Internet of Things, as well as Environmental Internet of Things areas of research, analyzing the ambiguous relationship between the terms ‘sustainable development’ and ‘self-sustainability’.  相似文献

ABSTRACT

The application of a sustainable tourism management and development framework, including the enhancement of cultural heritage is presented for the city of Nafpaktos (Western Greece) and the surrounding area. Through a qualitative SWOT analysis and a quantitative Limits of Acceptable Change (LAC)–Tourism Carrying Capacity (TCC) framework, an attempt is made to establish thresholds, monitor current conditions, and upgrade tourism activities, with simultaneous development of the tourism-associated economic sectors and the cultural heritage of the city. Activity zones are identified and 18 indicators are selected to describe the environmental/cultural, economic, and social conditions of the area. Reference conditions for each indicator are established either as measured or negotiated thresholds and indicators are accordingly scored to depict the current divergence from reference. The Leopold matrix is used to compare scores and identify restrictions of development. Results reveal high potential for sustainable tourism development of the area, as 9 of 18 indicators received high scores, indicating sustainable conditions, and a variety of underdeveloped tourism endpoints were identified, including the castle of the city, which could potentially support a 90-fold increase in tourism flow. However, restricting factors of development were detected, related to the lack of a tourism management plan, the weak on-site protection of the natural and cultural heritage and the lack of awareness for sustainability among the local people. A strategic plan is finally proposed to provide managers, stakeholders, and the local communities with a guiding framework to upgrade the tourism flow in and around the city within a step-by-step sustainable process.  相似文献

ABSTRACT

This article contributes to efforts to validate a common set of parameters and principles of sustainable agriculture. Comparisons between alternative forms of sustainable agriculture and rural-to-urban community resilience are investigated. Conclusions are drawn between multiple sustainable/alternative agriculture systems and evaluated. A set of common baseline parameters and principles is proposed as a method of evolving a common structural framework for strengthening sustainability of agriculture and rural contexts. Concepts of rural-to-urban community sustainability are proposed, supporting sustainable agriculture contexts as rural and urban. In the twenty-first century, agriculture is becoming more diversified and less typified as a rural occupation. Urban agriculture is expanding as the need for fresh, affordable, accessible agriculture produce increases in urban areas. Evidence supports symbiotic relationships between sustainable agriculture and rural/urban communities, although some claim this relationship has not been clearly defined.

This article investigates sustainable agriculture from two perspectives. We ask ‘what are common parameters and principles of the various forms of sustainable agriculture,’ and ‘why urban-to-rural context.’ Organic agriculture parameters and principles are proposed as a conceptual framework toward establishing baseline parameters and principles for sustainable agriculture. Best management parameters of urban and rural sustainable agriculture in the United States and the United Kingdom are examined for their potential to develop a strengthening framework of parameters and principles of agriculture and rural-to-urban sustainability. These results are compared and evaluated for their effectiveness in redefining current sustainable agriculture practices, and their value in strengthening sustainable agriculture symbiosis with rural-to-urban community systems.  相似文献

Traditional Central Himalaya societies face a range of socio-economic and environmental problems. The potential of science and technology has not yet been adequately and appropriately harnessed to overcome the development constraints posed by the fragile Himalayan environment. Thus there is a need for large-scale establishment of technology resource centers. The Garhwal Unit of GB Pant Institute of Himalayan Environment and Development established rural technology demonstration and training centers in three different agroecological zones between 550 and 2200 m asl and in 13–15 locations, with suitable technologies based on appropriate use and management of locally available bio-resources that ensure people participation. About 35 on-site training courses were organised for about 2329 participants. The participants were given on-site demonstrations, training and technical know-how on various technologies, to enable farmers to better understand problems faced during implementation of new technologies for sustainable management of natural resources. An action research framework and training manuals were also developed in consideration of local socio-economic condition. The documentation and analysis of research (quantitative and qualitative) and data related to cost–benefit analysis of the technologies adopted by farmers generated through this study has created wider sharing of farmer training outputs, at farm level, amongst the scientific communities and with policy planners.  相似文献

This paper analyses optimal corrective taxation and optimal income redistribution. The Pigouvian pollution tax is higher if pollution damages disproportionally hurt the poor due to equity weighting of pollution damages. Moreover, under general utility functions, optimal pollution taxes should be set below the Pigouvian tax if the poor spend a disproportionate fraction of their income on polluting goods. However, if Engel curves are linear, optimal pollution taxes should follow the first-best rule for the Pigouvian corrective tax even if the government wants to redistribute income and the poor spend a disproportional part of their income on polluting goods. The often-used quasi-linear, CES and Stone-Geary utility functions all have linear Engel curves. If Engel curves are linear, and if pollution taxes are not optimised, Pareto-improving green tax reforms exist that move the pollution tax closer to the Pigouvian tax. Simulations demonstrate that optimal corrective taxes should be Pigouvian if the demand for polluting goods is derived from a LES demand system, but deviate from the Pigouvian taxes if demand for polluting goods demand is derived from a PIGLOG demand system.  相似文献

Citizen science has generated a growing interest among scientists and community groups, and citizen science programs have been created specifically for conservation. We examined collaborative science, a highly interactive form of citizen science, which we developed within a theoretically informed framework. In this essay, we focused on 2 aspects of our framework: social learning and adaptive management. Social learning, in contrast to individual‐based learning, stresses collaborative and generative insight making and is well‐suited for adaptive management. Adaptive‐management integrates feedback loops that are informed by what is learned and is guided by iterative decision making. Participants engaged in citizen science are able to add to what they are learning through primary data collection, which can result in the real‐time information that is often necessary for conservation. Our work is particularly timely because research publications consistently report a lack of established frameworks and evaluation plans to address the extent of conservation outcomes in citizen science. To illustrate how our framework supports conservation through citizen science, we examined how 2 programs enacted our collaborative science framework. Further, we inspected preliminary conservation outcomes of our case‐study programs. These programs, despite their recent implementation, are demonstrating promise with regard to positive conservation outcomes. To date, they are independently earning funds to support research, earning buy‐in from local partners to engage in experimentation, and, in the absence of leading scientists, are collecting data to test ideas. We argue that this success is due to citizen scientists being organized around local issues and engaging in iterative, collaborative, and adaptive learning.  相似文献

Nitrogen (N) deposition from agriculture and combustion of fossil fuels is a major threat to plant diversity, but its effects on organisms at higher trophic levels are unclear. We investigated how N deposition may affect species richness and abundance (number of individuals per species) in butterflies. We reviewed the peer-reviewed literature on variables used to explain spatial variation in butterfly species richness and found that vegetation variables appeared to be as important as climate and habitat variables in explaining butterfly species richness. It thus seemed likely that increased N deposition could indirectly affect butterfly communities via its influence on plant communities. To test this prediction, we analyzed data from the Swiss biodiversity monitoring program for vascular plants and butterflies in 383 study sites of 1 km2 that are evenly distributed throughout Switzerland. The area has a modeled N deposition gradient of 2–44 kg N ha−1 year−1. We used traditional linear models and structural equation models to infer the drivers of the spatial variation in butterfly species richness across Switzerland. High N deposition was consistently linked to low butterfly diversity, suggesting a net loss of butterfly diversity through increased N deposition. We hypothesize that at low elevations, N deposition may contribute to a reduction in butterfly species richness via microclimatic cooling due to increased plant biomass. At higher elevations, negative effects of N deposition on butterfly species richness may also be mediated by reduced plant species richness. In most butterfly species, abundance was negatively related to N deposition, but the strongest negative effects were found for species of conservation concern. We conclude that in addition to factors such as intensified agriculture, habitat fragmentation, and climate change, N deposition is likely to play a key role in negatively affecting butterfly diversity and abundance.  相似文献

This paper tackles the process of energy transition from a transactional perspective. It addresses the governance of energy transition by studying its local actualizations, moving beyond purely technical and normative readings. The paper shows that through the local socio-technological energy systems, sustainability governance filters down to the level of individual, everyday behavior, thus questioning the link between public and private spaces, especially regarding the issue of housing. Going beyond the results commonly yielded by transition studies, which favor large-scale analysis, it details how the discourse of citizen involvement, which often boils down to a mere call to control one’s individual energy consumption, conceals environmental inequalities, confirming the socioeconomic divide materialized in deprived areas such as public housing estates or remote rural areas. From a methodological standpoint, the analysis is based on four case studies in Northeast France, in more or less privileged areas, and in both urban and rural environments: the renovation of a heating network in the public housing estate of Cité de l’Ill, north of Strasbourg; the solar energy systems designed for property owners in Plobsheim, a residential suburb of Strasbourg; the energy-efficient equipment set up in a public housing estate in the city of Saint-Dié, in the Vosges; and citizen participation in a cooperative program to finance wind turbines in the small Alsacian city of Saâles, in a mountain rural area. The paper draws on the results of these sociological investigations, carried out using field observations, questionnaires and interviews.  相似文献
