The cumulative effects of increasing human use of the ocean and coastal zone have contributed to a rapid decline in ocean and coastal resources. As a result, scientists are investigating how multiple, overlapping stressors accumulate in the environment and impact ecosystems. These investigations are the foundation for the development of new tools that account for and predict cumulative effects in order to more adequately prevent or mitigate negative effects. Despite scientific advances, legal requirements, and management guidance, those who conduct assessments—including resource managers, agency staff, and consultants—continue to struggle to thoroughly evaluate cumulative effects, particularly as part of the environmental assessment process. Even though 45 years have passed since the United States National Environmental Policy Act was enacted, which set a precedent for environmental assessment around the world, defining impacts, baseline, scale, and significance are still major challenges associated with assessing cumulative effects. In addition, we know little about how practitioners tackle these challenges or how assessment aligns with current scientific recommendations. To shed more light on these challenges and gaps, we undertook a comparative study on how cumulative effects assessment (CEA) is conducted by practitioners operating under some of the most well-developed environmental laws around the globe: California, USA; British Columbia, Canada; Queensland, Australia; and New Zealand. We found that practitioners used a broad and varied definition of impact for CEA, which led to differences in how baseline, scale, and significance were determined. We also found that practice and science are not closely aligned and, as such, we highlight opportunities for managers, policy makers, practitioners, and scientists to improve environmental assessment. 相似文献

Control of workplace exposure to beryllium is a growing issue in the United States and other nations. As the health risks associated with low-level exposure to beryllium are better understood, the need increases for improved analytical techniques both in the laboratory and in the field. These techniques also require a greater degree of standardization to permit reliable comparison of data obtained from different locations and at different times. Analysis of low-level beryllium samples, in the form of air filters or surface wipes, is frequently required for workplace monitoring or to provide data to support decision-making on implementation of exposure controls. In the United States and the United Kingdom, the current permissible exposure level is 2 microg m(-3) (air) and the United States Department of Energy has implemented an action level of 0.2 microg m(-3) (air) and 0.2 microg/100 cm(2) (surface). These low-level samples present a number of analytical challenges, including (1) a lack of suitable standard reference materials, (2) unknown robustness of sample preparation techniques, (3) interferences during analysis, (4) sensitivity (sufficiently low detection limits), (5) specificity (beryllium speciation) and (6) data comparability among laboratories. Additionally, there is a need for portable, real-time (or near real-time) equipment for beryllium air monitoring and surface wipe analysis that is both laboratory-validated and field-validated in a manner that would be accepted by national and/or international standards organizations. This paper provides a review of the current analytical requirements for trace-level beryllium analysis for worker protection and also addresses issues that may change those requirements. The current analytical state of the art and relevant challenges facing the analytical community will be presented, followed by suggested criteria for real-time monitoring equipment. Recognizing and addressing these challenges will present opportunities for laboratories, research and development organizations, instrument manufacturers and others. 相似文献

It is now generally recognised that much money and environmental damage can be saved if policies and decisions are geared to forestalling adverse environmental effects before they are implemented. This article looks at the arguments in favour of a more pro-active environmental policy regime, but cautions against too much optimism that it will occur quickly. There are a number of impediments in the way, mostly to do with separate implementing agencies, jealously guarded budgets and the sheer difficulty of persuading people to act ahead of scientific proof. 相似文献

A review of citizen science and community-based environmental monitoring: issues and opportunities 总被引:1,自引:0,他引:1
Worldwide, decision-makers and nongovernment organizations are increasing their use of citizen volunteers to enhance their ability to monitor and manage natural resources, track species at risk, and conserve protected areas. We reviewed the last 10 years of relevant citizen science literature for areas of consensus, divergence, and knowledge gaps. Different community-based monitoring (CBM) activities and governance structures were examined and contrasted. Literature was examined for evidence of common benefits, challenges, and recommendations for successful citizen science. Two major gaps were identified: (1) a need to compare and contrast the success (and the situations that induce success) of CBM programs which present sound evidence of citizen scientists influencing positive environmental changes in the local ecosystems they monitor and (2) more case studies showing use of CBM data by decision-makers or the barriers to linkages and how these might be overcome. If new research focuses on these gaps, and on the differences of opinions that exist, we will have a much better understanding of the social, economic, and ecological benefits of citizen science. 相似文献

Health Impact Assessment (HIA) is recognized as a useful tool that can identify potential health impacts resulting from projects or policy initiatives. Although HIA has become an established practice in some countries, it is not yet an established practice in Canada. In order to enable broader support for HIA, this study provides a comprehensive review and analysis of the peer-reviewed and gray literature on the state of HIA practice. The results of this review revealed that, although there is an abundance of publications relating to HIA, there remains a lack of transparent, consistent and reproducible approaches and methods throughout the process. Findings indicate a need for further research and development on a number of fronts, including: 1) the nature of HIA triggers; 2) consistent scoping and stakeholder engagement approaches; 3) use of evidence and transparency of decision-making; 4) reproducibility of assessment methods; 5) monitoring and evaluation protocols; and, 6) integration within existing regulatory frameworks. Addressing these issues will aid in advancing the more widespread use of HIA in Canada. 相似文献

Modification and loss of forests due to natural and anthropogenic disturbance contribute an estimated 20% of annual greenhouse gas (GHG) emissions worldwide. Although forest carbon pool modeling rarely suggests a ‘carbon neutral’ flux profile, the life cycle assessment community and associated product carbon footprint protocols have struggled to account for the GHG emissions associated with forestry, specifically, and land use generally. Principally, this is due to underdeveloped linkages between life cycle inventory (LCI) modeling for wood and forest carbon modeling for a full range of forest types and harvest practices, as well as a lack of transparency in globalized forest supply chains. In this paper, through a comparative study of U.S. and Chinese coated freesheet paper, we develop the initial foundations for a methodology that rescales IPCC methods from the national to the product level, with reference to the approaches in three international product carbon footprint protocols. Due to differences in geographic origin of the wood fiber, the results for two scenarios are highly divergent. This suggests that both wood LCI models and the protocols need further development to capture the range of spatial and temporal dimensions for supply chains (and the associated land use change and modification) for specific product systems. The paper concludes by outlining opportunities to measure and reduce uncertainty in accounting for net emissions of biogenic carbon from forestland, where timber is harvested for consumer products. 相似文献

There has been an increased interest in using sustainability indicators for evaluating the impacts of development and conservation projects. Past and recent experiences have shown that sustainability indicators can be powerful tools for measuring the outcomes of various interventions, when used appropriately and adequately. Currently, there is a range of methods for applying sustainability indicators for project impact evaluation at the environment–development interface. At the same time, a number of challenges persist which have implication for impact evaluation processes especially in developing countries. We highlight some key and recurrent challenges, using three cases from Kenya, Indonesia and Brazil.In this study, we have conducted a comparative analysis across multiple projects from the three countries, which aimed to conserve biodiversity and improve livelihoods. The assessments of these projects were designed to evaluate their positive, negative, short-term, long term, direct and indirect impacts. We have identified a set of commonly used sustainability indicators to evaluate the projects and have discussed opportunities and challenges associated with their application. Our analysis shows that impact evaluation processes present good opportunities for applying sustainability indicators. On the other hand, we find that project proponents (e.g. managers, evaluators, donors/funders) face challenges with establishing full impacts of interventions and that these are rooted in monitoring and evaluation processes, lack of evidence-based impacts, difficulties of measuring certain outcomes and concerns over scale of a range of impacts.We outline key lessons learnt from the multiple cases and propose ways to overcome common problems. Results from our analysis demonstrate practical experiences of applying sustainability indicators in developing countries context where there are different prevailing socio-economic, cultural and environmental conditions. The knowledge derived from this study may therefore be useful to a wider range of audience who are concerned with sustainable integration of development and environmental conservation. 相似文献

This paper offers a review of the UK EIA system, providing insights into its evolution and reflecting on perceptions of effectiveness of the EIA system. The work adopts a similar approach used by Glasson in 1999, where he provided a review of the first 10 years of EIA in the UK, complimented by a SWOT analysis. In conducting the SWOT analysis, the authors make use of (1) a UK EIA survey which was conducted in 2011; (2) an interactive session organised at a 2013 workshop at the University of Liverpool on 25 years of the EU EIA Directive; and (3) a systematic literature review of publications since 1999. The results indicate that the internal factors (i.e. strengths and weaknesses) of the EIA system have not actually changed much in the last 15 years. Changes are more apparent for the external factors, especially with regards to opportunities. However, EIA may be suffering from a mid-life crisis at this point and a lot may be owing to perceptions towards EIA which may be influenced and inversely related to the length of experience in EIA. Social impact assessment (SIA) is well-established but uses conventional approaches that have become less effective in recent decades, particularly in relation to declining survey response rates and a lack of youth engagement. Images from digital archives and social media sources are poised to advance the research and practice of SIA by transcending text-based methods with insights into changing landscapes, and human engagement with them. This viewpoint describes progress, challenges and cautions toward the development of such tools (defined as culturomics), using hydroelectricity cases to illustrate potential approaches. These tools build on foundational work in a range of disciplines, including the humanities and computer science. We describe necessary advances in machine learning, image digitization, and data aggregation and visualization techniques, as well as ways to ensure that such tools are carefully tested, applied and interpreted. Challenges include the automation, acquisition and management of datasets, and using these tools appropriately and equitably. Critically, culturomics of any kind must not be used as a replacement for engagement with people, but as complementary to inclusive stakeholder engagement. 相似文献

This paper introduces the five papers that follow, all of which were originally presented at a workshop titled Monitoring the Environment: Scales, Methods, and Systems in Historical Perspective. The workshop, sponsored by the Society for the History of Technology and the American Society for Environmental History, examined past efforts to develop tools, methods, and systems for measuring or monitoring some aspect of the physical environment. Four of the papers included here focus on various aspects of air quality monitoring; the fifth has to do with monitoring the earth from space. Despite differences in time period and approach, each article examines how specific tools and methods – and the motivations for developing those tools and methods – evolved. Among other things, these papers make clear that systems for monitoring various aspects of the physical environment are shaped by a variety of stakeholders and suggest that efforts to construct such systems should not be viewed as a purely technical task. 相似文献

An optimized extraction and clean-up method for the analysis of chlortetracycline, doxycycline, oxytetracycline, and tetracycline antibiotics in soil is presented in this work. Soil extraction using different solvents was performed, but the use of a 50 : 50 (v/v) methanol : acetate buffer (pH 8) solvent mixture in a pressurized liquid extraction (PLE) system proved to give the best extraction efficiency and reproducibility. The effect of soil composition on the PLE extraction efficiency was also examined, and results indicated that recovery data for one soil is not necessarily consistent with other soil types containing different compositions of clay and organic matter content. The percent recoveries of the optimized PLE method varied between the soils and ranged from 22-99%, depending on soil type, and more specifically clay content. In addition, the extent of ionization suppression caused by co-extracted humic acids was examined in an ion trap mass spectrometer (MS), and a single quadrupole MS. It was found that under positive electrospray ionization, the single quadrupole MS was less susceptible to ionization suppression than the ion trap MS. Therefore, various sample clean-up procedures were evaluated to selectively reduce the amount of co-extracted humic acids in the soil extracts. The most effective clean-up was obtained from the use of StrataX sorbent in combination with a strong anion exchange cartridge. 相似文献

Implementing a statistically valid and practical monitoring design for large-scale stream condition monitoring and assessment programs can be difficult due to factors including the likely existence of a diversity of ecosystem types such as ephemeral streams over the sampling domain; limited resources to undertake detailed monitoring surveys and address knowledge gaps; and operational constraints on effective sampling at monitoring sites. In statistical speak, these issues translate to defining appropriate target populations and sampling units; designing appropriate spatial and temporal sample site selection methods; selection and use of appropriate indicators; and setting effect sizes with limited ecological and statistical information about the indicators of interest. We identify the statistical and operational challenges in designing large-scale stream condition surveys and discuss general approaches for addressing them. The ultimate aim in drawing attention to these challenges is to ensure operational practicality in carrying out future monitoring programs and that the resulting inferences about stream condition are statistically valid and relevant. 相似文献
