This paper presents an agile participatory urban soundscape planning process model, which is proposed as a prerequisite on which to build and reference the efficacy of urban soundscape planning. The model was developed through data synthesis and analysis and mapping engagement with diverse stakeholders across four applied soundscape projects in Brighton and Hove, UK. To the best of the authors’ knowledge, the model is the first of its kind in applied soundscape practice. The data was collected through semi-structured interviews with key stakeholders and document analysis of published resources. The framework used for the analysis of the findings comprised four core urban planning stages: goals and objectives, engagement (e.g. prediction/modelling/design/planning), implications, evaluation. The study found that when integrating soundscape planning with core urban planning stages it was necessary to first identify the appropriate stakeholders in relation to the project context. It was found that these stakeholders could be wide-ranging and unexpected, thereby reinforcing the appropriateness of incorporating an agile approach in the resulting model. The study also found that users’ perceptions are central to soundscape practice and need to be considered at each stage of a planning process to produce an effective and sustainable outcome. A variety of specific events, appropriate to the requirements of the stakeholders, are important for engaging planning authorities, users and other stakeholders at different stages. This study also demonstrated that an evidence-based evaluation method is recommended in an agile participatory urban soundscape planning process to assess stakeholders’ engagement at each stage and to inform and guide subsequent steps in the planning process relevant to the local context(s).  相似文献

The open space conservation sub-division offers an alternative to large-lot residential sub-divisions often seen as the culprit when urban sprawl transforms rural landscapes. Homes are sited on somewhat smaller lots, preserving natural areas for the local residents who share ownership of these communal areas and assume responsibility for their management. The article focuses on the experiences of residents of 13 relatively new open space communities. The interviews revealed that most of the communities have already confronted conflicting values with respect to natural areas, low resident participation and challenges in accessing appropriate information. While the open space conservation design holds great promise as a tool for innovative approaches to managing residential growth, it also calls for ways to anticipate and assist communities in caring for their local environment. Recommendations are offered for planning professionals based upon the experience of these open space community residents.  相似文献

The aim of this paper is to inform urban design practice through deeper understanding and analysis of the social dynamics of public outdoor space in ethnically diverse neighbourhoods. We hypothesise that findings from ethnographic research can provide a resource that improves cultural literacy and supports social justice in professional practice. The primary method is a meta-synthesis literature review of 24 ethnographic research papers, all of which explore some dimensions of public open space use and values in UK urban contexts characterised by ethnic and racial diversity. We summarise thematic understandings and significance of neighbourhood places of shared activity, parks, spaces of passing-by and of retreat. We evaluate the implications for intercultural social dynamics, exploring the spatial and temporal dimensions of conviviality and racism in public open space. We then argue that it is possible to develop principles for urban design practice informed by this work, and propose four for discussion: maximising straightforward participation, legitimising diversity of activity, designing in micro-retreats of nearby quietness and addressing structural inequalities of open space provision. We conclude that ethnographic research can provide detailed insights into the use of the public realm and also inform a more nuanced understanding of outdoor sociality relevant for an increasingly diverse society. The challenge is two-fold: for ethnographers to become less cautious in engaging with decisions and priorities regarding how cities change, and for urban designers to explicitly embed informed understandings of difference into their broad desire for inclusive public space.  相似文献

While soundscape is increasingly acknowledged within landscape planning and design discourse, there is little research that clarifies how soundscapes are actually dealt with in landscape architecture practice – partly owing to methodological insufficiencies. This paper, therefore, describes a model for evaluating soundscape treatment in landscape design proposals, focusing on three key aspects. With the dual aim of testing the model, and learning more about how soundscape is approached in practice, the paper spotlights a major design competition for a new cemetery in Sweden. The model proved fruitful and easy to apply. It showed that only limited attention was paid to soundscape in the competition as a whole, and was a useful means of pinpointing proposals where soundscape was fully considered as a design feature; one competition entry that did so is described in the paper. In light of the rapid and continuous growth of the built environment worldwide and its attendant ecological impact, increasing the size and distribution of open space in urban areas is recognised as one effective way to reconcile the social and ecological objectives of society. However, there is no simple and objective indicator to measure open space that can be used for creating and maintaining sustainable landscapes. The paper introduces a metric, open space index (OSI), that measures the amount of space unpenetrated by the built environment. The metric is calculated by measuring the shortest distance between any location and the nearest built environment using a Geographic Information System. The metric is illustrated using two counties of the greater Twin Cities Metropolitan Region of Minnesota. The sensitivity of OSI to the size, shape, and spatial configuration of the built environment suggests that the metric can serve as an important planning tool for reconciling conservation and development in a wide range of contexts.  相似文献

The Meridian Township Land Preservation Programme is the first community-sponsored, open space and natural areas preservation programme in Michigan using ecological principles in the ranking of properties for acquisition. The programme was established through a collaborative, multi-stakeholder effort that resulted in a model ordinance, operating procedures, guidelines for landowners to nominate their properties for consideration, and a set of criteria for property selection. The screening criteria include ecological value, natural or functional value, parcel size, surrounding land use, environmental quality, and aesthetic value. The criteria were developed to reflect principles established by landscape ecology and land conservation objectives to maintain a maximum degree of biodiversity and to develop, manage and maintain ecological infrastructure through management of protected areas. The programme is entirely funded through a local millage, which will raise nearly $10 million over 10 years. The target for acquisition of open space is approximately 10% of the currently undeveloped parcels in the township.  相似文献

New Urbanism and other metropolitan planning strategies may discount the importance of neighbourhood - open space relationships when dealing with some types of open spaces, particularly in city centre and urban fringe areas. In this paper I review a series of studies I have carried out over the past decade looking at people's perceptions and uses of urban open space. This research examined neighbourhood - open space relationships in the metropolitan area of Chicago, Illinois, USA at four scales of concern: quasi-public space within an immediate neighbourhood; a public park that spans different neighbourhoods; regional greenways; and a metropolitan bioreserve. In all of this work, my findings show how adjacent neighbourhoods are critical to the success of these open spaces, regardless of their scale. Urban stormwater systems traditionally used “grey” infrastructure to manage runoff. Contemporary designs now incorporate “green” infrastructure, which offers additional potential benefits such as urban amenities and health. Understanding how green and grey infrastructure investments are distributed across urban areas is important for new goals of promoting environmental justice in planning. In California, for instance, public investments increasingly require a percentage of funds to be spent in disadvantaged communities. Recent advancements in the availability of high-detail geographic data in cities can support prioritising investments to fulfil these multiple benefits. This paper analyses the distribution of stormwater infrastructure in Los Angeles (LA) County in relation to design criteria, urban structure and sociodemographic information. It demonstrates an approach for identifying projects that simultaneously address engineering needs and promote equity. Statistical analysis of high-detail sewer locations reveals geographic correlations with key local design parameters, urban characteristics and sociodemographic indicators. Watershed areas in LA County were identified that support multi-benefit projects, meeting dual criteria for infrastructure improvements and disadvantaged community status. As stormwater systems are increasingly designed for multi-benefit outcomes, new design frameworks can emphasise both performance and social equity.  相似文献

We examined the prevalence of residential development that occurs with consideration of the natural features of the site, known as conservation design, within county-level planning jurisdictions across Northern Indiana. Using data from telephone interviews with representatives of planning departments, jurisdictions were ranked based on reported use of conservation design. Three categories of use emerged from the data: no use, use of individual practices associated with conservation design, and integration of multiple conservation design practices. Qualitative data analysis revealed that conservation design practices were not being used widely and, when used, were often used to fulfill stormwater requirements. Statistical analysis, using data from interviews, spatial data sets, and the U.S. Census Bureau, identified several significant positive predictors of the levels of conservation design use including conversion of forest or agricultural land cover to urban uses and education levels in the jurisdiction. Many of the interviewees noted that agricultural land is perceived to meet open space needs within their counties. Given that agricultural land does not fully meet all ecosystem needs, education about the benefits of other types of open space is suggested.

Recovery plans are the main documents supporting management decision-making for threatened species. We evaluated Australian recovery plans to assess their appropriateness as conservation and management planning instruments. Six legislative requirements (species information and general requirements, species distribution and location, known and potential threats, objectives, performance criteria and actions, duration of the plan, and estimated costs of plan implementation) were used to assess the degree of compliance of recovery plans with the relevant legislation. We assessed all 236 official recovery plans which had been adopted as at January 2006. The results showed that plans were most compliant regarding the setting of objectives, performance criteria, recovery actions, and duration of plan. Most plans included a single performance criterion that was generally related to the population status of target species. Improvement is required in relation to identification of current threats and critical habitats, and the establishment of basic elements of monitoring and evaluation for measuring recovery progress. Gaps in ecological information are the main factors affecting adequate compliance with legislative requirements as opposed to managerial information (e.g. clarity in establishing the implementation schedule, costs and resource allocation). Planning deficiencies could be addressed by improving the recovery planning guidelines and more carefully reviewing the drafting and adoption of new plans.  相似文献

This study demonstrates the integration of rehabilitation and flood management planning in a steep, boulder-bedded stream in a coastal urban catchment on the South Island of New Zealand. The Water of Leith, the primary stream flowing through the city of Dunedin, is used as a case study. The catchment is steep, with a short time of concentration and rapid hydrologic response, and the lower stream reaches are highly channelized with floodplain encroachment, a high potential for debris flows, significant flood risks, and severely degraded aquatic habitat. Because the objectives for rehabilitation and flood management in urban catchments are often conflicting, a number of types of analyses at both the catchment and the reach scales and careful planning with stakeholder consultation were needed for successful rehabilitation efforts. This included modeling and analysis of catchment hydrology, fluvial geomorphologic assessment, analysis of water quality and aquatic ecology, hydraulic modeling and flood risk evaluation, detailed feasibility studies, and preliminary design to optimize multiple rehabilitation and flood management objectives. The study showed that all of these analyses were needed for integrated rehabilitation and flood management and that some incremental improvements in stream ecological health, aesthetics, and public recreational opportunities could be achieved in this challenging environment. These methods should be considered in a range of types of stream rehabilitation projects.  相似文献

Non-point sources of pollution are difficult to identify and control, and are one of the main reasons that urban rivers fail to reach the water quality objectives set for them. Whilst sustainable drainage systems (SuDS) are available to help combat this diffuse pollution, they are mostly installed in areas of new urban development. However, SuDS must also be installed in existing built areas if diffuse loadings are to be reduced. Advice on where best to locate SuDS within existing built areas is limited, hence a semi-distributed stochastic GIS-model was developed to map small-area basin-wide loadings of 18 key stormwater pollutants. Load maps are combined with information on surface water quality objectives to permit mapping of diffuse pollution hazard to beneficial uses of receiving waters. The model thus aids SuDS planning and strategic management of urban diffuse pollution. The identification of diffuse emission 'hot spots' within a water quality objectives framework is consistent with the 'combined' (risk assessment) approach to pollution control advocated by the EU Water Framework Directive.  相似文献

Solid waste management (SWM) is at the forefront of environmental concerns in the Lower Rio Grande Valley (LRGV), South Texas. The complexity in SWM drives area decision makers to look for innovative and forward-looking solutions to address various waste management options. In decision analysis, it is not uncommon for decision makers to go by an option that may minimize the maximum regret when some determinant factors are vague, ambiguous, or unclear. This article presents an innovative optimization model using the grey mini-max regret (GMMR) integer programming algorithm to outline an optimal regional coordination of solid waste routing and possible landfill/incinerator construction under an uncertain environment. The LRGV is an ideal location to apply the GMMR model for SWM planning because of its constant urban expansion, dwindling landfill space, and insufficient data availability signifying the planning uncertainty combined with vagueness in decision-making. The results give local decision makers hedged sets of options that consider various forms of systematic and event-based uncertainty. By extending the dimension of decision-making, this may lead to identifying a variety of beneficial solutions with efficient waste routing and facility siting for the time frame of 2005 through 2010 in LRGV. The results show the ability of the GMMR model to open insightful scenario planning that can handle situational and data-driven uncertainty in a way that was previously unavailable. Research findings also indicate that the large capital investment of incineration facilities makes such an option less competitive among municipal options for landfills. It is evident that the investment from a municipal standpoint is out of the question, but possible public–private partnerships may alleviate this obstacle.  相似文献

ABSTRACT: An extensive research program in hydrometeorology was recently initiated in the Chicago region. Major objectives are to 1) develop a real-time, prediction-monitoring system for storm rainfall using a combination of weather radar and telemetered raingage data, 2) determine precipitation measurement requirements for hydrologic design, operation, and modeling purposes, 3) define the time-space characteristics of heavy rainstorms in the Chicago urban area, and 4) establish methods for applying the Chicago findings in other cities. Basic components of the field measurement program are a network of over 300 recording raingages in 4000 mi2 in and around Chicago, plus two sophisticated weather radar systems for obtaining real-time information on storm parameters pertinent to optimizing operation of urban water resources systems. The raingage networks are to be used to compile information relevant to both design and operational aspects of urban hydrology. Radars are to be used primarily in developing the real-time operational techniques. Testing and evaluation of the real-time operational system will be done in cooperation with the Metropolitan Sanitary District of Chicago, operator of one of the most complex urban water control systems among major metropolitan areas.  相似文献

The Vancouver Region is widely recognised as one North American jurisdiction where strong growth management plans and policies have been put in place in order to control urban sprawl. While many authors have lauded the region for its good planning intentions, there has been little in the way of assessment of actual performance. This paper attempts to identify some quantitative growth management goals that have been (officially and unofficially) espoused by planning authorities in the region, and to measure these against actual trends. The results are mixed: on the one hand, some key growth management goals adopted by the region are not ambitious compared with existing trends and even these goals are not being met. For instance, the supposedly compact scenario adopted by the region deviates hardly at all from existing growth trends, which regional planners had clearly identified as untenable and requiring drastic change. On the other hand, the region's goal of preserving extensive green areas has been achieved without being watered down during goal formulation or implementation. Whereas these findings may appear contradictory, they are not: conservation in the region has not compromised the potential for growth in the region--at least for the time being. The real test of regional growth management efforts will come in the near future when further expansion meets the 'green wall' on the periphery and NIMBY resistance against densification within existing urban areas. The study suggests that the current structure of regional planning, relying on a partnership between municipal and regional governments, has served the region fairly well in building support for the need for growth management and in elaborating growth management vision. However, there is serious doubt about the ability of this system to set ambitious growth management objectives and to see through the implementation of those objectives in the face of social forces attempting to preserve business-as-usual trends in the region.  相似文献
