Previous research has shown that many vulnerable communities experience disproportional exposure to flood risk. This paper, though, is the first to look at broad ethnic/racial group differences in the United Kingdom. It contends that differences in culture and language, especially those of new immigrants, bestow vulnerabilities on such communities, resulting in a lack of knowledge that enables people to be aware, to be prepared, or to recover expediently after a flood emergency. Using UK 2011 Census data and Environment Agency flood maps, the paper demonstrates that it is the non‐white communities in Wales that confront the most disproportionate level of flood risk: 23 per cent as compared to 11.4 per cent of their white neighbours. In contrast, the difference in flood risk between white and non‐white ethnic/racial groups in regions of England is within a range of plus or minus two per cent, except for in Yorkshire and The Humber where white populations face a much greater risk of flooding.  相似文献

Following the severe flood events of 1998 and 2000, the United Kingdom's Environment Agency prioritised the need to increase public flood risk awareness. Drawing on data collected during research undertaken for the Environment Agency, this paper contributes to understanding of one aspect of flood awareness: people's recognition that their property is in an area that is potentially at risk of flooding. Quantitative analyses indicate that class is the most influential factor in predicting flood risk awareness, followed by flood experience and length of time in residence. There are also significant area differences. Our qualitative work explores how those defined as 'at risk' account for their lack of awareness or concern about their risk status. We conclude that the problem is often not simply a lack of awareness, but rather, assessments of local risk based on experience that underestimate the impact of rare or extreme events. We underline the importance of engaging with local perspectives on risk and making local people part of 'awareness-raising' processes.  相似文献

The United Kingdom has experienced several exceptional summer flash floods in recent years and there is growing concern about the frequency of such events and the preparedness of the population. This paper uses a case study of the upper Ryedale flash flood (2005) and questionnaire and interview data to assess local perceptions of upland flash flooding. Experience of a major flash flood may not be associated with increased flood risk perception. Despite local residents’ awareness of a trend towards wetter summers and more frequent heavy rainfall, the poor maintenance of rivers was more frequently thought to be a more significant factor influencing local flood risk than climate change. Such findings have important implications for the potential success of contemporary national flood policies, which have put greater emphasis on public responsibility for responding to flooding. This study recommends, therefore, the use of fresh participatory approaches to redistribute and raise awareness of locally‐held flood knowledge.  相似文献

At least 225 people in the Fiji Islands died as a result of the 1931 hurricane and flood, representing the largest loss of life from a natural disaster in Fiji's recent history. This paper explores the causes of disaster and the potential for recurrence. The disaster occurred because a rare event surprised hundreds of people—especially recently settled Indian farmers—occupying highly exposed floodplains in north‐west Viti Levu island. The likelihood of a flood disaster of such proportions occurring today has been diminished by changed settlement patterns and building materials; however, a trend towards re‐occupancy of floodplains, sometimes in fragile dwellings, is exposing new generations to flood risks. The contribution of this paper to the global hazards literature is set out in three sections: the ethnicity, gender and age of flood fatalities; the naturalness of disasters; and the merit of choice and constraint as explanations for patterns of vulnerability.  相似文献

基于洪水风险的定义,从洪灾发生概率、洪灾后果评估、风险评价指标和防洪标准经济优化决策原则等方面阐述了中荷两国在洪水风险分析研究方面的异同,初步分析了存在差别的原因以及两种方法的特点.在分别应用中国和荷兰现有风险评估方法分析安庆市堤防圈的洪水风险的基础上,探讨了将两国的风险分析方法进行整合的思路.算例表明,将堤防的工程风险与洪水本身出现的水文风险相结合,并考虑在不同洪水位下损失的差异的方法是与洪灾发生机理相符,综合考虑了各种不确定因素的、切合我国洪灾特点的一种值得进一步深入研究的新方法.  相似文献

防洪工程作为人类抵御洪灾的首选手段,为人们提供了保障,但人们对其风险认知还存在一定的偏差。本文从公众层面入手,在我国历史上洪灾最严重的两大流域—长江流域和黄河流域,分别选取岳阳沿洞庭湖区和开封沿黄河地区为研究区,调查公众对当地防洪工程的信赖状况和水灾风险认知情况,回收有效样本831份。据此分析影响防洪工程信赖的因素和工程信赖对公众风险认知的影响。研究发现,公众对防洪工程的信赖度较高,区域趋同性明显;公众对工程信赖的程度,因居住地与风险源的距离、性别、年龄和家庭劳动力结构的不同而存在差异;同时,对防洪工程的过于信赖,会降低公众对洪灾的恐惧心理和警惕性,并使得公众产生消极和积极并存的应对灾害的行为倾向。洪灾多发地区应建立大型洪灾、巨灾的风险防范和洪水保险机制,完善我国的再保险制度;政府在高风险区的分区域管理过程中,应以大局为重;构建"文化自觉"的科学防灾文化观,正确引导公众认识到工程措施能力的限度,扭转在工程信赖基础上的风险认知偏差。  相似文献

Urban encroachment on floodplains has exacerbated flood disasters owing to the reduction in the floodplain’s capacity to mitigate flooding, thereby bringing more settlements and people at flood risk. This study examined the consequences and policy implications of urban encroachment into Ibadan’s flood-risk areas. The survey-based study relied on primary and secondary data, with multistage sampling procedures selecting 15% of the flood-affected buildings in 2011, from which a structured questionnaire was administered to 402 households. The study revealed that the institutional arrangements with respect to responsibilities, regulations and control of urban floodplains were fragmented and non-participatory. At least 62% of all the affected buildings encroached into the statutory setbacks to rivers. Household property lost/damaged included domestic goods (75%), domestic animals and pets (60%), working instruments/machines (31%), the source of domestic water (34%) and vehicles (29%). Strong direct correlations were found between the urban and peri-urban communities in (1) the number of damaged/lost property and (2) the number of households that suffered health-related challenges. The paper recommends that the overall co-ordination of flood management activities be entrusted to an institution that can assume responsibility for legal, technical, administrative and financial matters related to urban planning and flood-risk management.  相似文献

In Peninsular Malaysia 'structural' factors are found to influence strongly people's persistent occupation of floodplains. Thus, despite a high level of flood hazard awareness, a high level of pessimism and a high level of expectation of future floods, poorer individuals seldom attempt to leave for more advantageous locations but are instead trapped in their present locations by structural factors such as poverty, low residential and occupational mobility, low educational attainment, traditional land inheritance, government aid, and government disaster preparedness, relief and rehabilitation programmes. These forces exert a strong influence upon individuals and largely control their choice of residential location in response to flood hazards, thereby reinforcing the persistent occupation of floodplains. Structural factors such as lawlessness, rural—urban migration, floodplain encroachment and squatting are also highly influential in leading people to move. Even for those who move, structural factors have largely confined their choice of residential location to urban floodplains.  相似文献

探讨了应用地理信息系统(GIS)方法反演洪水最大淹没水深的基本原理和计算方法。对水库型淹没区和滩地型淹没区分别进行了分析和讨论。以1960年辽东洪水作为实例,在1:1万比例尺地形数据的支持下,结合历史洪水洪痕水位调查资料,计算了该次洪水最大淹没水深的空产布状况,计算结果可以为洪灾损失评估和洪灾风险评价提供数据基础。  相似文献

Of all natural disasters, flooding causes the greatest amount of economic and social damage. The United States' Federal Emergency Management Agency (FEMA) uses a number of hazard mitigation grant programmes for flood victims, including mitigation offers to relocate permanently repetitive flood loss victims. This study examines factors that help to explain the degree of difficulty repetitive flood loss victims experience when they make decisions about relocating permanently after multiple flood losses. Data are drawn from interviews with FEMA officials and a survey of flood victims from eight repetitive flooding sites. The qualitative and quantitative results show the importance of rational choices by flood victims in their mitigation decisions, as they relate to financial variables, perceptions of future risk, attachments to home and community, and the relationships between repetitive flood loss victims and the local flood management officials who help them. The results offer evidence to suggest the value of a more community-system approach to FEMA relocation practices.  相似文献

Floods frequently cause substantial economic and human losses, particularly in developing countries. For the development of sound flood risk management schemes that reduce flood consequences, detailed insights into the different components of the flood risk management cycle, such as preparedness, response, flood impact analyses and recovery, are needed. However, such detailed insights are often lacking: commonly, only (aggregated) data on direct flood damage are available. Other damage categories such as losses owing to the disruption of production processes are usually not considered, resulting in incomplete risk assessments and possibly inappropriate recommendations for risk management. In this paper, data from 858 face‐to‐face interviews among flood‐prone households and small businesses in Can Tho city in the Vietnamese Mekong Delta are presented to gain better insights into the damage caused by the 2011 flood event and its management by households and businesses.  相似文献

中国大都市区主要分布在大江大河的中下游地区,由于区域土地利用格局的巨大变化,特别是较多的水域和湿地因城市化而被占据,因此,一方面大都市区面临严重的洪水危险,另一方面为了使大都市区尽可能减轻洪水灾害,而加强了防洪能力的建设.然而,近50年的减灾实践证明,洪水灾害却在波动中趋于上升,即大都市区对洪水的脆弱性在增大.在对中国大都市区洪水灾害的区域分析基础上,以广东省为例,构造了综合水灾致灾因子和承灾体为一体的风险评估模型体系,以此提出了平衡大都市区水灾致灾强度与脆弱性的基本土地利用模式,和"政府-企业(社区)-保险公司"相结合的企业风险管理模式.  相似文献

长江荆江分蓄洪区历史演变、前景和风险管理   总被引:1,自引:0,他引:1  
依据社会经济统计数据、水文资料、遥感影像信息和实地调查资料,分析了荆江分蓄洪区在历史演变过程中形成的分洪与发展的矛盾及其在未来长江流域防洪体系中的重要作用,指出其风险管理的必要性。运用基于GIS栅格数据的二维水动力洪水动态演进模型,对荆江分蓄洪区1954年的分洪过程进行了模拟和验证,模拟了不同分洪规划方案下的洪水淹没范围,水深和水位,并结合现阶段社会经济发展情况,定量估算了农户和农业的分洪可能损失。在分洪损失评估基础上提出了荆江分蓄洪区引导人口合理发展、促进土地有效利用、开展防洪教育、实施洪水保险和确保安全运用预案等减轻洪水损失提高运用机率的洪水风险管理初步方案。  相似文献

Identifying the impact of the built environment on flood damage in Texas   总被引:5,自引:0,他引:5  
Floods continue to pose the greatest threat to the property and safety of human communities among all natural hazards in the United States. This study examines the relationship between the built environment and flood impacts in Texas, which consistently sustains the most damage from flooding of any other state in the country. Specifically, we calculate property damage resulting from 423 flood events between 1997 and 2001 at the county level. We identify the effect of several built environment measures, including wetland alteration, impervious surface, and dams on reported property damage while controlling for biophysical and socio-economic characteristics. Statistical results suggest that naturally occurring wetlands play a particularly important role in mitigating flood damage. These findings provide guidance to planners and flood managers on how to alleviate most effectively the costly impacts of foods at the community level.  相似文献

Using unique data collected in October–December 2012 we estimate the link between commuting for work and level of individual exposure to floods. We find that commuters on average have higher earnings than non-commuters. Individuals affected by one flood commute by 11.2% more than unaffected individuals. We conjecture that the increase is linked to intentions to cover flood-related losses, decrease households' vulnerability to flood risk or out-migrate from the risk areas. Individuals affected by at least two floods are by 20.2% less likely to commute relative to those unaffected. We explain this non-linear effect by the fact that many households out-migrate after the first flood. Stayers commute less, because they are different from non-stayers in some underlying characteristics related to education, employment and family circumstances, which strongly affect commuting behaviour. We further find that in a commuting family an individual is by 53.8% more likely to commence commuting relative to a non-commuting family. Choice of commuting destination is often similar to that of other family members.  相似文献

在回顾洪水保险实施现状的基础上,指出了我国洪水保险与世界洪水保险的差距,根据我国洪水灾害的特点和我国经济体制的特点,提出了符合我国国情的洪水保险措施:建立洪水保险准备金是进行洪水保险的前提,洪水保险的特殊性决定了洪水保险不可能是个营利性的保险,因此要保证洪水保险的正常运行必须有社会和国家的扶持,洪水保险机构应按流域设立,中国洪水灾害发生的空间特点决定了洪水保险机构只能按流域设置,洪水灾害发生的时间特点决定了洪水保险的对象必须是固定资产,而不应该是流动资产,遭受洪水灾害影响最大的是农田,因此农田应该是洪水保险的对象,不应该是种植在农田里的农作物,另外可以通过农业保险对不同农作物进行保险,洪水保险需要洪水风险的分析和研究作技术支撑,没有科学的洪水风险分析,洪水保险很难顺利进行,加强与洪水保险有关的各方面法律法规的建立,在洪水保险法中明确界定洪水保险的保险对象,明确保险双方的义务和权利。  相似文献
