Communities along the Delaware River in Philadelphia, USA such as Port Richmond, are subject to traffic associated with goods movement to and from port facilities and local industry. Air pollution associated with this traffic poses an environmental health concern in this and other urban areas. Our study measures black carbon (BC) in Port Richmond and examines its relationship to expected sources such as truck traffic. We used a participatory sampling method to conduct 1-min measurements over 8-hour periods at 14 homes, a school and park, during a 4-week period in June 2012. Measurements over 9 sampling days had a 30-min average BC concentration of 1.2 μg m?3, and a maximum of 12 μg m?3. Statistical analyses showed some effect of traffic, but greater association between BC concentrations and weather and time of day. BC concentrations varied more by location than by day, and distance to traffic arterials and interstate freeway was a predictor of this variance. While our dataset is limited by number and variety of observations, major findings indicate that BC concentration varies more by location than by day, there is a decrease in median BC concentration with increased distance from an interstate highway, and an expected effect of diesel traffic on average daily BC concentrations. Our findings are an important step towards understanding patterns and determinants of BC concentration in communities colocated with major ports. Our study also demonstrates that participatory methods in air pollution monitoring can help increase awareness of local air pollution levels.  相似文献

One of the primary adverse environmental impacts associated with power generation facilities and in particular thermal power plants is local air quality. When these plants are operated at inland areas the dry type cooling towers used may significantly increase ambient concentrations of air pollutants due to the building downwash effect. When one or more buildings in the vicinity of a point source interrupt wind flow, an area of turbulence known as a building wake is created. Pollutants emitted from relatively low level sources can be caught in this turbulence affecting their dispersion. In spite of the fact that natural gas-fired combined-cycle power plants have lower air emission levels compared to other power plants using alternative fossil fuel, they can still create significant local air pollution problems. In this paper, local air quality impacts of a natural gas-fired combined-cycle power plant located in a coastal area are compared with those of another natural gas-fired combined-cycle power plant having identical air emissions but located in an inland area taking into account differences in topography and meteorology. Additionally, a series of scenarios for the inland site have been envisaged to illustrate the importance of plant lay-out configurations paying particular attention to the building downwash effect. Model results showed that different geometrical configurations of the stacks and cooling towers will cause remarkable differences in ambient air pollutant concentrations; thus it is concluded that when selecting a plant site, a detailed site-specific investigation should be conducted in order to achieve the least possible ambient air pollution concentrations with the given emissions.  相似文献

In recent decades, noise pollution caused by industrialization and increased motorization has become a major concern around the world because of its adverse effects on human well-being. Therefore, transportation agencies have been implementing noise abatement measures in order to reduce road traffic noise. However, limited attention is given to noise in environmental assessment of road transportation systems. This paper presents a framework for a health impact assessment model for road transportation noise emissions. The model allows noise impacts to be addressed with the health effects of air pollutant and greenhouse gas emissions from road transportation. The health damages assessed in the model include annoyance, sleep disturbance, and cardiovascular disease in terms of acute myocardial infarction. The model was applied in a case study in Istanbul in order to evaluate the change in health risks from the implementation of noise abatement strategies. The noise abatement strategies evaluated include altering pavement surfaces in order to absorb noise and introducing speed limits. It was shown that significant improvements in health risks can be achieved using open graded pavement surfaces and introducing speed limits on highways.  相似文献

环境管理与大气污染源清单对接的基础是环境管理数据体系。选取京津冀大气污染传输通道"2+26"城市中的14个城市实施访谈与问卷调查,普遍认为大气污染源清单的主要用途为大气污染应急、预警以及污染源解析,但由于环境统计、污染源监测和排污许可三大环境管理数据体系差异较大,导致环境管理数据的行业和工艺过程针对性不强,无法满足污染源清单的需求。造成该问题的主要原因在于基层生态环境部门技术储备不足、污染源信息分散以及数据管理任务分工不明确。促进环境管理与大气污染源清单的对接,重点在于污染源数据定期更新和环境管理数据的一体化,应着重形成多部门数据共享、全面和全过程环境管理以及人才和技术保障机制。  相似文献

Environmental health monitoring and surveillance include activities such as collection of information on the production and use of chemicals; preparation of inventories of waste discharges; measurement of physical, chemical and biological agents in air, water and food, at work place and at home; epidemiological investigations, and collection and analysis of environmental, and health statistical data. There are two main objectives of these activities: estimation of human exposure to potentially harmful environmental factors and timely detection of adverse health effects; and the assessment of environmental conditions in relation to established guidelines and standards. Environmental health monitoring and surveillance projects initiated, organized and implemented by the Specialized Agencies and other bodies of the United Nations system include monitoring of air and water quality and of food and animal feed contamination; pilot projects on air pollution exposure assessment and biological monitoring; and ionizing radiation surveillance. Principles of environmental and health monitoring in occupational environment, and of monitoring and surveillance of environmental health effects are outlined. Air pollution has significant effects on exacerbation of asthma, allergy and other respiratory diseases. Like many other magacities in the world the ambient air quality of Kolkata is also being deteriorated day by day. Automobile exhausts and certain industrial pollutants produce O3 by photochemical reactions. The particulate matter, particularly less than 10 μ in size, can pass through the natural protective mechanism of human respiratory system and plays an important role in genesis and augmentation of allergic disorders. Sources of air pollution in the area and the unique problem arising out of the emission from the vehicles, industries, etc. have been described. Ambient air quality was monitored along with micrometeorological data and the results are discussed. The status of air pollution in the area has been evaluated and a questionnaire survey was conducted to estimate the allergic symptoms and exposure to assess the respiratory disorders. The data are analysed to evaluate the critical situation arising out of the emission of air pollutants and the impact on human health due to respirable diseases (RDs) to middle class sub-population (activity-wise) in the area are assessed. A strategic air quality management plan has been proposed. For the mitigation of air pollution problems in the city, the different measures to be adopted to maintain the balance between sustainable development and environmental management have been discussed.  相似文献

Ships are significant air pollution sources as their high powered main engines often use heavy fuels. The major atmospheric components emitted are nitrogen oxides, particulate matter (PM), sulfur oxide gases, carbon oxides, and toxic air pollutants. Shipping emissions cause severe impacts on health and environment. These effects of emissions are emerged especially in territorial waters, inland seas, canals, straits, bays, and port regions. Candarli Gulf is one of the major industrial regions on the Aegean side of Turkey. The marine environment of the region is affected by emissions from ships calling to ten different ports. In this study, NO x , SO2, CO2, hydrocarbons (HC), and PM emissions from 7,520 ships are estimated during the year of 2007. These emissions are classified regarding operation modes and types of ships. Annual shipping emissions are estimated as 631.2 t year???1 for NO x , 573.6 t year???1 for SO2, 33,848.9 t year???1 for CO2, 32.3 t year???1 for HC, and 57.4 t year???1 for PM.  相似文献

Over 35 years of US and Canadian pollution prevention and control efforts have led to substantial improvements in environmental quality of the Detroit River and western Lake Erie. However, the available information also shows that much remains to be done. Improvements in environmental quality have resulted in significant ecological recovery, including increasing populations of bald eagles (Haliaeetus leucocephalus), peregrine falcons (Falco columbarius), lake sturgeon (Acipenser fulvescens), lake whitefish (Coregonus clupeaformis), walleye (Sander vitreus), and burrowing mayflies (Hexagenia spp.). Although this recovery is remarkable, many challenges remain, including population growth, transportation expansion, and land use changes; nonpoint source pollution; toxic substances contamination; habitat loss and degradation; introduction of exotic species; and greenhouse gases and global warming. Research/monitoring must be sustained for effective management. Priority research and monitoring needs include: demonstrating and quantifying cause-effect relationships; establishing quantitative endpoints and desired future states; determining cumulative impacts and how indicators relate; improving modeling and prediction; prioritizing geographic areas for protection and restoration; and fostering long-term monitoring for adaptive management. Key management agencies, universities, and environmental and conservation organizations should pool resources and undertake comprehensive and integrative assessments of the health of the Detroit River and western Lake Erie at least every 5 years to practice adaptive management for long-term sustainability.  相似文献

Air pollution is increasingly recognized as a significant contributor to global health outcomes. A methodological framework for evaluating the global health-related outcomes of outdoor and indoor (household) air pollution is presented and validated for the year 2005. Ambient concentrations of PM2.5 are estimated with a combination of energy and atmospheric models, with detailed representation of urban and rural spatial exposures. Populations dependent on solid fuels are established with household survey data. Health impacts for outdoor and household air pollution are independently calculated using the fractions of disease that can be attributed to ambient air pollution exposure and solid fuel use. Estimated ambient pollution concentrations indicate that more than 80% of the population exceeds the WHO Air Quality Guidelines in 2005. In addition, 3.26?billion people were found to use solid fuel for cooking in three regions of Sub Saharan Africa, South Asia and Pacific Asia in 2005. Outdoor air pollution results in 2.7?million deaths or 23?million disability adjusted life years (DALYs) while household air pollution from solid fuel use and related indoor smoke results in 2.1?million deaths or 41.6?million DALYs. The higher morbidity from household air pollution can be attributed to children below the age of 5 in Sub Saharan Africa and South Asia. The burden of disease from air pollution is found to be significant, thus indicating the importance of policy interventions.  相似文献

Cost-Benefit Analysis is a key tool for evaluating welfare gains or losses from an investment. It is now well established that environmental impacts are crucial to consider the full welfare implications of a project. Debate has focussed on approaches to improve the valuation of environmental impacts, and controversy in the discounting of future impacts to present values. The issue of the time horizon of analysis is frequently overlooked. The framing of the time horizon has major implications, as environmental costs and benefits often accrue in the long-term. The technical aspects of setting the time horizon are reviewed, along with updates to practice guidance, noting the longer time horizons now becoming typical. It is demonstrated that the time horizon can have a considerable impact on results, even more substantial than the discount rate. While uncertainty is noted as a technical challenge to longer-term analysis, the use of scenarios and sensitivity testing are noted as an appropriate response. For projects with long-term environmental effects, such as those related to air pollution, climate change and ecosystem damages, it is recommended to use timescales of 100+ years for economic evaluation of the impact. Failing to fully capture these long-term welfare gains and losses will distort analysis with a bias towards those projects that are more carbon-intensive, or environmentally damaging. Such a bias would undermine not only the evaluation, but welfare and sustainable development in general.  相似文献

The goal of this study is to develop an emission based indicator for the health impact of the air pollution caused by traffic. This indicator must make it possible to compare different situations, for example different Urban Travel Plans, or technical innovations. Our work is based on a literature survey of methods for evaluating health impacts and, more particularly, those which relate to the atmospheric pollution caused by transport. We then define a health impact indicator based on the traffic emissions, named IISCEP for Chronic health impact indicator of pollutant emission. Here health is understood in a restricted meaning, excluding well-being. Only primary pollutants can be considered, as the inputs are emission data and an indicator must be simple. The indicator is calculated as the sum of each pollutant emission multiplied by a dispersion and exposition factor and a substance specific toxicity factor taking account of the severity.Last, two examples are shown using the IISCEP: comparison between petrol and diesel vehicles, and Nantes urban district in 2008 vs 2002.Even if it could still be improved, IISCEP is a straightforward indicator which can be used to gauge the chronic effects of inhaling primary pollutants. It can only be used in comparisons, between different scenarios or different technologies. The quality of the emissions data and the choice of the pollutants that are considered are the two essential factors that determine its validity and reliability.  相似文献

South Africa has been identified as a source of industrial pollution that is significant at a global scale. This study was designed to provide quantitative information, by direct measurement, across northeastern South Africa, which includes the highly industrialised Mpumalanga Highveld. The specific aim of the study was to evaluate whether or not acidic atmospheric pollution poses a threat to soils, plants and water bodies of South Africa. To address this aim, a network of 37 passive sampling sites was established to measure monthly mean concentrations of near-surface SO2, NO2 and ozone. The area covered extended over the northern and eastern interior of South Africa while avoiding sources of local emissions such as towns, mines and highways. The field campaign was conducted between August 2005 and September 2007. Spatial distributions and temporal trends for these pollutant gases were assessed. Critical levels analysis comparisons were made against applicable air quality standards, guidelines and limits to evaluate the potential for adverse atmospheric pollution impacts on regional environments. The assessment indicates that only in the central source area of the South African industrial Highveld are some levels exceeded. In remote areas, including the sensitive forested regions of the Drakensberg escarpment, pollutant concentrations are below the critical thresholds for environmental damage.  相似文献

This research was carried out with the aim of presenting an environmental management plan for steel production complex (SPC) in central Iran. Following precise identification of the plant activities as well as the study area, possible sources of environmental pollution and adverse impacts on the air quality, water, soil, biological environment, socioeconomic and cultural environment, and health and safety of the employees were determined considering the work processes of the steel complex. Afterwards, noise, wastewater, and air pollution sources were measured. Subsequently, factors polluting the steel complex were identified by TOPSIS and then prioritized using Excel Software. Based on the obtained results, the operation of the furnaces in hot rolling process with the score 1, effluent derived from hot rolling process with the score 0.565, nonprincipal disposal and dumping of waste at the plant enclosure with the score 0.335, walking beam process with the score 1.483 respectively allocated themselves the highest priority in terms of air, water, soil and noise pollution. In terms of habitats, land cover and socioeconomic and cultural environment, closeness to the forest area and the existence of four groups of wildlife with the score 1.106 and proximity of villages and residential areas to the plant with the score 3.771 respectively enjoyed the highest priorities while impressibility and occupational accidents with the score 2.725 and cutting and welding operations with score 2.134 had the highest priority among health and safety criteria. Finally, strategies for the control of pollution sources were identified and Training, Monitoring and environmental management plan of the SPC was prepared.  相似文献

Environmental impact assessments (EIAs) effectiveness and accessibility by the public is determined by local environmental enforcement and regulation. Massive energy infrastructure projects like China's Belt and Road initiative (BRI) could accentuate social and economic costs, as regulation is deferred to host countries with varying levels of domestic enforcement. To fill major gaps in the public evaluation of EIA practices and results, our objective here is to present an open-source approach for evaluating localized air pollution health impacts for BRI-financed coal-fired power plants. This analysis focuses on one specific problem, additional attributable mortality from stroke, ischemic heart disease, and chronic obstructive pulmonary disease for adults ages 25–84 from fine particulate matter (PM2.5), known to be major risk factor for premature deaths globally. As a concrete example, we examine the case of the Port Qasim power plant located near Karachi, Sindh Province, Pakistan. We present results for two main scenarios: a base case, assuming fully operational pollution control technologies, in particular electrostatic precipitators (ESP); and an alternative case without ESPs. All material and methods for replicating this analysis for the case study and for other projects are available in our institutional open repository. Our approach can be applied immediately to virtually any source location in the world, due to the public and global availability of input data.SynopsisWe present an open-source approach for evaluating localized health impacts due to fine particulate matter emitted from coal-fired power plants.  相似文献
