阐述了作为事业单位的环境监测行业在市场化经济中的改革问题。指出中国进入WTO后,将遇到体制、机制转变,缺乏准则规范和工作效率低下.资金不足和人才流失.以及面对市场化经济不适应等问题。提出国内环境监测行业在市场化经济的发展中。首先应改变无偿为政府提供数据服务的情况,要敢于摆脱落后机制的诸多束缚和思想观念上的因循守旧,将精力投入到开发市场和拓宽监测领域中去,同时提出了积极转变机制、拓展融资渠道、开拓监测领域、适应市场机制、培育和规范环境监测市场的对策。  相似文献

We are interested in the impact of pollution permits on wages and profits. We analyze important consequences of introducing a market of pollution permits. A fundamental issue concerns the initial allocation of such permits: should they be allocated freely by grandfathering or be auctioned. The international symmetric case allows us to capture the essence of the problem on income factor. We show that allocating permits to factors in proportion of their contribution to production leads to an efficient (neoclassical) distribution. Considering the international asymmetric case, we show that a permit market does not modify the competitive world equilibrium without permits when the total allocation is large enough. When it is not, if allocation of permits is not proportional to the emissions in the world without permits, there is a reduction factor of emissions that results from the equilibrium allocation of capital.  相似文献

The goals of environmental legislation and associated regulations are to protect public health, natural resources, and ecosystems. In this context, monitoring programs should provide timely and relevant information so that the regulatory community can implement legislation in a cost-effective and efficient manner. The Safe Drinking Water Act (SDWA) of 1974 attempts to ensure that public water systems (PWSs) supply safe water to its consumers. As is the case with many other federal environmental statutes, SDWA monitoring has been implemented in relatively uniform fashion across the United States. In this three part series, spatial and temporal patterns in water quality data are utilized to develop, compare, and evaluate the economic performance of alternative place-based monitoring approaches to current monitoring practice. Part II: Several factors affect the performance of monitoring strategies, including: measurable objectives, required precision in estimates, acceptable confidence levels of such estimates, available budget for sampling. In this paper, we develop place-based monitoring strategies based on extensive analysis of available historical water quality data (1960-1994) of 19 Iowa community water systems. These systems supply potable water to over 350,000 people. In the context of drinking water, the objective is to protect public health by utilizing monitoring resources to characterize contaminants that are detectable, and are close to exceeding health standards. A place-based monitoring strategy was developed in which contaminants were selected based on their historical occurrence, rather than their appearance on the SDWA contaminant list. In a subset of the water systems, the temporal frequency of monitoring for one ubiquitous contaminant, nitrate, was tailored to patterns in its historical occurrence and concentration. Three sampling allocation models (linear, quadratic, and cubic) based on historic patterns in peak occurrence were developed and evaluated. Random and fixed-interval sampling strategies within the context of such models were also developed and evaluated. Strategies were configured to incorporate a variety of options for frequency and number of samples (depending on budget and the desired precision in estimate of peak concentrations).  相似文献

Wildfire is one of the most dangerous and harmful phenomena in the world. Hence, fire impacts assessment could become very important in forest areas according to its environmental and landscape values. This paper suggests an approach to identify fire effects on biomass, in consonance with the potential carbon storage of each area used, and its biomass consumption based on fire behavior.Dense mature forests were the most vulnerable landscapes based on its aboveground biomass, mainly tree stem biomass. A significant correlation was found between fire intensity and biomass consumption. Biomass consumption ranged from 16.59% to 98.75% from the two studied wildfires. It is necessary to provide a scenario analysis according to the uncertain CO2 market. As an example, carbon storage impacts in one fire were between 100,340.66 € (using the minimum price of CO2) and 741,057.44 € (using the maximum price of CO2). Differences between scenarios ranged from 35.30% to 46.51% of the total carbon storage impacts. This approach might be a solution to identify and prioritize areas for restoration activities and optimize the allocation of the resources.  相似文献

The roots of land degradation in the arid region of the United States are set firmly in the era of open range conditions that led to the depletion of rangeland resources in the late 19th and early 20th centuries. Upon closure of the open range and establishment of the U.S. Forest Service and the Bureau of Land Management, public lands in the arid region were protected from the classic tragedy of the commons. Private lands, in turn, fell under the stewardship guidance of such organizations as the Soil Conservation Service, the Agricultural Stabilization and Conservation Service, and the Cooperative Extension Service. Despite these institutional protections, arid land degradation continues at an ecologically and socially unacceptable rate. The most likely explanation for this degradation resides in the institutions and public policies that shape and control livestock grazing. Flaws and disincentives endemic to the grazing permit system have encouraged destructive grazing. Federal subsidies to public- and private-land ranchers have encouraged rangeland stocking rates in excess of carrying capacity on economically and ecologically marginal lands and consistently favored unsound land management practices over superior ones. Policy-generated distortions of market forces have lead to unanticipated and environmentally undesirable land use outcomes. Land management, technical support, and educational institutions have also inadvertently contributed to land degradation in the arid region. Reversing the trend of land degradation in an advanced country like the United States demands that we understand the role of public policy in land use outcomes and that we structure future public policies in accordance with the lessons of recent history.  相似文献

Environmental managers are faced with the wise management, sustainability, and stewardship of their land for natural resource values. This task requires the integration of ecological evaluation with economics. Using the Department of Energy (DOE) as a case study, we examine the why, who, what, where, when, and how questions about assessment and natural resource protection of buffer lands. We suggest that managers evaluate natural resources for a variety of reasons that revolve around land use, remediation/restoration, protection of natural environments, and natural resource damage assessment (NRDA). While DOE is the manager of its lands, and thus its natural resources, a range of natural resource trustees and public officials have co-responsibility. We distinguish four types of natural resource evaluations: (1) the resources themselves (to the ecosystem), (2) the value of specific resources to people (e.g. hunting/fishing/bird-watching/herbal medicines), (3) the value of ecological resources to services for communities (e.g. clean air/water), and (4) the value of the intact ecosystems (e.g. forests or estuaries). Resource evaluations should occur initially to provide information about the status of those resources, and continued evaluation is required to provide trends data. Additional natural resource evaluation is required before, during and immediately following changes in land use, and remediation or restoration. Afterwards, additional monitoring and evaluations are required to evaluate the effects of the land use change or the efficacy of remediation/restoration. There are a wide range of economic methods available to evaluate natural resources, but the methods chosen depend upon the nature of the resource being evaluated, the purpose of the evaluation, and the needs of the agencies, natural resource trustees, public officials, and the public. We discuss the uses, and the advantages and disadvantages of different evaluation methods for natural resources.  相似文献

Current studies provide little knowledge for a holistic assessment of green building (GB) studies and practices. This study addresses the gap by developing a systematic and multidisciplinary framework called “START” that integrates five interactive dimensions of GB, including S-stakeholders, To-total building life cycle concerns, A-actions of government, R-relevant contexts, and Ta-targets to facilitate scholars and policymakers' analysis of GB development and progress. A comparative review of Singapore's and China's GB journey has been conducted to illustrate the application of the framework. Results indicate that both countries face common challenges of achieving economic sustainability of GB due to market failure and lack of non-technical support. However, Singapore has made better progress in environmental and social sustainability than China. Singapore's GB program inclusively covers the whole building life phases whereas China mainly emphasizes on planning/design phase. Collectively, effective governance, strict law enforcement, engaged stakeholders, matured economy and emerging technologies facilitate the GB implementing in Singapore. Additional efforts are required for China to cope with its complexity and heterogeneity regarding climate zones, hierarchy of authority, and disparity of economy and resources allocation in various regions. The framework helps facilitate policymakers to comprehensively assess GB progress and highlights the importance of incorporating non-technical drivers, such as social, psychological, political factors, into multi-disciplinary research of GB programs.  相似文献

Given the importance of anthropogenic determinants in forest ecosystems within Europe, the objective of this paper is to link the evidence arising from biological models to socio-economic determinants, where the expected returns of forest investments represent the main driver. A micro-economic area allocation module is therefore coupled with an inventory-based forest dynamics module and a partial-equilibrium market module in a national-level forest sector model for France (FFSM++). Running long-term scenarios (until 2100), we show the implication of an active management policy on forest composition: when the most profitable option drives forest investments, coniferous forests are generally preferred over broadleaved ones. This result is, however, reappraised when the risk aversion of forest owners is explicitly considered in the model, given the higher risk associated with the former. We further show the strong stability of forest ecosystems that, due to the very long cycles, undergoes very small variations in volume stocks, even in scenarios where the initial forest regeneration is strongly influenced.  相似文献
