Integrating an ecosystem services (ES) approach into Strategic Environmental Assessment (SEA) of spatial plans potentially enhances the consideration of the value of nature in decision making and policy processes. However, there is increasing concern about the institutional context and a lack of a common understanding of SEA and ecosystem services for adopting them as an integrated framework. This paper addresses this concern by analysing the current understanding and network relations in a multi-actor arrangement as a first step towards a successful integration of ES in SEA and spatial planning. Our analysis focuses on a case study in Chile, where we administered a questionnaire survey to some of the main actors involved in the spatial planning process. The questionnaire focused on issues such as network relations among actors and on conceptual understanding, perceptions and challenges for integrating ES in SEA and spatial planning, knowledge on methodological approaches, and the connections and gaps in the science-policy interface. Our findings suggest that a common understanding of SEA and especially of ES in a context of multiple actors is still at an initial stage in Chile. Additionally, the lack of institutional guidelines and methodological support is considered the main challenge for integration. We conclude that preconditions exist in Chile for integrating ES in SEA for spatial planning, but they strongly depend on appropriate governance schemes that promote a close science-policy interaction, as well as collaborative work and learning.  相似文献

Wetlands provide many important goods and services to human societies, and generate nonuse values as well. Wetlands are also very sensitive ecosystems that are subject to much stress from human activities. Reducing the stress on wetlands requires a spatial matching between physical planning, hydrological and ecological processes, and economic activities. Spatially integrated modelling and evaluation can support this. The present study has developed a triple layer model that integrates information and concepts from social and natural sciences to address the analysis and evaluation of land-use scenarios for a wetlands area in the Netherlands, the Vecht area. This is the floodplain of river Vecht, located in the centre of the Netherlands. The study has resulted in a set of linked spatial hydrological, ecological and economic models, formulated at the level of grids and polders. The main activities incorporated in the system of models are housing, infrastructure, agriculture, recreation and nature conservation. The formulation of alternative development scenarios is dominated by land use and land cover options that are consistent with the stimulation of agriculture, nature or recreation. Two aggregate performance indicators have been constructed from model output, namely net present value of changes and environmental quality. The spatial characteristics of these indicators are retained in a spatial evaluation that ranks scenarios.  相似文献

Biodiversity, soil, water, air, climate, landscape and other components are typically analyzed in Environmental Impact Assessment (EIA) when looking for the effects of a given project on the biological and ecological components of the environment. Strategic Environmental Assessment (SEA) tends to follow the same general pattern, when looking for the environmental effects of plans and programs. In both cases, ecosystem services are often not explicitly considered. We developed a framework to analyze environmental assessment (EA) practice and infer about ecosystem services based on existing evidence from EIA and SEA reports and supporting information. Our framework addresses the relations between ecosystem services and the environmental factors assessed in EIA and SEA, considering the relevant conceptual frameworks such as the ES cascade model and the DPSIR framework applied to ES provision. We base our proposals on results from a preliminary meta-analysis of recent EIA and SEA reports from several types of plans and projects in Portugal, in which implicit assessments of ES were clearly predominant. We discuss the implications of those results and the opportunities to infer about ecosystem services, and conclude on the need for more dedicated and explicit efforts to ecosystem services assessment in EIA and SEA.  相似文献

This paper first, introduces the concept of mainstreaming ecosystem services by showing its relevance for development planning. Second, it presents the role and importance of strategic environmental assessment in designing and implementation of development policy. Third, the paper sets-out the concept of economic valuation of ecosystem services by discussing what it means and what is at stake if valuation of ecosystem services is ignored in the process of development policy making. The methods of capturing economic contribution of ecosystem services at policy level are discussed with examples in the paper.The main focus of this paper is how ecosystem services can be used in policy scale environmental impact assessment. The paper argues that ecosystem services can be an appropriate indicator to weight developmental policies, programs and plans to ensure the consideration of environmental balancing at the policy level. The paper suggests that the roles of ecosystem services in macroeconomic policies including ecosystem accounting, poverty alleviation and employment generation can be used to link environmental policies and SEA with development policies for a successful impact assessment at policy and program levels. By building upon the various contemporary initiatives within UNEP and outside, the paper in its synthesis section, flags-up necessary knowledge gaps, challenges and lessons learned in integrating values of ecosystem services in strategic environmental assessments.  相似文献

Over the last decade, the ecosystem service (ES) approach has gained increasing attention because it offers important advantages for enhancing decision-making. However, a key and remaining challenge is how to implement this approach in real-world decision problems. This challenge is particularly relevant for governance and policy instruments, such as spatial planning and strategic environmental assessment (SEA), where including the ES approach is recognized as a great opportunity for achieving sustainable development goals. Consequently, this opinion paper proposes the use of the ES cascade model, as the basis to develop a framework that makes explicit the links among development objectives, sustainability goals, and the overall dependency on the ES supply. The main reflections address the need for a collaborative work between policy and science as a cross-cutting aspect for an interactive, participative and transparent research process that allows 1) the development of spatial indicators of ecosystem structures, 2) valuation and spatial modeling of ES, 3) identification of benefits and networks of actors, 4) the definition of values and, 5) generation of scenarios for a trade-off assessment of development alternatives. Finally, in addition to the information and knowledge generation regarding multi-scale relationships of the different components of the ES cascade, real-world evidence is urgently needed.  相似文献

After more than a decade from the publication of the European Directive 2001/42/CE (Directive) on Strategic Environmental Assessment (SEA), the design and construction of the interested spatial planning instruments has gone through a variety of changes and integrations in European and in world states. This inhomogeneous panorama can be explained with a pattern of institutional structures that have so far affected the implementation of the Directive. The aim of this paper is to investigate the level of implementation of the Directive in Italy by developing a comparative analysis of the quality of integration of SEA within the design of the spatial coordination plan of a set of Italian provinces. Italian practice is analyzed in the framework of a comparative study of worldwide SEA implementation within spatial and land use planning. The results reveal strengths and weaknesses in SEA implementation at the provincial level and, in particular, the emergence of critical areas of research concerning institutional context, public participation, monitoring, and observatory of the spatial transformations.  相似文献

A consistent framework to address biodiversity, ecosystem services and their societal values is now established with the MEA (Millennium Ecosystem Assessment) and the TEEB (The Economics of Ecosystems and Biodiversity). These and other studies point to the urgency in considering actions that can revert the process of degradation of biodiversity values and its supporting ecosystems. Safeguarding livelihoods is a common objective in ecosystem approaches as well as in strategic environmental assessment (SEA) effort to promote sustainability. Human activities, as direct and indirect development drivers, are crucial targets for SEA to have a strategic contribution in influencing priorities, by showing strategic reasons for change. Rather than keeping only a control and mitigation role on the assessment of effects and impacts of development on the environment, SEA has the capacity to understand the decisional and development context and to drive development opportunities into pathways that are inclusive of environmental and sustainability priorities. The development opportunities provided by ecosystem services can be explored in SEA through strategic approaches to enhance the value of the benefits and avoid the negative impact of human actions on ecosystem services. SENSU, a research team at IST-Portugal, advocates the strategic-based and collaborative oriented approach in SEA based on Partidario (2007) SEA framework of critical decision factors (CDF). A methodology to allow the consideration of ecosystem services in SEA is being developed and tested. This paper will share research advances on how ecosystem services can be incorporated into SEA as a fundamental component of strategic assessment in support of decision-making.  相似文献

Balancing biodiversity conservation with food security and the preservation of a broader set of ecosystem services is among the greatest challenges of the century. The creation of the International Panel for Biodiversity and Ecosystem Services (IPBES), at the interface between decision support and scientific knowledge, is clearly in line with this ecological-economic perspective. IPBES particularly puts forward the development of model-based scenarios making sense economically and ecologically and promoting sustainability. The present paper provides generic modeling methods and tools to address such challenges. The paper argues that the framework of controlled dynamic systems under uncertainty together with ecoviability metrics are especially well suited. Such a modeling framework indeed makes it possible to simultaneously account for complex dynamics, indirect or indirect drivers, uncertainties along with multiple sustainability objectives. These general ideas are exemplified with scenarios relating to two applied fields: (i) fisheries and marine biodiversity and (ii) land-use and avifauna.  相似文献

This paper quantifies the allocation of ecosystem services value (ESV) associated with land use pattern and qualitatively examined impacts of land use changes and socio-economic factors on spatiotemporal variation of ESV in the Natural Wetland Distribution Area (NWDA), Fuzhou city, China. The results showed that total ESV of the study area decreased from 4,332.16?×?106 RMB Yuan in 1989 to 3,697.42?×?106 RMB Yuan in 2009, mainly due to the remarkable decreases in cropland (decreased by 55.3 %) and wetland (decreased by 74.2 %). Forest, water, and wetland played major roles in providing ecosystem services, accounting for over 90 % of the total ESV. Based on time series Landsat TM/ETM+ imagery, geographic information system, and historical data, analysis of the spatiotemporal variation of ESV from 1989 to 2009 was performed. It indicated that rapid expansion of urban areas along the Minjiang River resulted in significant changes in land use types, leading to a dramatic decline in ecosystem services. Meanwhile, because of land scarcity and unique ecosystem functions, the emergency of wetland and cropland protection in built-up area has become an urgent task of local authorities to the local government. Furthermore, there was still a significant negative correlation between ESV of cropland and wetland and the GDP. The results suggest that future planning of land use pattern should control encroachment of urban areas into cropland and wetland in addition to scientific and rational policies towards minimizing the adverse effects of urbanization.  相似文献

Changing the landscape has serious environmental impacts affecting the ecosystem services, particularly in the tropics. In this paper, we report changes in ecosystem services in relation to land use and land cover over an 18-year period (1988--2006) in the Menglun Township, Xishuangbanna, Southwest China. We used Landsat TM/ETM and Quickbird data sets to estimate changes in ten land use and land cover categories, and generalized value coefficients to estimate changes in the ecosystem services provided by each land category. The results showed that over the 18-year period, the land use and land cover in the study area experienced significant changes. Rubber plantations increased from 12.10% of total land cover to 45.63%, while forested area and swidden field decreased from 48.73 and 13.14 to 27.57 and 0.46%, respectively. During this period, the estimated value of ecosystem services dropped by US $11.427 million (approximately 27.73%). Further analysis showed that there were significant changes in ecological functions such as nutrient cycling, erosion control, climate regulation and water treatment as well as recreation; the obvious increase in the ecological function is provision of raw material (natural rubber). Our findings conclude that an abrupt shift in land use from ecologically important tropical forests and traditionally managed swidden fields to large-scale rubber plantations result in a great loss of ecosystem services in this area. Further, the study suggests that provision of alternative economic opportunities would help in maintaining ecosystem services and for an appropriate compensation mechanisms need to be established based on rigorous valuation.  相似文献

Assessing the impacts of policies on a wide range of ecosystem services can support the development of cost-effective policies that establish win–win situations across different environmental domains. To explore the quantity and value of ecosystem services, the web-based application “nature value explorer” was developed. The application allows to estimate the impact of land use and land cover change on regulating and cultural ecosystem services in Flanders, Belgium. To ensure the applicability in day-to-day decision making as part of environmental impact assessments, user requirements were investigated prior to tool development. Finding the optimal balance between accuracy and complexity on the one hand and flexibility and user-friendliness on the other hand was an important challenge. To date, the nature value explorer has been successful in drawing the interest of policy makers and has been used several times to support decisions in infrastructure projects as well as in nature restoration projects in Flanders. This paper discusses the user requirements, the main tool characteristics, potential policy applications and future improvements. The concept of ecosystem services as developed for the Millennium Ecosystem Assessment (MA) is currently the most extensive, international, scientific concept dealing with the interaction between the world's ecosystems and human well-being. The fundamental asset is seen in the relevancy of the concept at the science–policy interface. Albeit, the mainstreaming of ecosystem services into policy making requires a framework that allows the transition of the scientific concept into the rationale of policy making. We hypothesize that the procedure of policy impact assessment is a suitable venue for this transition. This brings up two questions: 1) where in the process of policy impact assessment can ecosystem services be mainstreamed? 2) How can the impact on ecosystem services properly be accounted for? In this paper we distinguish two groups of policy cases: explicit cases directly addressing ecosystem services, and implicit cases of policies that follow other purposes but may have unintended impacts on ecosystem services as a side effect. The second group covers a wide range of policies for which we set out a framework for mainstreaming of ecosystem services. The framework is exemplary designed for the instrument of ex-ante impact assessment at European policy making level. We reveal that the two concepts of the MA and of the European policy impact assessment are indeed compatible, which makes the integration of the ecosystem service concept possible. We conclude that the linkage of the scientifically validated concept of ecosystem services with the policy concept of impact assessment has the potential of improving the credibility of the latter.  相似文献

This paper presents a decision support system (DSS) for sustainable development and environmental protection of agricultural regions developed in the framework of the Interreg-Archimed project entitled WaterMap (development and utilization of vulnerability maps for the monitoring and management of groundwater resources in the ARCHIMED areas). Its aim is to optimize the production plan of an agricultural region taking in account the available resources, the environmental parameters, and the vulnerability map of the region. The DSS is based on an optimization multicriteria model. The spatial integration of vulnerability maps in the DSS enables regional authorities to design policies for optimal agricultural development and groundwater protection from the agricultural land uses. The DSS can further be used to simulate different scenarios and policies by the local stakeholders due to changes on different social, economic, and environmental parameters. In this way, they can achieve alternative production plans and agricultural land uses as well as to estimate economic, social, and environmental impacts of different policies. The DSS is computerized and supported by a set of relational databases. The corresponding software has been developed in a Microsoft Windows XP platform, using Microsoft Visual Basic, Microsoft Access, and the LINDO library. For demonstration reasons, the paper includes an application of the DSS in a region of Northern Greece.  相似文献

Land take due to urbanization triggers a series of negative environmental impacts with direct effects on quality of life for people living in cities. Changes in ecosystem services are associated with land take, among which is the immediate C loss due to land use conversion. Land use change monitoring represents the first step in quantifying land take and its drivers and impacts. To this end, we propose an innovative methodology for monitoring land take and its effects on ecosystem services (in particular, C loss) under multi-scale contexts. The devised approach was tested in two areas with similar sizes, but different land take levels during the time-span 1990–2008 in Central Italy (the Province of Rome and the Molise Region). The estimates of total coverage of built up areas were calculated using point sampling. The area of the urban patches including each sampling point classified as built up areas in the year 1990 and/or in the year 2008 is used to estimate total abundance and average area of built up areas. Biophysical and economic values for carbon loss associated with land take were calculated using InVEST.Although land take was 7–8 times higher in the Province of Rome (from 15.1% in 1990 to 20.4% in 2008) than in Molise region, our findings show that its relative impact on C storage is higher in the latter, where the urban growth consistently affects not only croplands but also semi-natural land uses such as grasslands and other wooded lands. The total C loss due to land take has been estimated in 1.6 million Mg C, corresponding to almost 355 million €.Finally, the paper discusses the main characteristics of urban growth and their ecological impact leading to risks and challenges for future urban planning and land use policies.  相似文献

The present generation of geographical information systems supports strategic planning processes in several ways. They are able to store, manage and analyse the enormous amount of data needed. Another more output-oriented use is the visualisation of the diversity of locational preferences and perspectives of different interest groups and stakeholders. For the simulation of (more indirect) effects of autonomous or planned developments land use modelling can be applied. A step further is the definition and implementation of a set of indicators that show the impact of land use change on different aspects of space and the environment in order to facilitate the (political) discussions, that are an essential part of strategic planning.This paper focuses on the application of a GIS-based simulation model in the framework of the Fifth National Physical Planning Report in the Netherlands. The simulation model generates future land use in the Netherlands given several growth scenarios and a spatial strategy that comprises both foreseen strategic and autonomous developments. Special attention is paid to residential construction because this is expected to be one of the major driving forces in land use changes. An analysis of residential construction for the period 1980–1995 reveals that residential construction has been relatively concentrated in areas close to existing urban areas. New town policies also played a rather strong role during this period. The presence of natural areas (woods and wetlands) plays a significant though limited role in the choice where to build new dwellings. The simulation results for the year 2020 are used to assess the effects of land use changes for a range of environmental indicators.  相似文献

This study attempts to develop a non-path-dependent model for environmental risk management and polycentric urban land-use planning in Gorgan Township area, Iran. Applying three suitability layers of environmental risk (soil erosion, flood risk, fire risk, and land susceptibility), urbanization potential, and integrated surface (environmental risk plus urbanization potential layers), a non-path-dependent Cellular Automata-Markov Chain (CA-MC) model was configured to execute three scenarios of polycentric urban growth allocation. Specifically, the modeling approach improved the traditional functionality of the CA-MC model from a prediction algorithm into an innovative land allocation tool. Besides, due to its flexibility, the non-path-dependent model was able to explicitly include different characteristics of the landscape structure ranging from physical land attributes to landscape functions and processes (natural hazards). Accordingly, three polycentric urban growth allocation efforts were undertaken and compared in terms of connectivity and compactness of the resultant patterns and consumption of other land resources. Based on results, the polycentric allocation procedure based on integrated suitability layer produced a more manageable pattern of urban landscape, while the growth option based on environmental risk layer was more successful for protecting farmlands against excessive urbanization. This study suggests that polycentric urban land-use planning under the strategy of rural land development programs is an available option for designing an urban landscape with lower exposure to natural hazards and more economic benefits to rural residents. Finally, the non-path-dependent modeling is a recommended approach, when highly flexible and interactive decision-support systems as well as trend-breaking scenarios are desired.  相似文献

The Sustainable Development Goals (SDGs) set a universal agenda intended to stimulate social, economic and environmental action. Strategic Environmental Assessment (SEA) has the potential to assist in the implementation of actions supporting the SDGs by providing a systematic framework to incorporate them into policies, plans and programmes; and the SDGs in turn, could substantiate SEA's contribution to sustainable development. Therefore, the partnering of both policy instruments fosters a mutualistic relationship, benefiting both. In this paper, we review current engagement of SEA with the SDGs both in the academic literature and in practice. The findings reveal a recognisable subtle shift towards the adoption of a new paradigm in plan-making, particularly supported by governments' growingly proactive embracement of SDGs, albeit through different approaches, initiatives and commitments. This sets a robust foundation for spatial planning and, by extension, a reference framework for SEA. Nevertheless, operationalising the SDGs is difficult. The extent to which SDG objectives and targets are embedded in SEA and, indeed, integrated into plans/programmes seems to be hampered by the broad scope of both sustainability and SEA, and a general lack of awareness and know-how. This suggest a need to clarify SEA's mandate for engaging with the SDGs, as well as to provide training for a more proactive integration of the objectives and targets. Through initiatives such as these, there are opportunities to optimise mutual gains for both policy instruments.  相似文献

The Maldives islands in recent decades have experienced dramatic land-use change. Uninhabited islands were turned into new resort islands; evergreen tropical forests were cut, to be replaced by fields and new built-up areas. All these changes happened without a proper monitoring and urban planning strategy from the Maldivian government due to the lack of national land-use and land-cover (LULC) data. This study aimed to realize the first land-use map of the entire Maldives archipelago and to detect land-use and land-cover change (LULCC) using high-resolution satellite images and socioeconomic data. Due to the peculiar geographic and environmental features of the archipelago, the land-use map was obtained by visual interpretation and manual digitization of land-use patches. The images used, dated 2011, were obtained from Digital Globe’s WorldView 1 and WorldView 2 satellites. Nine land-use classes and 18 subclasses were identified and mapped. During a field survey, ground control points were collected to test the geographic and thematic accuracy of the land-use map. The final product’s overall accuracy was 85%. Once the accuracy of the map had been checked, LULCC maps were created using images from the early 2000s derived from Google Earth historical imagery. Post-classification comparison of the classified maps showed that growth of built-up and agricultural areas resulted in decreases in forest land and shrubland. The LULCC maps also revealed an increase in land reclamation inside lagoons near inhabited islands, resulting in environmental impacts on fragile reef habitat. The LULC map of the Republic of the Maldives produced in this study can be used by government authorities to make sustainable land-use planning decisions and to provide better management of land use and land cover.  相似文献

Advancing land degradation in the irrigated areas of Central Asia hinders sustainable development of this predominantly agricultural region. To support decisions on mitigating cropland degradation, this study combines linear trend analysis and spatial logistic regression modeling to expose a land degradation trend in the Khorezm region, Uzbekistan, and to analyze the causes. Time series of the 250-m MODIS NDVI, summed over the growing seasons of 2000–2010, were used to derive areas with an apparent negative vegetation trend; this was interpreted as an indicator of land degradation. About one third (161,000 ha) of the region’s area experienced negative trends of different magnitude. The vegetation decline was particularly evident on the low-fertility lands bordering on the natural sandy desert, suggesting that these areas should be prioritized in mitigation planning. The results of logistic modeling indicate that the spatial pattern of the observed trend is mainly associated with the level of the groundwater table (odds?=?330 %), land-use intensity (odds?=?103 %), low soil quality (odds?=?49 %), slope (odds?=?29 %), and salinity of the groundwater (odds?=?26 %). Areas, threatened by land degradation, were mapped by fitting the estimated model parameters to available data. The elaborated approach, combining remote-sensing and GIS, can form the basis for developing a common tool for monitoring land degradation trends in irrigated croplands of Central Asia.  相似文献

Predicting environmental impacts is essential when performing an environmental assessment on urban transport planning. System dynamics (SD) is usually used to solve complex nonlinear problems. In this study, we utilized system dynamics (SD) to evaluate the environmental impacts associated with urban transport planning in Jilin City, China with respect to the local economy, society, transport, the environment and resources. To accomplish this, we generated simulation models comprising interrelated subsystems designed to utilize changes in the economy, society, road construction, changes in the number of vehicles, the capacity of the road network capacity, nitrogen oxides emission, traffic noise, land used for road construction and fuel consumption associated with traffic to estimate dynamic trends in the environmental impacts associated with Jilin's transport planning. Two simulation scenarios were then analyzed comparatively. The results of this study indicated that implementation of Jilin transport planning would improve the current urban traffic conditions and boost the local economy and development while benefiting the environment in Jilin City. In addition, comparative analysis of the two scenarios provided additional information that can be used to aid in scientific decision-making regarding which aspects of the transport planning to implement in Jilin City. This study demonstrates that our application of the SD method, which is referred to as the Strategic Environmental Assessment (SEA), is feasible for use in urban transport planning.  相似文献
