流域是人类文明的摇篮和中心,是人与自然和谐共生的主体自然空间,而长江和黄河流域承载着中国最广大的人口和经济。我国高度重视以流域为基础的生态文明建设。习近平总书记强调,长江大保护“要从生态系统整体性和流域系统性出发”,“追根溯源、诊断病因、找准病根、分类施策”,“保持长江生态原真性和完整性”;“治理黄河,重在保护,要在治理。要坚持山水林田湖草综合治理、系统治理、源头治理,统筹推进各项工作,加强协同配合,推动黄河流域高质量发展”。当前,我国水生态环境管理正处在由水污染防治向水生态系统保护修复转变的阶段。《重点流域水生态环境保护“十四五”规划编制技术大纲》提出了水环境、水资源、水生态“三水统筹”原则,明确了水生态环境保护修复的阶段性目标。  相似文献

"十四五"期间,粤港澳大湾区将会迎来新一轮大开发、大建设、大发展,绿色发展与山水林田湖草一体化保护将面临更大的机遇与挑战。生态环境监测作为生态环境保护的重要基础,亟需强化支撑、引领、服务作用。文章对粤港澳大湾区生态环境监测发展现状进行了梳理,从环境质量状况、生态环境管理、环境监测网络等方面将粤港澳大湾区与东京、纽约、旧金山三大世界级湾区进行系统比较,对标查找差距与不足,并对面临的机遇与挑战进行了深入剖析。在此基础上,针对生态环境监测区域布局、现代感知网络、智慧应用与"美丽湾区"综合评价、联合监测与信息发布、产学研用一体化等方面,提出了粤港澳大湾区当前及今后一个时期生态环境监测发展的相关建议。  相似文献

开展国家水环境质量预报预警工作是生态环境治理能力现代化的重要部分,是统筹山水林田湖草系统治理的重要抓手。文章介绍了国内外水质模型的研究进展,并概述了国内外水质预报预警系统研究进展,在此基础上分析目前我国水质预报预警方面存在的不足,并提出了国家水环境质量预报预警业务发展的初步思路。我国水质预报预警体系建设要以技术体系和业务体系为保障,以水质模型和面源污染模型为支撑,依托水环境质量预报预警决策支持平台,开展环境监管业务化应用、治理决策精细化支撑、污染事故科学化处置和数据产品社会化服务4种业务应用,逐步建成架构统一、业务协同、资源共享、上下游联动的全国-流域-省级-城市四级水环境质量预报预警网络。  相似文献

从生态监管对生态质量评价的需求角度梳理了我国生态监测的现状及存在问题,分析了我国构建生态质量监测网络的必要性,并从网络建设目的、原则、空间布局、监测内容和工作机制等5个方面提出了国家生态质量监测网络的构建思路,最后指出"十四五"期间国家生态质量监测网络的重点任务,即开展生态质量综合观测站建设并进行生态功能相关监测和评估研究,开展生态质量监测样地系统建设并进行生态系统结构组成监测,从引导生态保护修复的科学性和提高自然生态用地利用效率出发开展生态质量监测和评价的尝试,建成天-空-地一体化的生态质量监测与预警体系。  相似文献

简述了国外水生态区的发展历程以及国外水生态区在建立生态系统数据库、制定差异化水质标准、开展河流生态监测及评价水体健康等方面进行的应用研究。通过对太湖流域水生态功能分区的研究,指出当前水环境管理存在的问题与水生态区管理的优势,提出应重点从水生态区监测、试点考核、评价、修复等具体操作层面开展应用研究,引导我国水环境管理从水化学指标逐步向水生态综合指标转变,推动建立以水生态系统健康为导向的水环境管理创新体制。  相似文献

塔里木河由发源于天山山脉的阿克苏河、发源于喀喇昆仑山的叶尔羌河以及和田河汇流而成。流域总面积102×104km2,流域总人口约830×104人。阿克苏境内塔里木河流域是新疆农产品主产区,国家重点生态功能区,塔河水资源保护非常重要,保护塔里木河,事关人民群众福祉,事关沿岸各民族长远发展,是实现可持续发展的重要基石。通过利用塔河源流阿克苏河及塔里木干流5个国控监测断面实测数据,全面对塔里木河水质现状分析,结合塔里木河目前水资源利用与消耗情况,找出在塔里木河生态环境保护中存在的环境问题,分别从建立保护塔河管理机制,减轻对塔河水质污染,建立塔河水污染防治工程,生态修复工程等方面,提出了针对性很强的生态环境保护有效对策和措施。  相似文献

目前全国生态保护红线划定工作基本结束,开展生态保护红线监管工作事关国家生态安全,是今后我国生态保护的重要举措和重点工作。依托国家生态保护红线监管平台监管业务系统,研究基于卫星遥感的生态保护红线人类活动提取方法和流程,并以宁夏为例,验证其科学性和可靠性。结果显示:基于卫星遥感技术构建的方法精度较高,可操作性较强,为生态保护红线人类活动监管提供了思路;使用该技术方法的作业效率相比人工解译提升了2~3倍,提取的宁夏生态破坏问题图斑准确率达到66%,人类活动提取准确率更是达到95%,能够满足生态保护红线人类活动监管需求;宁夏55%的县(区、市)生态保护红线内发现新增和规模扩大人类活动,从空间分布来看,主要集中在西部和南部,北部和中部分布较少,其中彭阳县、沙坡头区和中宁县人类活动影响面积最大。  相似文献

根据国家地表水监测网2011—2021年水环境监测数据,从全国、十大流域主要江河、重要湖库3个层面分析了我国地表水环境质量变化趋势及当前存在问题,并提出相关建议。分析结果显示,2011—2021年,我国地表水环境质量逐步改善。其中,2021年Ⅰ~Ⅲ类水质断面比例较2011年提高了35.2个百分点,劣Ⅴ类水质断面比例较2011年降低了11.4个百分点。高锰酸盐指数、氨氮和总磷指标浓度呈现明显的下降趋势;总氮呈现先降后升再降的变化趋势,且目前仍处于较高水平。长江、珠江、浙闽片河流、西北诸河及西南诸河流域水质优于淮河、黄河、海河、辽河及松花江流域。十大流域主要江河水环境质量均有所改善,改善幅度最大的是海河流域。重要湖库水质状况有所好转,但富营养化情况未有明显改善。年内水环境质量方面,夏季水质明显劣于其他季节,表明当前我国面源污染防治存在明显短板。建议在明确当前水环境质量改善取得积极成效的同时,也应当意识到我国水生态环境保护面临的结构性、根源性压力尚未得到根本缓解,不能停留在过去的以水环境质量改善为核心的污染治理思路上,应从生态系统整体性和流域系统性出发,坚持山水林田湖草沙生命共同体理念,从"三水统筹"的角度加强对水域生态系统的整体保护。  相似文献

头屯河流域在主要河道上修建2处拦河水库及多处引水工程,虽然每年不同程度,周期性向拦河控制性工程以下河段下泄河道生态水量,但是尚未分析论证下泄的河道生态水量及下泄周期是否满足全年河道生态需求。尤其在枯水季节头屯河水库下游往往干涸断流,洪水季节易发污染事故,河道生态达不到预期保护效果。河道生态基流分析计算及提出头屯河流域生态保护的保障措施已经到了非解决不可的地步,河道生态基流分析计算成果作为流域水行政主管部门提出头屯河流域生态保护的保障措施的重要技术支撑,从水资源合理利用与节约,河道两库联合调度、合理利用,维护水生态、保障河道基流量等方面进行工程、调度及制度建设。  相似文献

Predicted atmospheric change, mainly climate change, will have profound effects on the biodiversity of Canadian forests. Predictions derived from forest models, responses of species and ecosystems related to modern ecological characteristics and paleoecological studies suggest large-scale, wide-ranging changes from the biome to physiological levels. Paleoecological analogues in B.C. and other parts of Canada reveal that major changes must be expected in forest composition, range, structure and ecological processes. In B.C., past warmer and drier climates supported a different forest pattern, including forest types with no modern analogue. This produced dramatically different disturbance regimes, specifically more fires, and affected tree growth rates. The relationship of forests with non-forest habitats, especially wetlands and grasslands was different suggesting implications for wildlife biodiversity. British Columbia's Forest Practices Code prescribes guidelines for biodiversity objectives but ignores the issue of atmospheric change. This omission may result from a lack of understanding of the profound potential effects of atmospheric change on forest biodiversity in the next harvest cycle and lack of mechanisms to assess impacts and develop management strategies for specific sites. An example of a simple paleoecological assessment method involving pollen ratios is proposed.  相似文献

水质生物监测是水生态环境质量管理的重要内容,构建实用性强的生物指数有助于推动中国的水质生物监测工作。根据江苏、浙江、辽宁、江西和湖南等省份的溪流与河流湖泊共计839个底栖动物数据,将中国已有的底栖动物科级分类单元水质敏感性分值打分表扩充和修订至159个科。采用统计法分别构建了符合中国可涉水水体(溪流等)和不可涉水水体(河流、湖泊等)底栖动物分值指数(Chinese Macroinvertebrate Score Index,CMSI)和底栖动物平均分值指数(Average Chinese Macroinvertebrate Score Index,ACMSI)及水质评价等级体系。CMSI和ACMSI与总氮、总磷、高锰酸盐指数和溶解氧之间Pearson相关性显著,表明研究构建的CMSI和ACMSI是可以反映水质变化的。建议通过实践进一步验证CMSI和ACMSI的可靠性和实用性。  相似文献

Biological elements, including phytoplankton, phytobenthos, macrophytes, benthic invertebrates and fish, are employed by the EU Water Framework Directive (WFD) 2000/60/EC as ecological indicators for the assessment of surface waters. The use of primary producers (phytoplankton, phytobenthos and macrophytes) for water quality assessment has a long history, and several methods have been developed worldwide. In this study, we used these three communities to assess the ecological status of five natural lakes located in the Aquitaine region (southwest France). Several biological indices used in lakes from other European countries or in French rivers were employed and compared among the three communities. Each primary producer provided complementary information about the ecological status of the lakes, including the invasiveness of exotic taxa. Regardless of the producer community used, the response to the environment, as reflected by the indices (adequate for each community), was similar: Lakes Cazaux, Lacanau and Hourtin showed the best ecological status and Parentis and Soustons the worst. Phytoplankton diagnosis reflected and integrated unambiguously the water quality of the lakes, as demonstrated by the strong relationships between the phytoplankton index and the trophic status criteria. This community appeared as the best indicator, especially when macrophytes were absent. The methods applied here represent a potential tool for the assessment of the ecological status in the context of WFD, but they need to be refined. We propose modifications for phytobenthos index initially tailored for running waters for adequate use in lentic ecosystems. Indices for the three primary producers should be modified to incorporate exotic species which may provide information on potential biodiversity losses.  相似文献

The Committee on Environment and Natural Resources (CENR) has recognized a high priority need to integrate and coordinate federal agencies' efforts in order to enable a comprehensive evaluation of our nation's environmental resources and ecological systems. The federal government spends about $640 million per year collecting data about our forests, agricultural and rangelands, lakes, rivers, estuaries, and coastal marine systems. These efforts have significantly aided the progress in preserving and protecting the environment in recent decades but are not sufficiently coordinated to provide us a truly comprehensive status report or full understanding of the causes and effects of environmental change. This paper describes the Committee on Environment and Natural Resources and its functions, provides a status report on the Environmental Monitoring and Research Initiative, and offers some perspectives on the factors that will make the initiative and its contributing programs a success. In particular, the paper discusses the potential relationship with the Environmental Monitoring and Assessment Program (EMAP).  相似文献

This paper argues on both theoretical and empirical grounds that, beyond a certain point, there is an unavoidable conflictbetween economic development (generally taken to mean 'materialeconomic growth') and environmental protection. Think for a moment of natural forests, grasslands, marine estuaries, salt marshes, and coral reefs; and of arable soils, aquifers, mineraldeposits, petroleum, and coal. These are all forms of 'natural capital' that represent highly-ordered self-producing ecosystemsor rich accumulations of energy/matter with high use potential (low entropy). Now contemplate despoiled landscapes, eroding farmlands, depleted fisheries, anthropogenic greenhouse gases,acid rain, poisonous mine tailings and toxic synthetic compounds.These all represent disordered systems or degraded forms of energy and matter with little use potential (high entropy). The main thing connecting these two states is human economic activity. Ecological economics interprets the environment-economyrelationship in terms of the second law of thermodynamics. The second law sees economic activity as a dissipative process. Fromthis perspective, the production of economic goods andservices invariably requires the consumption of available energy and matter. To grow and develop, the economynecessarily 'feeds' on sources of high-quality energy/matter first produced by nature. This tends to disorder and homogenizethe ecosphere, The ascendance of humankind has consistently been accompanied by an accelerating rate of ecological degradation, particularly biodiversity loss, the simplificationof natural systems and pollution. In short, contemporary political rhetoric to the contrary, the prevailing growth-oriented global development paradigm is fundamentally incompatible with long-term ecological and social sustainability. Unsustainability is not a technical nor economic problem as usually conceived, but rather a state of systemic incompatibilitybetween a economy that is a fully-contained, growing, dependent sub-system of a non-growing ecosphere. Potential solutions fly inthe face of contemporary development trends and cultural values.  相似文献

The Prairie Ecozone contains 5% of Canada's land area and represents 16% of the Great Plains of North America. Current estimates indicate that 25–30% of original Canadian grassland habitats remain, largely concentrated in southeastern Alberta and southwestern Saskatchewan with fragments distributed throughout southern Manitoba. The size, distribution and condition of native grasslands serve as valuable indicators of the ecological integrity and the sustainability of those landscape types. With so little native grasslands remaining, areas that conserve grasslands serve as core sites for indicators such as gaps in ecosystem and wildlife habitat protection, i.e. which ecosystems are well-represented, poorly represented or have no representation. Such gap analyses helps to determine where protection efforts need to be placed in the future. Overall, about 3.5% of the Prairie Ecozone of Canada is under some form of conservation area status. This paper reports, relative to the ecoregions and political jurisdictions of the Prairie Ecozone, on the amount and distribution of various types of conservation areas and native grasslands. Relationships between the occurrence of conservation areas and grasslands are presented. Implications for conservation area planning and management are discussed within regional, national and international contexts. The issue of which characteristics of conservation areas should be assessed and monitored to address conservation objectives for sustainability is also discussed.  相似文献

Restoration of urban streams and rivers has increased rapidly in developing countries in recent years. Estimating river health provides a new perspective on evaluating the ecological conditions of streams and rivers. The Suzhou Creek restoration project in Shanghai, China is a milestone for environmental protection. Based on the environmental and ecological data, including 17 indicators in five categories, collected from March 11 to April 20, 2007, the river health index (RHI) for Suzhou Creek was constructed and analysed to quantify the ecosystem of this urban river after a restoration project. The RHI scores of 34 sites ranged from 19.24 to 33.36, i.e. from poor to good. There were no significant RHI differences among stream orders, while differences in land use resulted in significant differences in channel flow status (B12), channel alteration (B21), channel sinuosity (B22), bank stability (B23), bank profile type (B25) and riparian vegetative zone width (B31). River restoration led to improved hydrological condition and channel physical form, while ammonia nitrogen (B44) and indicator scores of the presence of macro-invertebrate families (B51) were the lowest of any indicator. This case study supports the use of river health assessment as a supplement to water quality analysis in China.  相似文献

Siberian forests occupy a significant part of the Asian continent. Their role as an essential component of the Earth's surface, biomass and oxygen producer is increasing annually. Expanded reproduction of taiga forests necessitated by the intensive development of Siberian productive forces, results in an evergrowing need of forest productivity constancy and increase. Proper forest exploitation is a crucial part of the solution of such important problems as the rational use of land and water resources, stable crop yields, and the creation of favourable conditions for human life.To solve these important economic problems, the Siberian branch of the USSR Academy of Sciences has devised a long-term programme of ecological monitoring of Siberian forest resources using aerospace techniques. The programme provides for the establishment and improvement of ecogeographical and physicotechnological principles of the remote sensing of forests and the development of fundamental forest-biological research based on new methodologies, the results of which are used to solve urgent forestry and nature protection problems. The research is carried out in the following major directions: studying spectral characteristics of forest vegetation for forest-state indication; thematic mapping of taiga territories; assessing biological productivity of natural complexes; environmental state monitoring; fire protection of forests; pest and disease control; developin instruments and methods for automatized aerospace data processing for real-time use.We consider forest-state monitoring to be one of the crucial tools in providing the optimum use of forest ecosystems for resource and ecological functions.  相似文献
