An environmental impact assessment is conducted by utilizing monitoring, meteorological, and physical modeling data. This information serves as input to a decision analysis of the environmental protection alternatives for the cement plant in Jeddah, Saudi Arabia. Utility theory provides the methodology underlying the Evaluation and Sensivity Analysis Program (ESAP) with which the alternatives are evaluated. Recommendation include: (1) installation of electrostatic precipitators of at least 99% efficiency, (2) institution of a 1.6 km nonresidential zone given the present 60 m chimneys, and (3) substitution of low sulphur fuel for the crude oil now consumed. By illustration this study suggests the general relevance of the ESAP program to environmental assessment and management. 相似文献

Constructing highways in dense urban areas is always a challenge. In São Paulo Metropolitan Region, heavy truck traffic contributes to clog streets and expressways alike. As part of the traffic neither originates nor head to the region, a peripheral highway has been proposed to reduce traffic problems. This project, called Rodoanel, is an expressway approximately 175 km long. The fact that the projected south and north sections would cross catchments that supply most of the metropolis water demand was strongly disputed and made the environmental permitting process particularly difficult.The agency in charge commissioned a strategic environmental assessment (SEA) of a revamped project, and called it the Rodoanel Programme. However, the SEA report failed to satisfactorily take account of significant strategic issues. Among these, the highway potential effect of inducing urban sprawl over water protection zones is the most critical issue, as it emerged later as a hurdle to project licensing.Conclusion is that, particularly where no agreed-upon framework for SEA exists, when vertical tiering with downstream project EIA is sought, then a careful scoping of strategic issues is more than necessary. If an agreement on ‘what is strategic’ is not reached and not recognized by influential stakeholders, then the unsettled conflicts will be transferred to project EIA. Increasing emphasis has been placed in recent years on transitioning strategic environmental assessment (SEA) away from its environmental impact assessment (EIA) roots. Scholars have argued the need to conceptualize SEA as a process designed to facilitate strategic thinking, thus enabling transitions toward sustainability. The practice of SEA, however, remains deeply rooted in the EIA tradition and scholars and practitioners often appear divided on the nature and purpose of SEA. This paper revisits the strategic principles of SEA and conceptualizes SEA as a multi-faceted and multi-dimensional assessment process. It is suggested that SEA can be conceptualized as series of approaches operating along a spectrum from less to more strategic – from impact assessment-based to strategy-based – with each approach to SEA differentiated by the specific objectives of SEA application and the extent to which strategic principles are reflected in its design and implementation. Advancing the effectiveness of SEA requires a continued research agenda focused on improving the traditional SEA approach, as a tool to assess the impacts of policies, plans and programs (PPPs). Realizing the full potential of SEA, however, requires a new research agenda — one focused on the development and testing of a deliberative governance approach to SEA that can facilitate strategic innovations in PPP formulation and drive transitions in short-term policy and initiatives based on longer-term thinking. 相似文献

Strategic environmental assessment (SEA) inherently needs to address greater levels of uncertainty in the formulation and implementation processes of strategic decisions, compared with project environmental impact assessment. The range of uncertainties includes internal and external factors of the complex system that is concerned in the strategy. Scenario analysis is increasingly being used to cope with uncertainty in SEA. Following a brief introduction of scenarios and scenario analysis, this paper examines the rationale for scenario analysis in SEA in the context of China. The state of the art associated with scenario analysis applied to SEA in China was reviewed through four SEA case analyses. Lessons learned from these cases indicated the word “scenario” appears to be abused and the scenario-based methods appear to be misused due to the lack of understanding of an uncertain future and scenario analysis. However, good experiences were also drawn on, regarding how to integrate scenario analysis into the SEA process in China, how to cope with driving forces including uncertainties, how to combine qualitative scenario storylines with quantitative impact predictions, and how to conduct assessments and propose recommendations based on scenarios. Additionally, the ways to improve the application of this tool in SEA were suggested. We concluded by calling for further methodological research on this issue and more practices. 相似文献

SEA has been described as being more about process than about product. Yet very little research has been conducted to gain a better understanding of how SEA processes perform within developing country contexts. To address this gap in knowledge the research underlying this paper aimed to evaluate the quality of SEA processes within the South African context against specifically designed key performance indicators. Comparison of the different data patterns revealed general SEA process features as well as three broad models, namely the ‘stand alone’, ‘central to decision making’ and ‘integrated’ models. The research results suggest a particularly poor performance in terms of process quality for the SEA case studies investigated. Moreover, it shows that there is no one understanding of SEA process within the South African context. The main limitations related to a weak understanding of the decision making processes SEA aimed to inform, as well as an inability to incorporate flexibility into process design. To take the debate forward it is proposed that SEA follow-up and effectiveness research be explored to determine which of these models (if any) ultimately contributed to influencing decision making and promote sustainability. 相似文献

This paper presents the results of research which evaluated the performance of strategic environmental assessment (SEA) practice in South Africa in order to develop understanding of how SEA functions within a developing country with a voluntary SEA system. The research applied a combination of methods in a mixed research strategy, including a macro level survey of the SEA system together with case study reviews exploring micro level application. Three main ‘system features’ emerged, namely expansion of voluntary practice, diversity in practice and general ineffectiveness. The results also highlight a number of ‘application features’ such as a lack of focus due to an inability to deal with the concepts of ‘sustainability’ and ‘significance’, as well as poor understanding and integration with decision-making processes. Moreover, it emerged that none of the case studies seem to have conducted an ‘assessment’ per se, but rather provided a framework for strategic decision-making. The paper puts forward a number of interrelated explanations for these system and application features. In a parallel to the fable of the ‘emperor's new clothes’, SEA in South Africa appears to be regarded as the answer to all environmental problems, whilst being ineffective in practice. 相似文献

Sustainable development or sustainability has been highlighted as an essential principle in urban master planning, with increasing recognition that uncontrollable urbanization may well give rise to various issues such as overexploitation of natural resources, ecosystem destruction, environmental pollution and large-scale climate change. Thus, it is deemed necessary to modify the existing urban and regional administrative system so as to cope with the challenges urban planning is being confronted with and realize the purpose of urban sustainability. This paper contributed to proposing a mechanism which helps to make urban planning with full consideration of issues with respect to sustainable development. We suggested that the integration of urban planning, SEA and ecological planning be a multi-win strategy to offset deficiency of each mentioned political tool being individually applied. We also proposed a framework where SEA and ecological planning are fully incorporated into urban planning, which forms a two-way constraint mechanism to ascertain environmental quality of urban planning, although in practice, planning and SEA processes may conditionally be unified. Moreover, as shown in the case study, the integration of the three political tools may be constrained due to slow changes in the contextual factors, in particular the political and cultural dimensions. Currently within the context of China, there may be three major elements which facilitate integration of the three political tools, which are (1) regulatory requirement of PEIA on urban planning, (2) the promotion or strong administrative support from government on eco-district building, and (3) the willingness of urban planners to collaborate with SEA experts or ecologists. 相似文献

For over three decades, environmental assessment (EA) has gained increasing international recognition as a means of ensuring sustainable development. In light of environmental challenges, Benin has endorsed the principle that a healthy environment is a human right. This concern is manifested by the creation of many institutions for managing environmental issues. But until today, environmental problems are still on the rise and getting worse day by day because of Benin's limited experience in the field of EA. If EA is to be perceived as an instrument of sustainable development, it is important to take into account the achievements and the needs of the country in this field; because we cannot respond properly and adequately in the field of capacity strengthening in EA without first be familiar with what exists, what is fact, and what is needed. In this study, we address and analyze the status of existing resources in the field of EA in Benin with the purpose of identifying the needs for capacity strengthening to enhance environmental assessment effectiveness in the country. The detailed presentation of the results shows that the legislative and institutional resources are available and represent a strong element in the system of environmental management in Benin. However, there is still a room for improvements towards environmental governance before it becomes a solid system of decision supporting all sectors of intervention because the effective application of those laws and texts still constitute big challenges. Below are the main reasons that explain the particular situation: majority of the laws are put in force very late or taken without implementing decree at all; the organizational capabilities have large gaps; the absence of a mechanism for evaluating the needs for strengthening capacity for EA. Recommendations pinpointed three types of needs which must be filled to enhance the effectiveness of EA in Benin: upstream needs of the structure of EA; implementation and enforcement needs; and, maintenance and efficiency needs. 相似文献

Before-After Control Impact (BACI) sampling designsare commonly used in environmental impact assessmentand are considered the most effective for detectingchanges due to anthropogenic disturbances. Thesedesigns handle local spatial variability throughrandomized placement of samples into a treatmentstratum and a control stratum. When a contaminantdisperses with distance from a point source it issuggested that a gradient design will be moresensitive to change than randomized placement ofsamples. This requires allocating samples according todistance, rather than by random placement withinrandomly placed blocks. In this paper gradient versusrandom sampling designs were compared using data froman oil field in the North Sea. The understanding of the regional and local dimensions of vulnerability due to climate change is essential to develop appropriate and targeted adaptation efforts. We assessed the local dimensions of vulnerability in the tropical state of Kerala, India, using a purposely developed vulnerability index, which accounts for both environmental and socio-economic factors. The large extents of coastal wetlands and lagoons and high concentration of mangrove forests make the state environmentally vulnerable. Low human development index, large population of socially deprived groups, which are dependent on the primary sector, and high population density make the state vulnerable from a socio-economic point of view. The present study investigates climate change vulnerability at the district level in the State of Kerala relying on a purposely developed composite vulnerability index that encompasses both socio-economic and environmental factors. The study utilizes the method of Material Flow, Ecological Footprint Model and other related indicators to establish the Indicator System of Sustainable Development. Principal Component Analysis is used to abstract the representative factors in order to estimate the indicators of ecological sustainable development during 1998~2005 in Taiwan, as well as to make policy recommendations. The research indicates following results: (1) The Direct Material Input (DMI) of Taiwan shows constant instability and depends on heavy import activity. The annual increase of considerable greenhouse gas emission leads to a comparative growth of the Domestic Process Output (DOP). The both material consumption and inventory formation of the economy are unsteady. In addition, the Physical Trade Balance (PTB) indicates that supply exceeds demand, as well as the occasional shortage of building materials. (2) The 2005 per capita Ecological Demand footprint in Taiwan is 6.5392 hm(2), making the Ecological Deficit per capita 4.8569 hm(2). The figures reflect that productivity and life intensity of residents have exceeded the carrying capacity of Taiwan's ecological economic system. (3) The overall Synthetic Trend Indicators of Sustainable Development in Taiwan are decreasing. Therefore, if proper measures are not adopted in time, the current weak sustainability will lead into the vicious circle which departs from sustainable development. 相似文献

Desertification is a complex process, characterised not only by a damaged ecology but also by conflict over access to scarce resources and trade-offs between the needs of multiple stakeholders at multiple scales. As such, orthodox approaches to environmental assessment in drylands, which rely solely on ecological expertise, are gradually losing legitimacy and greater attention is being given to integrated and participatory assessment approaches, which draw on multiple sources of knowledge in order to accurately describe complex socioecological processes. Moreover, there is growing recognition that successful management of desertification requires a strategy that can accommodate the multiple and often competing needs of contemporary and future stakeholders. In light of these conceptual advances, this paper highlights seven key criteria that dryland environmental assessments must meet: (1) accurately understand complex socioecological system processes, (2) focus on slow variables, (3) integrate multiple scales of analysis, (4) integrate multiple stakeholder perspectives and values, (5) ensure that future generations are fairly represented, (6) ensure that less powerful stakeholders are fairly represented and (7) integrate local and scientific knowledge. The virtues and challenges of deliberative environmental assessments, a novel subset of participatory environmental assessment approaches which places emphasis on social learning, argumentation and critical reflection, are considered in relation to each of these requirements. We argue that deliberative approaches have the potential to achieve accurate, progressive and integrated assessment of dryland environments. 相似文献

Fuzzy cross-impact simulation is a qualitative technique, where interactions within a system are represented by a cross-impact matrix that includes linguistic elements. It can be used effectively to visualize dynamic evolution of a system. The utility of the fuzzy cross-impact simulation approach is: (1) in dealing with uncertainties in environment-development systems; (2) scoping cumulative effect assessment; and (3) integrating societal response structure in environment impact assessment. Use of the method is illustrated in a case concerning the textile industry in Indore, India. Consequences of policy alternatives for cleanup and pollution abatement are predicted in terms of environmental quality and quality of life, using the simulation model. Public participation processes are touted as an effective way to increase the capacity and legitimacy of environmental assessment and the regulatory process that rely on them. Recent changes to the Canadian environmental assessment process narrowed the criteria for who can participate in environmental assessments from any who were interested to those who were most directly affected. This article examines the potential consequences of this change by exploring other areas of Canadian regulatory law where a similar directed affected test has been applied. This new standard risks institutionalizing the long-understood representational bias confronted by more diffuse interest like environmental protection. Restricting participation to the “directly affected” is far too narrow a test for processes like environmental assessment that are designed to determine the public interest. 相似文献
