Actors in the built environment are progressively considering environmental and social issues alongside functional and economic aspects of development projects. Infrastructure projects represent major investment and construction initiatives with attendant environmental, economic and societal impacts across multiple scales. To date, while sustainability strategies and frameworks have focused on wider national aspirations and strategic objectives, they are noticeably weak in addressing micro-level integrated decision making in the built environment, particularly for infrastructure projects. The proposed approach of this paper is based on the principal that early intervention is the most cost-effective and efficient means of mitigating the environmental effects of development projects, particularly macro infrastructure developments. A strategic overview of the various project alternatives, taking account for stakeholder and expert input, could effectively reduce project impacts/risks at low cost to the project developers but provide significant benefit to wider communities, including communities of future stakeholders. This paper is the first exploratory step in developing a more systematic framework for evaluating strategic alternatives for major metropolitan infrastructure projects, based on key sustainability principles. The developed Strategic Project Appraisal (SPA) framework, grounded in the theory of Strategic Environmental Assessment (SEA), provides a means of practically appraising project impacts and alternatives in terms of quantified ecological limits; addresses the neglected topic of metropolitan infrastructure as a means of delivering sustainability outcomes in the urban context and more broadly, seeks to open a debate on the potential for SEA methodology to be more extensively applied to address sustainability challenges in the built environment. Practically applied and timed appropriately, the SPA framework can enable better decision-making and more efficient resource allocation ensuring low impact infrastructure development.  相似文献

Public opinion becomes increasingly salient in the ex post evaluation stage of large infrastructure projects which have significant impacts to the environment and the society. However, traditional survey methods are inefficient in collection and assessment of the public opinion due to its large quantity and diversity. Recently, Social media platforms provide a rich data source for monitoring and assessing the public opinion on controversial infrastructure projects. This paper proposes an assessment framework to transform unstructured online public opinions on large infrastructure projects into sentimental and topical indicators for enhancing practices of ex post evaluation and public participation. The framework uses web crawlers to collect online comments related to a large infrastructure project and employs two natural language processing technologies, including sentiment analysis and topic modeling, with spatio-temporal analysis, to transform these comments into indicators for assessing online public opinion on the project. Based on the framework, we investigate the online public opinion of the Three Gorges Project on China's largest microblogging site, namely, Weibo. Assessment results present spatial-temporal distributions of post intensity and sentiment polarity, reveals major topics with different sentiments and summarizes managerial implications, for ex post evaluation of the world's largest hydropower project. The proposed assessment framework is expected to be widely applied as a methodological strategy to assess public opinion in the ex post evaluation stage of large infrastructure projects.  相似文献

Project-level impact assessment was originally conceived as a snapshot taken in advance of project implementation, contrasting current conditions with a likely future scenario involving a variety of predicted impacts. Current best practice guidance has encouraged a shift towards longitudinal assessments from the pre-project stage through the implementation and operating phases. Experience and study show, however, that assessment of infrastructure-intensive projects rarely endures past the project's construction phase. Negative consequences for environmental, social and health outcomes have been documented. Such consequences clarify the pressing need for longitudinal assessment in each of these domains, with human rights impact assessment (HRIA) as an umbrella over, and critical augmentation of, environmental, social and health assessments. Project impacts on human rights are more closely linked to political, economic and other factors beyond immediate effects of a company's policy and action throughout the project lifecycle. Delineating these processes requires an adequate framework, with strategies for collecting longitudinal data, protocols that provide core information for impact assessment and guidance for adaptive mitigation strategies as project-related effects change over time. This article presents general principles for the design and implementation of sustained, longitudinal HRIA, based on experience assessing and responding to human rights impact in a uranium mining project in Malawi. The case study demonstrates the value of longitudinal assessment both for limiting corporate risk and improving human welfare.  相似文献

Public opinions play a pivotal role in public participation and decision-making in mega construction projects. The rise of technology and social media has facilitated the online public debate on social impacts derived from mega construction projects. This study presents a novel approach to analyze the evolution of public opinions through social media. This analysis framework covers: the temporal patterns of online messages, evolution of frames, and evolution of users. Such novel approach is employed to analyze the evolution of online public opinions on a mega construction project. Content analysis and a number of curve fitting methods were innovatively combined. Results show that social event had dual diffusion cycles while the formation mechanism of each cycle was completely different. The key parameters of Bimodal Gaussian model can depict the characteristics of online diffusion of public opinions. Elites and media organizations form the crucial nodes in the online diffusion process. The sequence of each frame and their share in the total number of frames are determined by preference of elites and media organizations. These findings are useful to develop effective strategy for public engagement, and to prevent and intervene the social conflicts.  相似文献

Given the growing amount of attention shown to the social dimension of natural resources and mining governance, there is a need for more informed research-oriented approaches to studying social impacts. This article analyzes the features of Social Impact Assessment (SIA) studies from the academic research perspective and presents a framework for social impact research. By academic research, the article refers to studies on social impacts conducted purely for research purposes, not impact assessment processes.Research is always one aspect of the SIA process. At the same time, there is a lack of general methodological literature offering guidance on how assessing social impacts can contribute to social studies research. The guiding documents on SIA are largely intended for practical-level planning and management processes, which limits their applicability for academic purposes. The proposed framework draws both from traditional social science methods and existing scholarly and guiding literature on SIA. The research framework consists of four interlinked phases: 1) research preparations, 2) background studies (including proposed project, national and local context), 3) fieldwork, and 4) analysis. The framework is designed to direct attention to the relevant aspects of research methods, theory building, fieldwork implementation, and research choices for data analysis. Thus, the framework provides a flexible, but comprehensive, multi-level approach for examining social impacts, which can be adapted for a wide range of social-scientific mining research. The analysis and developed framework will help academic researchers better study the social impacts of mining and make better use of existing SIA studies in academic life.  相似文献

The late rise in global concern for environmental issues such as global warming and air pollution is accentuating the need for environmental assessments in the construction industry. Promptly evaluating the environmental loads of the various design alternatives during the early stages of a construction project and adopting the most environmentally sustainable candidate is therefore of large importance. Yet, research on the early evaluation of a construction project's environmental load in order to aid the decision making process is hitherto lacking. In light of this dilemma, this study proposes a model for estimating the environmental load by employing only the most basic information accessible during the early design phases of a project for the pre-stressed concrete (PSC) beam bridge, the most common bridge structure. Firstly, a life cycle assessment (LCA) was conducted on the data from 99 bridges by integrating the bills of quantities (BOQ) with a life cycle inventory (LCI) database. The processed data was then utilized to construct a case based reasoning (CBR) model for estimating the environmental load. The accuracy of the estimation model was then validated using five test cases; the model's mean absolute error rates (MAER) for the total environmental load was calculated as 7.09%. Such test results were shown to be superior compared to those obtained from a multiple-regression based model and a slab area base-unit analysis model. Henceforth application of this model during the early stages of a project is expected to highly complement environmentally friendly designs and construction by facilitating the swift evaluation of the environmental load from multiple standpoints.  相似文献

Ecological monitoring is a complementary component of the overall environmental management and monitoring program of any Environmental Impact Assessment (EIA) report. The monitoring method should be developed for each project phase and allow for periodic reporting and assessment of compliance with the environmental conditions and requirements of the EIA. Also, this method should incorporate a variance request program since site-specific conditions can affect construction on a daily basis and require time-critical application of alternative construction scenarios or environmental management methods integrated with alternative mitigation measures. Finally, taking full advantage of the latest information and communication technologies can enhance the quality of, and public involvement in, the environmental management program. In this paper, a landscape-scale ecological monitoring method for major construction projects is described using, as a basis, 20 months of experience on the Baku-Tbilisi-Ceyhan (BTC) Crude Oil Pipeline Project, covering Turkish Sections Lot B and Lot C. This analysis presents suggestions for improving ecological monitoring for major construction activities.  相似文献

This paper unprecedentedly benchmarks the environmental and economic impacts of notable High-speed rail (HSR) networks. The goals are to (i) point out the environmental impacts from the HSR networks and (ii) evaluate the whole life cycle cost of HSR systems. The emphasis of this study is placed on five HSR networks from five countries to depict the effectiveness of sustainable transport policies in each particular country. Both life cycle assessment (LCA) and life cycle cost (LCC) models are adopted for a new critical framework capable of benchmarking the lifecycle sustainability of HSR networks. The new findings exhibit that CRC's system is the leader in energy-saving, who consumes only 67.55 GJ/km yearly, and emits lowest CO2 at an amount of 77,532.32 tCO2/km annually. These impressive results are stemmed from key enabling policies related to eco-friendly rolling stock design, sustainable construction, and green energy grids. With respect to the LCC analysis, the SCNF network takes advantage in the economy of scale and unleashes the lowest cost among other networks. It estimates that the SNCF network spends approximately 1,990,599.51 £/km annually at a % discount rate. The implications of these finding are discussed that the initial project has a high chance to be successful on economic than the late project due to an influence of the time value of money.  相似文献

Climate change has become one of the most significant environmental issues, of which about 40% come from the building sector. In particular, complex building projects with various functions have increased, which should be managed from a program-level perspective. Therefore, this study aimed to develop a program-level management system for the life-cycle environmental and economic assessment of complex building projects. The developed system consists of three parts: (i) input part: database server and input data; (ii) analysis part: life cycle assessment and life cycle cost; and (iii) result part: microscopic analysis and macroscopic analysis. To analyze the applicability of the developed system, this study selected ‘U’ University, a complex building project consisting of research facility and residential facility. Through value engineering with experts, a total of 137 design alternatives were established. Based on these alternatives, the macroscopic analysis results were as follows: (i) at the program-level, the life-cycle environmental and economic cost in ‘U’ University were reduced by 6.22% and 2.11%, respectively; (ii) at the project-level, the life-cycle environmental and economic cost in research facility were reduced 6.01% and 1.87%, respectively; and those in residential facility, 12.01% and 3.83%, respective; and (iii) for the mechanical work at the work-type-level, the initial cost was increased 2.9%; but the operation and maintenance phase was reduced by 20.0%. As a result, the developed system can allow the facility managers to establish the operation and maintenance strategies for the environmental and economic aspects from a program-level perspective.  相似文献

Today, critical deficiencies hinder the effective inclusion of social criteria in public-works procurement. The primary reasons for this are the lack of information and objective social assessment methods in the construction industry. Hence, this paper proposes a method to assist agencies in including indicators and objective assessments of social sustainability in public-works procurement. This method applies to civil engineering projects in the infrastructure life-cycle construction stage using design-bid-build delivery. Eight social categories and 22 factors are organized into two organizational levels (project and company). Quantitative and semi-quantitative indicators are proposed to assess the social commitment of construction companies in their organizations and projects. Additionally, two aggregation formulas are established as assessment criteria in public-works procurement. The results highlight that the indicators' importance in assessing social commitment in a project can be defined depending on the local context. Moreover, the method to assess corporate social responsibility can also measure and compare a company's performance, regardless of size. The proposed method can be used in procurement procedures, helping public-works procurers develop transparent decision processes.  相似文献

The cross-country petroleum pipelines are environmentally sensitive because they traverse through varied terrain covering crop fields, forests, rivers, populated areas, desert, hills and offshore. Any malfunction of these pipelines may cause devastating effect on the environment. Hence, the pipeline operators plan and design pipelines projects with sufficient consideration of environment and social aspects along with the technological alternatives. Traditionally, in project appraisal, optimum technical alternative is selected using financial analysis. Impact assessments (IA) are then carried out to justify the selection and subsequent statutory approval. However, the IAs often suggest alternative sites and/or alternate technology and implementation methodology, resulting in revision of entire technical and financial analysis. This study addresses the above issues by developing an integrated framework for project feasibility analysis with the application of analytic hierarchy process (AHP), a multiple attribute decision-making technique. The model considers technical analysis (TA), socioeconomic IA (SEIA) and environmental IA (EIA) in an integrated framework to select the best project from a few alternative feasible projects. Subsequent financial analysis then justifies the selection. The entire methodology has been explained here through a case application on cross-country petroleum pipeline project in India.  相似文献

The negative impacts of expressway construction projects (ECPs) on ecosystems have raised serious concerns globally. While ECP contractors are selective in implementing sustainable construction, they have rarely been informed of making reasonable efforts to address the concerns. This study aims to map out a quantitative analysis approach to aid contractors in determining ecological protection efforts. Four latent variables are included: project features, project perceptions, ecological impact evaluation, and ecological protection decision-making. It is revealed that project perceptions serve as a foundation for effort determination. The determination is built on the relationship between ecological impacts and the intensity of construction activities. Furthermore, the main effort decision is resource consumption. This study addresses decision-making issues pertained to the uptake of sustainability principles in the ECP sector and contributes a three-step framework for anticipating ecological protection efforts in the area of environmental studies.  相似文献

Current studies provide little knowledge for a holistic assessment of green building (GB) studies and practices. This study addresses the gap by developing a systematic and multidisciplinary framework called “START” that integrates five interactive dimensions of GB, including S-stakeholders, To-total building life cycle concerns, A-actions of government, R-relevant contexts, and Ta-targets to facilitate scholars and policymakers' analysis of GB development and progress. A comparative review of Singapore's and China's GB journey has been conducted to illustrate the application of the framework. Results indicate that both countries face common challenges of achieving economic sustainability of GB due to market failure and lack of non-technical support. However, Singapore has made better progress in environmental and social sustainability than China. Singapore's GB program inclusively covers the whole building life phases whereas China mainly emphasizes on planning/design phase. Collectively, effective governance, strict law enforcement, engaged stakeholders, matured economy and emerging technologies facilitate the GB implementing in Singapore. Additional efforts are required for China to cope with its complexity and heterogeneity regarding climate zones, hierarchy of authority, and disparity of economy and resources allocation in various regions. The framework helps facilitate policymakers to comprehensively assess GB progress and highlights the importance of incorporating non-technical drivers, such as social, psychological, political factors, into multi-disciplinary research of GB programs.  相似文献

Infrastructure construction, one of the biggest driving forces of the economy nowadays, requires a huge analysis and clear transparency to decide what projects have to be executed with the few resources available. With the aim to provide the public administrations a tool with which they can make their decisions easier, the Sustainability Index of Infrastructure Projects (SIIP) has been defined, with a multi-criteria decision system called MIVES, in order to classify non-uniform investments. This index evaluates, in two inseparable stages, the contribution to the sustainable development of each infrastructure project, analyzing its social, environmental and economic impact. The result of the SIIP allows to decide the order with which projects will be prioritized. The case of study developed proves the adaptability and utility of this tool for the ordinary budget management.  相似文献

This paper reveals the non-technical elements that affect construction project costs, known as soft cost elements (SCEs). These elusive elements have received little attention although they are significant in influencing management decisions of a project. There is much interest in the mitigation of cost for green projects, but the focus is generally leaning towards hard cost aspects. Information about SCEs remains obscure. Qualitative approach is adopted in this research using face-to-face unstructured interviews with 12 respondents consisting of green building project experts who have been involved in many projects certified by the Malaysia Green Building Index (GBI). A total of 4 project cost datasheets were also analysed to confirm the SCEs in the project budget and to enable a clear definition of the SCEs term. The results show that SCEs are tangible and not hidden in nature. Although they constitute smaller percentage in the project cost, the implications of SCEs are far-reaching and can influence critical management decisions. There are 8 SCEs identified which are divided into 3 main categories: 1) Design Influence (project brief preparation, consultant fees and green certification); 2) Authority Requirement (pre-development charges and contribution charges); and 3) Development Provision (marketing, project overheads and security of funding). This study is practical and relevant for both green and conventional construction project, with an additional of ‘green certification’ element for green projects. The paper provides new insight into the understated elements that drive project cost from a managerial perspective and indicates key areas for future studies on project cost.  相似文献

Environmental Impact Assessments (EIAs) that are applied in the planning phases of large land-use and construction projects are aimed at aiding decision-making and mitigating significant environmental impacts. In light of the global biodiversity crisis, conducting high-quality biodiversity impact assessments is important, as biodiversity information, among other factors, has the potential to influence how projects will be implemented in the end. We investigated the biodiversity and bird surveys conducted and the number of bird species of conservation concern in peat extraction and wind farm projects to which an EIA was applied to in 1995–2016 in Finland and compared whether these factors differed between the project types and between implemented and unimplemented projects. We also studied the availability of follow-up monitoring data of biodiversity impacts within the two project types. The number of nationally threatened breeding birds was significantly lower in implemented than in unimplemented peat extraction projects. The overall probability of being implemented was significantly negatively associated with the year the EIA began for both project types. All permitted peat extraction projects and 22% of wind farm projects conducted post-construction biodiversity monitoring; however, only some projects enabled before-after comparisons. Our results are in line with earlier findings that demonstrate the difficulty of showing the direct impacts of biodiversity information on EIA decision-making and to what extent it is related to project approval or rejection. The role of follow-up monitoring in the EIA and project development could also be strengthened.  相似文献

论述了生态系统适应性管理基本概念与生态系统适应循环,着重分析了生态系统恢复力范围、抗性、不稳定性与跨尺度影响。生态系统适应循环通常经历入侵、保持、破坏、调整四个阶段,前两个阶段的生态系统演替是可以预测的,而后两个阶段是复杂、难以预测的。文章提出了适应性区域生态系统管理的基本概念,并构建了其理论框架,并以三峡库区小江流域为例,对小江流域景观生态特征、区域生态胁迫进行了详细分析。在此基础上,提出要以水生生态安全为总目标,并围绕这一目标,进行流域各生态系统的恢复力辨识、生态系统适应性循环过程研究,从各系统恢复力属性特征出发,提出了具体的适应性管理方法与模式。  相似文献

Construction causative adverse impacts on the neighbouring communities are known as the social costs. This study aims to present a state-of-the-art overview of social costs in construction industry in terms of definition, consideration, classification and quantification. 简述了我国危险废物(含医疗废物)处置项目的状况,分析了该类项目竣工环保验收监测工作面临的压力,通过实践总结出了存在的问题和难题,主要包括监测期间工况监督内容及方法、焚毁去除率的测定方法、填埋场建设和运行情况的考核手段以及此类项目潜在环境风险的防范手段等,在进行分析的基础上提出了一些解决对策和方法,为监测人员做好验收监测工作提供了很好的借鉴,同时也提出了目前相关标准规范尚未规定但需引起管理部门重视的内容。  相似文献
