对国家环境保护野外观测研究站建设的几点思考   总被引:1,自引:0,他引:1  
《国家环境保护"十二五"科技发展规划》提出将国家环境保护野外观测研究站作为"十二五"环境科技支撑能力建设内容之一;在《"十二五"国家自主创新能力建设规划》中也将国家野外科学观测研究站(网)作为科技创新基础条件的建设内容。在分析环保部门生态环境观测研究台站建设现状基础上,对国家环境保护野外观测研究台站的建设目标与定位、空间布局、运行机制、监测与评价技术体系构建、监测指标体系框架等进行分析探讨。在目标与定位上,国家环境保护野外观测研究台站既要与目前国内主要的生态环境监测网络(如中国生态系统研究网络和中国森林生态系统定位研究网络)形成补充,同时也要突出环保部门特色;在空间布局上既要关注水、空气、土壤污染的重点监控区,也要关注生态脆弱区、重要(点)生态功能区等生态敏感区;在技术体系上,要研究建立标准化、规范化的观测技术体系,同时也要注重生态环境评价方法研究,为生态环境精准化管理提供技术支持。  相似文献

党的十八大以来,党中央、国务院高度重视环境监测工作,将生态环境监测纳入生态文明改革的大局统筹推进,取得了前所未有的显著成效。然而与建设美丽中国的新要求及国际先进水平相比, 中国的生态环境监测网络仍存在差距。笔者深入研究了当前和今后一个时期国家生态环境监测网络发展方向 ,并提出相应建议。针对空气、地表水、土壤、生态、声等要素的国家生态环境监测网络,分别提出网络布局及点位优化的原则,强调应通过理顺国家生态环境监测网运行机制、建立部门协作机制、健全生态环境监测法规标准体系、加强监测新技术研究及成果转化、强化监测装备自主研发等方式加强生态环境监测网络相关保障。  相似文献

随着我国生态环境保护要求的不断提高,生态环境安全已被提到了战略高度,成为国家安全的重要组成部分。生态环境监测作为环境保护的排头兵,主要通过计算机网络对环境监测数据信息实施采集、获取、传输、分析和管理,实现对生态环境状况和变化趋势的理解与感知,生态环境监测领域网络安全一旦遭到破坏,会导致监测数据“真、准、全”无法得到保障,甚至会危害生态环境安全,引发国家安全危机。以江苏省驻市生态环境监测领域为例,阐述了生态环境监测领域网络安全管理对于国家生态环境安全的实际意义以及现状机遇,并提出了明确网络安全战略地位,提升责任意识,完善网络安全管理要求和工作机制,强化网络安全保障能力以及深化沟通合作等建议。  相似文献

"十四五"期间,粤港澳大湾区将会迎来新一轮大开发、大建设、大发展,绿色发展与山水林田湖草一体化保护将面临更大的机遇与挑战。生态环境监测作为生态环境保护的重要基础,亟需强化支撑、引领、服务作用。文章对粤港澳大湾区生态环境监测发展现状进行了梳理,从环境质量状况、生态环境管理、环境监测网络等方面将粤港澳大湾区与东京、纽约、旧金山三大世界级湾区进行系统比较,对标查找差距与不足,并对面临的机遇与挑战进行了深入剖析。在此基础上,针对生态环境监测区域布局、现代感知网络、智慧应用与"美丽湾区"综合评价、联合监测与信息发布、产学研用一体化等方面,提出了粤港澳大湾区当前及今后一个时期生态环境监测发展的相关建议。  相似文献

农村生态环境保护是实现乡村振兴不可缺少的一环,是保障农业农村高质量发展的基础。基于"十三五"江苏省农村环境监测体系和2020年全省农村环境质量监测结果,分析了全省农村环境监测现状。指出,江苏省农村环境监测工作存在监测任务较重、基础信息获取难度较大、水环境监测代表性不足、监测指标单一以及对农业面源污染治理成效评估支撑不够等问题;提出,强化部门数据共享与信息整合、完善农村环境例行监测网络、构建农业面源污染监测技术体系、探索特色指标监测研究、加强农村环境监测人才队伍建设等"十四五"江苏省农村环境监测工作建议,以期摸清农业面源污染现状,为全省农村生态环境治理提供技术支撑。  相似文献

按照全面监控生态岛建设进程的要求,在分析和识别崇明岛生态环境质量监测工作现状及存在问题的基础上,依据相关规划、标准和技术规范,开展了崇明岛生态环境监测网络优化研究。采用遥感与地面相结合、人工与自动相结合、理化与生态相结合的手段,建立了全要素、全覆盖的“天地一体化”生态环境立体监测网络体系,围绕崇明岛五大功能分区,进一步优化了水、气、声等常规环境监测网络,拓展和完善了土壤、生物多样性等生态要素的监测网络,以期进一步优化预警监测网络,进而为崇明生态岛建设进程的动态评估提供基础。  相似文献

针对中国"十二五"期间近岸海域环境形势和管理需求,在分析国内外监测技术发展趋势的基础上,提出现阶段近岸海域环境监测技术路线应以优化布点、现场采样、实验室分析、浮标自动监测和卫星遥感为基本手段,重点针对河口、海湾区域富营养化和生态效应问题,依托国家、省/分站、地(市)和县(区)四级监测运行模式,完善近岸海域质量、海岸带环境、陆源输入通量、监控预警和事故应急监测方法,构建基于生态目标的近岸海域环境综合监测和评价体系,并对各类监测点位、监测指标和监测频次进行了优化筛选。  相似文献

Brazil officially joined the International Long Term Ecological Research (ILTER) network in January 2000, when nine research sites were created and funded by the Brazilian Council for Science and Technology (CNPq). Two-years later some positive signs already emerge of the scientific, social and political achievements of the Brazilian LTER program. We discuss examples of how ecosystem and biodiversity information gathered within a long-term research approach are currently subsidizing decision-making as regards biodiversity conservation and watershed management at local and regional scales. Success in this respect has often been related to satisfactory communication between scientists, private companies, government and local citizens. Environmental education programs in the LTER sites are playing an important role in social and political integration. Most examples of integration of ecological research to decision-making in Brazil derive from case studies at local or regional scale. Despite the predominance of a bottom-up integrative pathway (from case studies to models; from local to national scale), some top-down initiatives are also in order, such as the construction of a model to estimate the inpact of different macroeconomic policies and growth trajectories on land use. We believe science and society in Brazil will benefit of the coexistence of bottom-up and top-down integrative approaches.  相似文献

Ecological monitoring and its associated research programshave often provided answers to various environmental management issues. In the face of changing environmental conditions, ecological monitoring provides decision-makers with reliable information as they grapple with maintaining a sustainable economy and healthy environment. The EcologicalMonitoring and Assessment Network (EMAN) is a national ecological monitoring network consisting of (1) about 100 casestudy sites across the country characterized by long-term multi-disciplinary environmental work conducted by a multitudeof agencies (142 partners and counting); (2) a variety of lesscomprehensive yet more extensive monitoring sites; (3) a network where core monitoring variables of ecosystem change aremeasured; and (4) geo-referenced environmental observations. Environment Canada is the co-ordinating partner for the network through the EMAN Co-ordinating Office. EMAN's mission is to focus a scientifically-sound, policy-relevant ecosystem monitoring and research network based on (a) stabilizing a network of case-study sites operated by a varietyof partners, and (b) developing a number of cooperative dispersedmonitoring initiatives in order to deliver unique and needed goods and services. These goods and services include: (1) an efficient and cost-effective early warning system which detects,describes and reports on changes in Canadian ecosystems at a national or ecozone scale; and (2) cross-disciplinary and cross-jurisdictional assessments of ecosystem status, trends and processes. The early warning system and assessments of ecosystem status, trends and processes provide Environment Canada and partner organizations with timely information thatfacilitates increasingly adaptive policies and priority setting. Canadians are also informed of changes and trends occurring in Canadian ecosystems and, as a result, are betterable to make decisions related to conservation and sustainability.  相似文献

The U.S. Environmental Protection Agency (EPA), National Oceanic and Atmospheric Administration (NOAA), and National Aeronautics and Space Administration (NASA) have formed a partnership to establish pilot sites for the development of a network known as the Coastal Intensive Site Network (CISNet). CISNet is composed of intensive, long-term monitoring and research sites around the U.S. marine and Great Lakes coasts. In this partnership, EPA and NOAA are funding research and monitoring programs at pilot sites that utilize ecological indicators and investigate the ecological effects of environmental stressors. NASA is funding research aimed at developing a remote sensing capability that will augment or enhance in situresearch and monitoring programs selected by EPA and NOAA. CISNet has three objectives: 1) to develop a sound scientific basis for understanding ecological responses to anthropogenic stresses in coastal environments, including the interaction of exposure, environment/climate, and biological/ecological factors in the response, and the spatial and temporal nature of these interactions, 2) to demonstrate the value of developing data from selected sites intensively monitored to examine the relationships between changes in environmental stressors, including anthropogenic and natural stresses, and ecological response, and 3) to provide intensively monitored sites for development and evaluation of indicators of change in coastal systems.  相似文献

新疆环境保护科学研究所自1984年接受“荒漠生态系统监测指标体系的观测研究”课题,在乌鲁木齐北部90km处的沙漠边缘建立了“准噶尔沙漠生态系统定位研究站”,自1987年正式开展了“荒漠生态系统定位观测研究”工作,从古尔班通沙漠中部至天山博格达峰中山带选定了沙漠、沙漠边缘、山前洪冲积扇、前山和中山带五个观测场,沙漠四季进行定位观测,同时,在站内进行多项目的连续观测,现集五年观测研究经验,结合中国科学院及国外研究站的先进经验,建立了荒漠生态系统指标体系。  相似文献

Beginning in 1995, the U.S. Environmental Protection Agency (U.S. EPA), Office of Research and Development has focused much of its ecological research in the Mid-Atlantic as part of the Mid-Atlantic Integrated Assessment (MAIA). The goal of MAIA is to improve the assessability of scientific information in environmental decision-making. Following the Environmental Monitoring and Assessment Program (EMAP) whose goal is to guide monitoring that effectively reflects current ecosystem condition and trends, MAIA's second, current, phase of research under the Regional Vulnerability Assessment (ReVA) program is designed to target risk management activities using available data and models. The papers presented here are from a conference held in May 2003 that presented results of research in this second phase of MAIA. The conference was organized into the following topics: 1. Assessing Current Impacts and Vulnerabilities 2. Forecasting Environmental Condition and Vulnerabilities 3. Developing Management Strategies to Optimize the Future, and 4. Community-based ecosystem monitoring activities in Canada are increasing in response to a number of factors including: (i) the needs of decision-makers for timely information on local environmental changes; (ii) limited use of government monitoring data and information by decision makers; (iii) government cuts to monitoring programs; (iv) the increasingly recognized need to include stakeholders in planning and management processes; and (v) the desire of citizens to contribute to environmental protection. To date there has been no network coordination of community based monitoring in Canada. This paper reports on the establishment of the Canadian Community Monitoring Network by Environment Canada's Ecological Monitoring and Assessment Network Coordinating Office and the Canadian Nature Federation. Information on research prepared in support of network establishment is presented along with a discussion of the potential of the network.  相似文献

This paper reports on a process for selecting a suite of indicators that, in combination, can be useful in assessing the ecological conditions of rangelands. Conceptual models that depict the structural and functional properties of ecological processes were used to show the linkages between ecological components and their importance in assessing the status and trends of ecological resources on a regional scale. Selection criteria were developed so that relationships could be assessed at different spatial scales using ground and aerial measurements. Parameters including responsiveness and sensitivity to change, quality assurance and control, temporal and spatial variability, cost-effectiveness and statistical design played an important role in determining how indicators were selected. A total of ten indicator categories were selected by a committee of scientists for evaluation in the program. A subset that included soil properties, vegetation composition and abundance, and spectral properties was selected for evaluation in a pilot test conducted in 1992 in the Colorado Plateau region of the southwestern United States. This work is part of a major effort being undertaken by the U.S. Environmental Protection Agency and its collaborators to assess the condition of rangelands (primarily comprised of arid, semi-arid and dry subhumid ecosystems) along with seven other ecosystem groups (forests, agricultural lands, wetlands, surface waters, landscapes, estuaries and Great Lakes) as part of a national Environmental Monitoring and Assessment Program (EMAP). The indicator selection process reported upon was developed to support EMAP's goal of providing long-term, policy-relevant research focusing on evaluating the ecological condition (or health) of regional and national resources.  相似文献

A nation-wide ecosystem science network for Canada was formed in 1994. At that time, mercury was a re-emerging issue in Canada and the Coordinating Office for the networksought collaboration to assess the issue. The key mechanismsby which the network has added value in addressing this issue are: 1) Information Dissemination, the network has organised, facilitated and co-hosted a number of regional,national and international mercury events (meetings, conferences and workshops) which have served to bring theexpertise together, the network also disseminates informationon it's web page, and the Coordinating Office hosts an annualNational Science Conference; 2) Collaborative Mercury Monitoring, network partners advocated the need for a singlehemispheric mercury network which resulted in the developmentof a compatible Canada–U.S. mercury deposition network, whichmay also be expanded into Mexico, and 3) Environmental Reporting, the network has collaborated with others to reporton current mercury findings through initiatives such as the 1998 Northeast States and Eastern Canadian Mercury Study, a 1999 Mercury Case Study and is presently a partner in the University of Quebec's proposal to form a Collaborative Mercury Ecosystem Research Network in Canada.  相似文献
