In 1990, the National Research Council (NRC) published two in-depth assessments of marine environmental monitoring effectiveness. The first of these, Managing Troubled Waters: The Role of Marine Environmental Monitoring, provided a national perspective and the second, Monitoring Southern California's Coastal Waters, examined the specifics of monitoring design and implementation in a densely populated, highly urbanized coastal region. The reports include explicit recommendations about the need for greater regionalization of monitoring efforts, supported by greater standardization of field, laboratory, and data analysis methods. They also identified the need for centralized data management and for greater flexibility in the language of standard discharge permits, flexibility that would permit discharge agencies to more readily participate in regional monitoring and research programs. Other recommendations identified a need for EPA and NOAA to focus on creating a national monitoring program structured as a network of coordinated local and regional efforts. Finally, the NRC emphasized the need for better reporting and for periodic review of monitoring's relevance to management concerns. In this paper, we use southern California as a test case to assess progress made in implementing the NRC's recommendations. We review progress made on each recommendation and discuss the features of the regulatory and management climate that contributed to or impeded this progress. We also consider whether, and to what extent, the NRC's recommendations remain relevant in the present context.  相似文献

Using Multiple Taxonomic Groups to Index the Ecological Condition of Lakes   总被引:6,自引:0,他引:6  
Biological indicators of communitiestypically reflect a common environmental signalreflecting the general condition of the ecosystem, as well asindividual signals by indicators differentiallysensitive to particular environmental conditions. Wedescribe here a method of integrating and interpretingsuch indicators from 19 New England lakes for fivetaxonomic groups (diatoms, benthos, zooplankton, fish,and birds). Our approach provides a systematicstandardized way to integrate multiple metrics fromdifferent taxonomic groups by addressing four elementscrucial to analyzing data from multiple indicators: covariate control, re-scaling of data, standardizing the sign of responses, and dimensional reduction. We evaluated the biologicalmetrics against individual environmental stressors andagainst multivariate physicochemical metricscharacterizing general anthropogenic stress among thelakes. The method detected a response to variationin the gross environmental condition of the lakes thatwas correlated across taxa and metrics. In addition,a differential response to near shore conditions wasdemonstrated for fish. The success of the approach inthis study lends support to its general application toecological monitoring involving complex data sets.  相似文献

The Ecosystem Management Decision Support (EMDS) system is an application framework for knowledge-based decision support of ecological assessments. EMDS integrates geographic information system and knowledge base system technologies to provide an analytical tool for environmental assessment and monitoring. The basic objective of EMDS is to improve the quality and completeness of environmental assessments and the efficiency with which they are performed. The USDA Forest Service and the U.S. Environmental Protection Agency have cooperatively developed an EMDS knowledge base for watershed condition assessment. Specifically, this knowledge base evaluates watershed processes, patterns, general effects of human activity, and fisheries habitat suitability. Such assessments are based on spatially explicit input data concerning current conditions and reference conditions which are subsequently interpreted by user-defined "fuzzy" membership functions. In this paper we describe basic components of our knowledge base for assessing watershed condition and illustrate its application within northern Idaho and northwestern Montana.  相似文献

The potential ecological risks associated with contaminants from 15 abandoned shrimp ponds in southern Thailand were assessed at the screening level. Shrimp ponds reported as out of production for more than 2 years were selected as sampling sites. The assessment endpoint was identified as the protection of aquatic life from hazard of multiple agents or stressors in water or sediment from the ponds. The measurement endpoints were amount of toxic phytoplankton species, Yellow Head Viruses, SEMB viruses, oxytetracycline, cadmium, copper, and manganese. Data from field measurements and laboratory analyses obtained primarily from April to June 2003 were used in the risk analysis. The results showed that insignificant amounts of stressors were present, except for the metals. So, only concentration values of the metals were used in the calculation of hazard quotients (HQ) for risk characterization. The highest potential ecological risk characterized by the highest HQ value observed for each metal was 19 for manganese, 4.3 for cadmium, and 1.8 for copper. These findings indicated a need for further ecological risk assessment at a more detailed level to focus on the bioavailability and effects of metals from abandoned shrimp farms, with manganese the highest priority.  相似文献

The Lachlan River system of inland New South Wales, which extends into semi-arid areas, is prone to natural extremes of climate and water quality and has been almost entirely modified since European settlement in Australia. We used this system as a proving ground for the mainly qualitative bioassessment metrics for river macroinvertebrates that are used widely in Australia – the EPT (Ephemeroptera, Plecoptera and Trichoptera) index, the SIGNAL (Stream Invertebrate Grade Number Average Level) biotic index and the AUSRIVAS O/E (Australian River Assessment System Observed over Expected) index – plus a recently developed qualitative index, the observed proportion of potential taxa (OPP). We tested these metrics on their ability to discriminate between sites judged to be less disturbed by human activities (reference sites) and sites selected by a semi-random process and therefore expected to have a higher average level of human disturbance (assessment sites). All metrics except the AUSRIVAS O/E index differed significantly between the two types of sites at higher altitudes, with SIGNAL showing the greatest discrimination. Assessment at these altitudes was more effective if based on composite data from multiple mesohabitats rather than data from single mesohabitats. No metric differentiated the two types of sites in the more arid, lowland, floodplain region of the river system. We suggest that Australia relies too heavily on bioassessment concepts developed to assess water pollution in well-watered regions of the Northern Hemisphere. Effective assessment of human impacts on macroinvertebrates in the rivers of inland Australia requires a better understanding of the roles of flow regimes, including flood and drought sequences, and of microhabitat structure and invasive alien species. On 25 April 1998, as a consequence of the breaking of a dam containing the tailings of a pyrite mine, a land strip of approximately 43 km in length was covered with a layer of black sludge, containing high levels of heavy metals, along the Guadiamar River Basin (southern Spain). In this investigation we carried out an ecotoxicological assessment (field and laboratory studies) of the impact of residual heavy metals (Cu, Pb, Zn, Ni) on soil nematodes in the impacted riparian zone, two years after the huge mine spillage. Concentrations of residual heavy metals were significantly (P<0.05) higher at the impacted sampling sectors (S-2, S-3, S-4, S-5) than at the unpolluted (reference) sampling sector (S-1). Nickel however exhibited the lowest increases at the impacted sectors. As a consequence, correlation coefficients between concentrations of heavy metals and values of ecological indices were not significant for Ni. In contrast, copper, lead and zinc exhibited significant (P<0.05) negative correlation coefficients with ecological indices, particularly with diversity indices (including the~number of taxa). In addition, the toxicity of Cu and Pb to nematode test species (Aphelenchus avenae and Cephalobus persegnis) during short-term toxicity bioassays was much higher than the toxicity of Zn and Ni. We conclude that residual heavy metals were still influencing adversely the community of soil nematodes in the impacted riparian zone of the Guadiamar River Basin. Cu, Pb and, to a lesser extent, Zn would be major responsible for the observed impact.  相似文献

The prevalence of toxicopathic liver lesions in demersal fish on the San Pedro Shelf, California was determined for a 15-year period (1988–2003). Fish livers were sampled at fixed locations as part of the Orange County Sanitation Districts (OCSD) ocean monitoring program. Histopathological examination of selected fish liver tissues was studied to determine whether the wastewater discharge had affected fish health. The prevalence of toxicopathic lesion classes neoplasms (NEO), preneoplastic foci of cellular alteration (FCA), and hydropic vacuolation (HYDVAC) varied among species and locations. For all species sampled, severe lesions occurred in 6.2% of the fish examined (n = 7,694). HYDVAC (4.1%) was the most common toxicopathic lesion type followed by FCA (1.4%) and NEO (0.7%). HYDVAC occurred only in white croaker (Genyonemus lineatus), accounting for 84.8% of the toxicopathic lesions for this species. Prevalence of HYDVAC, NEO, and FCA in white croaker was 15.2, 2.0, and 0.7%, respectively. The prevalence of HYDVAC and NEO in white croaker increased with age and size but there was no sexual difference. A linear regression model was used for hypothesis testing to account for significant differences in fish size (and age for croakers) at the different sampling locations. This analysis showed that for HYDVAC there was no spatial or location effect for lesion rate or size/age of onset. For NEO, the model predicted that white croaker near the wastewater outfall may acquire these lesions at a smaller size/younger age, and at a higher rate, than at other sites. However, this result may be biased due to the unequal size frequency distributions and the low prevalence of NEO in white croaker at the different sampling sites. Bigmouth sole (Hippoglossina stomata) had a prevalence of FCA and NEO of 1.3 and 0.35%, respectively, but the prevalence and distribution of lesions was too few for statistical testing. There was no sexual difference for lesion prevalence in hornyhead turbot (Pleuronichthys verticalis) and the prevalence of FCA and NEO was 3.4 and 0.37%, respectively. FCA prevalence increased with size in hornyhead turbot and there were no significant spatial differences for lesion rates and fish size at lesion onset. Overall, consistent spatial differences for lesion prevalence were not demonstrated and highlight the analytical difficulties of detecting a possible point source impact when the effect is rare, correlated with the size/age structure of the population, and may be caused by exposure to unknown multiple sources. Thus, the usefulness of liver histopathology as a point-source monitoring tool is best applied to where the spatial scale of impact generally exceeds the home range of the target species.  相似文献

This risk assessment on 1,1,2-trichloroethane (T112) was carried out specifically for the marine environment, according to the methodology laid down in the EU risk assessment Regulation (1488/94) and the Guidance Document of the EU New and Existing Substances Regulation (TGD, 1997). The study consists of the collection and evaluation of data on effects and environmental concentrations from analytical monitoring programs in large rivers and estuaries in the North Sea area. The risk is indicated by the ratio of the "predicted environmental concentrations" (PEC) and the "predicted no effect concentrations" (PNEC) for the marine aquatic environment. In total, 22 studies for fish, 45 studies for invertebrates and 9 studies for algae have been evaluated. Both acute and chronic toxicity studies have been taken into account and the appropriate assessment factors have been used to define a PNEC value of 300 µg/l. Most of the available monitoring data apply to rivers and estuaries and were used to calculate PECs. The most recent data (1991-1995) support a typical PEC of 0.01 µg T112/l water and a worst case PEC of 5 µg T112/l water. The calculated PEC/PNEC ratios give a safety margin of 60 to 30,000 between the predicted no effect concentration and the exposure concentration. Additional evaluation of environmental fate and bioaccumulation characteristics showed that no concern is expected for food chain accumulation.  相似文献

A voluntary programme on risk assessment for chlorinated chemicals was initiated by Euro Chlor (the European Chlorine Producers Federation). The study was targeted on the marine environment, starting with the North Sea, and the methodology used was based on the European Union risk assessment principles. Details of the method used are described in this paper. A first set of five compounds is published in this special issue: chloroform, 1,2-dichloroethane, 1,1,2-trichloroethane, trichloroethylene, tetrachloroethylene.  相似文献

Droughts have been occurring persistently in southern African dryland regions for over a century. The impacts of droughts on people, their domesticated animals, wildlife, rangelands and cropped lands have been shown to be astronomical. If left alone the rangelands often recover after the calamity, however human occupation has led to irreversible damage. Even though some communities have evolved viable and sustainable coping mechanisms, recent times have seen weakened coping strategies leading to loss of life in most of the 10 countries in southern Africa. While land degradation has many inter-related causes and effects, drought-related effects have proven most difficult to manage and/or overcome. Drought-related land degradation or desertification poses a huge threat to sustainable land and resource management in the region. The paper examines appropriate drought mitigating initiatives, linking them to land tenure and land management practices. Numerous interventions targeted at reducing poverty and improvement in resource management have failed to achieve desired effects due to rigidity and imposition, and failure of the external interveners to recognise and incorporate indigenous peoples’ preferences and coping strategies. Non-governmental organisations and authorities’ willingness to institute drought and desertification combating measures are reviewed, highlighting the role that community action plays in reducing adverse effects in the region. Linkages to trade patterns that perpetuate poverty and unwise use of resources are discussed. Adopting ‘people centred’ mitigating measures is emphasised. Success rests with both the people in the ‘south’ and those in the ‘north’. What is required is an informed global action.  相似文献
