乌鲁木齐市环境科研监测中心站的环保档案管理工作于1997年12月27日通过了自治区级考评验收。乌鲁木齐市环境科研监测中心站1994年成立了综合档案室,同年晋升为自治区档案管理三级标准单位。该站根据工作需要和自身特点编制了一批基本目录索引以便查阅,档案检索工作水平高、服务完善。在短期内开发并实现了计算机储存和微机检索,并着手新的软件系统的开发,这在升级的同类单位中是不多见的。该站的档案编制成果层次深入、容量大,不仅为领导决策、环境科研、管理、监测和宣传教育发挥了重要作用,而且为社会提供服务发挥了积极作用。由自…  相似文献

Multimetric indices are often used to monitor aquatic-resource conditions. We used existing fish-collection data from streams to develop an Index of Biotic Integrity (IBI), which is a multimetric index, for the Ouachita Mountains ecoregion in Arkansas, U.S.A. Each fish-collection site was categorized as reference or non-reference. We examined 62 candidate IBI metrics, and selected 12 non-redundant metrics that differentiated best between reference and non-reference sites. The selected metrics were: Percent (of individuals) as Black Bass; Percent as Benthic Feeders; Percent as Centrarchids; Percent as Cyprinids; Percent as Ictalurids; Percent as Mineral, Site-Prep Spawners; Percent as Mineral, Site-Prep, Parental-Care Spawners; Percent as Simple, Mineral Substrate Spawners; Percent as Miscellaneous, Site-Prep, Parental-Care Spawners; Total Number of Centrarchid Species; Total Number of Arkansas Department of Environmental Quality (ADEQ) Ouachita Mountains Indicator Species; and Total Number of ADEQ Ouachita Mountains Key Species. We standardized each metric to score from 0 to 10 by using linear equations and threshold limits. Some selected IBI metrics had their scoring criteria adjusted to account for watershed size (i.e., stream size). We standardized the IBI to score from 0 to 100. In addition, we determined that our Percent as Black Bass and Percent as Benthic Feeders metrics contributed most to IBI scores in reference conditions, but their contributions decreased with decreasing stream conditions. Reproductive metrics contributed most in degraded stream conditions. Furthermore, we identified relations between IBI metrics and water-quality and land-use variables; some relations were counterintuitive. Unexpected relations may be random observations explained by limited ranges of land-use and water-quality variables. When select water-quality and land-use variables were included in a principal component analysis, a composite Land Use Intensity variable explained most of the model variance. Although the IBI has not been independently validated, the PCA, as well as other superficial analyses, indicated that the IBI should be able to differentiate stream conditions.  相似文献

对2004年—2009年南通市降尘监测数据进行分析,结果表明,市区降尘污染较轻,年均值全部达标,在6年间呈波状变化态势;从各月分布来看,3—7月降尘污染较为严重;在各功能区中,受降尘污染程度从大到小依次为:居民区>工业区>商业交通区>文教区。提出,应继续推进城区企业工艺改造升级,加快燃煤锅炉淘汰;施工(运输)期间对易产生扬尘的建筑材料应采取密闭存储、设置围挡等有效措施并保证建筑垃圾及时清运、施工车辆及道路及时清扫冲洗;加大城市的绿化建设和道路的硬化建设,尽量避免道路开挖。  相似文献

Sampling inference is proposed as an alternate paradigm. This method is discussed with respect to classical, Bayesian and a proposed probabilistic real world system. A probabilistic real world system is suggested as more valid and useful in practical as well as research situations. Sampling inference applied to a probabilistic model allows for valid inferences for volunteer and representative as well as random samples. Coastal waters in South Johore, Malaysia are polluted to various degrees. The major pollution sources are domestric wastes from human settlements, agro-based wastes from palm oil mills and rubber processing factories, industrial effluents from industrial estates and discharges from animal farms. These pollution problems have adversely affected resources such as fisheries, recreational potential as well as the general aesthetic quality of the coastal environment particularly the Inner Johore Strait. Hence proper management and control measures are urgently needed to protect and further enhance the water quality to ensure environmentally sustainable development. This study examines various management options to control the pollution in the Inner Johore Strait. The options involve partial opening as well as complete removal of the Causeway to improve the tidal flow for more effective dilution and dispersion of pollutants. In environmental governance, there is a need to include tools that analyze the robustness of the assessment processes, as well as the validity of policies and measures. This requires a methodological framework that integrates formal techniques such as sensitivity analysis with what the authors have called social sensitivity analysis. The latter consists of participatory processes in which stakeholders analyze the robustness of the assessment process used as well as the validity of the results of such assessments. This methodology was applied to a procedure for assessing planning alternatives for forest tracks. Sensitivity analysis studies the technical robustness of the results of the assessment, as well as exploring the social validity of these results, thus facilitating processes of dialogue and consensus needed in decision-making in conflictive situations. These results are considered interesting, not only from the perspective of implanting polices, but also as a reference for other places with similar situations.  相似文献

If SEA is to facilitate 'strategic' changes, it needs to focus on shaping the ways in which strategic initiatives are implemented, not just formulated. This is why follow-up which refers to postdecisional activities of SEA and strategic initiatives is increasingly seen as crucial. However, to date follow-up has only received limited attention in the SEA literature, as well as in practical guidance. The key reasons for why post decision activities are often overlooked are the lack of understanding of its actual benefits and purportedly multiple problems with its accomplishment. This paper reports on the results of a comprehensive literature review and an international e-survey on the topic, as well as an in-depth analysis of six SEA follow-up cases from England and Canada. Practically encountered and perceived benefits of, and obstacles to SEA follow-up are identified and discussed.  相似文献

By now it has become a widespread, consistent practice in the European Union to consider very carefully and to regard as fundamental the basic needs of man, such as health and safety, in relation to all productive activities which may be regarded as a possible source of environmental deterioration. At the national legislative level, factors and elements regarding the environment (water, atmosphere, soil, subsoil, landscape, etc.) have been pointed out which require the state of quality to be characterised and vulnerability to the pressures caused by man's activities to be evaluated.This has brought about an evolution in the concept itself of environmental quality, which is understood more and more as actual satisfying of man's needs through the proper use of resources and the maintaining of an environmental equilibrium.Environmental quality can be pursued, therefore, by studying the most appropriate usage of the territory and by considering quality no longer as a hindrance, rule or imposition, but as a goal shared by all in improving the quality of life.In this study a few instruments are proposed for evaluating the overall capacity of a given environmental element or group of elements to withstand deterioration caused by outside pressure, which in this specific case is pollution from farming and livestock waste and sewage.Territorial vulnerability can thus be evaluated through a decision support tool (fuzzy logic), which allows different categories of people (researchers, politicians, planning technicians, citizens, etc.) to be involved in the evaluation process.For this study, the vulnerability evaluation was applied to a complex, homogenous territorial system, the Tiber watershed, where there are environmental resources which are particularly sensitive, owing both to their intrinsic characteristics as well as to the pressures stemming from livestock production activities, which is one of the major pollution risks along the regional drainage pattern.The use of GIS software has allowed the method of analysis and prioritising to be applied to environmental factors (weighting) as well as the rapid management of initial territorial data, also of differing types (qualitative and quantitative).The resulting product is a vulnerability map where the territory is classified on the basis of the evaluations of the degree of response to stresses induced by the livestock production activities.  相似文献

利用地理信息系统技术,在空间数据库平台的支持下,对四川省20世纪90年代中期到2000年间的草地动态变化特征、草地动态变化的背景特征及其空间分布特征进行了分析。研究表明,净增草地部分主要来源于耕地,净减草地部分的主要去向是林地。总体上,净增草地面积3812公顷,净增草地部分主要是在轻度土壤侵蚀区、中度土壤侵蚀区、剧烈土壤侵蚀区和强度土壤侵蚀区,坡度等级5、6和1的区域,环境等级5、6、4和1的区域;净减草地部分主要是在微度土壤侵蚀区和极强土壤侵蚀区,坡度等级3、2和4的区域,环境质量等级7和8的区域。净增草地的区域为川西北高原、丘陵和川西南山区,净增草地面积的前四个地州市是遂宁市、泸州市、巴中地区和广安市,净减少草地的区域为盆周山地和平原,净减少草地面积的前四个地州市是广元市、绵阳市、达川市和宜宾市。  相似文献
