Amongst the mass of academic papers and policy reports it is easy to forget that scientists and regulators are not the only ones concerned about the environment. The public has an interest too. Aided by modern technology and increasing legal rights, the man in the street has access to environmental information as never before. Two statistical topics that are frequently missed at the level of an applied statistics course or workshop are presented here, along with examples of their use in natural resource monitoring. The first topic deals with use of correlated observations in calculations of variance estimates for a regional mean, required sample size determination, and confidence intervals. Even if correlation values are known only approximately, one can still obtain information on the effect of correlation on the aforementioned computations. The second topic concerns the use of Bayesian techniques in hypothesis testing. Although many authors have advocated its use, Bayesian analysis can be quite complex. Some Bayesian techniques are translated into graphical form that can be readily used by the reader. Both topics represent areas of statistical expertise that can be explored at a very theoretical level; however, there is enough applied material that merits translation for use by those in natural resource monitoring.  相似文献

In recent years, central environmental protection inspection (CEPI) has been a major policy innovation in the field of Chinese environmental governance. Based on panel data on the daily air quality of Chinese cities, this paper mainly uses a difference-in-differences (DID) approach to conduct an empirical analysis of the relationship between CEPI and the air quality governance performance of Chinese local governments. There are large differences in the impact of CEPI on different air quality indicators. Controlling for a series of variables, we found that CEPI significantly reduced the air quality index (AQI) and concentrations of pollutants including PM2.5, PM10, SO2 and NO2 and that it significantly increased the concentration of O3; however, it had no significant effect on the concentration of CO. Furthermore, we complemented the quantitative analyses with qualitative evidence gathered from an in-depth interview. Based on the qualitative evidence collected, CEPI indeed plays a role in improving the environmental protection performance of regular environmental governance. Notably, CEPI achieved better and sustainable results in improving air quality through the underlying mechanism of promoting regular governance by campaign-oriented governance in the internal hierarchical system. This article not only provides a marginal empirical contribution by providing new quantitative evidence but also helps reveal the underlying mechanism of promoting regular governance.  相似文献

The contribution of wastewater from a tannery industry to the pollution of a stream was investigated. The main parameters studied were biochemical oxygen demand, chemical oxygen demand, chromium, dissolved oxygen, fecal and total coliforms, nitrogen, oils and greases, pH, phosphorous, sulfides, suspended solids, turbidity, and volatile solids. Three sampling points were located: (1) at the discharge point of tannery wastewater, (2) 50 m upstream, and (3) 80 m downstream of discharge point. Practice and research in assessment of global environmental change are dominated by two conventional assessment methods, formal models and expert panels. Models construct a representation of biophysical and socioeconomic components of a policy issue, to project future trends or consequences of interventions. Panels articulate consensus views of policyrelevant knowledge through deliberations among selected experts. These methods make valuable contributions, but are weak in addressing certain kinds of knowledge needs that are typical of globalchange issues. To address these needs, a set of novel assessment methods is proposed that combine elements of representation and deliberation. These methods, of which policy exercises, simulationgaming, and scenario exercises are examples, involve human participants in structured relevant decision and task settings. Relative to models and panels, these methods can more readily incorporate diverse perspectives, can integrate across broader collections of knowledge domains, and can both encourage creative insights and innovations, and provide tests of their relevance and practicality. Risks of bias, and of overconfident generalization from unique experiences, are effectively mitigated by critical debriefings, and appear no more severe than corresponding risks in conventional assessment methods, or in policymakers generalizations from historical experience. While serious development and implementation challenges remain, early experience suggests that these methods can offer useful ideas and insights for policymaking that are not available through other means.  相似文献

In the northern hemisphere moose has been found to be suitable as a monitoring animal for the presence of cadmium in the environment. The metal accumulates mainly in the kidney and the liver, with the rate of accumulation dependent on age and possibly also on gender. Collection of tissue material often results in sample selections with disparate age and gender composition, which makes comparison between different regions and different studies difficult. A previous large scale investigation of metals in kidney and liver from moose in Sweden provided Cd data (n = 3,817 and 3,802, respectively) to further explore the relation between Cd accumulation and age/gender. Based on local averages, the individual deviations were analysed with respect to the factors age and gender resulting in an 'ageing function' for each gender and organ. In addition, estimates of the pure individual variations were obtained; the standard deviations correspond to a factor 1.7-1.9 for the Cd concentration, which indicates that 25-30 samples are needed to give a representative mean value (with RSD approximately 10%). In order to be able to compare results from different studies, all individual results can be transformed to represent a 'standard moose' with respect to age and gender. A comparison along these lines was undertaken between Cd levels in Alaska and Sweden. Finally, a relationship between the Cd levels in kidney and liver was derived, providing at least rough estimates for kidney from liver values (or vice versa).  相似文献

Tobacco plants (Nicotiana tabacum L. cv. Bel-W3) were exposed to ambient air for 25 weeks during the 1987 growing season next to an air pollution monitoring station in Brera (Milan, Italy). The research objective was to study the influence of selected environmental parameters on leaf damage in this plant, which is widely used as an ozone indicator. A multiple linear correlation model was estimated between leaf damage and available meteorological and air pollution data. Leaf injury was positively correlated with ozone integrated exposure and temperature, but negatively with vapour pressure deficit. Large-scale industrialization, population inflow, and rapid urbanization coupled with unfavorable meteorological conditions often induce significant degradation of urban environment. In order to assess the extent of environmental impacts due to establishment of the Integrated Industrial Estate??Pantnagar (IIE-Pantnagar), ambient air and groundwater were monitored from June 2007 to May 2008. Collected baseline information was normalized and interpreted with the application of air (AQI) and water quality indices (WQI). Among the pre-identified air pollutants, suspended particulate matter was found to be the principal culprit to deteriorate ambient air quality, with a maximum annual concentration of 418.5 ??g/m3. Monthly average concentrations of respirable particulate matter (aerodynamic diameter < 10 ??m) also persist at a critical level with an annual maximum of 207.3 ??g/m3. A segmented linear function with maximum operator concept was used to compute AQI, and the developed index was found well suitable to demonstrate temporal variations of ambient air quality. The computed AQI value for the selected study region varied from moderate (97.0) to very poor pollution level (309.2) in respect to developed air quality standards. Furthermore, an integrated WQI was developed comprising 9 parameters, and among all the 10 pre-identified locations, the average groundwater quality was found acceptable in terms of Indian drinking water standards. The maximum WQI (70.6) was found at the Kichha Railway Station during summer months, revealing moderate pollution load. Industrial discharge from IIE-Pantnagar coupled with other industrial setup may hold responsible for such kind of degradation of water quality. In contrast, WQI computed at Rudrapur City demonstrate minimum (15.0?C22.1) pollution load. For 95% of the monitoring period, the computed WQI was found acceptable for all selected locations with few exceptions. The application of WQI to assess temporal variations in groundwater quality was therefore found satisfactory.  相似文献

The relationship between ecological footprint and economic complexity has important policy implications for environmental sustainability. Furthermore, institutional quality can be an imperative tool to ensure environmental sustainability, and it may also moderate the nexus between economic complexity and ecological footprint. Therefore, this study investigates the linkage between economic complexity, institutional quality, disaggregated energy consumption, and economic growth on environmental degradation in emerging countries from 1984 to 2017. In addition, it also probes the moderating effect of institutional quality in the nexus between economic complexity and footprint. To do so, the study applies an advanced econometric approach, cross-sectional autoregressive distributed lags (CS-ARDL) estimator, for short-run and long-run estimation, that allows heterogeneity in the slope parameters and dependencies across countries. The analytical outcomes demonstrate that economic complexity increases environmental degradation by exacerbating ecological footprint, while a high level of economic complexity mitigates ecological footprint. The findings of the study unfold that institutional quality supports environmental sustainability by reducing the ecological footprint. The outcomes also indicated that institutional quality promotes environmental sustainability by moderating the nexus between economic complexity and ecological degradation. Moreover, renewable energy is found to decrease ecological footprint, whereas non-renewable energy use leads to intensifying the ecological footprint. It was also found that there is an inverted u-shaped association between ecological footprint and economic growth. Based on the results, the study suggests that emerging countries should accelerate economic complexity along with a stronger institutional framework to combat environmental issues without compromising sustainable economic growth.  相似文献

Constructing highways in dense urban areas is always a challenge. In São Paulo Metropolitan Region, heavy truck traffic contributes to clog streets and expressways alike. As part of the traffic neither originates nor head to the region, a peripheral highway has been proposed to reduce traffic problems. This project, called Rodoanel, is an expressway approximately 175 km long. The fact that the projected south and north sections would cross catchments that supply most of the metropolis water demand was strongly disputed and made the environmental permitting process particularly difficult.The agency in charge commissioned a strategic environmental assessment (SEA) of a revamped project, and called it the Rodoanel Programme. However, the SEA report failed to satisfactorily take account of significant strategic issues. Among these, the highway potential effect of inducing urban sprawl over water protection zones is the most critical issue, as it emerged later as a hurdle to project licensing.Conclusion is that, particularly where no agreed-upon framework for SEA exists, when vertical tiering with downstream project EIA is sought, then a careful scoping of strategic issues is more than necessary. If an agreement on ‘what is strategic’ is not reached and not recognized by influential stakeholders, then the unsettled conflicts will be transferred to project EIA. In such a context, SEA will have added another loop to the usually long road to project approval.  相似文献

In the 1990s, the obligation to assess transboundary environmental impacts has become part of international law. The UN/ECE Convention on environmental impact assessment (EIA) in a transboundary context, which entered into force in 1997, is one of the key documents. In this study, we show that difficulties with the practical implementation of the Convention arise partly from an incomplete sharing of the concept of EIA, and partly from different material interests on the part of the Parties to the Convention. Attempts to improve the practical implementation should recognize both aspects. Several approaches are thus needed for improving the implementation. Some will help in developing a mutual understanding of impact assessments, whereas others may help in overcoming differences in material interests.  相似文献

Since the Law of the People's Republic of China on Environmental Impact Assessment was enacted in 2003 and Huanfa 2004 No. 98 was released in 2004, Strategic Environmental Assessment (SEA) has been officially being implemented in the expressway infrastructure planning field in China. Through scrutinizing two SEA application cases of China's provincial level expressway infrastructure (PLEI) network plans, it is found that current SEA practice in expressway infrastructure planning field has a number of problems including: SEA practitioners do not fully understand the objective of SEA; its potential contributions to strategic planning and decision-making is extremely limited; the employed application procedure and prediction and assessment techniques are too simple to bring objective, unbiased and scientific results; and no alternative options are considered. All these problems directly lead to poor quality SEA and consequently weaken SEA's effectiveness.  相似文献

The Pearl River Delta (PRD) is one of the largest fast-developing economic zones in China. Hong Kong and the mainland part of the PRD differed in socio-economic development history and chemical management policies. Polyurethane foam (PUF)-passive air sampling (PAS) was deployed at 21 regional air quality monitoring stations across the PRD in summer and winter, respectively. Dichloro-diphenyl-trichloroethane (DDT), chlordane and hexachlorobenzene (HCB) were analyzed with GC-MS. High total DDT (240-3700 pg m(-3)) and chlordane (100-2600 pg m(-3)) concentrations were observed. Concentrations of DDTs and chlordane were higher in summer than winter; HCB vice versa. Spatially, the mainland part of the PRD generally displayed higher DDT concentrations than Hong Kong. Antifouling paint for fishing ships in coastal China was suggested to be an important current DDT source in the coast. The reason is unknown for the very low trans-/cis-chlordane (TC/CC) ratios (0.27) found in the mainland in winter. HCB concentrations were relatively uniform across the PRD, and long range transport of HCB from inland/North China to the PRD in winter was suggested.  相似文献

Strategic environmental assessment (SEA) inherently needs to address greater levels of uncertainty in the formulation and implementation processes of strategic decisions, compared with project environmental impact assessment. The range of uncertainties includes internal and external factors of the complex system that is concerned in the strategy. Scenario analysis is increasingly being used to cope with uncertainty in SEA. Following a brief introduction of scenarios and scenario analysis, this paper examines the rationale for scenario analysis in SEA in the context of China. The state of the art associated with scenario analysis applied to SEA in China was reviewed through four SEA case analyses. Lessons learned from these cases indicated the word “scenario” appears to be abused and the scenario-based methods appear to be misused due to the lack of understanding of an uncertain future and scenario analysis. However, good experiences were also drawn on, regarding how to integrate scenario analysis into the SEA process in China, how to cope with driving forces including uncertainties, how to combine qualitative scenario storylines with quantitative impact predictions, and how to conduct assessments and propose recommendations based on scenarios. Additionally, the ways to improve the application of this tool in SEA were suggested. We concluded by calling for further methodological research on this issue and more practices.  相似文献

Biodiversity, soil, water, air, climate, landscape and other components are typically analyzed in Environmental Impact Assessment (EIA) when looking for the effects of a given project on the biological and ecological components of the environment. Strategic Environmental Assessment (SEA) tends to follow the same general pattern, when looking for the environmental effects of plans and programs. In both cases, ecosystem services are often not explicitly considered. We developed a framework to analyze environmental assessment (EA) practice and infer about ecosystem services based on existing evidence from EIA and SEA reports and supporting information. Our framework addresses the relations between ecosystem services and the environmental factors assessed in EIA and SEA, considering the relevant conceptual frameworks such as the ES cascade model and the DPSIR framework applied to ES provision. We base our proposals on results from a preliminary meta-analysis of recent EIA and SEA reports from several types of plans and projects in Portugal, in which implicit assessments of ES were clearly predominant. We discuss the implications of those results and the opportunities to infer about ecosystem services, and conclude on the need for more dedicated and explicit efforts to ecosystem services assessment in EIA and SEA.  相似文献

Most of the projects subject to environmental impact assessment (EIA) are closely related to climate change, as they contribute to or are affected by it. The growing certainty about climate change and its impacts makes its consideration an essential part of the EIA process, as well as in strategic environmental assessment (SEA).This paper examines how climate change (CC) has been taken into account in EIA in Spain through the analysis of 1713 environmental records of decision (RODs) of projects submitted for EIA. In 2013 Spain approved one of the most advanced laws in terms of CC consideration in environmental assessment, although it had not yet accumulated extensive practice on the issue. This contrasts with the situation of countries like Canada or the USA, which have a significant body of experience without specific legal requirements.Only 14% of the RODs analysed included references to CC, and in more than half of the cases it was a mere citation. Thermal power plants, which are subject to specific GHG regulations, show the highest consideration, while transport infrastructures, which are important contributors to CC, show a very low consideration. Almost all the references are related to their contribution to CC, while consideration of the effects of CC is minimal.The increasingly common incorporation of CC into SEA, should not imply its exclusion from EIA, because both processes have different aims and uses. Including the obligation to consider CC in the EIA regulations is highly desirable, but probably not enough without other measures, such as practical guidance, training and motivational programmes for practitioners and evaluators. But even these actions cannot ensure effective and adequate assessments of CC. Probably more resources should be spent on creating greater awareness in all the agents involved in EIA.  相似文献

The enactment and implementation of the 2003 EIA Law in China institutionalised the role of plan environmental impact assessment (PEIA). While the philosophy, methodology and mechanisms of PEIA have gradually permeated through the various levels of government with a positive effect on the process and outcome of urban planning, only a few cities in China have so far carried out PEIA as a Strategic Environmental Assessment (SEA)-type procedure. One such case is the southern city of Shenzhen. During the past three decades, Shenzhen has grown from a small town to a large and booming city as China has successfully and rapidly developed its economy by adopting the “reform and open door” policy. In response to the challenges arising from the generally divergent processes of rapid urbanisation, economic transformation and environment protection, Shenzhen has incrementally adopted the SEA concept in developing the city's Master Urban Plan. As such, this paper reviews the effectiveness of PEIA in three ways:
  • •as a tool and process for achieving more sustainable and strategic planning;
  • •to determine the level of integration of SEA within the planning system; and,
  • •its effectiveness vis-à-vis implementation.
The implementation of PEIA within Shenzhen's Master Urban Plan offers important insights into the emergence of innovative practices in undertaking PEIA as well as theoretical contributions to the field, especially in exploring the relationship between PEIA and SEA and highlighting the central role of local governing institutions in SEA development.  相似文献

Increasing emphasis has been placed in recent years on transitioning strategic environmental assessment (SEA) away from its environmental impact assessment (EIA) roots. Scholars have argued the need to conceptualize SEA as a process designed to facilitate strategic thinking, thus enabling transitions toward sustainability. The practice of SEA, however, remains deeply rooted in the EIA tradition and scholars and practitioners often appear divided on the nature and purpose of SEA. This paper revisits the strategic principles of SEA and conceptualizes SEA as a multi-faceted and multi-dimensional assessment process. It is suggested that SEA can be conceptualized as series of approaches operating along a spectrum from less to more strategic – from impact assessment-based to strategy-based – with each approach to SEA differentiated by the specific objectives of SEA application and the extent to which strategic principles are reflected in its design and implementation. Advancing the effectiveness of SEA requires a continued research agenda focused on improving the traditional SEA approach, as a tool to assess the impacts of policies, plans and programs (PPPs). Realizing the full potential of SEA, however, requires a new research agenda — one focused on the development and testing of a deliberative governance approach to SEA that can facilitate strategic innovations in PPP formulation and drive transitions in short-term policy and initiatives based on longer-term thinking.  相似文献
