In Vienna during more than 10 years of research work a special traffic behaviour observation method has been developed, evaluated and applied by Risser et al. in the frame of many different traffic safety projects. Car drivers are accompanied by two observers who register not only errors in behaviour of drivers but also their communication and interaction with other road users. Malfunction of communication and interaction are judged as main sources for problems for danger in traffic. For example, if they lead to a bad traffic climate fealings of discomfort, anger and frustration will prevent cooperative actions of road users. Being able to recognize such negative or dangerous interaction patterns in time it seems to be easier to protect road users — most often the ‘unprotected’ ones — from getting involved in accidents. This contribution gives an impression about theory and practice of the observation method and shows results of different studies, where the method called ‘Wiener Fahrprobe’ has been applied. Furthermore it will show how the method and its results can be used in the frame of the European traffic (safety) research projects ‘PROMETHEUS’ and ‘DRIVE’. Till now no accident data exist in respect to new RTI systems. Therefore it seems to be important to have a sophisticated social-psychological method for testing the behaviour and interaction of road users in connection with these systems. We examine in detail trends from 1966 to 1990 and the fitting of statistical models to assess whether significant changes have taken place in casualty rates since local bus deregulation in 1986.The major source of data is the ‘Stats 19’ collated from police reports by the Department of Transport.The evidence indicates that no significant change in casualty rates for bus and coach occupants (defined as those killed or seriously injured) has occurred since local bus deregulation, although the previous trend of reduction in fatality rates has not been maintained.International comparisons have been made between Britain and a sample of other West European countries. Britain appears to have a higher occupant fatality rate. However, other countries′ data do not always include casualties to bus and coach occupants other than those in which vehicular collisions occur. Better comparative data is available for accidents involving buses and coaches with other road users, notably for Britain and Germany. These suggest that such accidents tend to reflect the national pattern of road casualty rates — for example, Germany has a higher level of collisions between buses and coaches, and other road vehicles, while Britain has a relatively high incidence of casualties involving pedestrians.Differences in accident rates between Britain and other European countries and the extent to which they reflect real differences, as distinct from those due to differences in recording of data, are evaluated, along with policy implications.  相似文献

PurposeYoung novice drivers experience significantly greater risk of being injured or killed in car crashes than older more experienced drivers. This research utilised a qualitative approach guided by the framework of Akers’ social learning theory. It explored young novice drivers’ perspectives on risky driving including rewards and punishments expected from and administered by parents, friends, and police, imitation of parents’ and friends’ driving, and advantages and disadvantages of risky driving.MethodsTwenty-one young drivers (12 females, 9 males) aged 16–25 years (M = 17.71 years, SD = 2.15) with a Learner (n = 11) or Provisional (n = 10) driver licence participated in individual or small group interviews.Findings and conclusionsContent analysis supported four themes: (1) rewards and (2) punishments for risky driving, and the influence of (3) parents and (4) friends. The young novice drivers differed in their vulnerability to the negative influences of friends and parents, with some novices advising they were able to resist risky normative influences whilst others felt they could not. The authority of the police as enforcers of road rules was either accepted and respected or seen as being used to persecute young novices. These findings suggest that road safety interventions should consider the normative influence of parents and friends on the risky and safe behaviour of young novices. Police were also seen as influential upon behaviour. Future research should explore the complicated relationship between parents, friends, the police, young novices, and their risky driving behaviour.  相似文献

The objectives of this study were to identify components of accidents that cause the most disability and to discover the principal sources of injuries treated in the fracture clinics. Patients attending fracture clinics of the Royal Liverpool University Hospital were interviewed using a portable computer-based questionnaire, the Merseyside Accident Information Model (MAIM). Patients were followed up by telephone interview or letter to enquire about disability continuing after discharge. Disability was measured by the pre-accident to post-discharge changes in scores for 11 normal functions. Of the 1326 patients interviewed, 900 (68%) were successfully followed up and 37% reported disability after discharge. First events ‘tripping’, ‘slipping’ and ‘other underfoot events’ accounted for 433 patients (194 reporting disability), and ‘collapsed/fainted — no other event' for 66 patients (27 reporting disability). Activities at the time of accident most frequently associated with disability involved moving about on foot. Among first event objects, ground surfaces and underfoot hazards were reported in 35%. Sources of injuries included underfoot accidents (48%), sport (13%), and transport accidents (12%.). Underfoot accidents contributed to 58% of patients reporting disability, sport 6% and transport accidents 11%. Underfoot accidents together with ‘collapsed/fainted — no other event’ accounted for 79% of female patients reporting disability and 50% of men. Such data could be used for cost-effective targeting of preventative measures, and to study the effectiveness of accident prevention initiatives.  相似文献

Introduction: This study evaluates prevalence and trends in distracted driving in Canada based on multiple indicators collected from the Road Safety Monitor (RSM) and Canada’s National Fatality Database maintained by the Traffic Injury Research Foundation (TIRF). Method: Data from the RSM on self-reported distracted driving behaviors were analyzed using multivariate techniques including logistic regression analysis in various years spanning from 2004 to 2019. Data from TIRF’s National Fatality Database from 2000 to 2016 were also analyzed using piecewise regression analysis to evaluate trends and prevalence of driver distraction. Results: Significantly more Canadians reported talking on their phone hands-free or handheld phone while driving in 2019 compared to 2010. There was a 102% increase in the percentage that reported texting while driving in 2019 (9.7%) compared to 2010 (4.8%). For every 10-year increase in age, drivers were 44% less likely to text, 38% less likely to use a handheld phone, and 28% less likely to use a hands-free phone. Males were 62% more likely to use a handheld phone and 50% more likely to use a hands-free phone than females. Findings related to drivers’ perceived danger of distracted driving and attitudes are also presented. Although the number of distraction-related fatalities has not increased substantially from 2000 to 2016, the percentage of all fatalities where distraction was a contributing factor has increased. Unlike drinking drivers, distracted drivers more often kill other road users in crashes than kill themselves. Conclusions: In conclusion, while most Canadians appear to understand that one of the high-risk forms of distracted driving (i.e., texting while driving) is indeed dangerous, there is a minority who are unaware of, or resistant to, this fact. Practical Applications: Enforcement activities and education initiatives to combat distracted driving ought to be tailored to the target audience based on the patterns uncovered.  相似文献

In the present paper the effects of traffic rules on driver behaviour and on traffic safety are discussed. The discussion is mainly based on research conerning driver’s use of safety equipment, their speed adjustment and drunken driving with respect to safety potential, effects of the rules, and effects of enforcement on driver behaviour. Factors influencing drivers’ decisions to comply with rules are also considered. It is concluded that only rules that are possible to enforce should be implemented and that police surveillance should be visible to the drivers. Also, the traffic system should be seen as a social system where drivers are interacting with other drivers and road users. Rules and regulations are important to help the actors of the system to function in a safe and effective way.  相似文献

Government agencies regularly use the argument that ‘safety pays’ as a way of motivating employers to attend to occupational health and safety. This paper looks at the effectiveness of this argument in the case of catastrophic hazards. It suggests that, while it may be true that safety pays in an abstract sense, this is irrelevant unless it can be shown that safety pays for relevant decision makers. All too often it does not. The article illustrates its claims by drawing on the literature on the Zeebrugge, Bhopal and Piper Alpha disasters, as well as on a study of a mine disaster in Australia.  相似文献

Good lighting and the correct use of spectacles generally improve vision and presumably reduce the risk of accidents. However, bifocal and varifocal spectacles can increase the risk of misjudging distances when negotiating underfoot hazards. In some circumstances, the portion of the lens used for close work may inadvertently be used where accurate judgement of distance is necessary. This paper reports results from two studies of patient interviews using the Merseyside Accident Information Model; the first a study of accidents which occurred during paid employment (1504 cases) and the second of 1326 accidents mainly in domestic and leisure activities. Underfoot accidents were identified by the first unforeseen event perceived by the patient. The relationship between underfoot events and the type of spectacles worn by the patient at the time of accident was analysed. In both studies there was a significant association between accidents where the first event was ‘missed edge of’ (step) and wearing bifocal/varifocal spectacles. Corporal movements reported in both studies indicated that ‘stepping down’ when wearing bifocal/varifocal spectacles, increased the risk of ‘missed edge’ accidents. In the work environment corporal movements associated with manual handling of loads also increased the risk of ‘missed edge’ accidents when wearing bifocal/varifocal spectacles.  相似文献

PROBLEM: To assess effects of the 1999 Maryland graduated driver licensing (GDL) law on both 16-year-old drivers and other road users. METHOD: Calculation and comparison of crash involvement rates and non-fatal injury rates pre-GDL (1996-1998) and post-GDL (2001-2003) by type of road user, per population, and per licensed driver, with adjustment for trends among 30-59-year-old drivers. RESULTS: Post-GDL, prevalence of licensure decreased 24% among 16-year-olds, and rates of 16-year-old drivers involved in crashes significantly decreased per 16-year-old population (corrected rate ratio (RRc) 0.82; 95% CI (0.71, 0.96)). A significant decrease also was observed for non-fatal injuries per 16-year-old population among 16-year-old drivers involved in crashes (RRc 0.63; 95% CI (0.41, 0.98)). Similarly, decreases, albeit not statistically significant, were observed among their passengers and other vehicle occupants. Per 16-year-old licensed driver, a slight non-significant increase was observed in crash involvement rates; non-fatal injury rates per 16-year-old licensed driver suggest decreased risk (non-significant) among 16-year-old drivers, their passengers, and other vehicle occupants. SUMMARY: Maryland's GDL delayed licensure and reduced crashes and non-fatal injuries among 16-year-old drivers per population. Trends in injuries among other road users involved in crashes with 16-year-old drivers were suggestive of a benefit from GDL, although observed decreases were not significant. Per licensed driver, findings were not significant, but suggested little change in crash involvement and decreased non-fatal injuries. Because one-third fewer 16-year-olds were licensed post-GDL, these results may suggest a selection effect in licensure. IMPACT ON INDUSTRY: Because Maryland had nighttime restrictions for new drivers before 1999, this study suggests other components of GDL are beneficial for drivers and possibly for other road users. States with weak GDL laws should strongly consider revising them.  相似文献

A predictive safety model for accident prevention and system failure, called Continuous Hazard Tracking and Failure Prediction Methodology, is applied at the Marshall Space Flight Center's promoted combustion test chamber. It combines the underlying principles of work sampling, control charts, and multivariate analysis. The sampling is performed to observe the occurrence of conditions which may be becoming hazardous in a given system. These building blocks of hazards, which we have called dendritics, could result in an accident, system malfunction, or unacceptable risk conditions. The data collected is plotted to generate the appropriate control chart, which depends on the characteristics of the given system and the protection desired. Based on the pattern of the control chart, a system ‘under control’ is not disturbed whereas a system ‘out of control’ is investigated for potential conditions becoming hazardous. Then appropriate steps are taken to eliminate or control these conditions in order to maintain a desired safety status of the system. The continuously running characteristic of this model allows for the verification that the corrective measures taken to ameliorate the ‘out of control’ conditions were satisfactory or whether more proactive action is required. The results provided by the predictive model were validated with historical safety data.  相似文献

In several countries, older drivers are disproportionately involved in fatal road traffic crashes (RTCs) for various reasons. This study maps the circumstances of occurrence of crashes involving older drivers that are fatal to either them or other road users and highlights differences between them. Sweden’s national in-depth studies of fatal RTCs archive was used and focus was placed on crashes in which a driver aged 65 years or older was involved between 2002 and 2004 (n = 197). Thirteen driver and crash characteristics were analyzed simultaneously and typical crash patterns (classes) were highlighted. For each pattern, the proportions of crashes fatal to the older driver vs. to someone else were compared. Four patterns were identified: (1) crashes on low-speed stretches, involving left turn and intersections; (2) crashes involving very old drivers and older vehicles, (3) rear-end collisions on high-speed stretches; and (4) head-on and single-vehicle crashes in rural areas. Older drivers dying in the crash were over-represented in classes 2 and 4. The study shows that when older drivers are involved in fatal RTCs, they are often the ones who die (60%). Typical circumstances surrounding their involvement include manoeuvring difficulties, fast-moving traffic, and colliding in an old vehicle. Preventing fatal RTCs involving older drivers requires not only age-specific but also general measures.  相似文献

This study aimed to determine the extent to which older drivers can be considered responsible for their crashes, to identify key factors in those crashes for which older drivers have been judged responsible, and to assess the extent to which older drivers' extra crash responsibility contributes to the road toll. Insurance claims from the State of Tasmania, Australia, for 1998-2002 were linked with police records for crashes involving drivers aged either 41-55 years or 65 years or older. Insurance and police data sets contained independent judgments of crash responsibility. There was a high level of agreement between the two sets of judgments, with older drivers judged around 1.5 times more likely to be responsible for their crashes than middle-aged drivers and, conversely, older drivers were around 0.6 as likely to be absolved from crash responsibility. It was concluded that older drivers' additional crash responsibility while valuable in explaining "what went wrong," currently makes only a small contribution to the overall road toll.  相似文献

Outwork is work done for payment at, about or from home. Outworkers generally work under conditions which are less favourable that those of their counterparts doing similar work ‘on site’. There are significant occupational health and safety issues associated with outwork. Terms and conditions of work (e.g. rate of pay, hours of work, degree of worker control over the work process, legislative coverage etc.) will significantly influence health and safety outcomes for outworkers. Hazard and Risk Perception among Young Novice Drivers   总被引:9,自引:0,他引:9  
Young novice drivers are overrepresented in road accidents. Although they quickly acquire the skills needed to control a motor vehicle, it takes much longer for novice drivers to develop the higher-order perceptual and cognitive skills necessary to safely interact with the driving environment. The aim of this paper is to propose a model of the processes mediating behavior around traffic hazards and to critically review the literature on novice drivers within the framework provided by the model. Compared to experienced drivers, novice drivers detect hazards less quickly and efficiently and perceived them less holistically. The detection of hazards is proposed to provide the requisite information for risk perception, the process which includes assessing both the level of risk posed by a hazard and one's ability to deal with the hazard effectively. Research indicates that young drivers underestimate the risk of an accident in a variety of hazardous situations. At the same time, they overestimate their own driving skill. Young drivers are also more willing to accept risk while driving than experienced drivers. These factors are likely to contribute to young novice drivers overrepresentation in accidents. Opportunities for further research are discussed.  相似文献

A company's decision to implement a risk reduction programme must take account of employees' behavioural responses to the target risk. Hazard reporting by train drivers is examined in semi-structured interviews and a questionnaire study. It is suggested that the behavioural response of drivers, in terms of writing a report, depends on how the hazard is perceived. The response to “trivial” and “routine” hazards is habitual non-reporting, being characterized by a lack of risk evaluation. However, hazards that are evaluated as posing a significant risk are reported. Possible ways of breaking habitual responses to hazards, using behavioural change programmes, are discussed, and it is argued that management commitment is essential for their success.  相似文献

This article provides a synthetic overview of the research programme carried out at INRETS-LESCOT over the last 10 years, in view to studying and modelling the mental representations of car drivers. Theoretically, this research is in line with two complementary scientific traditions: Human Information Processing theories on the one hand, and theories of Operative Activity on the other. As discussed in Section 1 of the article, attention is given to the functional representations of drivers, constructed “by” and “for” the action, such as they are implemented in a driving situation, and taking into account both implicit and explicit dimensions. This aim directly impacts on the methodological approach implemented, in so far as it entails defining an “experimental continuum” ranging from naturalistic observations of the driving activity (on the open road), to setting up more controlled experimental protocols in order to permit in-depth, systematic and reproducible scientific investigations of drivers’ cognition. Section 2 of the article presents a synthetic view of these methods, while Section 3 presents several significant results obtained with them. Lastly, the final part of the article focuses on the computational formalism defined at INRETS-LESCOT (i.e. the driving schemas) designed to model driver knowledge and mental representations, and developed in a COgnitive Simulation MOdel of the DRIVEr called COSMODRIVE.  相似文献

The involvement of buses in accidents usually is assessed implicitly on the basis of the direct involvement of the bus in the collision or in injury production. This paper deals with the scope and forms of indirect involvement of buses (as a sight obstruction, for example). Accidents were selected by identifying the presence of the term ‘bus’ or synonyms in the text parts of complete police reports (testimonies, statements by the persons involved, etc.) available in electronic form, then analysed in detail. Direct or indirect involvement of a bus is found in 3.6% of traffic injury accidents reported by the police in the community studied (direct involvement: 1.4%; indirect involvement: 2.2%). The different forms of indirect involvement are then described, and some possibilities of preventive measures are discussed.  相似文献

A previous study has shown that the useful visual field deteriorates in a simulated road traffic situation as a function of the driver’s age and of the vehicle’s speed under monotonous conditions [Rogé, J., Pébayle, T., Lambilliotte, E., Spitzenstetter, F., Giselbrecht, D., Muzet, A., 2004. Influence of age, speed and duration of monotonous driving task in traffic on the driver’s useful visual field. Vision Research 44 (23), 2737–2744]. The aim of this new experiment is to study the effects of traffic density and age on the useful visual field of the driver during a simulated driving task with controlled traffic characteristics (speed, number of cars) for all participants. In total, 10 young drivers (m = 28.2 years) and 10 older drivers (m = 51.2 years) followed a car in road traffic at an average speed of 126 km h−1 during two 2 h sessions corresponding to two conditions of traffic (light traffic, with five vehicles around the participant; and heavy traffic, with nine vehicles). While following this vehicle, the driver had to detect changes in the colour of a signal located in the central part of his or her visual field and a signal that appeared at different eccentricities on the rear lights of other vehicles in the traffic. Analysis of the data indicated that age interacted with the location of the peripheral signal and density of traffic interacted with the duration of driving. The implications of these results are discussed in terms of road safety and in terms of models of deterioration of the useful visual field (general interference and tunnel vision).  相似文献

IntroductionThe most common measurement for road accidents relies in police reports; however, there is a high portion of underreporting and misclassification, mainly concerning elderly causalities, urban accidents, slightly injured, users of two-wheeled vehicles, and car occupants.MethodsIn order to assess these issues, road accidents occurring in the Porto Metropolitan Area, Portugal, covering a 6-year period (2006–2011) were analyzed based on police and hospital datasets. By linking hospital data with police data, it is possible to evaluate the misclassification of the victims' severity by the police regarding the maximum abbreviated injury scale (MAIS) classification. Additionally, considering that 29% of the victims recorded by hospitals were not reported by the police, which is in line with the reality of other EU countries, underreporting is further investigated. Thus, we used econometric and statistics tools to measure the correlation between different available data to identify possible causes of underreporting and misclassification. In this sense, factors contributing to the misclassification of casualties by the police are identified using a univariate analysis. On the basis of the linked police–hospital data, and considering those factors and the police classification, a probabilistic model was developed to estimate a MAIS-based classification for all individuals included in the police accident records. Results: The results of misclassification indicate a significant over-classification of severe injury by the police. Additionally, a systematic police underreporting phenomenon of around 30% was found. Conclusions and Practical Applications: Finally, comparing estimated results and actual data, we were able to produce non-fatality adjustment coefficients to estimate the total casualties taking into account the underreporting and misclassification phenomena and to compare them with the Portuguese and European realities.  相似文献
