In the current practice, safety assessment is conducted once the process design has been completed. At this stage of design, the freedom to change the conceptual design is very limited and whatever strategies to be implemented will only control the hazard. This paper reports on the development of inherent safety index known as a process stream index (PSI) for inherent safety level assessment at preliminary design stage from the perspective of an explosion. The aim for PSI is to calculate, compare and prioritize the level of inherent safety of process streams during simulation work that influences the explosion. By prioritizing the streams based on the potential for the explosion, the design engineers can easily identify the critical streams to be considered for improvement in order to avoid or minimize explosion hazards. An enhancement technique to reflect the contribution of the individual components in the mixture is introduced, which provide significant contribution to the ranking of inherent safety level of process streams. The assessment of inherent safety level using PSI is demonstrated by case studies of HYSYS simulation for Acrylic Acid Plant and Natural Gas Liquid (NGL) plant.  相似文献

Conventional hazard evaluation techniques such as what-if checklist and hazard and operability (HAZOP) studies are often used to recognise potential hazards and recommend possible solutions. They are used to reduce any potential incidents in the process plant to as low as reasonably practicable (ALARP) level. Nevertheless, the suggested risk reduction alternatives merely focus on added passive and active safety systems rather than preventing or minimising the inherent hazards at source through application of inherently safer design (ISD) concept. One of the attributed reasons could be the shortage of techniques or tools to support implementation of the concept. Thus, this paper proposes a qualitative methodology that integrates ISD concept with hazard review technique to identify inherent hazards and generate ISD options at early stage of design as proactive measures to produce inherently safer plant. A modified theory of inventive problem solving (TRIZ) hazard review method is used in this work to identify inherent hazards, whereby an extended inherent safety heuristics tool is developed based on established ISD principles to create potential ISD options. The developed method namely Qualitative Assessment for Inherently Safer Design (QAISD) could be applied during preliminary design stage and the information required to apply the method would be based on common process and safety database of the studied process. However, user experiences and understanding of inherent safety concept are crucial for effective utilisation of the QAISD. This qualitative methodology is applied to a typical batch reactor of toluene nitration as a case study. The results show several ISD strategies that could be considered at early stage of design in order to prevent and minimise the potential of thermal runaway in the nitration process.  相似文献

At preliminary design stage, process designers normally lack of information on the risk level from process plant. An inherently safer process plant could be designed if the information of risk levels could be known earlier at the preliminary design stage. If the risk level could be determined, there is a possibility to eliminate or reduce the risk by applying the well-known concept: inherent safety principle. This paper presents a technique to determine the risk levels at preliminary process design stage using a 2-region risk matrix concept. A model to calculate the severity and likelihood of a toxic release accident was developed in Microsoft Excel spreadsheet. This model is integrated with process design simulator, iCON to allow for data transfer during preliminary design stage. 2-region risk matrix is proposed and used to evaluate the acceptability of the inherent risk based on the severity and likelihood rating. If the inherent risk level is unacceptable, modification for improvement can be done using the inherent safety principles. A case study has been carried out to illustrate the benefit of applying this newly developed technique. It was successfully shown that an inherently safer plant could easily be designed by applying this technique.  相似文献

One of the most important points in the design of inherently safe processes is to estimate reliable distances among process units at preliminary stages of the plant project to minimize losses and damages caused by the potential occurrence of technological accidents. Therefore, in this paper the achievement of simple, general, dimensionless and reliable equations (Simple Dimensionless Models SDMs) for the direct estimation of safety distances considering the occurrence of BLEVE (Boiling Liquid Expanding Vapour Explosion) event, is proposed. The developed models directly relate safety distances with critical design/operation variables (involved substance, vessel volume, target vulnerability and explosion temperature), which are easily accessible at early stages of the plant project. SDMs are achieved by analysing the influence of these simple variables on the safety distances, which are estimated using a selected rigorous model (Reference Model RfM). This task is simplified by the incorporation of the Jakob Number as an input variable, allowing to obtain dimensionless models and simultaneously an adequate representation of the explosion conditions and the involved substances. As result, the achieved SDMs demonstrate a particularly good fit with respect to the RfM estimations and, at the same time, reliability and versatility. As it is shown in the analysed study cases (involving critical decision variables for the process design and the system safety), the SDMs prove to be also accurate, general, and easily incorporable into more complex optimization problems (QRA analysis, design of emergency plans, safety distance estimation to minimize the probability of domino effects, optimal layout designs, among others).  相似文献

Quantitative Risk Assessment (QRA) has been a very popular and useful methodology which is widely accepted by the industry over the past few decades. QRA is typically carried out at a stage where complete plant has been designed and sited. At that time, the opportunity to include inherent safety design features is limited and may incur higher cost. This paper proposes a new concept to evaluate risk inherent to a process owing to the chemical it uses and the process conditions. The risk assessment tool is integrated with process design simulator (HYSYS) to provide necessary process data as early as the initial design stages, where modifications based on inherent safety principles can still be incorporated to enhance the process safety of the plant. The risk assessment tool consists of two components which calculate the probability and the consequences relating to possible risk due to major accidents. A case study on the potential explosion due to the release of flammable material demonstrates that the tool is capable to identify potential high risk of process streams. Further improvement of the process design is possible by applying inherent safety principles to make the process under consideration inherently safer. Since this tool is fully integrated with HYSYS, re-evaluation of the inherent risk takes very little time and effort. The new tool addresses the lack of systematic methodology and technology, which is one of the barriers to designing inherently safer plants.  相似文献

Hazard identification and risk assessment are key aspects in process plant design. They are often applied in the final stages of the process at whatever the cost, unless financial constraints are imposed. However, a much better solution would be to introduce risk analysis earlier by including it in earlier stages of the design process, such as when the cost of a plant and the cost of any accidents that may occur are estimated. In this paper, an optimization methodology is proposed, in which both cost and risk (with a deterministic approach) are taken into account, to improve on the current situation. If a decision variable is chosen, an objective function will be established that makes it possible to analyze variations in overall costs, including the cost of the investment and the cost of accidents. This leads to an optimum situation in which costs are kept to a minimum. Of course, this optimization is subject to constraints, the greatest of which is the fact that risk must not exceed tolerated threshold levels. The procedure is explained and two examples, one involving a toxic release and the other a BLEVE/fireball, are used to illustrate it.  相似文献

Four strategies can be used to achieve safety in chemical processes: inherent, passive, active and procedural. However, the strategy that offers the best results is the inherent safety approach, especially if it is applied during the initial stages of a project. Inherently Safer Design (ISD) permanently eliminates or reduces hazards, and thus avoids or diminishes the consequences of incidents. ISD can be applied using four strategies: substitution, minimization, moderation and simplification. In this paper, we propose a methodology that combines ISD strategies with Quantitative Risk Assessment (QRA) to optimize the design of storage installations. As 17% of major accidents in the chemical industry occur during the storage process and cause significant losses, it is essential to improve safety in such installations. The proposed method applies QRA to estimate the risk associated with a specific design. The design can then be compared to others to determine which is inherently safer. The risk analysis may incorporate complex phenomena such as the domino effect and possible impacts on vulnerable material and human elements. The methodology was applied to the San Juanico tragedy that occurred in Mexico in 1984.  相似文献

This paper reviews principal concepts, tools, and metrics for risk management and Inherently Safer Design (ISD) during the conceptual stage of process design. Even though there has been a profusion of papers regarding ISD, the targeted audience has typically been safety engineers, not process engineers. Thus, the goal of this paper is to enable process engineers to use all the available design degrees of freedom to mitigate risk early enough in the design process. Mainly, this paper analyzes ISD and inherent safety assessment tools (ISATs) from the perspective of inclusion in conceptual process design. The paper also highlights the need to consider safety as a major component of process sustainability. In this paper, 73 ISATs were selected, and these tools were categorized into three groups: hazard-based inherent safety assessment tools (H-ISATs) for 22 tools, risk-based inherent safety assessment tools (R-ISATs) for 33 tools, and cost-optimal inherent safety assessment tools (CO-ISATs) for 18 tools. This paper also introduces an integrated framework for coordinating the conventional process design workflow with safety analysis at various levels of detail.  相似文献

Inherent safety is a proactive approach for hazard/risk management during process plant design and operation. It has been proven that, considering the lifetime costs of a process and its operation, an inherently safer approach is a cost-optimal option. Inherent safety can be incorporated at any stage of design and operation; however, its application at the earliest possible stages of process design (such as process selection and conceptual design) yields the best results.Although it is an attractive and cost-effective approach to hazard/risk management, inherent safety has not been used as widely as other techniques such as HAZOP and quantitative risk assessment. There are many reasons responsible for this; key among them are a lack of awareness and the non-availability of a systematic methodology and tools.The inherent safety approach is the best option for hazard/risk management in offshore oil and gas activities. In the past, it has been applied to several aspects of offshore process design and operation. However, its use is still limited. This article attempts to present a complete picture of inherent safety application in offshore oil and gas activities. It discuses the use of available technology for implementation of inherent safety principles in various offshore activities, both current and planned for the future.  相似文献

The concept of inherently safer design was introduced to design a fundamentally safer process so that hazards can be avoided or minimized rather than controlled or managed. The ideology has later been extended to the environmental, but not health criteria due to its complicated underlying principles. Even though health risk methods are already established, majority are for existing plants assessment. Early consideration of health aspect starting from process design stage however, has received much less attention. This paper introduces a simple graphical method to evaluate the inherent occupational health hazards of chemical processes during the R&D stage. A survey was conducted to identify the important health parameters for the graphical method development, involving nine world inherent safety and health experts. Based on their input, process mode, material volatility, operating pressure and chemical health hazard (toxicity and adverse effect) are the significant factors affecting inherent health hazards of chemical processes. The choice of parameters was bounded by the information availability at this stage. The method was applied on six routes to methyl methacrylate and ten routes to acetic acid. The parameters were plotted for each subprocess of the alternative routes. The ‘healthiest’ route was selected based on thorough hazards assessment across all the subprocesses. The first case study reveals the tertiary butyl alcohol as the ‘healthiest’ one as it poses relatively lower, or at least comparable hazards to the other routes due to exposure and health impacts. Meanwhile the acetic acid case study indicates ethanol oxide and ethyl oxide based routes as the inherently healthier as they operate at lower operating pressure besides posing comparable hazards level for the other three parameters, compared to the other routes. The case studies show that the inherent occupational health of a chemical process can already be evaluated easily in the R&D stage with the simple graphical method proposed.  相似文献

The importance of inherently safer design (ISD) as a strategy to minimize risk of accidents in chemical process industries is being repeatedly stressed in recent years. The increasing number, frequency, and extents of damage caused by such accidents across the world have contributed to this thinking. However even as the need for ISD is being underscored, there are very few reports on precise methods to implement this concept. Significant recent reports are by Berge (1993Berge, 1995)who has suggested a scenariobased design procedure in which construction of accident scenarios in a structured manner is made the basis of ISD. We have been developing and applying the concept of rapid risk analysis ( [Khan & Abbasi, 1995] , [Khan & Abbasi, 1996] , [Khan & Abbasi, 1997a] , [Khan & Abbasi, 1997b] , [Khan & Abbasi, 1998a] and Khan &; Abbasi, 1998b). In this paper we present an approach to ISD utilizing this concept. We believe, as detailed in this paper, that this approach is a significant improvement upon Berge's procedure in terms of ease, speed, and effectiveness.  相似文献

This study aims to provide the approach for inherent safety design of onshore LNG plants to be applied at the very early stages (concept definition phase) of the project development. Onshore LNG plant development project starts from the “Concept Definition” phase, where financial feasibility is estimated and major conditions, such as site location and plant foot print, are set.The inherent safety design basic criteria and design measures should be identified and selected when setting the basic conditions during the Concept Definition phase of the project development, such as the site location (relative location from populated areas), site condition (prevailing wind direction) and plant production capacity (number of process train, number of product tanks). The safety measures, which are usually not fully developed at the project early stages in the current design execution practices, are the emergency systems, which mitigate an accident escalation, the modularized plant and layout, and the tank selection.The inherent safety design measures discusses in this paper were identified based on the categories of plot plan, emergency system, and module plant application.The proposed approach will contribute to improve inherent safety design of onshore LNG plants and it will also yield schedule and cost benefits.  相似文献

In addition to experimental trials in automotive factories, there is a fundamental need to monitor real people involved in real motor vehicle collisions to determine the impact of automotive design characteristics on injury mortality. To aid in designing future safety features for drivers' seats, data from the Fatal Accident Reporting System (FARS) were used to assess the effects of safety belts, directions of crash impacts, age, sex, and car weights on motor vehicle injury fatalities. Furthermore, because the FARS includes only accidents in which there was at least one fatality, this paper introduces a multivariate approach — a logistic regression conditioned on each accident —to avoid the sampling biases inherent in the FARS. The resulting model is used to quantify the relations among the safety belts, the directions of crash impacts, and vehicle weights and their effects on fatalities. Recause the proposed approach allows researchers to study many important variables simultaneously and eliminates the biases resulting from many possible confounders, the estimates presented in this paper are considered to be more precise and more firmly established than earlier estimates. The new approach to analyzing the FARS data will also be useful for investigating the effects of other risk factors or automotive characteristics on crash fatalities.  相似文献

The concept of inherent safety is important in developing an inherently safer and user-friendly process. This paper discusses a new integrated approach of computer-aided product design and inherent safety assessment. Computer-aided Molecular Design (CAMD) approach was utilized in this work to identify potential alternative to n-hexane, the widely used industrial solvent in extracting residual palm oil from pressed palm fibre. The formulation of solvent mixtures was optimized to meet the targeted physical properties before being tested using the Soxhlet Extraction method. Inherent safety assessment to assess the solvent's flammability, toxicity, reactivity, and explosiveness was conducted on the new solvent mix, Mixture 1 (n-hexane + ethanol), Mixture 2 (n-hexane + acetone) and Mixture 3 (n-hexane + n-butanol). It was found that Mixture 1 and 3 are safer than n-hexane and able to extract more oil than n-hexane and Mixture 2. However, the utilization of the solvent is dependent on the end product from the residual palm oil.  相似文献

Computer-aided molecular design (CAMD) technique is a powerful tool for the design of molecules that meet a set of desirable properties. In most of the CAMD problems, the molecular physical and thermodynamic properties are often selected as the target properties, while safety and health aspects were not taken into consideration. However, certain chemical substances may cause adverse effects to human's health after prolonged and repeated exposure. Therefore, in order to ensure that the generated molecule does not bring harm and health-related risks to the consumers, it is crucial to incorporate both inherent safety and health into the existing CAMD techniques. In this work, a novel chemical product design methodology has been developed to integrate both safety and health aspects into the CAMD framework presented by a single optimisation model. The measurement of safety and health indicators are based on the molecular properties that have impact on both of these aspects. Each property is assigned with an index or penalty value based on the degree of potential hazards. A molecule with a higher index value has a higher hazard level and vice versa. Hence, a molecule that satisfies the target properties and has a low penalty value will be selected as the most reasonable choice. This new approach ensures that a product that possesses the desirable properties, and at the same time meets the safety and health criteria, is produced. A case study on the solvent design for gas sweetening process has been carried out to determine the optimal molecule.  相似文献

该文提出了一种在设计初期进行化工过程本质安全化设计的策略。首先进行危险物质与危险能量两类共计11种危险类型的危险辨识。针对辨识出的危险类型,通过与相应的临界条件比较进行快速的危险评价,对于不可接受的危险必须采取本质安全化措施,可接受的危险可有选择性地进行本质安全化设计。在设计初期可以使用的本质安全化原则主要是消除、最小化、替代和缓和,针对11种危险类型可以应用不同的本质安全化设计模型,以使实际进行本质安全化设计时更加简单与快捷。该文把提出的本质安全化设计策略应用到一个甲苯硝化制硝基甲苯的工艺,形成了多种本质安全化措施,可以用来在设计初期消除或减少危险。  相似文献

Products of a hydrocarbon fire accident have both chronic and acute health effects. They cause respiratory issues to lung cancer. While fire is the most frequent phenomenon among the offshore accidents, predicting the contaminants’ concentration and their behavior are key issues. Safety measures design, such as ventilation and emergency routes based only on predicted contaminants’ concentration seems not to be the best approach. In a combustion process, various harmful substances are produced and their concentration cannot be added. The time duration that any individual spends in different locations of an offshore installation also varies significantly. A risk-based approach considers the duration a person is exposed to contaminants at various locations and also evaluates the hazardous impacts. A risk-based approach has also an additivity characteristic which helps to assess overall risk.Through the current study, an approach is proposed to be used for risk assessment of combustion products dispersion phenomenon in a confined or semi-confined facility. Considering CO, NO2 and CH4 as the contaminants of concern, the dispersion of the substances over the layout of the facility after a LNG fire is modeled. Considering different exposure times for three major parts of the facility including the processing area, office area and the accommodation module, the risk contours of CO, NO2 and CH4 over the entire facility are developed. The additivity characteristic of the risk-based approach was used to calculate the overall risk. The proposed approach helps to better design safety measures to minimize the impacts and effective emergency evacuation planning.  相似文献

为了精确地评估火球的热辐射后果,需要深入研究火球热负荷对影响区域暴露人员所造成的伤害.详细介绍了具有时间属性的火球热辐射动态模型,以实例描绘了火球直径、高度以及目标接受到的热通量等火球参数的动态变化规律.结果表明:具有时间属性的火球热辐射动态模型计算出的热辐射值小于静态模型计算的值,动态模型有可能更准确地描述火球参数的实际动态变化,进而合理地确定火球热辐射的人员伤亡区域,并为过热可燃液体容器的安全设计及风险分析提供一种新的后果评估技术及方法.  相似文献

针对目前我国应对重大危险源突发事故的管理和决策主要依赖于相关领导或专家掌握的知识及经验的现状,将非结构化模糊决策方法(Non-structural Fuzzy Decision Method,NSFDM)和事故后果模拟方法相结合,以区域范围内受重大危险源潜在事故影响的企业为决策对象,以减小事故影响范围,降低事故严重程度为目标,建立起重大危险源区域事故应急决策的多准则决策方法,以期帮助安监职能部门优化配置应急救援资源,提高应急响应绩效,减少国家和人民的经济和财产损失。以广州市某公司丙烷储罐区为实例,在对其进行沸腾液体扩展蒸气爆炸(Boiling Liquid Expanding Va-por Explosion,BLEVE)事故模拟的基础上,运用非结构化模糊决策方法,对该丙烷储罐区BLEVE事故的处理,提供了应急决策支持。  相似文献
