The resilience perspective has emerged as a plausible approach to confront the increasingly devastating impacts of disasters; and the challenges and uncertainty climate change poses through an expected rise in frequency and magnitude of hazards. Stakeholder participation is posited as pivotal for building resilience, and resilience is not passive; rather, stakeholders are actively involved in the process of building resilience. Who is involved and how they are involved are crucial aspects for developing resilience in practice. Nevertheless, there are few empirical studies available to inform theory or show how these issues are addressed. This study focuses on revealing how practitioners frame the issue of participation in relation to resilience, its relevance to a changing climate and how, in consequence, they construct practices. Using Hajer's [(1995). The politics of environmental discourse: Ecological modernization and the policy process. New York] ‘Social-interactive discourse theory’, in this interdisciplinary research, we study the frames and subsequent practices developed around a disaster management policy initiative in Australia: the Natural Disaster Resilience Program in Queensland. What emerges from the research findings as critical and requiring urgent attention is stakeholder and especially local government and community participation, and for this to become socially relevant, challenges such as meaningful communication and power structures need to be addressed. What is also critical is to move from experiential learning to social learning. Additionally, the results presented here offer empirical evidence on how broadening the pool of actors can be implemented, and the opportunities that this opens up for building resilience.  相似文献

This paper suggests that the mitigation of one hazard—soil contamination—can unintentionally affect vulnerabilities and perceived vulnerabilities to additional stressors in the local human—environment system through a study of brownfield redevelopment in New York City. This study employs a Vulnerability Scoping Diagram (VSD) approach to identify components that contribute to vulnerabilities and perceived vulnerabilities in the local community, based on the thematic analysis of 55 interviews with residents from four neighbourhoods with brownfield redevelopment activities in New York City. This analysis of resident observations and perceptions of post-redevelopment hazard conditions indicates how mitigating vulnerability to one urban hazard—soil contamination—has the potential to affect vulnerabilities and perceived vulnerabilities to additional hazards like flooding and air pollution because of the complex linkages among multiple stressors. A causal model of vulnerability to the unintended impacts of brownfield redevelopment is subsequently developed to further demonstrate the interactive linkages among exposure, sensitivity and adaptive capacity to multiple stressors. This study also provides measures that stakeholders can monitor and evaluate over time to track the socio-spatial and environmental implications of brownfield redevelopment and subsequent changes in the local human—environment system.  相似文献

This paper criticises the conclusions and the unanswered questions in the National Institute of Standards and Technology (NIST)'s official report on the evacuation of the World Trade Center in New York City, United States, on 11 September 2001. It reviews the extent to which the report disregards several conventional statistical methods and comments on the NIST's refusal to share the machine‐readable data file with the scientific community for replication and further analysis. Problems lie in the sampling methods employed, the treatment of missing data, the use of ordinary least squares (OLS) with binary dependent variables, the failure to document the scalability of the scales used, the lack of tests to check for constant error variance, and the absence of overall fit tests of the model. There are also conceptual and theoretical issues, such as the absence in the report of considerations of the influence of group‐level processes and their impact on the collective behaviour of evacuating collectivities.  相似文献

The resilience of any system, human or natural, centres on its capacity to adapt its structure, but not necessarily its function, to a new configuration in response to long‐term socio‐ecological change. In the long term, therefore, enhancing resilience involves more than simply improving a system's ability to resist an immediate threat or to recover to a stable past state. However, despite the prevalence of adaptive notions of resilience in academic discourse, it is apparent that infrastructure planners and policies largely continue to struggle to comprehend longer‐term system adaptation in their understanding of resilience. Instead, a short‐term, stable system (STSS) perspective on resilience is prevalent. This paper seeks to identify and problematise this perspective, presenting research based on the development of a heuristic ‘scenario–episode’ tool to address, and challenge, it in the context of United Kingdom infrastructure resilience. The aim is to help resilience practitioners to understand better the capacities of future infrastructure systems to respond to natural, malicious threats.  相似文献

The concept of school-based disaster risk reduction (DRR) education has increasingly become popular as greater emphasis is placed on the role of schools in reducing risks and building the resilience of the education system. This paper discusses the variations in the implementation of DRR education among primary schools in different areas including urban, rural, mountainous, plain and coastal areas in Da Nang City, Central Vietnam. For rural schools, similarities in the implementation of DRR education are observed and schools in both rural plain and rural mountainous areas stress the provision of disaster-related training. In addition, improvement of school buildings and external relationship is important for the resilience of urban schools. Specifically, for schools in urban coastal areas, school location and structure are significant, while for schools in the urban plain lands, enhancement of collaboration with their community has the most potential to contribute to the resilience of a school. From that, this research proposes that leadership and prioritization are key factors in helping schools to manage internal and external resources to efficiently overcome challenges and effectively promote DRR education towards the enhancement of schools’ resilience.  相似文献

Economic resilience is a major way to reduce losses from disasters. Its effectiveness would be further enhanced if it could be precisely defined and measured. This paper distinguishes static economic resilience—efficient allocation of existing resources—from dynamic economic resilience—speeding recovery through repair and reconstruction of the capital stock. Operational definitions are put forth that incorporate this important distinction. The consistency of the definitions is examined in relation to antecedents from several disciplines. The effectiveness of economic resilience is evaluated on the basis of recent empirical studies. In addition, its potential to be enhanced and eroded is analyzed in various contexts.  相似文献

This paper compares the terrorist outrages of 11 September 2001 in New York City and Washington to the Lisbon earthquake of 1 November 1755. Both events occurred, literally out of the blue, at critical junctures in history and both struck at the heart of large trading networks. Both affected public attitudes towards disaster as, not only did they cause unparalleled destruction, but they also represented symbolic victories of chaos over order, and of moral catastrophism over a benign view of human endeavour. The Lisbon earthquake led to a protracted debate on teleology, which has some parallels in the debate on technological values in modern society. It remains to be seen whether there will be parallels in the reconstruction and the ways in which major disasters are rationalised in the long term. But despite the differences between these two events--which are obviously very large as nearly 250 years of history separate them and they were the work of different sorts of forces--there are lessons to be learned from the comparison. One of these is that disaster can contribute to a perilous form of self absorption and cultural isolation.  相似文献

The paper applies the community resilience approach to the post‐disaster case of Pescomaggiore, an Italian village affected by the L'Aquila earthquake in 2009. A group of residents refused to accept the housing recovery solutions proposed by the government, opting for autonomous recovery. They developed a housing project in the form of a self‐built ecovillage, characterised by earthquake‐proof buildings made of straw and wood. The project is a paradigmatic example of a community‐based response to an external shock. It illustrates the concept of ‘community resilience’, which is widely explored in the scientific debate but still vaguely defined. Based on qualitative methodologies, the paper seeks to understand how the community resilience process can be enacted in alternative social practices such as ecovillages. The goal is to see under which conditions natural disasters can be considered windows of opportunity for sustainability.  相似文献

Man‐made disasters such as acts of terrorism may affect a society's resiliency and sensitivity to prolonged physical and psychological stress. The Israeli Tel Aviv stock market TA‐100 Index was used as an indicator of reactivity to suicide terror bombings. After accounting for factors such as world market changes and attack severity and intensity, the analysis reveals that although Israel's financial base remained sensitive to each act of terror across the entire period of the Second Intifada (2000–06), sustained psychological resilience was indicated with no apparent overall market shift. In other words, we saw a ‘normalisation of terror’ following an extended period of continued suicide bombings. The results suggest that investors responded to less transitory global market forces, indicating sustained resilience and long‐term market confidence. Future studies directly measuring investor expectations and reactions to man‐made disasters, such as terrorism, are warranted.  相似文献

为提高地震灾害后城市关键基础设施恢复力评估准确性,该文提出城市关键基础设施毁伤恢复力评估方法。分析城市关键基础设施在地震灾害中的响应特征,确定基础设施毁伤程度与地震灾害等级之间的关系;收集地震灾害信息,检测地震灾害等级,以此作为毁伤恢复力评估的重要指标;另外,结合毁伤恢复力的其他影响因素分析结果,构建恢复力评价指标体系,通过指标的求解,与设置的标准数据进行比对,得出最终的毁伤恢复力量化评估结果。在以某城市区域为例的案例研究中,通过模拟地震灾害的方式对毁伤恢复力评估,并对评估结果进行分析,显示恢复力的平均评价指数为0.81,能够有效提高恢复力评估准确性,具有一定应用前景。  相似文献

The devastating Bhola cyclone in November 1970 is credited with having triggered the political events that led to the division of Pakistan and the creation of Bangladesh in 1971. A callous response to the disaster by the Pakistani regime resulted in a landslide electoral victory for Bengali nationalists, followed by a bitter and bloody civil war. Yet, despite its political momentousness, the Bhola cyclone has been the subject of little political analysis. This paper examines the events, arguing that its extraordinary political significance put disaster management on the nationalist agenda; the famine of 1974 confirmed its centrality, producing a social contract to protect the population against disasters and subsistence crises on which the country's acclaimed resilience to the effects of climate change rests. The Bhola cyclone also drew international attention to this neglected, little‐known region, and in general can be seen as foundational for the subsequent developmental achievements of Bangladesh.  相似文献

Learning after a disaster is crucial in creating more resilient places. However, many societies are repeatedly overwhelmed by disasters. This can be because of missed opportunities to learn in post‐disaster settings or because of actions implemented that seem to be highly relevant to recovery in the short term, but potentially constrain aspirations in the longer term. This paper assesses learning processes among state and non‐state actors and the ways in which these are bridged and scaled up to wider improvements in governance. Aiming to enrich understanding of post‐disaster learning, it explores different actors’ response actions after the earthquakes in Christchurch, New Zealand, in 2010 and 2011. On the one hand, ‘learning by doing’ is occurring, yet, on the other hand, systemic learning is hindered by mismatches between top‐down steering and bottom‐up initiatives. The study concludes that better linking and synergising of learning processes among different levels is vital for enhancing resilience in post‐disaster societies.  相似文献

An exploratory study is conducted to assess the resilience of Infanta through an analysis of its ecosystems from ecological, physical, economic, social and institutional perspectives. Recognizing the strong interdependencies of ecological, physical, economic, social and institutional dimensions in ecosystems and that community-level perceptions can shape adaptation actions, a survey is conducted in 36 village councils in Infanta, Quezon, Philippines utilizing a questionnaire covering 5 dimensions, 25 parameters and 125 measures selected based on the local context of Infanta to gain an understanding of the level of resilience in mountain, riverine, urban, agricultural plain, estuarine and coastal ecosystems. Results show that overall resilience levels of ecosystems lie between 3.08 (medium resilience) and 3.26 (high resilience) on a scale of 1–5. However, resilience scores in the five dimensions vary from 2.57 (low resilience) to 3.51 (high resilience). On the whole, overall resilience levels in the 36 villages exhibit high levels in the social dimension and low levels in the economic dimension. By assessing the resilience of ecosystems as attempted in this study, a baseline is determined where entry points for adaptation actions that are responsive to prevailing ecosystem conditions can be identified, positive and negative factors addressed and gaps and opportunities acted upon to enhance the resilience of Infanta's ecosystems.  相似文献

Two-way communication and strong relationships between government and affected communities are necessary to enhance the latter's resilience to disaster risks. The Tlokwe City Council (TCC) in the North-West province, South Africa, is facing a dolomite and sinkhole disaster risk that threatens the safety of several residential areas, including informal settlements. A dolomite disaster risk reduction (DRR) management system such as the TCC Dolomite Management Desk (DMD) can be used to facilitate two-way communication and strong relationships between government and the affected communities. Semi-structured interviews with two different groups of people were conducted and the responses evaluated to determine in what way DRR communication via the Tlokwe DMD served to establish strong relationships between the TCC and the affected community. It was found that the two groups of interviewees had contradictory views on the risk communication and quality of relationships as facilitated by the Tlokwe DMD. These views illuminated the predicament of communicating about the dolomite and sinkhole risk. The Tlokwe DMD is unique in South Africa and its ability to enable communication and strong government–community relationships needs to be developed further. A systematic review of literature on community resilience measurement published between 2005 and 2014 revealed that the profound lack of clarity on risk and resilience is one of the main reasons why confusion about terms such as adaptive capacity, resilience, and vulnerability persists, despite the effort spared to operationalise these concepts. Resilience is measured in isolation in some cases, where a shock is perceived to arise external to the system of interest. Problematically, this contradicts the way in which the climate change and disaster communities perceive risk as manifesting itself endogenously as a function of exposure, hazard, and vulnerability. The common conceptualisation of resilience as predominantly positive is problematic as well when, in reality, many undesirable properties of a system are resilient. Consequently, this paper presents an integrative framework that highlights the interactions between risk drivers and coping, adaptive, and transformative capacities, providing an improved conceptual basis for resilience measurement.  相似文献

The measurement of vulnerability—defined here as the asymmetric response of disaster occurrences to hazardous events—signifies a key step towards effective disaster risk reduction and the promotion of a culture of disaster resilience. One of the reasons for not being able to do the same in a wider context is related to conceptual, definitional, and operational issues. This paper presents an operationally feasible framework for conducting this task and measures revealed macro vulnerability as a function of disaster risk and hazard probability. The probabilities of hazard and its perceived disaster risk were obtained from past data and from probability distributions. In this paper, the corresponding analytical framework is constructed using the case study of floods in Assam, India. The proposed indicator will help policymakers to draw on available macro‐level data to identify the regions that are vulnerable to disasters, where micro‐level disaster vulnerability assessments could be performed in greater detail.  相似文献

ABSTRACT

This article draws from the author’s four-year study of five school communities hit by the 2010–2011 earthquake sequence in the Canterbury region of New Zealand to highlight the roles that schools played in supporting their communities in the aftermath of the disaster. The article begins by synthesising the relevant literature on disasters, schools in earthquake disasters, and the importance of schools to their communities, pre- and post-disaster. The following themes from the data are discussed: (a) the role of schools in their communities prior to the earthquakes; (b) the role of schools in immediate rescue and response; (c) the role of schools in short-term relief; and (d) the role of schools in long-term recovery. The author then argues that as more evidence shows that schools play such crucial roles in post-disaster response and recovery, we need to better prepare and support them to undertake these functions. Further, we need to recognise the wider roles schools play supporting local communities to build and sustain resilience as part of on-going community cohesion and connectedness, so that society is better prepared when major disasters occur.  相似文献

A microcomputer-based system was developed to provide local officials responsible for disaster management with assistance during the crucial period immediately following a disaster, a period when incorrect decisions could have an adverse impact on the surrounding community.
While the paper focuses on a potential disaster resulting from an accident at a commercial nuclear power generating facility, the system can be applied to other disastrous situations. Decisions involving evacuation, shelter and the deployment of resources must be made in response to floods, earthquakes, accidents in the transportation of hazardous materials, and hurricanes to name a few examples.
As a decision aid, the system was designed to enhance data display by presenting the data in the form of representations (i.e. road maps, evacuation routes, etc.) as well as in list or tabular form. The potential impact of the event (i.e. the release of radioactive material) was displayed in the form of a cloud, representing the dispersion of the radioactive material. In addition, an algorithm was developed to assist the manager in assigning response resources to demands.
The capability for modelling the impact of a disaster is discussed briefly, with reference to a system installed in the communities surrounding the Indian Point nuclear power plant in New York State.
Results demonstrate both the technical feasibility of incorporating microcomputers indecision support systems for radiological emergency response, and the acceptance of such systems by those public officials responsible for implementing the response plans.  相似文献

The intimate connections between disaster recovery by and the resilience of affected communities have become common features of disaster risk reduction programmes since the adoption of The Hyogo Framework for Action 2005-2015. Increasing attention is now paid to the capacity of disaster-affected communities to 'bounce back' or to recover with little or no external assistance following a disaster. This highlights the need for a change in the disaster risk reduction work culture, with stronger emphasis being put on resilience rather than just need or vulnerability. However, varied conceptualisations of resilience pose new philosophical challenges. Yet achieving a consensus on the concept remains a test for disaster research and scholarship. This paper reviews the concept in terms of definitional issues, the role of vulnerability in resilience discourse and its meaning, and the differences between vulnerability and resilience. It concludes with some of the more immediately apparent implications of resilience thinking for the way we view and prepare for disasters.  相似文献
