Despite global policies advocating risk reduction and community level recovery, post-disaster implementations usually focus on households, but fail to focus on businesses in spatial terms. Due to the lack of appropriate policy and tools, businesses often make their own location choices as part of their recovery strategy. In view of this, this study aims to establish the factors affecting the location choices of businesses challenged by disasters in the absence of any specific spatial strategies designed for them. In order to determine these factors, empirical research was conducted in Adapazari, Turkey on 232 firms selected as a result of a stratified random sampling procedure. According to the analysis of the results, the most notable impacts on business location choices after a disaster shock are associated with occupancy status, education level, and extent of damage. In line with these findings, the impacts of business location choices are discussed to highlight the role of businesses in spatial decisions.  相似文献

Abstract

This paper examines long-term recovery outcomes of businesses impacted by major natural disasters. Data were collected via two large-scale mail surveys—one administered to Santa Cruz County, California businesses 8 years after the Loma Prieta earthquake and the other administered to businesses in South Dade County, Florida, 6 years after Hurricane Andrew. Based on the results of OLS regression models, we argue that long-term recovery experiences of businesses are affected by various factors, including the economic sector in which a business operates, its age and financial condition, and the scope of its primary market; direct and indirect disaster impacts, including physical damage, forced closure, and disruption of operations; and owner perceptions of the broader economic climate. Previous disaster experience, level of disaster preparedness, and use of external sources of aid were not found to significantly affect the long-term economic viability of businesses in the two study communities.  相似文献

Earthquakes have probably been the most deadly form of natural disaster in the past century. Diversity of earthquake specifications in terms of magnitude, intensity and frequency at the semi-continental scale has initiated various kinds of disasters at a regional scale. Additionally, diverse characteristics of countries in terms of population size, disaster preparedness, economic strength and building construction development often causes an earthquake of a certain characteristic to have different impacts on the affected region. This research focuses on the appropriate criteria for identifying the severity of major earthquake disasters based on some key observed symptoms. Accordingly, the article presents a methodology for identification and relative quantification of severity of earthquake disasters. This has led to an earthquake disaster vulnerability model at the country scale. Data analysis based on this model suggested a quantitative, comparative and meaning full interpretation of the vulnerability of concerned countries, and successfully explained which countries are more vulnerable to major disasters.  相似文献

A major flood in 1997 forced the evacuation of Grand Forks, North Dakota and caused damage of USD 1 billion. Despite this recent disaster there is only marginal evidence of an increase in disaster recovery planning by businesses that experienced the flood. This finding is consistent with the results of other business-related disaster research. Statistical tests of survey results from 2003 indicate that there is a significantly higher rate of disaster recovery planning in businesses started since the 1997 flood than in businesses started before the flood and still in business. Such an outcome indicates a need for public policy actions emphasizing the importance of disaster planning. Improved disaster planning is an aid to business recovery and the results demonstrate the need for more widespread efforts to improve disaster recovery planning on the part of smaller businesses, even in areas that have recently experienced disasters.  相似文献

The dominant paradigm in disaster risk reduction (DRR) policies has been seriously contested because of its reliance on interventions based on technocratic expertise. In the Mexican context, the influence of informal practices such as clientelism and cartelisation of the political system produces environmental degradation and vulnerability to disasters within the communities in the study site. This paper contributes to understanding of failed institutional processes and parallel practices that intensify vulnerability to disasters by contrasting the discourses of agents within a peri‐urban community in central Mexico. Employing the Situational Analysis Approach as a methodological framework, the study identifies divergent views and practices within the community, leading to different responses to disasters and to different perceptions regarding institutional performance. In addition, it finds that institutional decision‐making, based only on scientific and technical expertise, has resulted in unintended consequences that influence ongoing vulnerability to floods in the site under review.  相似文献

Abstract

This paper examines the impacts of the February, 2001, Nisqually earthquake on businesses. Focusing on two hard-hit business districts in Seattle, the study investigates the extent of losses, patterns of disparities, and underlying loss factors. A conceptual framework is proposed of how business vulnerability dimensions contribute to disaster loss. Interviews were conducted with owners and managers of 107 businesses. Data were gathered on impacts, methods of finance, and disaster preparedness. Results showed that business losses were much greater than what standard statistical data would imply. Analysis found that a composite index of vulnerability—based on business sector, size, and building occupancy tenure—provides a very powerful predictor of business loss. Physical damage was a much weaker predictor of loss. Moreover, business recovery was influenced not only by characteristics of the business itself, but also by conditions in the neighborhood.  相似文献

农业旱灾的形成是降水不足或不均与农业生产系统脆弱性共同作用的结果,承灾体脆弱性的高低会起到“放大“或“缩小“灾情的作用,因此降低承灾体的脆弱性是抗灾减灾的主要和有效途径.选择湖南省鼎城区为研究区,通过分析灾前期-灾中期旱灾的形成过程及其与承灾体脆弱性的关系,分别针对轻度干旱和中重度干旱建立了评价指标体系,采用加权求和法对水田-水稻农业生产系统的脆弱性进行了评价.结果表明,该区的承灾体脆弱性分布存在一定的区域差异,脆弱度由高至低排序为西北岗地区、南部低山/丘陵区、中部平原/岗地区、东北湖/平原区,这一分析结果与实际灾情的分布规律基本一致.通过分析脆弱性分布规律和变化原因,发现地形和灌溉分别是影响灾前期和灾中期承灾体脆弱性的最重要因素,进而提出了具体的减灾防灾建议.  相似文献

The lack of attention paid to businesses in disaster management systems from the standpoint of state policies hampers efforts to build community resilience. This paper examines, therefore, the extent of business preparedness for disasters. Empirical research was conducted in Adapazarı, Turkey, 13 years after the İzmit earthquake, which struck the northwest of the country on 17 August 1999, claiming the lives of some 17,000 people. For the study, 232 firms were selected to inquire about their preparedness before and after the event. It is hypothesised that business preparedness is influenced by the following set of variables: business size; business sector; business age; financial condition prior to the disaster; occupancy tenure; market range; education level; and previous disaster experience. In line with the findings of the research, a policy framework is constructed to rationalise the allocation of resources for building resilience at the aggregate level by facilitating business preparedness.  相似文献

Disasters and environmental degradation create serious problems all around the world. They are inherently linked, but little attention is paid to their interaction, particularly at local levels. The degree of integration of disaster management and risk analysis with environmental management programs in relation to human vulnerability has been examined in Thua Thien Hue Province, Central Viet Nam. Unsustainable agricultural practices, and inappropriate development programs have contributed substantially to the increase of disaster risks. On the other hand, disasters damage natural resources and reduce environmental quality, indirectly contributing to increasing poverty which in turn, adds to the vulnerability of both natural and human systems, so further increasing disaster losses. Notwithstanding, in Viet Nam, there is a big gap between disaster and environment management policies and programs. In order to bridge the gap, an integrated approach in which environment-disaster linkage, rural—urban linkage, and poverty are brought into focus as core aspects of disaster management.  相似文献

The benefits of indigenous knowledge within disaster risk reduction are gradually being acknowledged and identified. However, despite this acknowledgement there continues to be a gap in reaching the right people with the correct strategies for disaster risk reduction.

This paper identifies the need for a specific framework identifying how indigenous and western knowledge may be combined to mitigate against the intrinsic effects of environmental processes and therefore reduce the vulnerability of rural indigenous communities in small island developing states (SIDS) to environmental hazards. This involves a review of the impacts of environmental processes and their intrinsic effects upon rural indigenous communities in SIDS and how indigenous knowledge has contributed to their coping capacity. The paper concludes that the vulnerability of indigenous communities in SIDS to environmental hazards can only be addressed through the utilisation of both indigenous and Western knowledge in a culturally compatible and sustainable manner.  相似文献

As part of a series of papers to mark the 21st year of publication of Disasters, it is opportune to consider some of the changes that have occurred in the field it has covered so diligently for the last two decades. The paper begins with a brief review of the major natural disasters during this period and assesses their impact. It then considers the problem of how to define two key concepts: natural disaster and vulnerability, which remains an open question. The latter is one of the key determinants of the former. Next comes a review of what has occurred in the disasters field since the journal began publication, including some notes on the rise in vulnerability, the information technology revolution and the dilemmas of hazard mitigation. The following two sections assess, respectively, what hoped-for developments did not occur during the period studied and what assets were lost in the name of progress. For example, on the theoretical front, academic over-specialisation has predominated, while on the practical side there has been insufficient transfer of technology to where it is needed. The paper concludes that analyses of disaster need to become more sophisticated and multi-disciplinary and must take account of several forms of context within which developments take place.  相似文献

This paper argues that natural disasters are not a category of events which can be separated from the broader Issues of development, since economic change can create vulnerability to natural disaster. The analysis of case studies from the Dominican Republic shows how the development of large scale commercialized agricultural production has created such vulnerability by reducing or restricting the resource base of certain sectors of the population. It b suggested that the vulnerable state of a population should be considered as much a cause of natural disaster as the extreme physical phenomena Involved. Despite the fact that one of the main reasons for business discontinuity after the shock of a natural disaster is lifeline outages, individual preparedness and recovery efforts have been given priority. This paper focuses on the significance of lifeline services for business continuity in order to highlight the necessity for collective action to achieve community recovery. Post-disaster research was conducted on a sample of business survivors in the town of Adapazari, which was severely affected by an earthquake in 1999. The study looked into the dependence of businesses on various infrastructure systems and the effects on those businesses of lifeline outages. The findings of the study address the need for community-level actions that are beyond the capability of any individual firm and which will ensure the continuity of business.  相似文献

Increased attention has recently been given to the possible role of financial services in the management of natural disaster risk. Local communities have been at the forefront of developing innovative disaster risk finance strategies and implementing risk-oriented incentive programs. In view of increasing risks, including the impacts of climate change, such programs will become more important. This paper examines four models and some recent experiences in using financial services at the community level. The paper offers an overview of advantages and limitations of each model to manage disaster risk in communities. Examples include a federal government initiated scheme of social protection funds, a local government risk reduction scheme, an insurance product provided by a non-governmental organization, and a micro-insurance scheme. Finally, the paper offers some directions about specific ways that the public and private sectors, in collaboration with other partners can improve finance alternatives for disaster management at the community level. It appears that a range of follow-up studies and further dialogue is needed, in order to expand the knowledge on what types of risk finance models can help manage and reduce the financial impacts of natural disasters.  相似文献

This paper examines the extent to which economic development decreases a country's risk of experiencing climate‐related disasters as well as the societal impacts of those events. The paper proceeds from the underlying assumption that disasters are not inherently natural, but arise from the intersection of naturally‐occurring hazards within fragile environments. It uses data from the International Disaster Database (EM‐DAT), 1 representing country‐year‐level observations over the period 1980–2007. The study finds that low‐income countries are significantly more at risk of climate‐related disasters, even after controlling for exposure to climate hazards and other factors that may confound disaster reporting. Following the occurrence of a disaster, higher income generally diminishes a country's social vulnerability to such happenings, resulting in lower levels of mortality and morbidity. This implies that continued economic development may be a powerful tool for lessening social vulnerability to climate change.  相似文献

A growing awareness of the value of indigenous knowledge has prompted calls for its use within disaster risk reduction. The use of indigenous knowledge alongside scientific knowledge is increasingly advocated but there is as yet no clearly developed framework demonstrating how the two may be integrated to reduce community vulnerability to environmental hazards. This paper presents such a framework, using a participatory approach in which relevant indigenous and scientific knowledge may be integrated to reduce a community's vulnerability to environmental hazards. Focusing on small island developing states it presents an analysis of the need for such a framework alongside the difficulties of incorporating indigenous knowledge. This is followed by an explanation of the various processes within the framework, drawing on research completed in Papua New Guinea. This framework is an important first step in identifying how indigenous and scientific knowledge may be integrated to reduce community vulnerability to environmental hazards.  相似文献

Academics and practitioners alike emphasise that public policy plays a key role to support efforts to reduce disaster risks and to buffer the impacts of natural hazards when they occur. This involves developing public policies to promote disaster risk reduction (DRR). However, the public policy dimension has only recently begun to receive attention in empirical research on DRR. Processes of policy change are discussed, yet less often studied, and more empirical research is needed to advance the understanding of the conditions for DRR policy change. Combining insights from adaptation research and public policy theory, this study investigates the long-term development of DRR policy in Mozambique as perceived by multiple stakeholders. The study identifies barriers and enabling factors influencing the DRR policy process over time. Using data from 37 semi-structured interviews, the study finds six main enabling factors supporting DRR policy change. Among the most important enabling factors are past disasters and broad stakeholder involvement. The study also unveils several barriers to DRR policy change, including resource insufficiency and lack of coordination among stakeholders. The study concludes with suggestions for integrating DRR and policy process research and lessons for policymaking in support of DRR over time.  相似文献
