Although significant progress has been made in developing the practice of humanitarian logistics, further improvements in efficiency and effectiveness have the potential to save lives and reduce suffering. This paper explores how the military/emergency services’ concept of a common operating picture (COP) can be adapted to the humanitarian logistics context, and analyses a practical and proven approach to addressing the key challenge of inter‐agency coordination and decision‐making. Successful adaptation could provide the mechanism through which predicted and actual demands, together with the location and status of material in transit, are captured, evaluated, and presented in real time as the basis for enhanced decision‐making between actors in the humanitarian supply network. Through the introduction of a humanitarian logistics COP and its linkages to national disaster management systems, local communities and countries affected by disasters and emergencies will be better placed to oversee and manage their response activities.  相似文献

The principle of the Protection of Civilians (PoC) in armed conflict has ethical repercussions in various actions undertaken by states and international organisations, from humanitarian relief, development aid, and peacekeeping, to warfare and military intervention. While the ethics of humanitarian intervention are instructive in this regard, most PoC practices should be conceived rather as modes of humanitarian governance across borders—from interventionist to resilience‐oriented kinds. The consequences of this for the ethics of PoC are explored in this paper, highlighting questions of power, culture, and complicity. By relating these questions to the ethical strands of solidarist and pluralist internationalism, it positions the ethics of PoC within the broader field of the ethics of world politics. Examples are drawn from recent scholarly debate on PoC efforts in war‐torn countries such as South Sudan. This analysis of the ethics of PoC reconfigures central positions in the debate on humanitarian intervention to an era of global humanitarian governance.  相似文献

A plethora of untapped resources exist within disaster‐affected communities that can be used to address relief and development concerns. A systematic review of the literature relating to community participation in humanitarian logistics activities revealed that communities are able to form ad hoc networks that have the ability to meet a wide range of disaster management needs. These structures, characterised as Collaborative Aid Networks (CANs), have demonstrated efficient logistical capabilities exclusive of humanitarian organisations. This study proposes that CANs, as a result of their unique characteristics, present alternatives to established humanitarian approaches to logistics, while also mitigating the challenges commonly faced by traditional humanitarian organisations. Furthermore, CANs offer a more holistic, long‐term approach to disaster management, owing to their impact on development through their involvement in humanitarian logistics. This research provides the foundation for further theoretical analysis of effective and efficient disaster management, and details opportunities for policy and practice.  相似文献

This special issue of Disasters on humanitarian governance focuses on risk and order. Its contributions show the tensions between humanitarian normative ideals and practical consequences, as many of the ordering effects are associated with either intended or unintended consequences. This introduction offers a conceptual framing of humanitarian governance. Defining humanitarian governance as a subset of global governance, the paper shows how humanitarians have attempted to improve the consequences of their work by fighting instrumentalisation and instituting rationalisation processes. It adapts four questions, originally formulated by Michael Barnett ( 2013 ), to examine the ways in which humanitarian governance functions in more detail: what kind of world is being imagined and produced through the specific concern with order and risk? Who governs? How is this a form of humanitarian governance and how is it organised? And finally, what are the principal techniques of such governance? The conclusion summarises the main findings and sets an agenda for further research.  相似文献

The humanitarian crisis which followed in the wake of the genocidal regime in Rwanda in 1994 generated massive media attention and an unprecedented outpouring of international public and private assistance. In late 1997, the Rwanda refugee population in Zaire was subjected to a disaster of similarly epic proportions as a result of military action. Yet this crisis went relatively under-reported and failed to attract substantial aid funds, particularly from official donors. This paper seeks to document and account for the demise of the humanitarian imperative. It confronts a number of the criticisms of humanitarian action, concluding that, rather than being flawed, traditional humanitarian values remain valid and should be defended wherever there are situations of conflict.  相似文献

Surprisingly little attention is paid to the role of digital technology and related forms of data production, storage, processing, and sharing in humanitarian governance. This paper uses Michael Barnett's ( 2013 ) conceptualisation of humanitarian governance when arguing for a better accounting of technology in literature on humanitarian governance. Specifically, it proposes a two‐fold alertness to governance of (a) the uses of new technology and (b) that which is produced by digital technologies. This elucidates important issues, including that of access to digitalised data collected from humanitarian subjects, with implications for their (in)security. The paper concludes by suggesting that access is no longer ‘only’ about challenges of gaining access to vulnerable populations, but also about challenges of preventing access to vulnerable digital bodies and their use for aggressive purposes. In short, access and protection acquire a new dimension and analyses of humanitarian governance must be more attentive to the role of digital technology.  相似文献

Although the literature is increasingly concerned with cooperation among humanitarian non-governmental organisations (NGOs), we still lack studies that explain cooperation under conditions of competition. Drawing on 22 semi-structured interviews, this article argues that trust is the driving force behind security-related cooperation within networks of humanitarian NGOs. Which type of trust comes into play and how trust is built depends on the structure of a network. In small, stable networks, trust is typically based on experience, whereas shared identity is at the heart of trust in large, unstable networks. In the latter case, cooperation among humanitarian NGOs is exclusive and comparable to a form of club governance, because NGOs are kept out based on their identity—that is, if they adopt a different operational interpretation of the humanitarian principles.  相似文献

The United Kingdom uses the Defence Lines of Development (DLOD) framework to analyse and understand the key components and costs of a military capability. Rooted in the Resource Based View (RBV) of a firm, an adapted DLOD approach is employed to explore, analyse and discuss the preparedness, planning and response strategies of two markedly different countries (Australia and Bangladesh) when faced with a major cyclone event of a comparable size. Given the numerous similarities in the challenges facing military forces in a complex emergency and humanitarian agencies in a natural disaster, the paper demonstrates the applicability of the DLOD framework as an analysis and planning tool in the cyclone preparedness planning and response phases, and more broadly within the disaster management area. In addition, the paper highlights the benefit to disaster managers, policymakers and researchers of exploiting comparative cross-learning opportunities from disaster events, drawn from different sectors and countries.  相似文献

This paper examines the relationship between national disaster response authorities and the international humanitarian community through case studies in three countries where it is generally agreed that good working relations exist. It seeks to understand the common phenomena which led to those good relations. The paper takes as its premise that the international humanitarian aid community, bruised by its experience in non-functioning and predatory states, has developed an unhelpful aversion to cooperation with, and working through, local government. It posits that in a future with climate change, disasters will be more frequent and this requires a necessary shift, on the part of international agencies and local government from seeing disaster response as exceptional and interventionist to viewing it as a standard part of sovereign duty and normalcy. The study highlights a number of common features across the three case studies which shed light on why disaster response has been transformed in the study countries.  相似文献

The modern cast of disaster relief actors includes host nations, non-governmental organisations, private volunteer organisations, military organisations and others. Each group, civilian or military, has valuable skills and experiences critical to disaster relief work. The goal of this paper is to supplement the study of civil–military relief efforts with contemporary anecdotal experience. The paper examines the interaction between US military forces and other disaster relief actors during the 2005 Kashmir earthquake relief effort. The author uses direct observations made while working in Pakistan to contrast the relationships and activities from that effort with other accounts in prevailing scholarly disaster literature and military doctrine. Finally, this paper suggests that the Kashmir model of integration, coordination and transparency of intent creates a framework in which future humanitarian assistance operations could be successfully executed. Recommendations to improve civil–military interaction in future relief efforts will also be addressed.  相似文献

This paper examines the interface between human rights and humanitarian action in the context of the conflict and tsunami in Aceh, Indonesia, between 1998 and 2007. It looks at the challenges international humanitarian non-governmental organisations (NGOs) faced as they engaged in human rights work in the conflict period and in conflict-related activities in the post-tsunami period. The paper argues that many large NGOs may have compromised what some would hold to be essential principles for humanitarian action because of domestic political concerns, donor restrictions and resistance among certain NGO chiefs. In contrast with the pre-tsunami period, in which NGOs worked for years amid military operations, in the post-tsunami period NGOs were decidedly apolitical, neglecting the conflict in their tsunami response--despite significant developments that permitted greater political engagement in Aceh's post-conflict transformation. The evidence suggests that NGOs are challenged in contextualising humanitarian responses and that there is a need to underscore donor flexibility and independence in humanitarian action.  相似文献

The provision of humanitarian aid at times of disaster in multi-ethnic community settings may lead to conflict, tension and even the widening of the distance between various ethnic groups. That aid agencies distribute humanitarian aid directly to affected communities, to speed up recovery, may often lead to chaos and the intensification of ethnic sentiments. The new distribution mechanisms introduced for the delivery of tsunami aid in Ampara District, Sri Lanka, did not recognise local networks and the culture of the ethnically mixed community setting. This paper analyses post-tsunami aid distribution in Ampara and shows how such an extemporised effort in an ethnically cognisant context increased ethnic division, inequality and disorder, while marginalising the poor segments of the affected population. It recommends the inclusion of local networks in aid dissemination as a measure for improving ethnic neutrality and social harmony in disaster-hit multi-ethnic communities.  相似文献

Military forces of the United States and other countries possess training, equipment and capabilities that are suited for work in disaster preparedness and assistance. Information on the use of military units in domestic and foreign disaster-related efforts, particularly by United States forces in the medical area, was obtained by review of the literature and unpublished military reports, and from interviews with people who have been involved with disaster-related activities. The historical reasons for viewing United States forces as resources in disaster situations are identified. Additionally, issues and problems related to disaster preparedness and assistance in general, and more specifically, to the past and future use of military personnel for this mission are examined. The need for a defined military mission for emergency humanitarian assistance and the need for a military organizational structure to support this mission are identified. Once these two critical issues have been properly addressed, the United States military should participate in the establishment of a disaster institute for joint civilian-military disaster planning and training, in both domestic and foreign areas.  相似文献

In 1988 the International Peace Academy, New York, sponsored a study exploring the interface between security and the delivery of humanitarian aid. The aim was to evaluate the possible use of military help to support humanitarian relief workers during armed conflicts. As part of this pioneering work, the authors of this paper discuss the conceptual questions that must be raised before dealing with the associated practical difficulties. It examines those circumstances in which foreign military organizations might offer help in humanitarian emergencies; the nature of contemporary examples of humanitarian need that result in international responses; and the importance of factors which affect how these are perceived. The paper then analyses the pertinent functions that military units might undertake and finally examines the constraints that would apply if such forces were to become involved.  相似文献

Humanitarian governance is usually understood according to the classic, Dunantist paradigm that accords central importance to international humanitarian agencies. However, this is increasingly paralleled by ‘resilience humanitarianism’ that focuses, among other things, on including national actors in humanitarian governance. This article views humanitarian governance as emerging through interactions between authorities, implementing agencies and communities. It is based on interactive ethnography in five countries by Partners for Resilience (PfR). Using the Theory of Change (ToC) tool, it analyses the various interpretations and priorities of actors involved in humanitarian problems, solutions and programme governance. For example, PfR had a ‘software’ focus, aiming to unlock communities’ potential for resilience, whereas communities and authorities preferred to receive tangible ‘hardware’ support. The findings highlight the crucial role of local authorities in shaping humanitarian aid. This is especially pertinent in view of the international agenda to localise aid, which requires the understanding and support of national actors in order to responsibly protect the vulnerable.  相似文献

Despite the frequency with which disasters occur, very few if any third world countries have developed elaborate disaster mitigation networks. Most commonly, governments in these countries focus their attention on disaster relief rather than disaster mitigation and preparedness. It is the contention of this paper that apart from the political and economic instability which will result from government apathy, lack of sensitivity to the question of disasters and disaster preparedness will result in untold suffering for the millions of our people who live on the urban margins and who are the most exposed to the dangers of disasters. The Israeli–Hezbollah conflict in the summer of 2006, although brief, had a lasting impact on the region and prompted an intense humanitarian response. The conflict raised challenging questions for the United Nations (UN) about how to assist a middle‐income yet extremely vulnerable population in a context where global and local relations are highly politicised. This paper focuses on two key questions that emerged from the humanitarian response. First, how can humanitarian agencies, and particularly the UN, improve the protection of civilians, and was what they did in Lebanon enough? Second, how can humanitarian agencies create partnerships with local actors and still remain true to core humanitarian principles when local actors are fiercely divided along confessional lines and influenced by external actors, and when some, such as Hezbollah, are parties to the conflict? This paper argues that despite the importance of protection and partnerships to the humanitarian response, their role in the UN emergency response still falls short.  相似文献
