The selection of new settlement areas and the construction of safe buildings, as well as rendering built‐up areas safe, are of great importance in mitigating the damage caused by natural disasters. Most cities in Turkey are unprepared for natural hazards. In this paper, Çanakkale, located in a first‐degree seismic zone and sprawled around the Sartçay Delta, is examined in terms of its physical vulnerability to natural hazards. Residential areas are analysed using GIS (geographic information system) and remote‐sensing technologies in relation to selected indicators. Residential areas of the city are divided into zones according to an evaluation of geological characteristics, the built‐up area's features, and urban infrastructure, and four risk zones are determined. The results of the analysis show that the areas of the city suitable for housing are very limited. In addition, the historical centre and the housing areas near Sartçay stream are shown to be most problematic in terms of natural disasters and sustainability.  相似文献

Rural settlements, especially in developing countries, are disproportionally vulnerable to natural hazards due to both biophysical and social vulnerability. Building hazard-resistant houses requires a thorough understanding of hazards and institutional and financial resources. However, it is equally important for planners and policymakers to know how rural residents make the tradeoff between various housing attributes when provided with the resources such as low-interest housing construction loans. In this study, we use a choice experiment (CE) to examine rural households' preference for earthquake resistance when building houses. A total of 300 households from randomly selected villages in central districts of Guilan Province in Iran were recruited for a CE study in which they had to choose between a number of houses that differed in terms of the required construction loan, resistance to earthquakes, size, and exterior and interior designs. Our results show that the average resident preferred larger houses with better exterior and interior designs to more earthquake-resistant houses, and is willing to spend more on these attributes than earthquake safety. These results indicate that rural households are willing to receive loans to improve their houses but that this does not translate into more earthquake-resistant houses.  相似文献

The effects of 'natural' disasters in cities can be worse than in other environments, with poor and marginalised urban communities in the developing world being most at risk. To avoid post-disaster destruction and the forced eviction of these communities, proactive and preventive urban planning, including housing, is required. This paper examines current perceptions and practices within international aid organisations regarding the existing and potential roles of urban planning as a tool for reducing disaster risk. It reveals that urban planning confronts many of the generic challenges to mainstreaming risk reduction in development planning. However, it faces additional barriers. The main reasons for the identified lack of integration of urban planning and risk reduction are, first, the marginal position of both fields within international aid organisations, and second, an incompatibility between the respective professional disciplines. To achieve better integration, a conceptual shift from conventional to non-traditional urban planning is proposed. This paper suggests related operative measures and initiatives to achieve this change.  相似文献

Focusing on three of the largest coastal cities in the Republic of Ireland, this paper highlights the importance of a historical analysis of flood hazards in contextualising current events and potential future risks. Over the last decade, the cities of Dublin, Cork and Galway have experienced several major coastal, river and pluvial floods. In the aftermath of these floods, two distinct but related narratives have dominated public discourse and official responses. The first narrative presents recent floods as unprecedented and as possible evidence of climate change. The second constructs floods primarily as natural events and assumes that the optimal means of reducing flood losses is to prevent flood events. In this paper, I suggest that these narratives are not supported by a historical analysis of exposure and vulnerability to flood hazards in Irish cities. This paper draws primarily on newspaper archives to construct a record of past flooding that challenges these narratives in several ways and in doing so offers lessons for similar cities in other countries. I contend that these narratives are perpetuated by a narrow form of knowledge production (quantitative risk assessment) and a narrow range of data (numeric instrumental records). Incorporating a broader range of sources and data types into risk and vulnerability assessments may illuminate more creative strategies for reducing both contemporary and future flood losses.  相似文献

The benefits of indigenous knowledge within disaster risk reduction are gradually being acknowledged and identified. However, despite this acknowledgement there continues to be a gap in reaching the right people with the correct strategies for disaster risk reduction.

This paper identifies the need for a specific framework identifying how indigenous and western knowledge may be combined to mitigate against the intrinsic effects of environmental processes and therefore reduce the vulnerability of rural indigenous communities in small island developing states (SIDS) to environmental hazards. This involves a review of the impacts of environmental processes and their intrinsic effects upon rural indigenous communities in SIDS and how indigenous knowledge has contributed to their coping capacity. The paper concludes that the vulnerability of indigenous communities in SIDS to environmental hazards can only be addressed through the utilisation of both indigenous and Western knowledge in a culturally compatible and sustainable manner.  相似文献

Flooding is not a recent hazard in the Philippines but one that has occurred throughout the recorded history of the archipelago. On the one hand, it is related to a wider global ecological crisis to do with climatic change and rising sea levels but on the other hand, it is also the effect of more localised human activities. A whole range of socio-economic factors such as land use practices, living standards and policy responses are increasingly influencing the frequency of natural hazards such as floods and the corresponding occurrence of disasters. In particular, the reason why flooding has come to pose such a pervasive risk to the residents of metropolitan Manila has its basis in a complex mix of inter-relating factors that emphasise how the nature of vulnerability is constructed through the lack of mutuality between environment and human activity over time. This paper examines three aspects of this flooding: first, the importance of an historical approach in understanding how hazards are generated; second, the degree of interplay between environment and society in creating risk; and third, the manner in which vulnerability is a complex construction.  相似文献

This paper examines how and if the post-disaster distribution of housing assistance in two cities of Bam, in Iran, and Bhuj, in India, fulfilled the broad aim of enabling the stricken population to achieve housing recovery. Drawing on interviews with stricken households and officials as well as document review, the paper provides an account of the housing assistance distribution policies in these cities as they were formed, evolved, interpreted, and implemented as well as the ways they were experienced by disaster-stricken people. The paper investigates who did not receive assistance, who did not recover (yet) despite receiving assistance, and – in contrast to these groups – who recovered/accumulated new assets during the recovery process. While in both cities public policies of assistance distribution expanded the capacity of the majority of the stricken people to recover, they failed to provide a timely and appropriate support for the recovery of lower income groups, tenants, and squatters, in line with their needs and priorities.  相似文献

A growing awareness of the value of indigenous knowledge has prompted calls for its use within disaster risk reduction. The use of indigenous knowledge alongside scientific knowledge is increasingly advocated but there is as yet no clearly developed framework demonstrating how the two may be integrated to reduce community vulnerability to environmental hazards. This paper presents such a framework, using a participatory approach in which relevant indigenous and scientific knowledge may be integrated to reduce a community's vulnerability to environmental hazards. Focusing on small island developing states it presents an analysis of the need for such a framework alongside the difficulties of incorporating indigenous knowledge. This is followed by an explanation of the various processes within the framework, drawing on research completed in Papua New Guinea. This framework is an important first step in identifying how indigenous and scientific knowledge may be integrated to reduce community vulnerability to environmental hazards.  相似文献

This paper reviews climate change impacts and the existing disaster risk management system in Japan and offers the results of a structured questionnaire survey of the community leaders and disaster risk management personnel of Saijo city of Japan that assesses their perceptions about dealing with the extreme disasters by the existing disaster risk management systems. This study was inspired by the record number of typhoon landfall that has surprised the local government and communities in 2004. While unearthing the hidden vulnerabilities in cities like Saijo, this event has loosened the confidence of local communities on the disaster risk management systems. From the study, we conclude that the existing disaster risk management systems need further fillip and that the proactive community involvement in disaster risk management is still in nascent stages. Associating with the scientific community, involving the local communities (including the elderly), enhancing the redundancy in disaster risk management systems, inculcating strategic thinking and micro-level planning, conducting vulnerability assessments by considering the special circumstances including resource constraints of small cities and better policy coordination across the administrative hierarchy are some important considerations for dealing with the uncertainty brought by the extreme events.  相似文献

Over the past few decades, four distinct and largely independent research and policy communities--disaster risk reduction, climate change adaptation, environmental management and poverty reduction--have been actively engaged in reducing socio-economic vulnerability to natural hazards. However, despite the significant efforts of these communities, the vulnerability of many individuals and communities to natural hazards continues to increase considerably. In particular, it is hydro-meteorological hazards that affect an increasing number of people and cause increasingly large economic losses. Arising from the realisation that these four communities have been largely working in isolation and enjoyed only limited success in reducing vulnerability, there is an emerging perceived need to strengthen significantly collaboration and to facilitate learning and information exchange between them. This article examines key communalities and differences between the climate change adaptation and disaster risk reduction communities, and proposes three exercises that would help to structure a multi-community dialogue and learning process.  相似文献

致灾因子强度和承灾体的脆弱性共同决定了灾情的大小.中国农村乡镇发生地震的概率远远高于大中城市,西藏、新疆、云南、宁夏、青海、甘肃等西部农村乡镇是我国地震灾害最为严重的地区.地震灾害对农村乡镇造成的损失,主要是农村居民住房的破坏,约占总损失的80%以上;其它的20%损失中,又以农村水利工程的破坏损失为主.目前我国农村乡镇居民的住房仍以抗震性能较差的土木、砖木结构为主,开展农村住房地震保险、农村低息住房贷款并加强农村建房的监督管理,是降低农村地震风险、减轻农村地震灾害损失的主要对策.  相似文献

台风灾害的致灾因子具有多重性,这使得台风灾害的风险评估相对于其它灾害来说更加复杂。本文以广东省14个市辖区为例,分别从台风暴雨和台风大风的角度分析了台风致灾因子的时、空、强规律;结合进行研究区承灾体的易损性分析,即选择研究区人口密度、人均GDP和农业占GDP的比重等3个指标综合反映研究区台风灾害的潜在损失风险。在此基础上,本文进一步评估了研究区台风灾害所造成的风险水平的地区差异。结果表明,阳江、深圳、汕尾、珠海、湛江是广东省14个市辖区中受台风灾害影响风险最高的5个区域。  相似文献

本文从自然致灾因子危险性和承灾体易损性2个方面选取评价指标,在南通市基础图件的基础上,通过GIS软件分析分别得到南通市自然致灾因子危险性分区图和社会经济易损性分区图.两图叠加后,生成南通市自然灾害风险区划基本单元,采用自下而上的定量区划方法,合并得到自然灾害风险区划图,最后分别论述了每个风险区的自然灾害和社会经济的特征.通过对风险区划指标和区域划分的探讨,以期为南通市防灾减灾工作提供科学依据.  相似文献

ABSTRACT

In an effort to understand the social-physical vulnerabilities from the 2008 Wenchuan earthquake, this research established and validated a conceptual model for natural disaster analysis. The earthquake severely impacted the built environment, with many buildings being destroyed in the earthquake and from secondary impacts. This vulnerable environment exacerbated the poverty in the local residents because of the lack of flat land and the inaccessibility of the mountainous areas. Therefore, there was an interactive relationship between the built environment vulnerability and the social vulnerability. Due to general poverty and low education levels, social vulnerability in rural areas is often the result of poor quality building construction; in the event of an earthquake, therefore, most economic losses and casualties are the result of building destruction. To enhance social-physical resilience, measures should be adopted to mitigate the vulnerability of the built environment and society through actions such as land use planning, the use of seismic-resistant technologies, and investment in infrastructure, education, industrial development, and environmental protection. This research extracts the reasons for the vulnerabilities through an examination of the interactions between the natural environment, the built environment, and the local society. The insights gained have significant theoretical and practical implications in assisting vulnerable communities resist and adapt to natural hazards to achieve sustainable development.  相似文献

Many mega cities in developing countries are exposed to the sources of natural catastrophes, particularly seismic activity. A high level of seismic hazard in some of these places, coupled with a relatively high degree of vulnerability within the built environment, can result in dire human and economic consequences. This paper contains examples of such potentially disruptive factors in relation to Tehran, Iran. It presents preliminary seismic loss estimates for residential buildings in a pilot area of northern Tehran. The paper briefly investigates the effectiveness of risk management measures and loss compensation mechanisms before assessing the feasibility of an insurance‐based risk transfer instrument for managing potential seismic losses among residential buildings in Tehran. It goes on to suggest how probabilistic catastrophe loss modelling can help local insurers to manage their portfolios and facilitate risk sharing among insurance companies and households. Finally, the paper addresses the question of how catastrophe loss modelling can help to strengthen the penetration of property insurance in developing countries.  相似文献

Istanbul is one of the world's cities most vulnerable to seismic events. According to seismologists, the probability of a severe earthquake in the next 30 years is approximately 40 per cent. Following an outline of the seismicity of this vital Turkish city and a summary of current seismic risks and mitigation studies, this paper presents the results of a survey conducted in two districts of Istanbul, Avcilar and Bakirkoy. The survey comprised some 60 questions on the seismic risk perceptions of individuals and requested basic personal data, such as on age, education level, employment type, financial income, and gender. Despite various differences among the survey population, such as academic background and level of financial income, responses were surprisingly similar, especially in terms of having no plan for a safer house. The data may help those planning mitigation programmes and public awareness campaigns on preparedness and particularly mitigation in highly vulnerable regions.  相似文献

韧性理论引入灾害风险管理领域,为世界防灾减灾实践提供了新理念,并在国内外韧性城市社区建设中得到广泛应用,但针对乡村地区,尤其是高脆弱性的贫困村韧性社区建设的研究还较为鲜见。该文以韧性理论为基础,结合乡村振兴战略规划,通过对贫困村社会生态系统特征的分析,探讨了新时期我国贫困村灾后恢复重建与灾害风险管理发展方向及特点。研究发现:贫困村不仅产业经济落后,而且还具有自然环境复杂、基础设建设滞后、社会公益设施匮乏、教育水平较低、自然灾害频发等特点。这类灾害多发区与贫困人口聚集区在空间上的叠加,成为我国社会生态系统高脆弱性地区,面临着严峻的防灾减灾与扶贫开发的双重挑战;基于韧性理论视角,通过构建贫困村适灾韧性系统,开展贫困村社区韧性综合评价,调整贫困村灾后恢复重建规划编制理念等,以推动贫困村灾后恢复重建的转型;在此基础上,结合贫困村社会生态系统特点,以建立健全贫困村灾害风险管理机制、探究提升贫困村适灾韧性社区建设的新途径、协同灾害管理与乡村振兴发展目标、开展灾区恢复重建动态监测与后效评价等政策举措为抓手,深化贫困村灾害风险管理实践,提升贫困地区可持续发展能力。  相似文献

This research article describes the construction of vulnerability to natural hazards in the Dieng Plateau of Central Java, Indonesia. The Dieng Plateau is a volcanically hazardous landscape, featuring a series of craters with a history of recurrent phreatic eruptions and emission of poisonous gases. Drawing on four months of in-depth fieldwork, this article applies the ‘hazardscape’ as a conceptual lens to describe how economic necessity and political processes frame volcanic risk, and how this influences vulnerability. Vulnerability in Dieng is linked to its history of upland settlement, the unequal spatial distribution of land prices, and the impact of internal state-led territorialisation strategies. Territorialisation strategies are characterised by the spatial designation of certain areas as ‘hazardous’, a process that historically led to the relocation of upland Javanese farmers to the outer islands as part of the politically significant transmigration programme. However, these territorial zones were locally contested, leading to the reoccupation of hazardous land with mixed outcomes for conditions of vulnerability. By unpacking the political construction of risk, through the concepts of territoriality and the hazardscape, this article demonstrates how the utilisation of hazardous land can bring economic opportunity alongside disadvantage in Java’s volcanic landscapes.  相似文献
