By interpreting disasters as opportunities to initiate the fulfilment of development needs, realise the vulnerability of the affected community and environment, and extend the legacy of relief funds and effort, this paper builds upon the concept linking relief, rehabilitation and development (LRRD) in the sanitation sector. It aims to use a composite of case studies to devise a framework for a semi‐hypothetical scenario to identify critical components and generic processes for a LRRD action plan. The scenario is based on a latrine wetland sanitation system in a Muslim community. Several sub‐frameworks are developed: (i) latrine design; (ii) assessment of human waste treatment; (iii) connective sanitation promotion strategy; and (iv) ecological systems and environmental services for sanitation and development. This scenario illustrates the complex issues involved in LRRD in sanitation work and provides technical notes and references for a legacy plan for disaster relief and development.  相似文献

In an emergency, the international community responds to the immediate health needs of refugees through the establishment of action-oriented, life-saving services. Healthcare delivery is often managed with limited, if any, coordination with local health management structures. In situations where refugees remain in the host country for many years, sustainability issues inevitably arise. Refugee-hosting governments may ultimately be called upon to assume the management and funding of refugee services. Planning for service integration, while protecting against declines in service quality, is a challenge in the typically resource-poor host environments. This paper discusses these issues by presenting the experience of the West Nile districts in northern Uganda, and describes quality design as a relevant planning methodology. Quality design is a systematic planning approach that documents and directly incorporates the service users' self-defined expectations and needs.  相似文献

A powerful earthquake hit the city of Bam in southeast Iran on 26 December 2003. In its aftermath, a number of international relief agencies, including Oxfam, assisted in providing emergency sanitation services. Oxfam's programme consisted of constructing and repairing toilets and showers in villages located outside of the city. In contrast with other organisations, Oxfam opted for brick-work structures, using local materials and human resources rather than prefabricated cubicles. The choice illustrates the dilemmas faced by agencies involved in emergency sanitation: responding to needs in a manner consistent with international standards and offering assistance in a timely fashion while involving beneficiaries. Following a preliminary survey, Oxfam concluded that the provision of showers and latrines, in addition to utilisation of local materials and human resources, was essential for ensuring well-being, empowerment and dignity among members of the affected population, thereby maximising the benefits.  相似文献

Emergencies resulting in large-scale displacement often lead to populations resettling in areas where basic health services and sanitation are unavailable. To plan relief-related activities quickly, rapid population size estimates are needed. The currently recommended Quadrat method estimates total population by extrapolating the average population size living in square blocks of known area to the total site surface. An alternative approach, the T-Square, provides a population estimate based on analysis of the spatial distribution of housing units taken throughout a site. We field tested both methods and validated the results against a census in Esturro Bairro, Beira, Mozambique. Compared to the census (population: 9,479), the T-Square yielded a better population estimate (9,523) than the Quadrat method (7,681; 95% confidence interval: 6,160-9,201), but was more difficult for field survey teams to implement. Although applicable only to similar sites, several general conclusions can be drawn for emergency planning.  相似文献

Disaster assessment and assistance activities are often hampered by organizational problems which diminish the effect of these efforts on the people they are intended to help. Inefficient targeting of relief causes reduced coverage of needy populations and inflated costs. In order to ensure that the most needy populations receive appropriate types and amounts of assistance, collection of assessment data must be at the lowest possible administrative unit. In addition, it is essential that disaster assessment be a dynamic process in which follow-up activities monitor possible changes in vulnerability and need in the targeted populations.
This paper presents a method for post-disaster rapid needs assessment at the community level. Indigenous numerators are used to collect data with which communities are served and ranked according to need. Qualitative and quantitative methods are incorporated to provide rapidly a centralised database with which relief organizations can accurately target specific communities for assistance.  相似文献

This paper reports the results of a study conducted within the emergency planning zone (EPZ) of the Nine Mile Point (NMP) nuclear complex located in Oswego County, New York. An EPZ is the area in the vicinity of a nuclear power plant for which detailed plans are implemented for the management of emergencies and for the communication of the risks of nuclear energy production. EPZs are subdivided into emergency response planning areas (ERPAs) according to distance from the plant. This study aimed at discovering how residents of the NMP EPZ perceived distance to the nuclear plant. Distance was conceptualized in five different and complementary ways: estimated straight line distance, estimated driving distance, actual straight distance, actual driving distance and perceived distance. The results indicate that people living at a very short distance from the nuclear plant perceive and estimate distance differently than people living farther away. These results have policy implications and suggest alternative and potentially more efficient ways to redesign ERPAs. Fundamental geographic variables and concepts such as distance, location, proximity and their associated human perceptions are important human dimensions of risk analysis. These results should be of interest to nuclear emergency planners and are probably applicable to many other hazard planning activities.  相似文献

Geographic information systems (GIS), global positioning systems and remote sensing have been increasingly used in public health settings since the 1990s, but application of these methods in humanitarian emergencies has been less documented. Recent areas of application of GIS methods in humanitarian emergencies include hazard, vulnerability, and risk assessments; rapid assessment and survey methods; disease distribution and outbreak investigations; planning and implementation of health information systems; data and programme integration; and programme monitoring and evaluation. The main use of GIS in these areas is to provide maps for decision-making and advocacy, which allow overlaying types of information that may not normally be linked. GIS is also used to improve data collection in the field (for example, for rapid health assessments or mortality surveys). Development of GIS methods requires further research. Although GIS methods may save resources and reduce error, initial investment in equipment and capacity building may be substantial. Especially in humanitarian emergencies, equipment and methodologies must be practical and appropriate for field use. Add-on software to process GIS data needs to be developed and modified. As equipment becomes more user-friendly and costs decrease, GIS will become more of a routine tool for humanitarian aid organisations in humanitarian emergencies, and new and innovative uses will evolve.  相似文献

This review of incentives to evacuate is meaningful largely in the context of planning for and managing the consequences of the impact of riverine floods. Of course, incentives do not constitute an emergency plan. At best, they should be seen as suggestions for structuring some elements of a plan. Furthermore, the enumeration of incentives presented here is meant to be suggestive rather than exhaustive. A primary objective of this paper has been to underscore the importance of advance planning in coping with hazards and to argue that, even though limited, existing research can be productively used in the planning process. The incentives described here are based upon or drawn from empirical research on people's performance under flood disaster conditions. This reflects the view that it is important to build emergency planning around people's known reaction patterns. Too often emergency plans which are administratively devised turn out to be based upon misconceptions of how people react (cf. Drabek and Stephenson, 1971, p. 202; Dynes et al., 1972, p. 31) and, therefore, potentially create more difficulties than they solve. One must be cautioned, however, that although our data indicate that people say they would support the idea of various evacuation incentives examined here, these are attitudinal data and not performance data. Thus, the real test of evacuation incentives lies in their implementation and in evaluation data on pilot programs which, unfortunately, do not presently exist. The outlook for the feasibility of developing and utilizing evacuation incentives appears to be positive, though, judging from responses to our interviews. In the final analysis, it would appear to be wise to develop emergency plans which guide and channel citizen actions into complementary and productive protection behavior patterns. The present discussion of incentives to evacuate is intended to encourage data-based emergency planning.  相似文献

Recent natural and human-induced emergencies have highlighted the vulnerability of the built environment. Although most emergency events are not entirely unexpected, and the effects can be mitigated, emergency managers in the United Kingdom have not played a sufficiently proactive role in the mitigation of such events. If a resilient and sustainable built environment is to be achieved, emergency management should be more proactive and receive greater input from the stakeholders responsible for the planning, design, construction and operation of the built environment. This paper highlights the need for emergency management to take a more systematic approach to hazard mitigation by integrating more with professions from the construction sector. In particular, design changes may have to be considered, critical infrastructures must be protected, planning policies should be reviewed, and resilient and sustainable agendas adopted by all stakeholders.  相似文献

The present review sets out to identify differences between refugees and other more stable communities living in less developed countries: demographic, mortality, morbidity, nutritional and selected epidemiological data are discussed. Although generalizations are difficult because of the variability of refugees and their differing circumstances, the health problems and diseases do not appear to differ qualitatively, although they may be quantitatively more severe.
The areas of particular concern lie not so much with the problems but with approaches to their solutions: the need to respond rapidly and appropriately to emergencies, the importance of attending to the priorities of nutrition, shelter, sanitation and water; and the necessity of providing services which are sufficiently flexible and sensitive to the changing needs of the refugees as they move from the acute emergency to the long-term settlements.
The review highlights certain areas where insufficient information is currently available, notably mental illness and the long-term issues of health and development, and outlines the implications of the conclusions for policy makers, with particular reference to training and research.  相似文献

为了建立健全我国突发公共事件应急管理体制,提高各级政府应对突发事件的能力,分析和研究各级政府在突发公共事件应急管理过程中存在的问题显得非常重要。本文通过对九江地区5.7级地震发生后灾区某市政府在应急救灾抢险方面所展开的各项管理工作的调查研究,对灾区政府从启动初动体制到全面展开应急救灾工作的应急管理过程进行了详细分析。在此基础上,以灾区某市政府地震灾害应急管理为例,就我国各级政府在灾害管理过程中普遍存在的有应急预案但没有相应的防灾规划实施细则、灾后受灾应急评估体系不健全、应急避难与应急救灾物资缺少规划管理等问题进行了探讨和分析,并就如何加强我国地方政府灾害应急管理能力提出了相应的建议和方法。  相似文献

我国是一个自然灾害频发的国家,汶川大地震产生的巨大破坏将国家减灾救灾的战略需求提到了更高的地位.利用国产SWDC数字航空摄影仪等航空遥感平台,在灾前预警、灾中应急和灾后重建等不同阶段获取及时、准确、有效的灾害数据,是减灾救灾的重要组成内容.阐述了SWDC在灾中应急与灾后详评估中采用的技术方案,并于2008年5月16日、18日、21日三次获取了北川、平武、安县和青川等县市的航空遥感影像,制作了北川县地质灾害分布图、灾区公路损毁分布图等图件.在此基础上,对SWDC的数据快速获取能力和高精度的灾害详评估进行了着重论述.最后,分析了灾害应急航空遥感数据处理的现状,对各种处理手段进行了对比分析,并对航空遥感的未来发展进行了展望.  相似文献

Emergency food aid has usually, if at all, been targeted through feeding centres. In Darfur, Sudan, SCF targeted food aid to the population on the basis of comprehensive household data. The decision to use this approach was taken in 1986 following the failure of both feeding centres and general distribution to meet emergency needs in 1984/85. This report outlines the development of the food targeting system and the types of data used for making allocations. Further research is required in order to find solutions to questions raised by the experience, such as: How can NGOs and government authorities arrive at a definition of need which is acceptable to local government and donors?; What is the most practical method for implementing a targeted programme to a proportion of the population?; Should individuals be given assistance which will enable them to remain in non-productive areas?; and would direct market intervention, food for work, or cash distribution be a more effective and less disruptive form of emergency aid in famine areas?  相似文献

城市在聚集财富的同时也在聚集风险,因此,各种重大突发事件时有发生。城市应急避难所是应对突发事件的重要设施,是现代化大城市用于民众躲避危险地区的安全场所。为了提高应急避难所的应急能力,减少人员伤亡和财产损失,有必要对应急避难所的应急适应能力进行综合评价,以便为加强应急避难所应急能力的建设提供定量依据。以层次分析法为基础,根据应急避难所的功能特点,从应急避难场所的规划设计、内部硬件设施、外部软件环境三个方面出发,选定18个评价指标;构造了突发事件应急避难所应急能力影响因素的层次结构,建立了综合评价模型,求出了各指标的合成权重;利用线性加权模型得出综合应急适应能力评价结果,并确定改进的工作重点:对评价模型的优缺点进行了理论上的分析。以北京市元大都城垣遗址公园应急避难所作为实例,计算表明,这种方法具备一定的实用性和科学性。  相似文献

Frustrations and failures will continue to mount if we do not immediately summon the courage to revise the ways we think and take action-as well as maintaining essential services to support life and health … Saving hundreds of thousands … who are at risk of dying from malnutrition or infection is an immediate imperative. But it must be only one stage in the progress toward other activities, and one element in the truly comprehensive approach… The main intent of this paper is to explore aspects of the nature and evolution of poverty in Sub-Saharan Africa with special reference to food and hunger and their interaction with macro-economic policy. An attempt is made to outline the overall context within which food aid needs to be used in order to have a greater developmental impact. Following an Introductory Section I, Section II provides a sketch map of how recession and lagging food production - with cyclical weather crises superimposed - affect the human condition of poor people. Section III reviews die interaction between "standard" IMF stabilization and World Bank structural adjustment strategies and poverty/hunger. Improvements in the design of stabilization and adjustment programmes, and of the inter-relationship with them of emergency programmes, can be identified. A number turn on the broadened and more innovative or catalytic use of food aid. Section IV reviews aspects of facing a continuing series of emergencies and of designing life support programmes to facilitate rehabilitation of the households directly affected as well as of the national economies. From this base it explores a series of elements in achieving renewed development. The concluding Section seeks to explore the strengths, limitations and potentials of food aid in the context set by the previous sections. The standard criticisms of food aid appear to be overstated and/or to relate to particular modalities or approaches rather than to anything intrinsic. A number of criteria for improving the effectiveness of food aid - especially in respect to rehabilitation, recovery and renewed development - are set out.  相似文献

Successful problem-solving is usually based upon a sound knowledge of the problem. Where the problem is a hazard, the impossibility of a 'solution' in terms of complete prevention is well known but proper problem assessment is still required. Detailed hazard zone mapping can be a valuable aid to planning to reduce hazards and to avoid disasters. A map is a powerful visual medium for conveying information where awareness of disaster proneness amongst public officials and others is limited. However, a map is also a comparatively limited medium for analysing risks and is most useful to planners if combined with detailed supporting documentation. Maps and related documents are particularly useful if they provide a complete assessment of risk, are periodically updated, are integrated with the planning process and are systematically compiled and presented at an appropriate scale. Map scale often presents problems. The larger the scale, the less limited the map will be in recording useful detail but updating becomes more costly and therefore less likely. The Water Authorities Section 24(5) surveys are remarkably detailed and are valuable planning and research materials. They demonstrate the widespread nature of flooding problems and the need for decades of flood alleviation and drainage expenditure in England and Wales. Further standardisation of content and presentation could enhance the value of the survey reports but their value depends ultimately upon regular and systematic updating.  相似文献

This paper examines the role played by a network of 12 local non-governmental organisations (NGOs)--the East Coast Development Forum (ECDF)-in the response to the Indian Ocean tsunami ('Asian tsunami') of 26 December 2004, which devastated the east coast of India. It examines how the ECDF sought to meet the needs of affected people through a direct relief programme, a rehabilitation programme focused on the restoration of livelihoods, and through advocacy to press for changes to government programmes to make them inclusive and to ensure that they satisfy the priority needs of the people most affected. The paper concludes that it was the trust and capacity built up through past network activities of the fisher, dalit, and tribal communities that enabled the ECDF to launch an effective response to the tsunami. A lesson to emerge is that the use of similar existing networks could be employed in other disaster responses around the world.  相似文献

依据笔者在四川省绵竹市、都江堰市参加建设部组织的汶川地震震后房屋应急评估所取得的资料,对该次地震造成的建筑结构破坏进行了分析,从砖砌体结构、混凝土框架结构、构造问题以及设计与施工缺陷4个方面,论述了各种破坏的形态与成因,讨论了现行设计方法中存在的问题,提出了相应的改进建议。主要结论有:砌体结构的底层墙体强度不足、开间过大、形体复杂是导致其破坏的重要原因,在设计中,应适当提高砌体结构底层墙体的强度,控制房屋的开间,加强形体变化部位;砌体结构的窗下墙应作为连接墙肢的连梁考虑,可以将其设计成抗震设防的第一道防线;框架结构设计中,应考虑框架与填充墙的相互作用,考虑楼梯斜梁或斜板参与结构的整体受力;在现行规范要求的基础上,要适当增加框架柱的截面,节点附近的箍筋应采用焊接封闭箍或螺旋箍;应加强非结构构件的连接与锚固;对乡村房屋建设应予以监管,杜绝结构体系不明确的房屋出现。  相似文献
