What consequences does ‘everyday violence’ have on the abilities of survivors to protect themselves from further risks? This paper seeks to establish the linkages between violence and people's resilience capacities to survive and adapt to environmental changes, particularly those living in fragile economic and political contexts such as Chad. It investigates not only how the adverse consequences of violence against women and girls affect the health status and livelihoods of survivors, but also their capacities, and those of their household and community members, to further protect themselves from other risks. Empirical evidence collected in Chad as part of the BRACED (Building Resilience and Adaptation to Climate Extremes and Disasters) programme shows that ‘everyday violence’ undermines resilience‐building at the individual, household, and community level. These results have serious implications for development programmes and the role they need to play to better promote both gender equality and resilience to shocks and stresses.  相似文献

Forecast‐based drought early warning/early action has been hampered by both inadequate decision‐making frameworks and a lack of appropriate funding mechanisms. Rural communities in Nicaragua and Ethiopia that have participated in resilience‐building interventions of varying durations demonstrate the value of community‐based actions informed by early warning, forecasts and drought management advice, both before and during the agricultural season. While drought affected all crops negatively, participants were better able to mitigate impacts, were more organised in accessing relief and recovered more effectively. These results are consistent with other research on the cost/benefit of anticipatory actions, use of climate services and appropriate drought management advice. They also confirm the importance of embedding short‐term early action in long‐term resilience‐building. Despite this, formal systems, national and local, remain essentially unimplemented. Systems being developed at global level now need to be operationalised and translated into effective local drought management standard operating procedures for the most vulnerable.  相似文献

This paper describes a method for reducing the economic risks associated with predictable natural hazards by enhancing the resilience of national infrastructure systems. The three-step generalised framework is described along with examples. Step one establishes economic baseline growth without the disaster impact. Step two characterises economic growth constrained by a disaster. Step three assesses the economy's resilience to the disaster event when it is buffered by alternative resiliency investments. The successful outcome of step three is a disaster-resistant core of infrastructure systems and social capacity more able to maintain the national economy and development post disaster. In addition, the paper considers ways to achieve this goal in data-limited environments. The method provides a methodology to address this challenge via the integration of physical and social data of different spatial scales into macroeconomic models. This supports the disaster risk reduction objectives of governments, donor agencies, and the United Nations International Strategy for Disaster Reduction.  相似文献

The economic devastation resulting from recent natural disasters has spawned intense interest in programmes that promote regional resilience. The economic impacts of Hurricane Ike (September 2008) endured long beyond the storm's landfall, compounded by a national recession. This study analyses the pattern of post‐Ike industrial growth in eight coastal counties of Texas, United States, and identifies sources of resilience and potential drivers of recovery. The results indicate that post‐disaster growth patterns differ from established growth patterns. Levels of resilience vary across industrial sectors, and service sectors tend to lead a recovery. The resilience of the hotel and restaurant sector, for instance, suggests that the presence of relief workers might immunise certain sectors against a post‐disaster economic downturn. Besides the sectors that are generally resilient, each county has its own distinct sectors that, depending on the extent of the damage suffered, tend to perform strongly after a disaster, owing to the characteristics of the respective county's economy.  相似文献

Numerous resilience measurement frameworks for climate programmes have emerged over the past decade to operationalise the concept and aggregate results within and between programmes. Proxies of resilience, including subjective measures using perception data, have been proposed to measure resilience, but there is limited evidence on their validity and use for policy and practice. This article draws on research on the Decentralising Climate Funds project of the Building Resilience and Adaptation to Climate Extremes and Disasters programme, which supports communities in Mali and Senegal to improve climate resilience through locally controlled adaptation funds. It explores attributes of resilience from this bottom‐up perspective to assess its predictors and alignment with food security, as a proxy of well‐being. We find different patterns when comparing resilience and the well‐being proxy, illustrating that the interplay between the two is still unclear. Results also point to the importance of contextualising resilience, raising implications for aggregating results.  相似文献

Housing is not only a structure, but also a process tied up with social, cultural, psychological and economic attributes. Following Cyclone Sidr, the Government of Bangladesh has been using ‘build back better’ as a colloquial slogan to push forward the idea of resilience in post-disaster interventions, especially with regard to rebuilding houses. This paper examines how and whether the idea is reflected through the government's post-Sidr housing project at Gabtola. It problematizes the slogan from the accounts of community participation, local practicalities, culture, weather and potential future risks. Based on eight months of ethnographic fieldwork at Gabtola, this research found that the basic attributes of the ‘build back better’ slogan are absent with regard to the housing scheme's cost efficiency, management, livelihoods, public health aspects and tolerance against a super-cyclone. These findings will provide valuable insights into the problems associated with the implementation of post-cyclone public housing programmes in Bangladesh. Such insights can assist public authorities and other relevant organizations and donor agencies in revising and improving their post-disaster housing programmes in the wake of future disasters.  相似文献

This paper explores peoples' indigenous survival strategies and assesses variations in people's ability to cope with floods in two flood‐prone villages in Bangladesh. It reveals that people continuously battle against flood vulnerability in accordance with their level of exposure and abilities, with varied strategies employed at different geophysical locations. The paper reports that people in an area with low flooding and with better socioeconomic circumstances are more likely to cope with impacts compared to people in areas with high and sudden flooding. Similarly, households' ability to cope varies depending on people's socioeconomic conditions, such as education, income and occupation. Although floods in Bangladesh generate socioeconomic misery and cause damage to the environment, health and infrastructure, people's indigenous coping strategies have helped them to reduce significantly their vulnerability. Such flood‐mitigating strategies should be well recognised and emphasised further via proper dissemination of information through an early‐warning system and subsequently external assistance.  相似文献

This paper presents an evaluation of the long‐term impact of microfinance programmes on Acehnese children during the post‐tsunami recovery. The study, conducted from June to August 2010, examined the impact of microfinance programming six years after the tsunami. The sample consisted of 185 microfinance participants, with a comparison group of 192 individuals who did not participate in microfinance programmes. All respondents were parents, interviewed through a structured survey. The study used four child protection indicators—diet, health, childcare and education—in contrast to traditional repayment rate indicators. The primary results were insignificant with respect to all four child protection indicators, suggesting that, with respect to these indicators, there was no long‐term difference between the impact of microfinance on beneficiaries' children and non‐beneficiaries' children. These findings signify a need for microfinance actors to move beyond traditional indicators of economic success to evaluate the social changes microfinance programmes are presumed to effect.  相似文献

Climate change, although a natural phenomenon, is accelerated by human activities. Disaster policy response to climate change is dependent on a number of factors, such as readiness to accept the reality of climate change, institutions and capacity, as well as willingness to embed climate change risk assessment and management in development strategies. These conditions do not yet exist universally. A focus that neglects to enhance capacity-building and resilience as a prerequisite for managing climate change risks will, in all likelihood, do little to reduce vulnerability to those risks. Reducing vulnerability is a key aspect of reducing climate change risk. To do so requires a new approach to climate change risk and a change in institutional structures and relationships. A focus on development that neglects to enhance governance and resilience as a prerequisite for managing climate change risks will, in all likelihood, do little to reduce vulnerability to those risks.  相似文献

The adoption of a Climate Disaster Resilience Index in Chennai,India   总被引:1,自引:0,他引:1  
Results derived from the Climate Disaster Resilience Index (CDRI)—consisting of five dimensions (economic, institutional, natural, physical, and social), 25 parameters, and 125 variables—reflect the abilities of people and institutions to respond to potential climate‐related disasters in Chennai, India. The findings of this assessment, applied in the 10 administrative zones of the city, reveal that communities living in the northern and older parts of Chennai have lower overall resilience as compared to the flourishing areas (vis‐à‐vis economic growth and population) along the urban fringes. The higher resilience of communities along the urban fringes suggests that urbanisation may not necessarily lead to a deterioration of basic urban services, such as electricity, housing, and water. This indication is confirmed by a strong statistical correlation between physical resilience and population growth in Chennai. The identification of the resilience of different urban areas of Chennai has the potential to support future planning decisions on the city's scheduled expansion.  相似文献

The resilience perspective has emerged as a plausible approach to confront the increasingly devastating impacts of disasters; and the challenges and uncertainty climate change poses through an expected rise in frequency and magnitude of hazards. Stakeholder participation is posited as pivotal for building resilience, and resilience is not passive; rather, stakeholders are actively involved in the process of building resilience. Who is involved and how they are involved are crucial aspects for developing resilience in practice. Nevertheless, there are few empirical studies available to inform theory or show how these issues are addressed. This study focuses on revealing how practitioners frame the issue of participation in relation to resilience, its relevance to a changing climate and how, in consequence, they construct practices. Using Hajer's [(1995). The politics of environmental discourse: Ecological modernization and the policy process. New York] ‘Social-interactive discourse theory’, in this interdisciplinary research, we study the frames and subsequent practices developed around a disaster management policy initiative in Australia: the Natural Disaster Resilience Program in Queensland. What emerges from the research findings as critical and requiring urgent attention is stakeholder and especially local government and community participation, and for this to become socially relevant, challenges such as meaningful communication and power structures need to be addressed. What is also critical is to move from experiential learning to social learning. Additionally, the results presented here offer empirical evidence on how broadening the pool of actors can be implemented, and the opportunities that this opens up for building resilience.  相似文献

The resilience of any system, human or natural, centres on its capacity to adapt its structure, but not necessarily its function, to a new configuration in response to long‐term socio‐ecological change. In the long term, therefore, enhancing resilience involves more than simply improving a system's ability to resist an immediate threat or to recover to a stable past state. However, despite the prevalence of adaptive notions of resilience in academic discourse, it is apparent that infrastructure planners and policies largely continue to struggle to comprehend longer‐term system adaptation in their understanding of resilience. Instead, a short‐term, stable system (STSS) perspective on resilience is prevalent. This paper seeks to identify and problematise this perspective, presenting research based on the development of a heuristic ‘scenario–episode’ tool to address, and challenge, it in the context of United Kingdom infrastructure resilience. The aim is to help resilience practitioners to understand better the capacities of future infrastructure systems to respond to natural, malicious threats.  相似文献

A warming climate and less predictable weather patterns, as well as an expanding urban infrastructure susceptible to geophysical hazards, make the world an increasingly dangerous place, even for those living in high‐income countries. It is an opportune moment, therefore, from the vantage point of the second decade of the twenty‐first century, to review the terms and concepts that have been employed regularly over the past 50 years to assess risk and to measure people's exposure to such events in the light of the wider geopolitical context. In particular, it is useful to examine ‘vulnerability’, ‘resilience’, and ‘adaptation’, the principal theoretical concepts that, from an historical perspective, have dominated disaster studies since the end of the Second World War. In addition, it is valuable to enquire as to the extent to which such discourses were ideological products of their time, which sought to explain societies and their environments from the stance of competing conceptual frameworks.  相似文献

Post‐disaster development policies, such as resettlement, can have major impacts on communities. This paper examines how and why people's livelihoods change as a result of resettlement, and relocated people's views of such changes, in the context of natural disasters. It presents two historically‐grounded, comparative case studies of post‐flood resettlement in rural Mozambique. The studies demonstrate a movement away from rain‐fed subsistence agriculture towards commercial agriculture and non‐agricultural activities. The ability to secure a viable livelihood was a key determinant of whether resettlers remained in their new locations or returned to the river valleys despite the risks posed by floods. The findings suggest that more research is required to understand i) why resettlers choose to stay in or abandon designated resettlement areas, ii) what is meant by ‘voluntary’ and ‘involuntary’ resettlement in the realm of post‐disaster reconstruction, and iii) the policy drivers of resettlement in developing countries.  相似文献

How do disasters shape local government legitimacy in relation to managing climate‐ and disaster‐related risks? This paper looks at how local authorities in Central Vietnam perceive their social contract for risk reduction, including the partial merging of responsibilities for disaster risk management with new plans for and investments in climate change adaptation and broader socioeconomic development. The findings indicate that extreme floods and storms constitute critical junctures that stimulate genuine institutional change. Local officials are proud of their strengthened role in disaster response and they are eager to boost investment in infrastructure. They have struggled to reinforce their legitimacy among their constituents, but given the shifting roles of the state, private sector, and civil society, and the undiminished emphasis on high‐risk development models, their responsibilities for responding to emerging climate change scenarios are increasingly nebulous. The past basis for legitimacy is no longer valid, but tomorrow's social contract is not yet defined.  相似文献

This paper examines the extent to which economic development decreases a country's risk of experiencing climate‐related disasters as well as the societal impacts of those events. The paper proceeds from the underlying assumption that disasters are not inherently natural, but arise from the intersection of naturally‐occurring hazards within fragile environments. It uses data from the International Disaster Database (EM‐DAT), 1 representing country‐year‐level observations over the period 1980–2007. The study finds that low‐income countries are significantly more at risk of climate‐related disasters, even after controlling for exposure to climate hazards and other factors that may confound disaster reporting. Following the occurrence of a disaster, higher income generally diminishes a country's social vulnerability to such happenings, resulting in lower levels of mortality and morbidity. This implies that continued economic development may be a powerful tool for lessening social vulnerability to climate change.  相似文献

Many agencies working on disaster risk reduction use vulnerability and capacity assessment (VCA) to identify vulnerable groups, to assess their needs and capacities, and to develop appropriate programmes and policies. In theory, VCA offers a good opportunity to incorporate disabled people's needs and resources in counter‐disaster programming. This paper seeks to establish and explain the extent to which disability is included in VCA in practice. It reviews VCA reports and findings, formal VCA guidance, and other methodological literature. The review indicates that disability is a neglected issue in VCA practice and that manuals and guidelines, while promoting the general ideal of inclusiveness, are insufficiently aware of the challenges to achieving this in practice and do not offer enough guidance on how to reach and include disabled people. Ways of overcoming these problems are suggested. However, the real challenge may be to change core attitudes and perceptions of disability within implementing organisations.  相似文献

We created a measure to help comprehend population vulnerability to potential flooding and excessive heat events using health, built environment and social factors. Through principal component analysis (PCA), we created non‐weighted sum index scores of literature‐reviewed social and built environment characteristics. We created baseline poor health measures using 1999–2005 age‐adjusted cardiovascular and combined diabetes and hypertension mortality rates to correspond with social–built environment indices. We mapped US Census block groups by linked age‐adjusted mortality and a PCA‐created social–built environment index. The goal was to measure flooding and excessive heat event vulnerability as proxies for population vulnerability to climate change for Travis County, Texas. This assessment identified communities where baseline poor health, social marginalisation and built environmental impediments intersected. Such assessments may assist targeted interventions and improve emergency preparedness in identified vulnerable communities, while fostering resilience through the focus of climate change adaptation policies at the local level.  相似文献

Local adaptation to climate change is essential for vulnerable coastal communities faced with increasing threats to livelihood and safety. This paper seeks to understand the micro-level enabling conditions for climate change adaptation through a livelihood lens in a study of six coastal villages in Bacacay in the province of Albay, Philippines. Albay is a high-risk province due to hydro-meteorological and geophysical hazards. The analysis of livelihood resilience utilizing the Sustainable Livelihoods Approach shows that a soft adaptation strategy focusing on enhancing human and social capital needs to be undertaken to increase adaptive capacity and build resilience in the study area. Moreover, the micro-level variations in the villages suggest that the understanding of local conditions is indispensable in planning and formulation of appropriate adaptation strategies and actions at local level.  相似文献
