Mountain risk management is currently facing a scientifically driven, normative paradigm change towards risk governance, where communication and participation take on key roles. On the local level, hazard zone planning is a risk management tool to balance land-use developments and hazard processes, such as debris flows, avalanches, rock fall, mass movements or flooding. In this contribution, communication among stakeholders professionally involved in hazard zone planning (internal communication) is analysed by participant observation. Here, the quality of internal communication is seen both as an indicator and as a prerequisite for transition processes from risk management to risk governance. This case study of communication in hazard zone planning in the Autonomous Province of South Tyrol points out pitfalls and challenges in an advanced, spatial planning scheme. Based on the concept of social learning, it is argued that the transition towards governance of mountain risks requires fundamental changes in the underlying normative models, objectives, organizational understandings, structures and qualifications of the administrative bodies. This paper examines the extent to which economic development decreases a country's risk of experiencing climate‐related disasters as well as the societal impacts of those events. The paper proceeds from the underlying assumption that disasters are not inherently natural, but arise from the intersection of naturally‐occurring hazards within fragile environments. It uses data from the International Disaster Database (EM‐DAT), 1 representing country‐year‐level observations over the period 1980–2007. The study finds that low‐income countries are significantly more at risk of climate‐related disasters, even after controlling for exposure to climate hazards and other factors that may confound disaster reporting. Following the occurrence of a disaster, higher income generally diminishes a country's social vulnerability to such happenings, resulting in lower levels of mortality and morbidity. This implies that continued economic development may be a powerful tool for lessening social vulnerability to climate change.  相似文献

从地震次生火灾发生与蔓延的两个阶段入手,将城市地震次生火灾潜在危险性评价问题划分为地震火灾起火危险性评价和蔓延危险性评价两个部分。针对这两部分评价,仔细分析、提取了与火灾发生和蔓延相关的重要因子,完整构建了地震次生火灾潜在危险性评价的指标体系,并利用层次分析法计算出各级指标之间的危险性权重。此外,为了获取城市不同区域上地震次生火灾危险性的变化规律,利用规则网格单元作为基本的评价单元,结合城市地理信息系统获取网格中各种空间信息计算各项指标值,克服了以往利用街区作为评价单元而导致评价结果过于粗糙的缺点。通过评价,我们可以准确地获得城市区域上地震火灾的高危险区和时域上的高危险时段。评价结果可供城市防治地震次生火灾规划决策参考。  相似文献

A traditional view of decision‐making for evacuation planning is that, given an uncertain threat, there is a deterministic way of defining the best decision. In other words, there is a linear relation between threat, decision, and execution consequences. Alternatives and the impact of uncertainties are not taken into account. This study considers the ‘top strategic decision‐making’ for mass evacuation owing to flooding in the Netherlands. It reveals that the top strategic decision‐making process itself is probabilistic because of the decision‐makers involved and their crisis managers (as advisers). The paper concludes that deterministic planning is not sufficient, and it recommends probabilistic planning that considers uncertainties in the decision‐making process itself as well as other uncertainties, such as forecasts, citizens responses, and the capacity of infrastructure. This results in less optimistic, but more realistic, strategies and a need to pay attention to alternative strategies.  相似文献

The effects of 'natural' disasters in cities can be worse than in other environments, with poor and marginalised urban communities in the developing world being most at risk. To avoid post-disaster destruction and the forced eviction of these communities, proactive and preventive urban planning, including housing, is required. This paper examines current perceptions and practices within international aid organisations regarding the existing and potential roles of urban planning as a tool for reducing disaster risk. It reveals that urban planning confronts many of the generic challenges to mainstreaming risk reduction in development planning. However, it faces additional barriers. The main reasons for the identified lack of integration of urban planning and risk reduction are, first, the marginal position of both fields within international aid organisations, and second, an incompatibility between the respective professional disciplines. To achieve better integration, a conceptual shift from conventional to non-traditional urban planning is proposed. This paper suggests related operative measures and initiatives to achieve this change.  相似文献

The literature on adaptive and multi‐level governance calls for interactive hazard management to increase societies’ resilience. This paper maps the hazard management policies in a poor and hazard‐prone country—Nicaragua—and examines what role the government gives to interactions among different actors at different societal levels. A new analytical framework is developed that includes scope and direction to capture unidirectional or mutual interactions that are either horizontal or vertical. This enables a more complex analysis of interactions than that found in previous research. The review shows that the historical change in the role given to interactions, as a result of a focus on short‐term emergency response being complemented by long‐term risk management, mainly lies in how they are characterised—with more participants and other types of content categories—and the awareness that interactions other than mutual ones can be positive. This illustrates the complexity of the issue of interactions.  相似文献

随着经济发展和城市化进程的不断加快,城市火灾事故不断增多,造成的人员伤亡和财产损失也越来越严重。本文通过构建城市火灾风险评价指标体系,利用GIS中的空间分析功能对各指标体系按其权重进行叠加,得出城市的现状火灾风险等级区划图。根据风险评价现状确定防灾减灾规划的目标,采取相应的防灾减灾措施,并对规划后的火灾风险状况进行了预测,得出规划后的火灾风险等级,从而为消防和规划部门减少和预防城市火灾提供依据和参考。  相似文献

Few studies have explored the relationships between nation‐building, disaster risk reduction and climate change adaptation. Focusing on small island developing states, this paper examines nation‐building in Timor‐Leste, a small island developing state that recently achieved independence. Nation‐building in Timor‐Leste is explored in the context of disaster risk reduction, which necessarily includes climate change adaptation. The study presents a synopsis of Timor‐Leste's history and its nation‐building efforts as well as an overview of the state of knowledge of disaster risk reduction including climate change adaptation. It also offers an analysis of significant gaps and challenges in terms of vertical and horizontal governance, large donor presence, data availability and the integration of disaster risk reduction and climate change adaptation for nation‐building in Timor‐Leste. Relevant and applicable lessons are provided from other small island developing states to assist Timor‐Leste in identifying its own trajectory out of underdevelopment while it builds on existing strengths.  相似文献

In response to increasingly frequent and severe flooding events, tracking the explanatory elements of integrative planning effort can provide useful assessment of initiatives that foster improved community disaster resiliency. In this research, we address the effect of local hazard mitigation plan quality on mitigating disaster risk with an emphasis on the relationship between plan quality and community resilience. Using content analysis and principles of plan quality metrics, we evaluate local hazard mitigation plans to determine how well they support disaster risk reduction. Analytically, these metrics and relevant controls were incorporated into both a log-linear two-stage least squares model and a quantile regression model to explain flood loss at the county level for the US Mississippi River Basin. Findings suggest that better plan quality and high levels of community resilience result in reducing disaster losses.  相似文献

应用证据权重法结合GIS空间分析,研究了呼伦贝尔地区人为草原火险。利用证据权重法定量化地分析了与人类活动密切相关的5个因子(乡村人口密度、载畜密度、居民点分布、城镇分布、公路网)与草原火点空间分布的关系,并建立了呼伦贝尔草原火险预测模型,据此在ARCVIEW的WofE扩展模块下生成一幅草原火险预测专题图,并将研究区划分为高、中、低三类风险区。研究表明:(1)呼伦贝尔草原火灾火点的空间分布与人类活动关系密切,尤其是乡村人口密度、公路网与居民点分布这三个因子,权重分别为0.5191,0.1945,0.2864;(2)证据权重法可以客观定量地表现出草原火险与人类活动的关系,因而可为草原火灾风险管理提供决策支持。  相似文献

The ‘build back better’ (BBB) concept signals an opportunity to decrease the vulnerability of communities to future disasters during post‐disaster reconstruction and recovery. The 2009 Victorian bushfires in Australia serve as a case study for this assessment of the application of core BBB principles and their outcomes. The results show that several BBB measures were successfully implemented in Victoria and are relevant for any post‐disaster reconstruction effort. The BBB initiatives taken in Victoria include: land‐use planning determined by hazard risk‐based zoning; enforcement of structural design improvements; facilitated permit procedures; regular consultations with stakeholders; and programmes conducted for social and economic recovery. Lessons from the Victorian recovery urge the avoidance of construction in high‐risk zones; fairness and representativeness in community consultations; adequate support for economic recovery; the advance establishment of recovery frameworks; and empowerment of local councils.  相似文献

The mounting frequency and intensity of natural hazards, alongside growing interdependencies between social‐technical and ecological systems, are placing increased pressure on emergency management. This is particularly true at the strategic level of emergency management, which involves planning for and managing non‐routine, high‐consequence events. Drawing on the literature, a survey, and interviews and workshops with Australia's senior emergency managers, this paper presents an analysis of five core challenges that these pressures are creating for strategic‐level emergency management. It argues that emphasising ‘emergency management’ as a primary adaptation strategy is a retrograde step that ignores the importance of addressing socio‐political drivers of vulnerabilities. Three key suggestions are presented that could assist the country's strategic‐level emergency management in tackling these challenges: (i) reframe emergency management as a component of disaster risk reduction rather than them being one and the same; (ii) adopt a network governance approach; and (iii) further develop the capacities of strategic‐level emergency managers.  相似文献
