The concept of the ‘relief-to-development continuum’ has been the subject of renewed interest in recent years. Concerned by the rise in relief budgets over the past decade and the absolute fall in development aid resources, support has been growing for the concept of developmental relief. In the context of complex political emergencies, it has been argued further that as effective development aid can reduce vulnerability to the impact of natural hazards, so it might also be used to contribute to a process of conflict prevention. In this way, the concept of the relief-development continuum has become entwined with broader discussions about the contribution of official development assistance to conflict management. Drawing on a Review of Operation Lifeline Sudan (OLS), this paper cautions against uncritical application of the concept of the continuum in complex political emergencies, and of rehabilitation in particular, in the current Sudanese context. It argues that in order to move legitimately from relief aid programming to development aid programming, three fundamental conditions must be in place: first, a minimum level of security, respect for human rights and humanitarian access. Second, empirical evidence from the field needs to demonstrate that the emergency is over. Finally, moving from relief to development aid programming is contingent on donor governments accepting the legitimacy of national governmental structures and of the rebel movements. In other words, for donor governments, moving along the continuum is in significant part determined by foreign policy considerations, not only technical ones. Consideration needs to be given to the actual and perceived legitimation of the different movements that a move to rehabilitation might be seen to imply. The paper argues that none of these conditions had been satisfied in Sudan by mid-1997. Instead of a process of normalisation paving the way to long-term development, the current situation in Sudan is better described as a chronic political emergency. In such a context, uncritical pursuit of developmental strategies may negatively affect the welfare of conflict-affected populations.  相似文献

The modern cast of disaster relief actors includes host nations, non-governmental organisations, private volunteer organisations, military organisations and others. Each group, civilian or military, has valuable skills and experiences critical to disaster relief work. The goal of this paper is to supplement the study of civil–military relief efforts with contemporary anecdotal experience. The paper examines the interaction between US military forces and other disaster relief actors during the 2005 Kashmir earthquake relief effort. The author uses direct observations made while working in Pakistan to contrast the relationships and activities from that effort with other accounts in prevailing scholarly disaster literature and military doctrine. Finally, this paper suggests that the Kashmir model of integration, coordination and transparency of intent creates a framework in which future humanitarian assistance operations could be successfully executed. Recommendations to improve civil–military interaction in future relief efforts will also be addressed.  相似文献

This paper examines how the creation of knowledge and the location of decision-making authority within relief organisations influence coordination. Information was collected from the headquarters of international non-governmental organisations in 2003, as well as from Darfur and Khartoum, Sudan, in 2005 and 2007, respectively. Relief organisations rely on quality information dissemination between the field and headquarters. Yet, reporting from the field often is overloaded with misplaced precision, making it difficult for managers at headquarters to grasp the key issues. A high turnover rate among international field officers and a lack of inclusion of local staff and partners prevent the development of accumulated knowledge. Furthermore, most relief organisations have a centralised decision-making system. The creation of 'collective-meaning structures', based on reliable information on all decision-making levels, opens the way to the decentralisation of decision-making to field officers engaged with inter-organisational coordination structures. In sum, more efficient and reliable coordination between organisations relies on improved decision-making systems within each organisation.  相似文献

The health of a large section of the British population was more adversely affected by the interwar Depression than was acknowledged by official sources. Particular concern was aroused by the condition of women and children. Many new charitable bodies were formed in response to this problem, and these included Save the Children Fund. This paper gives an indication of the scale of the health problem, which was particularly severe in the areas of heavy industry and high unemployment. It then considers the role of charitable organisations in drawing attention to the severity of deprivation and campaigning for appropriate responses on the part of government. Although these pressure groups were energetic and professional in their campaigning, it is conceded that in the short term they exercised only limited influence. However, it is argued that they won the intellectual contest. Finally, it is pointed out that their policies came to be accepted during World War II; thereby organisations like Save the Children Fund contributed to laying the foundations of the modern welfare state.  相似文献

The need to involve refugees in their own reproductive health (RH) services has long been recognised, but there is a lack of published examples describing how this can be achieved collaboratively between refugee initiatives, UNHCR, bilateral development organisations and international relief agencies. This paper outlines the work, outputs and lessons learnt of the Reproductive Health Group (RHG), an organisation of Liberian and Sierra Leonean refugee midwives and laywomen providing RH services to fellow refugees in Guinea's Forest Region between 1996 and 2000. Working as part of the Guinean health system, RHG midwives and community facilitators helped make the RH services in their region the most effective in Guinea at the time. Looking at RHG's achievements, the challenges it faced and partly overcame, it is argued that refugee organisations can plan and implement RH services for refugees where UNHCR and its international partners ensure that they receive funding and technical assistance.  相似文献

The shift from purely emergency relief for refugees in developing countries to aid within the context of development strategies is slowly gathering momentum (UN, 1983; UNHCR, 1984; Simmonds, 1984). Such a move implies that if self-reliance is to be a realistic goal then employment for refugees is essential; a number of income-generating schemes are therefore being both proposed and developed (ILO, 1983 and 1984).
Many of these schemes have implications for the health of the refugees, so this paper summarises some occupational health hazards and offers suggestions for future action.  相似文献

Since 1991 the international relief system has been undergoing a process of rapid and fundamental change associated with the end of the Cold War period. The principal changes concern (i) the international community's approach to national sovereignty and the 'right' of armed intervention in support of humanitarian objectives, and (ii) organisatwnal changes aimed at improving the coordination and effectiveness of the response by donor organisations and the United Nations. This paper describes these changes and attempts to place them in the context of earlier trends within the international relief system, notably the enhanced role of non-governmental organisations, which occurred during the 1980s.  相似文献

In August 1999 a major earthquake struck north-western Turkey. An assessment followed to identify the immediate needs of the displaced population. A random cluster sample of displaced families living in temporary shelter outside of organised relief camps was designed. Representatives of 230 households from the four communities worse affected by the earthquake were interviewed. Most families lived in makeshift shelters (84 per cent), used bottled water (91 per cent), obtained food from relief organisations (61 per cent), had access to latrines (90 per cent), had a member on routine medication (53 per cent) and obtained information by word of mouth (81 per cent). Many respondents reported having family members who were over the age of 65 (32 per cent) or under age three (20 per cent), who were pregnant (6 per cent), or who had been ill since the earthquake (64 per cent). The greatest immediate need reported by most families was shelter requirements (37 per cent), followed by food (23 per cent) and hygiene requirements (19 per cent). Ten days after the earthquake, basic environmental health needs of food, shelter and hygiene still predominated in this displaced population. Significant portions may have special needs due to age or illness.  相似文献

This paper draws on extended ethnographic and health policy research in eastern Ethiopia to reconsider kinship and nomadism among Somalis, as both of these cultural features transform in the contexts of recurrent humanitarian crises and episodic relief operations. The emergence and importance of new patterns of travel and migration among Somalis in Ethiopia reveal significant changes in the configurations and enactments of Somali kinship, on which many Somalis' mobility depends. Conversely, an analysis of Somalis' dynamic sub‐clan groupings and geographically dispersed kinship networks also highlights emergent patterns of mobility and migration that enable access to training opportunities and employment with relief organisations, as well as to distributions of humanitarian aid. Based on these findings, this paper argues that kinship and nomadism—both long central to Somalis' identities in Ethiopia—remain interdependent, coevolved, and key to their resilience and livelihoods in the face of recurrent crises and intermittent humanitarian responses.  相似文献

Following international interventions in Bosnia-Herzegovina(1) and Iraq, non-governmental organisations (NGOs) have played a central role in delivering humanitarian relief, encouraging participation in new systems of government, and advocating on behalf of marginalised groups. Although intervening agencies have framed such autonomous organisations as unquestionably virtuous, scholars have increasingly questioned the agency of NGOs, pointing to the constraining effects of funding and regulatory mechanisms. This paper contributes to this body of work by offering a detailed examination of legislation requiring NGOs to register with nascent state institutions. Drawing on case study material from Bosnia and Iraq, it argues that NGO registration should not be dismissed as a technical or legal matter, but that it should be embraced as a significant political practice embedded in relations of power. Registration legislation has increased the transparency of NGO funding origins and institutional practices, yet it has simultaneously acted as a barrier to smaller organisations and led to the transmission of international objectives through civil society entities.  相似文献

Highlighted here is the important role played by community-based organisations in relief supply operations. In the context of an emergency seed supply project in northern Ethiopia in 1995, it examines the participation of burial societies, known as kires , in targeting, distribution and management. The paper illustrates that factors of local institutional legitimacy, transparency and accountability are central, both to the effective representation of community views and to long-term partnerships between local institutions and non-governmental organisations.  相似文献

This paper presents an evaluation of the long‐term impact of microfinance programmes on Acehnese children during the post‐tsunami recovery. The study, conducted from June to August 2010, examined the impact of microfinance programming six years after the tsunami. The sample consisted of 185 microfinance participants, with a comparison group of 192 individuals who did not participate in microfinance programmes. All respondents were parents, interviewed through a structured survey. The study used four child protection indicators—diet, health, childcare and education—in contrast to traditional repayment rate indicators. The primary results were insignificant with respect to all four child protection indicators, suggesting that, with respect to these indicators, there was no long‐term difference between the impact of microfinance on beneficiaries' children and non‐beneficiaries' children. These findings signify a need for microfinance actors to move beyond traditional indicators of economic success to evaluate the social changes microfinance programmes are presumed to effect.  相似文献

The purpose of this study is to discover how coordination and communication between the government and service organisations responsible for the relief effort following Hurricane Katrina contributed to the poor outcomes for the communities impacted by the storm. Two hypotheses were tested in this study: communication was positively correlated with the degree of coordination immediately following Katrina; and miscommunication was negatively correlated with the degree of coordination after the storm. Quantitative content analysis of media reports was used to analyse the data and test the hypotheses. Both communication and miscommunication were found to be positively correlated with coordination. The results of this study suggest that increasing interorganisational communication and establishing clearly defined roles for organisations must be a high priority in revamping organisational protocol on disaster response if any new approach is to be successful.  相似文献

This paper examines changes in disaster response and relief efforts and recent web‐based geospatial technological developments through an evaluation of the experiences of the Center for Geographic Analysis, Harvard University, of the Sichuan (2008) and Haiti (2010) earthquake responses. This paper outlines how conventional GIS (geographic information systems) disaster responses by governmental agencies and relief response organisations and the means for geospatial data‐sharing have been transformed into a more dynamic, more transparent, and decentralised form with a wide participation. It begins by reviewing briefly at historical changes in the employment of geospatial technologies in major devastating disasters, including the Sichuan and Haiti earthquakes (case studies for our geospatial portal project). It goes on to assess changes in the available dataset type and in geospatial disaster responders, as well as the impact of geospatial technological changes on disaster relief effort. Finally, the paper discusses lessons learned from recent responses and offers some thoughts for future development.  相似文献

Disaster relief and preparedness organisations are concerned with allocating scarce resources in unstable environments, such as those prone to flooding and river erosion. The need to understand the role of powerful elites in such disaster prone environments is illustrated through an analysis of the actual location decisions and biases involved in siting four flood shelters in four communities in northern Bangladesh. The previously unrecognised implications of the location biases for employment, shelter, access and the utilisation of the flood shelter by the powerless people in the target group demonstrate the need for disaster organisations to include an analysis of the local power structure in project preparation and appraisal.  相似文献

Attacks against humanitarian aid workers have received increasing attention in the media, particularly high-profile incidents such as those against the hospitals of Médecins Sans Frontières in Afghanistan, Syria, and Yemen. Concurrently, scholarly research has given rise to a number of articles, white papers, and books on humanitarian insecurity. Most of this work centres on external threats, neglecting the internal mechanisms that humanitarian organisations use to mitigate security situations. This paper builds on the existing literature by focusing on the decision-making processes of humanitarian organisations, drawing on data collected from 16 security managers or advisers. The findings reveal that several factors contribute to contextual uncertainty and complexity, including recipient perceptions, local government actions, the behaviour of other non-governmental organisations (NGOs) in the area, logistical issues, risk variance within a single location, and organisational mandate. Furthermore, the results indicate that NGOs utilise a combination of decision-making processes to determine how to manage security in high-risk environments.  相似文献

This paper analyses the contribution of virtue ethics, the study of good character traits, to the humanitarian context. It argues that a virtue ethics perspective paints a realistic picture of the use of ethical standards in morally complex circumstances. Virtuous relief workers can employ standards in their thinking, but they are also committed to professional excellence that goes beyond any formal code. The concept of virtue ethics places a stress on moral development, which can be facilitated by role models that impart modest and feasible ideals. However, virtue ethics cannot provide simple guidelines on how to resolve difficult situations. It is possible that two virtuous persons can disagree on what should be done in a particular instance. In addition, a virtue ethics perspective emphasises the need for both individuals and organisations to discuss the actual purpose of relief work in order to pinpoint the virtues of a good relief professional.  相似文献

This paper challenges the limited models of childhood, conflict and relief which determine most humanitarian interventions targeting children in conflict related emergencies. In particular, it notes the tendency of relief programmes to focus on "spectacular" groups of children (orphans, child combatants and refugees) at the expense of larger child populations indirectly affected by conflict. This relief bias is attributed to an inappropriate 'apocalypse model' of conflict which sees relief interventions only as repair. The bias also lies in a mistakenly universalist model of childhood and a medical paradigm which pathologizes children's experience in conflict and characterizes children as passive victims rather than active survivors. The paper argues for greater recognition of the wider social experience of children in conflict, and for relief practice which takes account of childhood resilience and children's different roles and capacities in coping with conflict. Appropriate interventions must engage with the wide variety of indigenous coping mechanisms involving children and not simply replicate a standard package of relief interventions in every emergency, based on simplistic and universalist interpretations of children's experience of conflict.  相似文献

The 1994 Northridge, California earthquake has proven to be one of the most costly disasters in United States history. Federal and state assistance programmes received some 681,000 applications from victims for various forms of relief. In spite of the flow of US$11 billion in federal assistance into Los Angeles and Ventura counties, many victims have failed to obtain adequate relief. These unmet needs relate to the vulnerability of particular class and ethnic groups. In response to unmet needs, a number of non-governmental organisations (NGOs) have become involved in the recovery process. This paper, based on evidence collected from hundreds of in-depth interviews with the people involved, examines the activities of several community-based organisations (CBOs) and other NGOs as they have attempted to assist vulnerable people with unmet post-disaster needs. We discuss two small ethnically diverse communities in Ventura County, on the periphery of the Los Angeles metropolitan region. The earthquake and resultant disaster declaration provided an opportunity for local government and NGOs to acquire federal resources not normally available for economic development. At the same time the earthquake created political openings in which longer-term issues of community development could be addressed by various local stakeholders. A key issue in recovery has been the availability of affordable housing for those on low incomes, particularly Latinos, the elderly and farm workers. We discuss the successes and limitations of CBOs and NGOs as mechanisms for dealing with vulnerable populations, unmet needs and recovery issues in the two communities.  相似文献
