Recent European environmental legislation (the Water Framework Directive, the Environmental Liability Directive, and the REACH Regulation) should provide better protection of terrestrial water bodies but their focus is on the more conspicuous pollutants, as opposed to the large number of xenobiotic micro-pollutants that are increasingly being detected in the urban water cycle. The development of Drinking Water Safety Plans (DWSPs), as promoted by the World Health Organization, utilises a proactive risk assessment—risk management approach that necessarily should include micro-pollutants, although currently in the UK micro-pollutants have largely been ignored. The generic assessment of the risks posed by micro-pollutants is proposed and will require a consensus on analytical screening methods, sampling points and frequencies, and a method for prioritising concern, and would enable DWSPs to take fuller account of the risks posed.  相似文献

There has been a growing movement within the environmental industry to develop more sustainable approaches in environmental remediation. These have generally included carbon footprint analysis, life cycle assessment, and best management practices to reduce the overall net environmental, social, and economic impacts of investigation and remediation activities. One of the foundational reasons net environmental impacts are currently evaluated is to identify and, subsequently, reduce contributions to climate change, primarily greenhouse gas emissions. While this trend toward sustainability and reduction in impact to the global environment is both important and admirable, the approach to remediation design and long‐term planning now needs to evolve further to better incorporate climate resilience into sustainable remediation design and implementation: designing remediation solutions that account for the projected impacts of climate change, as well as have the capacity to adapt to changing conditions. As a global population, we are now beyond the point of being able to prevent climate change and instead need to plan for adapting to it. In remediation, the effects of climate change create both risks and opportunities which should be considered during remedial design and long‐term planning. Responsible parties may see the push for—and management of—these considerations through their internal corporate risk management. The authors of this paper propose a simple framework for climate adaptation and resilience evaluations and plan development for remediation projects. ©2015 Wiley Periodicals, Inc.  相似文献

This paper examines the evaluation of a waste management project’s alternatives through a quantitative risk analysis. Cost benefit analysis is a widely used method, in which the investments are mainly assessed through the calculation of their evaluation indicators, namely benefit/cost (B/C) ratios, as well as the quantification of their financial, technical, environmental and social risks. Herein, a novel approach in the form of risk-based multi-criteria assessment (RBMCA) is introduced, which can be used by decision makers, in order to select the optimum alternative of a waste management project. Specifically, decision makers use multiple criteria, which are based on the cumulative probability distribution functions of the alternatives’ B/C ratios. The RBMCA system is used for the evaluation of a waste incineration project’s alternatives, where the correlation between the criteria weight values and the decision makers’ risk preferences is analyzed and useful conclusions are discussed.  相似文献

Petroleum hydrocarbon suppliers affect a mine's goals for environmental performance because of the extensive reach of petroleum hydrocarbon products into the mining and minerals product life cycle, their impact on operational efficiencies, cost, and mine viability, and their potential for leaving negative environmental as well as safety legacies. The supplied petroleum hydrocarbon life cycle is a framework that enables structured engagement between supplier and customer on a range of environmental performance issues because it is an example of input into the mining industry that affects the entire mining and minerals processing value chain. Engagement with suppliers in a proactive manner can be a risk management strategy. Questions for businesses to ask in relation to suppliers and their role in minimizing business risks and creating new value are offered.  相似文献

Based on a review of hundreds of environmental restoration program optimization reviews, this article describes management tools found in successful and efficient remediation programs. Projects that consistently struggled to achieve their objectives were observed to be missing certain, or to have inadequately used, these tools. The tools are articulated as best practices because when they are present and actively used, project shortcomings were minimal. Priority objectives for site owners and project managers include improving efficiency and effectiveness through performance management, reducing resource usage and energy consumption, ensuring protectiveness, and reducing uncertainty in management decision making. Restoring environmental resources damaged by historic waste management practices began in earnest in the late 1960s and early 1970s with the broad recognition of the problems caused by environmental discharges and spills when wastes are not managed appropriately. Under new regulations, soil and groundwater remediation projects could be, and were, conducted within a defined framework. The number and variety of restoration projects that were launched resulted in a slew of projects progressing through the stages of characterization, decision, and cleanup, and more were added to the cleanup process each year. In the 1990s, the Department of Defense noted that many cleanup efforts were projected to incur substantial operational, maintenance, and monitoring costs for decades into the future. This was correctly perceived as an opportunity to optimize those systems and programs, minimize costs, and reduce health and environmental risks. The best practices outlined in this article address management tools that were identified in optimization efforts that led to effective and efficient environmental remediation projects. © 2010 Wiley Periodicals, Inc.  相似文献

NanoRem (Taking Nanotechnological Remediation Processes from Lab Scale to End User Applications for the Restoration of a Clean Environment) was a research project, funded through the European Commission's Seventh Framework Programme, which focuses on facilitating practical, safe, economic, and exploitable nanotechnology for in situ remediation of polluted soil and groundwater, which closed in January 2017. This article describes the status of the nanoremediation implementation and future opportunities for deployment based on risk‐benefit appraisal and benchmarking undertaken in the NanoRem Project. As of November 2016, NanoRem identified 100 deployments of nanoremediation in the field. While the majority of these are pilot‐scale deployments, there are a number of large scale deployments over the last five to 10 years. Most applications have been for plume control (i.e., pathway management in groundwater), but a number of source control measures appear to have taken place. Nanoremediation has been most frequently applied to problems of chlorinated solvents and metals (such as chromium VI). The perception of risk‐benefit balance for nanoremediation has shifted as the NanoRem Project has proceeded. Niche benefits are now more strongly recognized, and some (if not most) of the concerns, for example, relating to environmental risks of nanoremediation deployment, prevalent when the project was proposed and initiated, have been addressed. Indeed, these now appear overstated. However, it appears to remain the case that in some jurisdictions the use of nanoparticles remains less attractive owing to regulatory concerns and/or a lack of awareness, meaning that regulators may demand additional verification measures compared to technologies with which they have a greater level of comfort.  相似文献

Probabilistic economic analysis, including uncertainty of probabilities and consequences of project risks, is not widely used in remediation projects. This article presents a project risk assessment (PRA) method to identify, quantify, and analyze risks in remediation projects. The suggested method is probabilistic and includes uncertainty analysis of input variables based on expert judgment. It was originally developed as a part of a sustainability assessment tool, but is viable as a stand‐alone tool for remediation projects. The method is applied to a case study: a former paint factory that is being redeveloped into a residential area. The PRA method is used for analyzing and comparing the project risks associated with four remediation options, all including excavation but with different degrees of onsite treatment. The result of the case study application shows which alternative has the lowest mean risk cost, the highest probability to have the lowest risk cost, and how the risk costs are distributed, but also, importantly, helps the user to prioritize between risk‐reduction measures. ©2015 Wiley Periodicals  相似文献

Almost everyone who has been involved in a site remediation project has seen schedules slip and costs escalate due to political pressure from the public or the press. While focusing on remediation technologies and containment techniques to control costs, many organizations have neglected a major cost driver—public opinion. This article examines community relations from the perspective of an organization trying to control costs during a site remediation project. It details the strong correlation between the cost of a site cleanup and the level of public dissatisfaction and provides an organization with specific strategies on how to use proven communications techniques to lower costs. Examination of several case studies is provided, including a study involving a site in which community representatives actively worked to reduce project costs. It is clear that any responsible cleanup must be protective of public health and the environment. But it is becoming increasingly apparent that wise allocation of available resources has a profound effect on the program's ability to ensure public and environmental safety. In many cases, it has been proven that some costly cleanups—for example, involving excavation—sometimes actually increase risk by creating an exposure pathway where none existed before. In turn, such cleanups waste resources that are needed elsewhere. The challenge in dealing with this complicated issue is to help stakeholders understand the true ramifications of the choices that are faced at each site. If these stakeholders feel uninformed, powerless, or excluded from the process, it is likely that they will be unable to enter a productive discussion. The community relations programs outlined in documents such as a Superfund guidance can be helpful in familiarizing the community with site-related issues and with gathering public input. These activities act as a baseline for the programs discussed in this article. However, existing programs are not focused on providing a strategic advantage in reaching cleanup solutions and balancing health and environmental considerations with economic considerations.  相似文献

Over the last five years, insurance products have been expanded to assist companies better manage environmental liabilities. The most progressive of these products is a finite‐structured program whereby the convergence of insurance and financial markets expand the meaning of “alternative risk transfer.” Finite programs blend financial markets and banking concepts with risk transfer concepts to more effectively and efficiently allow the insured to manage the financial implications of its environmental liabilities. This article presents the advantages of using finite‐structured environmental insurance policies and discusses how potential insureds can protect against several types of remediation project risks, including cleanup costs, inflation uncertainty, and variability in investment returns. © 2001 John Wiley & Sons, Inc.  相似文献

In the past decade or so, management of historically contaminated land has largely been based on prevention of unacceptable risks to human health and the environment, to ensure a site is “fit for use” (i.e., achieves suitability for beneficial uses). More recently, interest has been shown in including sustainability as a decision‐making criterion. Sustainability concerns include the environmental, social, and economic consequences of risk‐management activities themselves, and also the opportunities for wider benefit beyond achieving risk‐reduction goals alone. This article provides a global roundup of progress by these initiatives and their key documentation. It reviews common themes and points of divergence. The information is based on a literature review and surveying the various networks involved, with a particular focus on recent developments in the United Kingdom. This paper reports some of the findings of the ‘GERLA’ project: GEstione Rifiuti in Lombardia – Analisi del ciclo di vita (Waste management in Lombardia – Life cycle assessment). The project was devoted to support Lombardia Region in the drafting of the new waste management plan by applying a life cycle thinking perspective. The present paper mainly focuses on four Provinces in the Region, which were selected based on their peculiarities. Life cycle assessment (LCA) was adopted as the methodology to assess the current performance of the integrated waste management systems, to discuss strengths and weaknesses of each of them and to design their perspective evolution as of year 2020.Results show that despite a usual business approach that is beneficial to all the provinces, the introduction of technological and management improvements to the system provides in general additional energy and environmental benefits for all four provinces. The same improvements can be easily extended to the whole Region, leading to increased environmental benefits from the waste management sector, in line with the targets set by the European Union for 2020.  相似文献

Decisions made during the course of investigating and remediating a contaminated site, as well as the technology used, are most often driven exclusively by physical, technical, and health-based concerns. Additionally, in both determining and managing the potential risks posed by a remediation project, the focus tends to be placed primarily on health risks. However, a contaminated site and its remediation are neither static over time nor do they exist in a vacuum. Other elements of risk associated with the site and remedial activities include continuing regulatory oversight and compliance, public and agency relations, remedial technology costs, current and future land-use issues, and future technological/regulatory risks. Agencies, consultants, contractors, and facility management must consider these other non-health-related elements of risk. Additionally, efforts made to communicate a project's decisions, technologies, and risks are often made in a defensive or reactive posture, resulting in ineffective communication and an alienated, angry, or distrustful public. Proactive risk communication, as well as public involvement in the remedial process, are critical to the success of any remedial activity.  相似文献

This article summarizes the project and risk management of a remediation/reclamation project in Lavrion, Greece. In Thoricos the disposal of mining and metallurgical wastes in the past resulted in the contamination with heavy metals and acid mine drainage. The objective of this reclamation project was to transform this coastal zone from a contaminated site to an area suitable for recreation purposes. A separate risk assessment study was performed to provide the basis of determining the relevant environmental contamination and to rate the alternative remedial schemes involved. The study used both existing data available from comprehensive studies, as well as newly collected field data. For considering environmental risk, the isolation and minimization of risk option was selected, and a reclamation scheme, based on environmental criteria, was applied which was comprised of in situ neutralization, stabilization and cover of the potentially acid generating wastes and contaminated soils with a low permeability geochemical barrier. Additional measures were specifically applied in the areas where highly sulphidic wastes existed constituting active acid generation sources, which included the encapsulation of wastes in HDPE liners installed on clay layers.  相似文献

Contaminants remaining onsite after regulatory‐approved environmental remediation operations are complete represent continued risk to human health and the environment. Many sites require continued management efforts to: (1) protect the integrity of the engineered remedy/control, (2) limit the exposure of individuals to residual contamination by limiting reuse activities, (3) maintain ready access to accurate records/information, and (4) protect against vulnerabilities from intentional threats/actions. This article presents performance information from selected case studies to provide insight into various management approaches employed for addressing the risks associated with residual contaminants. The case studies involve sites remediated within the U.S. Comprehensive Environmental Response, Compensation, and Liability Act framework and illustrate two prevailing management approaches for addressing the risks. Sacrifice zones are sites that are purposefully isolated to prevent human access onto the property. Reuse sites provide limited access for specific use. © 2008 Wiley Periodicals, Inc.  相似文献

我国氯苯类生产过程中的二噁英类、五氯苯、六氯苯等非故意产生类持久性有机污染物对环境具有潜在风险。对具有典型工艺特征的氯苯类生产过程中关键节点的二噁英类进行了检测和分析,在残渣、残液、废水和副产品(多氯苯混合物)中发现高浓度二噁英类,主要成分为多氯代二苯并呋喃,推测可能与原料中呋喃类杂质有关。为践行我国《关于持久性有机污染物的斯德哥尔摩公约》的履约责任和控制二噁英类排放造成的环境风险,结合国内外相关管理制度提出了法规制度、监督管理、工艺改进、产品质控和废物处置等方面的环境管理建议。  相似文献

We examined site‐specific advisory board (SSAB) minutes and local newspaper coverage of the Fernald, Hanford, Idaho, Oak Ridge, Rocky Flats, and Savannah River sites of the U.S. Department of Energy (US DOE) in order to determine the importance of risk‐related issues related to remediation and other forms of environmental management. About one‐third of SSAB issues were risk‐related, and these were disproportionately major issues at meetings. The media focused on risks associated with remediation and other forms of waste management. The analysis implies that contractors and government officials need to establish and maintain communications with advisory panels and accentuate these contacts well in advance of contemplated new actions. © 2008 Wiley Periodicals, Inc.  相似文献

The oil and gas industry is of major economic importance to the state of Western Australia. The majority of its activities are offshore, some occurring in shallow marine areas adjacent to sensitive resources such as coral reefs and mangroves. One of the main issues for the oil and gas industry is continued access to marine acreage. Increasing public concern about the environmental protection of the coastal and marine environment has increased the focus on the various users. This has resulted in the development of statutory and administrative processes, more stringent environmental assessment and operating conditions, and greater scrutiny on the issue of access of proposals to some areas. Detailed environmental assessment and management plans are generated for all drilling and development projects. An environmental risk assessment approach utilising computer modelling, habitat mapping, research and monitoring is used to evaluate the risk of a project on adjacent resources and to obtain government approval. The Wonnich appraisal drilling program, which consisted of two wells drilled from the same surface location situated one kilometre away from an area of high conservation value, will be used as a case study of the risk assessment procedure used by one oil and gas company.  相似文献

The ten management guidelines discussed in this article can help site owners (and their remediation consultants) achieve environmental results that are acceptable to government regulators—at the lowest possible cost to all concerned. They remind site owners to learn everything possible about the nature and extent of their contamination problems, then maintain control of the cleanup process by defining obligations in consulting contracts and establishing positive working relationships with regulatory agencies.  相似文献

随着页岩气开发技术的突破与发展,我国已成为继美国、加拿大之后第三个实现页岩气工业化生产的国家。而由页岩气开发伴随的地下水污染、生态破坏等环境问题亦不可忽视。本文通过分析中美页岩气开发过程中的环境管理政策、管理模式,提出加快完善我国页岩气开发环境管理体系及环境监管的建议:1)形成页岩气开发全过程环境管理体系;2)强化页岩气开发的区块规划环评,落实生态保护红线和资源利用上线要求;3)规范项目环境影响评价,提高页岩气环境管理要求;4)在制定页岩气开发污染控制相关标准时纳入开采工艺过程的环保管理要求。  相似文献
