Solid waste management is one of the most challenging issues in urban cities, which are facing a serious pollution problem due to the generation of huge quantities of solid waste. This paper presents an assessment of the existing situation of municipal solid waste management (MSWM) in major cities in India. The quantity and composition of MSW vary from place to place, and bear a rather consistent correlation with the average standard of living. Extensive field investigations were carried out for quantification, analysis of physical composition, and characterization of MSW in each of the identified cities. The MSW management status (per the MSW Rules, 2000) has also been assessed, and an action plan for better management has been formulated; both are presented in this paper. Studies carried out in 59 selected cities in India have revealed that there are many shortcomings in the existing practices used in managing the MSW. These shortcomings pertain mainly to inadequate manpower, financial resources, implements, and machinery required for effectively carrying out various activities for MSWM. To overcome the deficiencies in the existing MSWM systems, an indicative action plan has been presented incorporating strategies and guidelines. Based on this plan, municipal agencies can prepare specific action plans for their respective cities.  相似文献

In this paper, a multi-echelon multi-period solid waste management system (MSWM) was developed by inoculating with multi-echelon supply chain. Waste managers, suppliers, industries and distributors could be engaged in joint strategic planning and operational execution. The principal of MSWM system is interactive planning of transportation and inventory for each organization in waste collection, delivery and disposal. An efficient inventory management plan for MSWM would lead to optimized productivity levels under available capacities (e.g., transportation and operational capacities). The applicability of the proposed system was illustrated by a case with three cities, one distribution and two waste disposal facilities. Solutions of the decision variable values under different significant levels indicate a consistent trend. With an increased significant level, the total generated waste would be decreased, and the total transported waste through distribution center to waste to energy and landfill would be decreased as well.  相似文献

Solid waste generation and its implications for people and the environment are global issues. The complexity of the waste composition and the ever-increasing percapita waste generation is a challenge for waste managers, particularly in developing countries. Thus, the need to have a clear policy on waste management and legislation to realize that policy is imperative. Malaysia is developing rapidly and problems such as the waste generation associated with development and industrialization are evident. The Solid Waste and Public Cleansing Management Bill, which was approved in August 2007 after a 10-year delay, is envisaged to have serious consequences in waste management practices and implementation in Malaysia. This article explores the main features of this all-encompassing bill and its impacts on the waste management scenario in Malaysia. In addition, a comparative evaluation is also discussed to explore the policies/legislation of selected countries vis-àvis the Malaysian bill.  相似文献

A pilot program concerning source separation of household waste was launched in Hangzhou, capital city of Zhejiang province, China. Detailed investigations on the composition and properties of household waste in the experimental communities revealed that high water content and high percentage of food waste are the main limiting factors in the recovery of recyclables, especially paper from household waste, and the main contributors to the high cost and low efficiency of waste disposal. On the basis of the investigation, a novel source separation method, according to which household waste was classified as food waste, dry waste and harmful waste, was proposed and performed in four selected communities. In addition, a corresponding household waste management system that involves all stakeholders, a recovery system and a mechanical dehydration system for food waste were constituted to promote source separation activity. Performances and the questionnaire survey results showed that the active support and investment of a real estate company and a community residential committee play important roles in enhancing public participation and awareness of the importance of waste source separation. In comparison with the conventional mixed collection and transportation system of household waste, the established source separation and management system is cost-effective. It could be extended to the entire city and used by other cities in China as a source of reference.  相似文献

The planning and design of regional hazardous waste management system (RHWMS) involves selection of treatment and disposal facilities, allocation of hazardous wastes and waste residues from generator to the treatment and disposal sites and selection of the transportation routes. An improved formulation based upon multi-objective integer programming approach is presented to arrive at the optimal configuration of RHWMS components. This formulation addresses important practical issues like unique characteristics of the hazardous wastes reflecting on waste–waste and waste–technology compatibility. A utility function approach is presented to integrate both cost and risk related objectives. An illustrative case example is presented to demonstrate the usefulness of the improved formulation as a tool which can be used by environmental planning agencies in regional planning for hazardous waste management.  相似文献

This paper analyses the evolution of national solid waste policy in Peru and the increasing relevance of informal recycling. Despite this rise in relevance, source separation and incorporation of informal recyclers within municipal plans is still slow, and collection of mixed waste is being considered. Waste collection and transportation costs represent the main share in municipal budgets and this research calculates cost reductions as a result of informal recycling and waste picking. The city of Chiclayo in Peru is presented as a case study. The paper finds that so far, waste picking has resulted in a reduction of two collection rounds but not a reduction in the number of vehicles collecting waste. Looking to the future, recovery of the remaining materials will not have an effect on collection rounds and number of vehicles. The research concludes that synergy between municipal systems and informal recycling can be maximized if new operational conditions are implemented. It introduces the concepts of “critical work shift,” which is the time of the day when the system requires maximum quantity of resources (i.e. vehicle-hours), and “sensitivity to variations in waste amounts,” and proposes strategies to promote recycling based on these new operational concepts.  相似文献

Providing good solid waste management (SWM) services while also ensuring financial sustainability of the system continues to be a major challenge in cities of developing countries. Bahir Dar in northwestern Ethiopia outsourced municipal waste services to a private waste company in 2008. While this institutional change has led to substantial improvement in the cleanliness of the city, its financial sustainability remains unclear. Is the private company able to generate sufficient revenues from their activities to offset the costs and generate some profit?This paper presents a cost-revenue analysis, based on data from July 2009 to June 2011. The analysis reveals that overall costs in Bahir Dar’s SWM system increased significantly during this period, mainly due to rising costs related to waste transportation. On the other hand, there is only one major revenue stream in place: the waste collection fee from households, commercial enterprises and institutions. As the efficiency of fee collection from households is only around 50%, the total amount of revenues are not sufficient to cover the running costs. This results in a substantial yearly deficit. The results of the research therefore show that a more detailed cost structure and cost-revenue analysis of this waste management service is important with appropriate measures, either by the privates sector itself or with the support of the local authorities, in order to enhance cost efficiency and balance the cost-revenues towards cost recovery. Delays in mitigating the evident financial deficit could else endanger the public-private partnership (PPP) and lead to failure of this setup in the medium to long term, thus also endangering the now existing improved and currently reliable service.We present four options on how financial sustainability of the SWM system in Bahir Dar might be enhanced: (i) improved fee collection efficiency by linking the fees of solid waste collection to water supply; (ii) increasing the value chain by sales of organic waste recycling products; (iii) diversifying revenue streams and financing mechanisms (polluter-pays-, cross-subsidy- and business-principles); and (iv) cost reduction and improved cost-effectiveness.We argue that in a PPP setup such as in Bahir Dar, a strong alliance between the municipality and private enterprise is important so that appropriate solutions for improved financial sustainability of a SWM system can be sought and implemented.  相似文献

Collection of municipal solid waste (MSW) may account for more than 70% of the total waste management budget, most of which is for fuel costs. It is therefore crucial to optimise the routing network used for waste collection and transportation. This paper proposes the use of geographical information systems (GIS) 3D route modelling software for waste collection and transportation, which adds one more degree of freedom to the system and allows driving routes to be optimised for minimum fuel consumption. The model takes into account the effects of road inclination and vehicle weight. It is applied to two different cases: routing waste collection vehicles in the city of Praia, the capital of Cape Verde, and routing the transport of waste from different municipalities of Santiago Island to an incineration plant. For the Praia city region, the 3D model that minimised fuel consumption yielded cost savings of 8% as compared with an approach that simply calculated the shortest 3D route. Remarkably, this was true despite the fact that the GIS-recommended fuel reduction route was actually 1.8% longer than the shortest possible travel distance. For the Santiago Island case, the difference was even more significant: a 12% fuel reduction for a similar total travel distance. These figures indicate the importance of considering both the relief of the terrain and fuel consumption in selecting a suitable cost function to optimise vehicle routing.  相似文献

The specific aim of this funded research project was to examine and evaluate the efficiency and the effectiveness of the municipal solid waste collection and transportation system in the State of Kuwait. The contract resources of the seven contracting firms, the annual contract budgets, and the district area and population of each service contract are presented. Service efficiency and effectiveness indicators for each collection/disposal contract are also computed and discussed. The cost of collection and transportation of household waste in Kuwait is also compared with those of a number of urban areas in other nations. The low energy and manpower costs are mainly responsible for the favorable cost of management, collection and transportation of residential waste in Kuwait.  相似文献

Efficient health-care waste management is crucial for the prevention of the exposure of health-care workers, patients, and the community to infections, toxic wastes and injuries as well as the protection of the environment (Safe Management of Wastes from Health-care Activities. World Health Organization, Geneva). The amount of health-care waste produced in the Istanbul Metropolitan City in Turkey is 30 ton day(-1) in total. The method used for the final disposal of most of the health-care waste of Istanbul is incineration. However, a great portion of the infectious waste is disposed of with the domestic waste into the sanitary landfill because of improper segregation practices applied in the health-care institutions. Therefore the alternatives for the treatment and disposal of health-care waste were evaluated. The technical information related to the available treatment technologies including incineration, microwave irradiation, mobile or stationary sterilization, etc. were also investigated. The capital investment cost, transportation/operational costs for each alternative method and the different locations for installation were compared. When the data collected were evaluated, it was found that separate handling and disposal of health-care waste generated on the European and the Asian sides of the city was the most economic and practicable solution. As a result, it was concluded that the capacity of the Kemerburgaz-Odayeri incineration plant is enough to incinerate the health-care waste generated on the European side of Istanbul, the construction of a new incineration plant or a stationary sterilization unit for the disposal of health-care waste generated on the Asian side was the most effective alternative.  相似文献

The costs associated with eight food waste disposal options, dry feeding, wet feeding, composting, anaerobic digestion, co-digestion with sewage sludge, food waste disposer, incineration, and landfilling, were evaluated in the perspective of global warming and energy and/or resource recovery. An expanded system boundary was employed to compare by-products. Life cycle cost was analyzed through the entire disposal process, which included discharge, separate collection, transportation, treatment, and final disposal stages, all of which were included in the system boundary. Costs and benefits were estimated by an avoided impact. Environmental benefits of each system per 1 tonne of food waste management were estimated using carbon prices resulting from CO(2) reduction by avoided impact, as well as the prices of by-products such as animal feed, compost, and electricity. We found that the cost of landfilling was the lowest, followed by co-digestion. The benefits of wet feeding systems were the highest and landfilling the lowest.  相似文献

To form a sustainable recycling society, control industrial waste, and reutilize resources from waste to the greatest extent possible, we evaluated the waste collection system in terms of CO2 emissions, the energy consumed, the amount recycled, the final disposal amount, and cost, particularly addressing the collection and transportation processes of domestic waste and using LCA evaluation for multiple policies. The results showed that enforcement of a combination of five optimal policies (as assessed in terms of their evaluation indexes), i.e., the use of clean energy gas-powered vehicles, the station method, collection of waste segregated into 11 categories, collective collection, and simple pay-as-you-go charges, might cultivate residents’ sense of responsibility in terms of controlling waste discharge.  相似文献

Life cycle assessment (LCA) methodology was used to determine the optimum municipal solid waste (MSW) management strategy for Eskisehir city. Eskisehir is one of the developing cities of Turkey where a total of approximately 750tons/day of waste is generated. An effective MSW management system is needed in this city since the generated MSW is dumped in an unregulated dumping site that has no liner, no biogas capture, etc. Therefore, five different scenarios were developed as alternatives to the current waste management system. Collection and transportation of waste, a material recovery facility (MRF), recycling, composting, incineration and landfilling processes were considered in these scenarios. SimaPro7 libraries were used to obtain background data for the life cycle inventory. One ton of municipal solid waste of Eskisehir was selected as the functional unit. The alternative scenarios were compared through the CML 2000 method and these comparisons were carried out from the abiotic depletion, global warming, human toxicity, acidification, eutrophication and photochemical ozone depletion points of view. According to the comparisons and sensitivity analysis, composting scenario, S3, is the more environmentally preferable alternative. In this study waste management alternatives were investigated only on an environmental point of view. For that reason, it might be supported with other decision-making tools that consider the economic and social effects of solid waste management.  相似文献

This paper considers selected treatment technologies for comingled domestic and similar wastes and provides technoeconomic data and information, useful for the development of strategic management plans. For this purpose, treatment technologies of interest are reviewed and representative flow diagrams, along with material and energy balances, are presented for the typical composition of wastes in Greece; possible difficulties in the use of treatment products, along with their management implications, are discussed, and; cost functions are developed, allowing assessment of the initial capital investment and annual operating costs. Based on the latter, cost functions are developed for predicting the normalized treatment costs of alternative methods (in €/t of MSW treated), as function of the quantity of MSW processed by plants built and operated (a) by municipality associations, and (b) by private enterprises. Finally, the alternative technologies considered are evaluated on the basis of their cost aspects, product utilization and compatibility with the EU waste framework Directive 2008/98.  相似文献

The issue addressed in this paper consists in the localization and dimensioning of transfer stations, which constitute a necessary intermediate level in the logistic chain of the solid waste stream, from municipalities to the incinerator. Contextually, the determination of the number and type of vehicles involved is carried out in an integrated optimization approach. The model considers both initial investment and operative costs related to transportation and transfer stations. Two conflicting objectives are evaluated, the minimization of total cost and the minimization of environmental impact, measured by pollution. The design of the integrated waste management system is hence approached in a multi-objective optimization framework. To determine the best means of compromise, goal programming, weighted sum and fuzzy multi-objective techniques have been employed. The proposed analysis highlights how different attitudes of the decision maker towards the logic and structure of the problem result in the employment of different methodologies and the obtaining of different results. The novel aspect of the paper lies in the proposal of an effective decision support system for operative waste management, rather than a further contribution to the transportation problem. A cost methodology is proposed for evaluating the ecological-economic efficiency of a municipal solid waste management scheme based on the recommendations of cost-benefit analysis and the full-cost accounting methodology for municipal solid waste management. The methodology employs the previously introduced waste managements’ efficient decision (WAMED) model and the company statistical business tool for environmental recovery (COSTBUSTER) indicator. A case study presents the practical application of the proposed cost-benefit analysis-based theory to the landfilling concept currently applied in Kalmar, Sweden. It is concluded that the presented provisions for evaluation of the ecological-economic efficiency of a municipal solid waste management scheme reflect a novel integrated approach to solving the problem of simultaneously decreasing the negative impacts of municipal solid waste on the environment and the health of the population while providing an information support tool for decision making in municipal solid waste management at regional and municipal levels to improve small-and medium-sized company competitiveness in particular.  相似文献

To tackle nonlinear economies-of-scale (EOS) effects in interval-parameter constraints for a representative waste management problem, an inexact piecewise-linearization-based fuzzy flexible programming (IPFP) model is developed. In IPFP, interval parameters for waste amounts and transportation/operation costs can be quantified; aspiration levels for net system costs, as well as tolerance intervals for both capacities of waste treatment facilities and waste generation rates can be reflected; and the nonlinear EOS effects transformed from objective function to constraints can be approximated. An interactive algorithm is proposed for solving the IPFP model, which in nature is an interval-parameter mixed-integer quadratically constrained programming model. To demonstrate the IPFP's advantages, two alternative models are developed to compare their performances. One is a conventional linear-regression-based inexact fuzzy programming model (IPFP2) and the other is an IPFP model with all right-hand-sides of fussy constraints being the corresponding interval numbers (IPFP3). The comparison results between IPFP and IPFP2 indicate that the optimized waste amounts would have the similar patterns in both models. However, when dealing with EOS effects in constraints, the IPFP2 may underestimate the net system costs while the IPFP can estimate the costs more accurately. The comparison results between IPFP and IPFP3 indicate that their solutions would be significantly different. The decreased system uncertainties in IPFP's solutions demonstrate its effectiveness for providing more satisfactory interval solutions than IPFP3. Following its first application to waste management, the IPFP can be potentially applied to other environmental problems under multiple complexities.  相似文献

Developing nations have various problems regarding municipal solid waste (MSW). Therefore, to carry out a systematic review of the MSW problems in the target area and to formulate a well-considered management plan, it is extremely important to understand the present MSW flow in the region. One of the authors participated in the nine solid waste management (SWM) studies in developing nations undertaken under the technical cooperation program of the Japan International Cooperation Agency (JICA). Based on these studies, this paper reviews the results of research in developing countries regarding different MSW streams, the factors that cause the differences, and the elements considered to have the most impact on those streams. This research identifies several issues regarding MSW streams in developing nations. The MSW generation rate per capita in developing countries is generally said to grow in proportion to the GNP. However, the findings of this research show no correlation between the two; instead, there is a relationship between the GNP and the collection rate. To formulate proper future MSW management plans in countries with low collection rates, it is very important to forecast the rates of self-disposed and recycled waste, and their fluctuations. In this study a multi-objective mathematical programming model is developed for taking into account GHG emissions for Municipal Solid Waste (MSW) management. Mathematical programming models are often used for structure, design and operational optimization of various systems (energy, supply chain, processes, etc.). The last twenty years they are used all the more often in Municipal Solid Waste (MSW) management in order to provide optimal solutions with the cost objective being the usual driver of the optimization. In our work we consider the GHG emissions as an additional criterion, aiming at a multi-objective approach. The Pareto front (Cost vs. GHG emissions) of the system is generated using an appropriate multi-objective method. This information is essential to the decision maker because he can explore the trade-offs in the Pareto curve and select his most preferred among the Pareto optimal solutions. In the present work a detailed multi-objective, multi-period mathematical programming model is developed in order to describe the waste management problem. Apart from the bi-objective approach, the major innovations of the model are (1) the detailed modeling considering 34 materials and 42 technologies, (2) the detailed calculation of the energy content of the various streams based on the detailed material balances, and (3) the incorporation of the IPCC guidelines for the CH4 generated in the landfills (first order decay model). The equations of the model are described in full detail. Finally, the whole approach is illustrated with a case study referring to the application of the model in a Greek region.  相似文献

Most of the existing solid waste landfill sites in developing countries are practicing either open dumping or controlled dumping. Proper sanitary landfill concepts are not fully implemented due to technological and financial constraints. Implementation of a fully engineered sanitary landfill is necessary and a more economically feasible landfill design is crucial, particularly for developing countries. This study was carried out by focusing on the economics from the development of a new landfill site within a natural clay area with no cost of synthetic liner up to 10 years after its closure by using the Fukuoka method semi-aerobic landfill system. The findings of the study show that for the development of a 15-ha landfill site in Malaysia with an estimated volume of 2,000,000 m(3), the capital investment required was about US 1,312,895 dollars, or about US 0.84 dollars/tonne of waste. Assuming that the lifespan of the landfill is 20 years, the total cost of operation was about US 11,132,536 dollars or US 7.15 dollars/tonne of waste. The closure cost of the landfill was estimated to be US 1,385,526 dollars or US 0.89 dollars/tonne of waste. Therefore, the total cost required to dispose of a tonne of waste at the semi-aerobic landfill was estimated to be US 8.89 dollars. By considering an average tipping fee of about US 7.89 dollars/tonne of waste in Malaysia in the first year, and an annual increase of 3% to about US 13.84 dollars in year-20, the overall system recorded a positive revenue of US 1,734,749 dollars. This is important information for the effort of privatisation of landfill sites in Malaysia, as well as in other developing countries, in order to secure efficient and effective landfill development and management.  相似文献
