Waste incineration is becoming increasingly necessary to tackle the rapidly rising amounts of municipal solid waste (MSW); in China many large cities are already surrounded by a girdle of landfills. Still, the not-in-my-backyard (nimby) syndrome holds strong. This attitude stems from fear of dioxins. These have been associated with incineration (‘dioxin factories’) and at times also with polyvinylchloride. In this paper this issue is analysed. China should build additional trust in MSW incineration, following promulgation of stricter emission standards, enforced by stringent controls.  相似文献

The leaching behavior of dioxins from landfill containing bottom ash and fly ash from municipal solid waste incineration has been investigated by leaching tests with pure water, non-ionic surfactant solutions, ethanol solutions, or acetic acid solutions as elution solvents for a large-scale cylindrical column packed with ash. Larger amounts of dioxins were eluted from both bottom ash and fly ash with ethanol solution and acetic acid solution than with pure water. Large quantities of dioxins were leached from fly ash but not bottom ash by non-ionic surfactant solutions. The patterns of distribution of the dioxin congeners in the leachates were very similar to those in the bottom ash or fly ash from which they were derived.  相似文献

We summarize the measures taken by the Japanese government to prevent the emission of dioxins and polychlorinated biphenyls (PCBs) into the environment. Because incineration is the main method of waste management in Japan, reducing the amount of dioxins emitted from waste incinerators is an essential aspect of proper waste treatment. Intensive measures to prevent the formation of dioxins at the source have been implemented, with a focus on waste treatment methods and improving comprehensive management. The efforts have been very successful, with a 95% reduction in the amount of dioxins emitted between 1997 and 2003. The toxicity of PCBs has been monitored with keen interest since the Yusho incident. Unfortunately, treatment facilities for PCB wastes were not built until long after PCBs had been removed from use, and PCB wastes remained in storage in an untreated state. The Japanese government has promoted the construction of facilities for treating PCB wastes, and five such facilities have commenced operations. To more completely eradicate dioxins, a future challenge will be to reduce the amount of PCB-derived dioxins, which are persistent in the environment and have a long exposure pathway from the environment media to the organism and the human body.  相似文献

Previous reports have focused on the emission of coplanar polychlorinated biphenyls (Co-PCBs) which have a toxic mechanism similar to that of polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofurans (PCDDs/DFs) released from municipal solid waste (MSW) incineration. Such emissions accounted for a small percentage of all the dioxins (PCDDs/DFs and Co-PCBs) recorded at the toxicity equivalent (TEQ) level. There is, however, very little information about Co-PCBs, such as the quantities being released and their effect on overall environmental pollution. The aim of this research has been to clarify the substance flow of Co-PCBs from MSW incineration processes. The results reveal that whereas the input of Co-PCBs into the MSW incineration facilities in Kyoto City was 0.13–0.29 μg-TEQ per ton waste, the total output of Co-PCBs (the sum of Co-PCBs released from emission gas, fly ash, and bottom ash) was 4.9 μg-TEQ per ton waste. The total output was therefore found to be higher than the total input. Over 90% of the total PCBs were decomposed in the incineration process. In comparing the profiles of congeners and homologues, those in the MSW were found to be similar to those detected in the atmosphere and products containing PCBs, but different from those in the MSW incineration gas. In this study, we investigated the humification of municipal solid waste incineration residue through identification of extracted humic substances, and examined the leachability of dioxins by batch leaching test. The samples were incineration residues excavated from lysimeters 6-8 years after being filled. The results of investigation of humic substances showed that the top layers from the surface to a depth of 30-70 cm contained more humic substances than the other layers judging from the color of the samples and optical characteristics of the extracts. In particular, humification in the lysimeter filled with a small amount of compost had progressed through all the layers, not only the top one. The tests revealed that the leaching concentrations of dioxins increased with advanced humification and showed relatively good correlation to dissolved organic carbon (DOC) of leachate at each lysimeter. Humification advances from the surface first, and DOC generated from the humification may preferentially carry down the highly chlorinated dioxin compounds such as O8CDD as DOC-dioxin complexes. Comparing the content and leaching concentration according to depth, we observed not only a decrease in dioxin content but also an increase in leaching of the highly chlorinated dioxins at deeper layers in the lysimeters with the compost. The Japanese Government introduced the Law on Recycling of End-of-Life Vehicles (ELV Recycling Law) in 2002. This law requires manufacturers to retrieve chlorofluorocarbons (CFCs), airbags, and automobile shredder residue (ASR) from ELVs and to properly recycle the remaining materials. This framework is compared with European ELV directives. Pilot-scale incineration plant testing has revealed a greater formation of by-product persistent organic pollutants (POPs) during the primary combustion of ASR compared to normal municipal solid waste. This may be attributed to the abundance of chlorine, Cu, and Fe in ASR, as Cu and Fe have been found to catalyze the formation of POPs under certain conditions. However, most by-product POPs were destroyed by the secondary combustion, and almost all were removed after flue gas treatment. The direct melting system is a shaft-type gasification and melting technology that has proved effective in many municipal solid waste applications. This system can be applied to ASR recycling for effective decomposition of brominated flame retardants and polybrominated dioxins.  相似文献

The amount of atmospheric pollutants emitted through the incineration of healthcare wastes can be estimated using emission factors. Emission factors have been published without including sufficient information about the types of wastes incinerated. This paper reports the first emission factors estimated for the incineration of wastes segregated into different types according to the Portuguese legislation. One controlled-air incinerator without air pollution control devices was used in the research. The main objectives of the study were: (i) to estimate the emission factors for particulate matter, dioxins, heavy metals and gaseous pollutants, according to the type of waste incinerated; (ii) to evaluate the quality of atmospheric emissions; and (iii) to define a methodology for the management of atmospheric emissions, evaluating the influence of type of waste incinerated and of the segregation method used on the emitted amounts. It was concluded that: (i) when emission factors are not associated with the type of incinerated mixture, the utility of the emission factors is highly doubtful; (ii) without appropriate equipment to control atmospheric pollution, incineration emissions exceed legal limits, neglecting the protection of human health (the legal limit for pollutant concentrations could only be met for NO(x), all other concentrations were higher than the maximum allowed: dioxins, 93-710 times; Hg, 1.3-226 times; CO, 11-24 times; SO(2), 2-5 times; and HCl, 9-200 times); (iii) rigorous segregation methodologies must be used to minimize atmospheric emissions, and incinerate only those wastes that should be incinerated according to the law. A rigorous segregation program can result in a reduction of the amount of waste that should be incinerated by 80%. A reduction in the quantity of waste incinerated results in a reduction on the amounts of pollutants emitted: particulate matter, 98%; dioxins, 99.5%; As, Cd, Cr, Mn and Ni, respectively, 90%, 92%, 84%, 77% and 92%; Hg and Pb, practically eliminated; SO(2) and NO(x), 93%; and CO and HCl, more than 99%.  相似文献

It is necessary to develop technical systems for controlling and monitoring dioxins in stack gas from waste incineration facilities. However, it required much labor, high technical skill and extreme cost to measure dioxins for obtaining the toxic equivalent quantity (TEQ) values. In this study, the positive correlations of the WHO-TEQ values of PCDDs/PCDFs/Co-PCBs or PCDDs/PCDFs with the conventional I-TEQ values of PCDDs/PCDFs were confirmed beforehand for a large number of incineration facilities in a wide concentration range of a hundred thousand times. The relationships between the TEQ values and the concentrations of total PCDDs/PCDFs, each toxic isomer of PCDDs/PCDFs, total Cl4-6BZs, or each homologue of Cl4-6BZs were investigated for various incineration facilities. And it was found that positive correlations of the TEQ values with the concentrations of total PCDDs/PCDFs, 2,3,4,7,8-P5CDF, or Cl5BZ for a large number of different incineration facilities and in a wide concentration range. Consequently, the concentrations of total PCDDs/PCDFs, 2,3,4,7,8-P5CDF and Cl5BZ, whose measuring methods are much easier than that of obtaining the TEQ values, could be used as convenient substitute indices to the TEQ values for controlling and monitoring dioxins in stack gas from various waste incineration facilities.  相似文献

Although production of sewage sludge increases every year, its proper treatment has only been recently raised as a new issue, as current landfill and ocean dumping arrangements are expected to become increasingly difficult to manage in the future. The Korean Ministry of Environment plans to diversify its processing facilities and expand its processing systems by 2011, with the purpose of processing all sludge produced in Korea. According to this plan, incineration (including incineration of municipal wastes) will process 30% of the entire sewage sludge throughout the country in 2011. This study reviews the characteristics of PAH, which is one of the organic substances found in sewage sludge during the incinerating process. The total amount of PAH produced from sewage sludge incineration was found to be 6.103 mg/kg on average, and investigation performed on 16 PAHs of inlets and outlets of the air control devices at five full-scale incineration facilities showed that concentrations of the PAHs on the inlet and on the outlet ranged from 3.926 to 925.748 microg/m(3) and from 1.153 to 189.449 microg/m(3), respectively. In the case of the incineration facility fed with municipal waste (95%) and sewage sludge (5%), the total of the PAH emissions concentration was higher than that found at the incineration facilities used exclusively to treat sewage. The combustion of waste vinyl and plastics contained in municipal waste fed into the facility might contribute to the high levels of PAHs in the stack gas. However more investigation is needed on the production mechanism of PAHs at different operating conditions of the incineration facilities, such as the types of waste, and other relevant factors.  相似文献
