在新时期，环境保护工作的发展面临着新的机遇和挑战。环境监测贯穿于整个环境影响评价体系之中，即环境影响评价中的评价初期、建设期、运行期以及后评价期，均需环境监测数据来支撑，因此，环境监测是环境影响评价的技术基础，同时还具有较强的监督功能。     

Identifying the role of conservation biology for solving the environmental crisis

Humans are altering their living environment to an extent that could cause environmental collapse. Promoting change into environmental sustainability is therefore urgent. Despite a rapid expansion in conservation biology, appreciation of underlying causes and identification of long-term solutions have largely been lacking. I summarized knowledge regarding the environmental crisis, and argue that the most important contributions toward solutions come from economy, political sciences, and psychology. Roles of conservation biology include providing environmental protection until sustainable solutions have been found, evaluating the effectiveness of implemented solutions, and providing societies with information necessary to align effectively with environmental values. Because of the potential disciplinary discrepancy between finding long-term solutions and short-term protection, we may face critical trade-offs between allocations of resources toward achieving sustainability. Since biological knowledge is required for such trade-offs, an additional role for conservation biologists may be to provide guidance toward finding optimal strategies in such trade-offs.     

突发环境污染事件应对措施探讨

随着经济的高速发展,环境安全隐患逐渐显现,中国进入环境污染事故高发期,做好环境污染事件的防范工作刻不容缓。针对突发环境污染事件应对中存在的主要问题,提出了构建预防应急体系、建立有效的环境问责制、合理处置安全事故、建立全民参与机制和建立环境污染责任险制度等应对突发环境污染事件措施。

基于对世界银行项目——“中国乡镇工业企业环境行为研究”的子项目“乡镇工业企业污染控制报告制度研究”在江苏省丹阳市的实施过程的研究，发现污染控制报告会在乡镇环境管理中有着良好的社会效益、经济效益和环境效益，不失为一种解决农村环境保护信息非对称性的优选方法。     

The complexities of environmental regulation: the example of the Brazilian Amazon

International concern over deforestation in the Brazilian Amazon motivated the G-7 to initiate a Pilot Programme for this region in 1990. It was based on a positive assessment of the changes in Brazilian environmental policy. The preparations for the programme and the implementation of its projects met with considerable difficulties. These included domestic opposition to environmental regulation and to international interest for the Amazon, declining commitment to the environmental issue after UNCED, both nationally and internationally, and weak financial and institutional capacity of environmental agencies. However, by proceeding cautiously, representatives of the Brazilian government, the World Bank, donors and NGOs have succeeded in achieving some progress. The Pilot Programme for the Brazilian Amazon clearly illustrates the complexities of the regulation process, particularly in the case of international interest in reducing a primarily nationally induced environmental problem.     

Evaluating the environmental fate of lindane in France

Lindane, a highly persistent and lipophilic pesticide, is still used in large quantities. This chemical can be found with appreciable concentrations in biota, atmosphere, and in other environmental compartments in the adsorbed form. This information provided a basis for assessing the simulation performances of CHEMFRANCE, a regional level III fugacity model allowing to generate environmental behavior profile of organic chemicals in France. The comparison between the estimated environmental fate and field and laboratory observations suggests that this fugacity model can be used to determine the processes that control the environmental fate of lindane in France. CHEMFRANCE also provides accurate estimates of environmental compartment contaminations.     

Managing the relationship with the environment

This article describes the results of a survey carried out by the author's company on behalf of Rank Xerox. The objective was to assess attitudes towards environmental issues in both the public and private sector. Although there were some differences over priorities, both sectors agreed that development of environmental policies was essential to their future.

Relation between the exergy of waste emissions and measures of environmental impact

In an attempt to improve methodologies for assessing and predicting environmental impact, the relation between several measures of environmental impact potential and exergy is investigated. Exergy is a measure of the degree of disequilibrium between a substance and its environment. The approach taken compares current methods used to assess the environmental impact potential of waste emissions and the exergy associated with those emissions. The measures of environmental impact potential considered are the Ontario 7le of industrial air emission limits, and two methods of assessing the environmental costs for air emissions resulting from the combustion of three common fossil fuels: coal, oil and natural gas. A relationship was identified between one environmental costing methodology and exergy. Further work appears to be justified, using more data, to verify this relation, and to detect other relationships between the exergy of waste emissions and measures of environmental impact.

ISO14000环境管理标准对我国企业发展的促进作用

ISO14000环境管理系列标准是国际标准化组织制定的关于环境管理体系的国际通用标准。目的在于激发企业自觉采取预防措施和持续性改善措施来改善环境。推行ISO14000认证不仅可以规范环境管理行为,而且提高绿色管理水平和资源利用效率,从而促进中国经济发展。需要政府进一步采取积极措施推广ISO14000环境管理体系认证。     

Complying with Executive Order 13148 using the Enterprise Environmental Safety And Occupational Health Management Information System

All U.S. Department of Defense (DoD) facilities are required under Executive Order (EO) 13148, "Greening the Government through Leadership in Environmental Management," to establish quality-based environmental management systems (EMSs) that support environmental decision-making and verification of continuous environmental improvement by December 31, 2005. Compliance with EO 13148 as well as other federal, state, and local environmental regulations places a significant information management burden on DoD facilities. Cost-effective management of environmental data compels DoD facilities to establish robust database systems that not only address the complex and multifaceted environmental monitoring, record-keeping, and reporting requirements demanded by these rules but enable environmental management decision-makers to gauge improvements in environmental performance. The Enterprise Environmental Safety and Occupational Health Management Information System (EESOH-MIS) is a new electronic database developed by the U.S. Air Force to manage both the data needs associated with regulatory compliance programs across its facilities as well as the non-regulatory environmental information that supports installation business practices. The U.S. Air Force, which has adopted the Plan-Do-Check-Act methodology as the EMS standard that it will employ to address EO 13148 requirements.
