Cleaner Production (CP) should be an essential part of any comprehensive environmental management system at an enterprise or national level. In many cases the adoption of CP improvements can reduce or even eliminate the need for end-of-pipe investments and therefore can have both environmental and economic benefits. Experience shows, that often companies having identified cost-effective and technically-feasible CP options, may still not be able to make necessary CP investment to realise the financial benefits and environmental advantages. Financing of CP projects varies among countries and types of the projects. Domestic and international efforts to strengthen environmental financing still face a number of serious obstacles, many of which are related to profound economic, political and social problems. The detailed evaluation of revolving fund establishment possibilities based on personal experience of the authors in Lithuania, Zimbabwe and Vietnam is presented in the paper.  相似文献

This paper applies an analytic hierarchy process (AHP) to examine and prioritize underlying barriers to adoption of cleaner production (CP) by small- and medium-sized enterprises (SMEs) in China from the perspectives of government, industry and expert stakeholder groups. First, on the basis of the findings of previous research and literature review, 20 barriers are identified and grouped into four categories: (1) policy and market barriers; (2) financial and economic barriers; (3) technical and information barriers; and (4) managerial and organizational barriers. Second, an AHP model is developed and a survey questionnaire was designed, tested, and refined. Third, the questionnaire was distributed to the representatives of three stakeholders of CP, i.e. enterprise managers, government officials, and experts. The returned questionnaires were validated in terms of consistency and in some cases followed up for verification. Fourth, the 20 barriers were rated by analyzing the valid questionnaires through the AHP model. The top three barriers to CP adoption by Chinese SMEs were found to be: (a) lack of economic incentive policies; (b) lax environmental enforcement, and (c) high initial capital cost. The researches conclude that current governmental policy should give higher priority to lessening those external policy and financial barriers rather than internal technical and managerial barriers. The findings shed some new light on readjusting public policy in order to help to facilitate widespread CP implementation in SMEs in China.  相似文献

It also provides a brief on the conclusions and recommendations of the debate that culminated at the parallel session on financing issues at the 6th International High-Level Seminar on CP, held in Montreal in October 2000. The textile sector is one of the most important industrial sectors in Turkey. It comprises several sub-sectors among which cotton is the most important. Processes in the cotton textile industry can be dry and wet. A series of cleaner production (CP) options mostly related to water and energy conservation were identified in a selected enterprise focusing on the reduction of water consumption in the regeneration process, water and chemical savings in the dyeing process, heat recovery from the blowdown which was discharged into the waste water treatment plant, and also heat recovery of process waste water. The results of the calculations made during the feasibility stage proved that these CP options were worth implementing in the company being studied.  相似文献

Despite the promotion of Cleaner Production (CP) by government, academia and research institutions in the past few years, only a small number of Vietnamese industries have adopted it. This paper explores why CP has not been widely adopted by industry through an examination of the root causes preventing effective CP implementation in Vietnam.
