Climate scenarios for the Amazon region (Brazil) indicate an increase in temperature and a precipitation decrease, affecting society and economic activities, particularly small-scale rural communities. The research aims to identify, describe and evaluate factors present in sustainable development projects for small rural communities (Type- A Demonstration Projects - PDA and Alternatives to Deforestation and Burnt Projects - PADEQ), already implemented, for recognizing its potential use as strategies for adaptation to climate change for small rural communities in the Amazon region. The researches, concerning fifteen projects in Rondonia, Para and Mato Grosso States, were developed through document analysis, technical visits, and interviews with stakeholders of three projects about the community perception, vulnerability and adaptation capacity. The analysis of documents regarding the potential success of the projects highlights their short history, important in the local context, prospects for continuity, and community participation in decision making. Few activities developed in projects could be associated with climate change adaptation practices. Two strategies and practices are the most important: the social organization and the process of awareness and training of the community, and the diversification of the types and forms of agricultural production. The interviews indicate that adaptation is implemented in projects, but without considering the pressures of climate variability and change. While these projects were not planned in the context of climate change, the greatest role of the projects relates to the strengthening of the already existing adaptation capacity, creating good conditions for incorporation of new strategies and adaptation measures, now clearly associated to the objective to reduce the vulnerability to climate change and variability impacts.  相似文献

Climate change is expected to adversely affect agricultural production in Africa. Because agricultural production remains the main source of income for most rural communities in the region, adaptation of the agricultural sector is imperative to protect the livelihoods of the poor and to ensure food security. A better understanding of farmers’ perceptions of climate change, ongoing adaptation measures, and the decision-making process is important to inform policies aimed at promoting successful adaptation strategies for the agricultural sector. Using data from a survey of 1800 farm households in South Africa and Ethiopia, this study presents the adaptation strategies used by farmers in both countries and analyzes the factors influencing the decision to adapt. We find that the most common adaptation strategies include: use of different crops or crop varieties, planting trees, soil conservation, changing planting dates, and irrigation. However, despite having perceived changes in temperature and rainfall, a large percentage of farmers did not make any adjustments to their farming practices. The main barriers to adaptation cited by farmers were lack of access to credit in South Africa and lack of access to land, information, and credit in Ethiopia. A probit model is used to examine the factors influencing farmers’ decision to adapt to perceived climate changes. Factors influencing farmers’ decision to adapt include wealth, and access to extension, credit, and climate information in Ethiopia; and wealth, government farm support, and access to fertile land and credit in South Africa. Using a pooled dataset, an analysis of the factors affecting the decision to adapt to perceived climate change across both countries reveals that farmers were more likely to adapt if they had access to extension, credit, and land. Food aid, extension services, and information on climate change were found to facilitate adaptation among the poorest farmers. We conclude that policy-makers must create an enabling environment to support adaptation by increasing access to information, credit and markets, and make a particular effort to reach small-scale subsistence farmers, with limited resources to confront climate change.  相似文献

This paper investigates threats to farm management in the northern and central region of Côte d’Ivoire, with a particular focus on climate-related threats. To this end, farmers’ perception and adaptation strategies for climate change have been analyzed. The data were collected from 205 respondents by means of the Focus Groups method, and they were evaluated using a framework analysis. The main reported threats related to the implementation of farming activities are the high cost of inputs and the lack of technical support, which are followed by diseases, insects, and climate variations (scarcity of rains, strong winds, and high temperature). We find that most farmers have a strong perception of changes in climatic conditions. Their perceived impacts on the local environment through evidences like the disappearance of certain farming practices, occurrence of new insects, and the disruption of key time reference periods. Farmers mainly attempt to adapt by adjusting their agricultural calendar, adopting new short-season varieties, and using mixed cropping. We find that the most influential factors for farmers’ adaptation behavior is lack of contact with extension services and the scarcity of rainfall. Our suggestions for future agricultural policies for better adaptation to climate change are to take into account farmers’ perception, to provide suitable climate forecast, and to improve local technical support.  相似文献

Livestock production systems will inevitably be affected as a result of changes in climate and climate variability, with impacts on peoples’ livelihoods. At the same time, livestock food chains are major contributors to greenhouse gas emissions. Agriculture and livestock in particular will need to play a greater role than they have hitherto in reducing emissions in the future. Adaptation and mitigation may require significant changes in production technology and farming systems, which could affect productivity. Given what is currently known about the likely impacts on livestock systems, however, the costs of mitigating and adapting to climate change in the aggregate may not represent an enormous constraint to the growth of the global livestock sector, in its bid to meet increasing demand for livestock products. Different livestock systems have different capacities to adapt or to take on board the policy and regulatory changes that may be required in the future. Vulnerability of households dependent on livestock, particularly in the drier areas of developing countries, is likely to increase substantially, with concomitant impacts on poverty and inequity. The capacity of these systems to adapt and to yield up their carbon sequestration potential deserves considerable further study. Comprehensive frameworks need to be developed to assess impacts and trade-offs, in order to identify and target adaptation and mitigation options that are appropriate for specific contexts, and that can contribute to environmental sustainability as well as to poverty alleviation and economic development.  相似文献

Within modern society, business organizations have a co-evolutionary relationship with society and ecosystems. Business organizations face highly diverse risks which they have to recognize, reflect on and handle. Climate change and its impacts clarify the need for managing overall system risk. Research has shown that climate vulnerability of business organizations in the German food industry is characterized by impacts that, in particular, affect business organizations indirectly. Indirect climate change caused impacts are complex, uncertain and characterized by a high degree of unpredictability. They focus on the derived social, ecological, economic and cultural consequences of the direct physical impacts from a worldwide perspective. This paper shows that introducing resilience thinking helps to identify strategic risks and opportunities coping with climate change caused impacts in sense of corporate climate adaptation strategies. Furthermore, it is shown from a strategic management perspective that mitigation is a profound element of long term adaptation strategies.  相似文献

There is a critical need to collectively understand, to develop adaptation options to enhance the benefits, and to reduce the social and economic vulnerabilities induced by climate variability and change. This paper uses key questions to help build a framework for adaptation by first organizing the questions into adaptation science, management and option components, including their respective sub-categories. The process of adaptation depends on many factors, including who or what adapts, what they adapt to, how they adapt and what and how resources are used. This conceptual model is designed to organize concepts regarding adaptation, to help stimulate ideas, and to explore the linkages among parts of the adaptation cycle. Predictive models need to be developed to determine the outcomes of planned adaptation strategies. For the best and most realistic evaluation of climate problems, adaptation and impacts should be considered together. This joint approach improves the assessment of the significance and dangers of the current and future climate, as well as the determination of solutions (e.g., how to prepare for a changing climate) and their priorities. Challenges of adaptive management are discussed in terms of a framework with linkages to adaptation science and options. Adaptation research and applications work continue to build on the foundation of science and management frameworks to address the risks and uncertainties in the decision-making process and to identify adaptation options.  相似文献

Small island developing states (SIDS) are among the countries in the world that are most vulnerable to climate change and required to adapt to its impacts. Yet, there is little information in the academic literature about how SIDS are adapting to climate change, across multiple countries and geographic regions. This paper helps to fill this gap. Using a sample of 16 countries across the Atlantic, Indian Ocean and South China Sea, Caribbean and Pacific regions, this study has two main aims, to identify (1) national-level adaptation trends across climate, climate-induced and non-climate-induced vulnerabilities, sectors and actors, as reported in National Communications (NCs) to the United Nations Framework Convention on Climate Change (UNFCCC), and (2) typologies of national-level adaptation actions in SIDS. It identifies, codes and assesses 977 adaptation actions. These actions were reported as addressing 47 climate and climate-induced vulnerabilities and 50 non-climate-induced vulnerabilities and were undertaken in 37 sectors by 34 actors. The paper proposes five typologies of adaptation actions for SIDS, based on actions reported by SIDS. It specifically explores the implications of its findings for global adaptation strategies. As this work establishes a baseline of adaptation action in SIDS, it can assist national governments to gauge their adaptation progress, identify gaps in their adaptation effort and, thereafter, develop appropriate strategies for filling the gaps. It can also assist donors, whether bilateral or multilateral, to make more ‘climate-smart’ investment decisions by being able to identify the adaptation needs that are not being met in SIDS.  相似文献

Additional finance for adaptation is an important element of the emerging international climate change framework. This paper discusses how adaptation funding may be allocated among developing countries in a transparent, efficient and equitable way. We propose an approach based on three criteria: the climate change impacts experienced in a country, a country’s adaptive capacity and its implementation capacity. Physical impact and adaptive capacity together determine a country’s vulnerability to climate change. It seems both efficient and fair that countries which are more vulnerable should have a stronger claim on adaptation resources. The third dimension, implementation capacity, introduces a measure of adaptation effectiveness. Rough indicators are proposed for each of the three dimensions. The results are indicative only, but they suggest a strong focus of initial adaptation funding on Africa. African countries are highly vulnerability in part because of the severity of expected impacts, but also because of their very low adaptive capacity. However, their implementation capacity is also limited, suggesting a need for technical assistance in project implementation.  相似文献

The impacts of climate change, drought and desertification are closely interlinked, and most acutely experienced by populations whose livelihoods depend principally on natural resources. Given the increases in extreme weather events projected to affect the Southern Africa region, it is essential to assess how household and community-level adaptations have been helped or hindered by institutional structures and national policy instruments. In particular, there is a need to reflect on efforts related to the United Nations’ environmental conventions to ensure that policies support the maintenance of local adaptations and help retain the resilience of socio-economic and environmental systems. This paper examines three interlinked drivers of adaptation: climate change, desertification and drought, assessing the extent to which international and national policy supports local adaptive strategies in three countries in southern Africa. We show that while common ground exists between desertification and climate change adaptations at the policy level, they are insufficiently mainstreamed within broader development approaches. Similarly, there are some overlaps between policy-driven and autonomous local adaptations, but the mutually supportive links between them are poorly developed. Further efforts to integrate local adaptation strategies within policy could increase local resilience to environmental change, while also contributing to wider development goals.  相似文献

Past global efforts at dealing with the problem of global warming concentrated on mitigation, with the aim of reducing and possibly stabilizing greenhouse gas (GHG) concentrations in the atmosphere. With the slow progress in achieving this, adaptation was viewed as a viable option to reduce the vulnerability to the anticipated negative impacts of global warming. It is increasingly realized that mitigation and adaptation should not be pursued independent of each other but as complements. This has resulted in the recent calls for the integration of adaptation into mitigation strategies. However, integrating mitigation and adaptation into climate change concerns is not a completely new idea in the African Sahel. The region is characterized by severe and frequent droughts with records dating back into centuries. The local populations in this region, through their indigenous knowledge systems, have developed and implemented extensive mitigation and adaptation strategies that have enabled them reduce their vulnerability to past climate variability and change, which exceed those predicted by models of future climate change. However, this knowledge is rarely taken into consideration in the design and implementation of modern mitigation and adaptation strategies. This paper highlights some indigenous mitigation and adaptation strategies that have been practiced in the Sahel, and the benefits of integrating indigenous knowledge into formal climate change mitigation and adaptation strategies. Incorporating indigenous knowledge can add value to the development of sustainable climate change mitigation and adaptation strategies that are rich in local content, and planned in conjunction with local people.  相似文献

Water is scarce in Mediterranean countries: cities are crowded with increasing demand; food is produced with large amounts of water; ecosystems demand more water that is often available; drought affects all. As climate change impacts become more noticeable and costlier, some current water management strategies will not be useful. According to the findings of CIRCE, the areas with limited water resources will increase in the coming decades with major consequences for the way we produce food and we protect ecosystems. Based on these projections this paper discusses water policy priorities for climate change adaptation in the Mediterranean. We first summarise the main challenges to water resources in Mediterranean countries and outline the risks and opportunities for water under climate change based on previous studies. Recognising the difficulty to go from precipitation to water policy, we then present a framework to evaluate water availability in response to natural and management conditions, with an example of application in the Ebro basin that exemplifies other Mediterranean areas. Then we evaluate adaptive capacity to understand the ability of Mediterranean countries to face, respond and recover from climate change impacts on water resources. Social and economic factors are key drivers of inequality in the adaptive capacity across the region. Based on the assessment of impacts and adaptive capacity we suggest thresholds for water policy to respond to climate change and link water scarcity indicators to relevant potential adaptation strategies. Our results suggest the need to further prioritise socially and economically sensitive policies.  相似文献

Industrial activities are linked through international supply chains, and the impacts that one country experiences can easily influence other countries. Climate change has made it essential for countries to review their supply chains and to prioritize introducing concrete adaptation actions. Therefore, this study aims to demonstrate a method of screening imported products that are highly vulnerable to the impacts of climate change by assessing all imported products in a consistent manner throughout the global supply chain to support a country’s adaptation strategy planning. The study focuses on the potential impacts on land use and human health of climate change effects such as floods and heat waves. Japan was selected for a detailed analysis of its imports. A life-cycle assessment technique was applied to evaluate imported products through their supply chains. In Japan’s case, land use results show that agricultural products imported from the United States of America (US) are highly vulnerable to climate change impacts. In relation to imported meat products, feed production processes are most vulnerable. The human health results show in addition to agricultural imports, electronics and textile imports are also vulnerable. The study recommends that the relevant stakeholders impacted by these products scrutinize their supply chains. Especially, Japan is recommended to collaborate with the US, China, and Southeast Asian countries for increasing resilience to climate change. The results include uncertainties due to limitations of data availability and methodology; however, this method is also applicable to assessing the global trade activities of any country and to supporting global adaptation strategies.  相似文献

This furtherexacerbates their vulnerability and hasimplications for the global climate changeresponse strategy. Unfortunately, fewattempts have been made to understand thestructural reasons underlying the pervasivepattern of adaptational unpreparedness inthe region, neither has there been acomprehensive and systematic analysis ofhow to remedy this problem. This paper is acontribution in this regard. In order to assess agricultural adaptation to climate impacts, new methodologies are needed. The translog distance function allows assessing interactions between different factors, and hence the influence of management on climate impacts. The Farm Accountancy Data Network provides extensive data on farm characteristics of farms throughout the EU15 (i.e. the 15 member states of the European Union before the extension in 2004). These data on farm inputs and outputs from 1990−2003 are coupled with climate data. As climate change is not the only change affecting European agriculture, we also include effects of subsidies and other changes on inputs and outputs of farms throughout Europe. We distinguish several regions and empirically assess (1) climate impacts on farm inputs and outputs in different regions and (2) interactions between inputs and other factors that contribute to the adaptation to these impacts. Changes in production can partly be related to climatic variability and change, but also subsidies and other developments (e.g. technology, markets) are important. Results show that impacts differ per region, and that ‘actual impacts’ cannot be explicitly separated into ‘potential impacts’ and ‘adaptive capacity’ as often proposed for vulnerability assessment. Farmers adapt their practices to prevailing conditions and continuously adapt to changing conditions. Therefore, ‘potential impacts’ will not be observed in practice, leaving it as a mainly theoretical concept. Factors that contribute to the adaptation also differ per region. In some regions more fertilizers or more irrigation can mitigate impacts, while in other regions this amplifies impacts. To project impacts of future climate change on agriculture, current farm management strategies and their influence on current production should be considered. This clearly asks for improved integration of biophysical and economic models.  相似文献

Climate is an important component of the operating environment for the Canadian mining sector. However, in recent years mines across Canada have been affected by significant climatic hazards, several which are regarded to be symptomatic of climate change. For the mining sector, climate change is a pressing environmental threat and a significant business risk. The extent to which the mining sector is able to mitigate its own impact and adapt to climate change will affect its long-term success and prosperity, and have profound economic consequences for host communities. This paper draws upon case studies conducted with mining operations in Canada involving in-depth interviews with mining professionals and analysis of secondary sources to characterize the vulnerability of the Canadian mining industry to climate change. Five key findings are discussed: i) mines in the case studies are affected by climate events that are indicative of climate change, with examples of negative impacts over the past decade; ii) most mine infrastructure has been designed assuming that the climate is not changing; iii) most industry stakeholders interviewed view climate change as a minor concern; iv) limited adaption planning for future climate change is underway; v) significant vulnerabilities exist in the post-operational phase of mines. This paper argues for greater collaboration among mining companies, regulators, scientists and other industry stakeholders to develop practical adaptation strategies that can be integrated into existing and new mine operations, including in the post-operational phase.  相似文献

This paper presents the study on agriculture adaptation to climate change by adopting the assumed land use change strategy to resist the water shortage and to build the capacity to adapt the expected climate change in the northern China. The cost-benefit analysis result shows that assumed land use change from high water consuming rice cultivation to other crops is very effective. Over 7 billions m3 of water can be saved. Potential conflicts between different social interest groups, different regions, demand and supply, and present and future interests have been analyzed for to form a policy to implement the adaptation strategy. Trade, usually taken as one of adaptation strategies, was suggested as a policy option for to support land use change, which not only meets the consumption demand, but also, in terms of resources, imports water resources.  相似文献

Climate change is projected to lead to shift of forest types leading to irreversible damage to forests by rendering several species extinct and potentially affecting the livelihoods of local communities and the economy. Approximately 47% and 42% of tropical dry deciduous grids are projected to undergo shifts under A2 and B2 SRES scenarios respectively, as opposed to less than 16% grids comprising of tropical wet evergreen forests. Similarly, the tropical thorny scrub forest is projected to undergo shifts in majority of forested grids under A2 (more than 80%) as well as B2 scenarios (50% of grids). Thus the forest managers and policymakers need to adapt to the ecological as well as the socio-economic impacts of climate change. This requires formulation of effective forest management policies and practices, incorporating climate concerns into long-term forest policy and management plans. India has formulated a large number of innovative and progressive forest policies but a mechanism to ensure effective implementation of these policies is needed. Additional policies and practices may be needed to address the impacts of climate change. This paper discusses an approach and steps involved in the development of an adaptation framework as well as policies, strategies and practices needed for mainstreaming adaptation to cope with projected climate change. Further, the existing barriers which may affect proactive adaptation planning given the scale, accuracy and uncertainty associated with assessing climate change impacts are presented.  相似文献

This two-part paper considers the complementarity between adaptation and mitigation in managing the risks associated with the enhanced greenhouse effect. Part one reviews the application of risk management methods to climate change assessments. Formal investigations of the enhanced greenhouse effect have produced three generations of risk assessment. The first led to the United Nations Intergovernmental Panel on Climate Change (IPCC), First Assessment Report and subsequent drafting of the United Nations Framework Convention on Climate Change. The second investigated the impacts of unmitigated climate change in the Second and Third IPCC Assessment Reports. The third generation, currently underway, is investigating how risk management options can be prioritised and implemented. Mitigation and adaptation have two main areas of complementarity. Firstly, they each manage different components of future climate-related risk. Mitigation reduces the number and magnitude of potential climate hazards, reducing the most severe changes first. Adaptation increases the ability to cope with climate hazards by reducing system sensitivity or by reducing the consequent level of harm. Secondly, they manage risks at different extremes of the potential range of future climate change. Adaptation works best with changes of lesser magnitude at the lower end of the potential range. Where there is sufficient adaptive capacity, adaptation improves the ability of a system to cope with increasingly larger changes over time. By moving from uncontrolled emissions towards stabilisation of greenhouse gases in the atmosphere, mitigation limits the upper part of the range. Different activities have various blends of adaptive and mitigative capacity. In some cases, high sensitivity and low adaptive capacity may lead to large residual climate risks; in other cases, a large adaptive capacity may mean that residual risks are small or non-existent. Mitigative and adaptive capacity do not share the same scale: adaptive capacity is expressed locally, whereas mitigative capacity is different for each activity and location but needs to be aggregated at the global scale to properly assess its potential benefits in reducing climate hazards. This can be seen as a demand for mitigation, which can be exercised at the local scale through exercising mitigative capacity. Part two of the paper deals with the situation where regional bodies aim to maximise the benefits of managing climate risks by integrating adaptation and mitigation measures at their various scales of operation. In north central Victoria, Australia, adaptation and mitigation are being jointly managed by a greenhouse consortium and a catchment management authority. Several related studies investigating large-scale revegetation are used to show how climate change impacts and sequestration measures affect soil, salt and carbon fluxes in the landscape. These studies show that trade-offs between these interactions will have to be carefully managed to maximise their relative benefits. The paper concludes that when managing climate change risks, there are many instances where adaptation and mitigation can be integrated at the operational level. However, significant gaps between our understanding of the benefits of adaptation and mitigation between local and global scales remain. Some of these may be addressed by matching demands for mitigation (for activities and locations where adaptive capacity will be exceeded) with the ability to supply that demand through localised mitigative capacity by means of globally integrated mechanisms.  相似文献
