Mitigation strategies for natural hazards will always be dealing with risk. With climate change bringing a new set of risks, each with its uncertainties, the risk manager has new challenges. Since natural hazards like tornadoes have large impacts and divert resources towards mitigation and recovery, changing natural hazards are a factor affecting development. In this paper, an analysis of tornado risk in Canada in the context of a changing climate is given which leads to the conclusion that risk-management strategies should assume more frequent events in the future.  相似文献

Past global efforts at dealing with the problem of global warming concentrated on mitigation, with the aim of reducing and possibly stabilizing greenhouse gas (GHG) concentrations in the atmosphere. With the slow progress in achieving this, adaptation was viewed as a viable option to reduce the vulnerability to the anticipated negative impacts of global warming. It is increasingly realized that mitigation and adaptation should not be pursued independent of each other but as complements. This has resulted in the recent calls for the integration of adaptation into mitigation strategies. However, integrating mitigation and adaptation into climate change concerns is not a completely new idea in the African Sahel. The region is characterized by severe and frequent droughts with records dating back into centuries. The local populations in this region, through their indigenous knowledge systems, have developed and implemented extensive mitigation and adaptation strategies that have enabled them reduce their vulnerability to past climate variability and change, which exceed those predicted by models of future climate change. However, this knowledge is rarely taken into consideration in the design and implementation of modern mitigation and adaptation strategies. This paper highlights some indigenous mitigation and adaptation strategies that have been practiced in the Sahel, and the benefits of integrating indigenous knowledge into formal climate change mitigation and adaptation strategies. Incorporating indigenous knowledge can add value to the development of sustainable climate change mitigation and adaptation strategies that are rich in local content, and planned in conjunction with local people.  相似文献

This is a case study of environmental management by an indigenous people, the Mayas of the Yucatan Peninsula, a geographic area shared by Mexico, Belize, and northern Guatemala. The purpose is to contribute information to the debate among environmental policy makers concerning indigenous peoples and their local knowledge. It summarizes recent findings that call into question older theories, often referred to in this debate. The focus is on the evidence for changes in resource use over time: the adoption and abandonment of technologies as affected by climate change and population pressures, including evidence concerning variations in the resources themselves.  相似文献

As the climate warms, stressors are developing that challenge the adaptive capabilities of Arctic peoples. In Nunavut, one of Canada??s Arctic territories, increased weather variability and changes in physical and climatic conditions are having profound effects on residents. One problem is that while these changes have magnified risks associated with travel and land-based activities, individuals lack sufficiently reliable and useful information on which to base decisions. In this paper, we argue that weather-related risk assessment can be improved by integrating local and scientific weather knowledge and making this information accessible to residents through the creation of weather hazards impact advisory groups. We present a qualitative case study of Iqaluit, the capital of Nunavut, using data from participant observation and semi-structured interviews conducted with indigenous and non-indigenous long-term residents in summer 2009. We examine how long-term residents of Iqaluit acquire, perceive, and use both local and scientific weather knowledge. We find that various barriers, such as a lack of land-based experience, cultural and linguistic differences, and an absence of social networks, prevent most people from obtaining all the information required to make fully informed decisions about the risks associated with land-based activities at different locations. Experienced hunters are perceived to be a reliable source of weather-related information, while scientific weather knowledge is not as accessible or informative as it could be. Increasing the potential use of traditional and scientific hazardous weather knowledge, by making both more universally accessible, can enhance strategies for adapting to climate change in the Arctic.  相似文献

Article 4.1(F) of the Framework Convention on Climate Change commits all parties to take climate change considerations into account, to the extent feasible, in relevant social, economic and environmental policies and actions and to employ methods such as impact assessments to minimize adverse effects of climate change. This could be achieved by,inter alia, incorporating climate change risk assessment into development planning processes i.e. relating climatic change to issues of habitability and sustainability. Adaptation is an ubiquitous and beneficial natural and human strategy. Future adaptation (or, better, adjustment) to climate is inevitable at the least to decrease the vulnerability to current climatic impacts. The urgent issue is the mismatch between the predictions ofglobal climatic change and the need for information onlocal to regional change in order to develop adaptation strategies. Mitigation efforts are essential since the more successful mitigation activities are, the less need there will be for adaptation responses. Moreover, mitigation responses can be global (e.g. a uniform percentage reduction in greenhouse gas emissions) while adaptation responses will be local to regional in character and therefore depend upon confident predictions of regional climatic change. The dilemma facing policymakers is that scientists have considerable confidence in likely global climatic changes but virtually zero confidence in regional changes. Mitigation and adaptation strategies relevant to climatic change can most usefully be developed in the context of sound understanding of climate, especially the near-surface continental climate, permitting discussion of societally relevant issues. Unfortunately, climate models cannot yet deliver this type of regionally and locationally specific prediction and some aspects of current research even seem to indicate increased uncertainty. Decision-makers in cities around the world are beginning to take steps to adapt to the current and future risks presented by climate change, the sum of which we refer to as a city’s adaptation agenda. However, there is significant variation in such agendas: some may focus on responding to one or two climate hazards, while others develop agendas to respond to a wide range of hazards. What causes this varying range of urban adaptation agendas? The purpose of this study is to assess how geographic, socioeconomic, and institutional features of cities as well as the perception of climate change hazards affect the scope of adaptation agendas. Utilizing regression analyses of a newly constructed database for 58 cities around the world, our findings suggest that the perception of climate change hazards held by decision-makers is a primary determinant of the scope of urban adaptation agendas. Given that each global city faces place-specific hazards from varying extreme climate events, this research provides global-scale adaptation strategies for local, national, and international institutions, suggesting that enhancing awareness as well as mapping urban climate hazards is an initial step for broadening and mainstreaming adaptation agendas.  相似文献

Climate is an important component of the operating environment for the Canadian mining sector. However, in recent years mines across Canada have been affected by significant climatic hazards, several which are regarded to be symptomatic of climate change. For the mining sector, climate change is a pressing environmental threat and a significant business risk. The extent to which the mining sector is able to mitigate its own impact and adapt to climate change will affect its long-term success and prosperity, and have profound economic consequences for host communities. This paper draws upon case studies conducted with mining operations in Canada involving in-depth interviews with mining professionals and analysis of secondary sources to characterize the vulnerability of the Canadian mining industry to climate change. Five key findings are discussed: i) mines in the case studies are affected by climate events that are indicative of climate change, with examples of negative impacts over the past decade; ii) most mine infrastructure has been designed assuming that the climate is not changing; iii) most industry stakeholders interviewed view climate change as a minor concern; iv) limited adaption planning for future climate change is underway; v) significant vulnerabilities exist in the post-operational phase of mines. This paper argues for greater collaboration among mining companies, regulators, scientists and other industry stakeholders to develop practical adaptation strategies that can be integrated into existing and new mine operations, including in the post-operational phase.  相似文献

Co-management agreements among indigenous people, state agencies, and other stakeholders offer substantial promise as a way of dealing with natural resource conflicts in a participatory and equitable manner. However, experience shows that co-management regimes can set into motion new conflicts or cause old ones to escalate. In practice the result may not be power sharing but rather a strengthening of the state's control over resource policy, management, and allocation. Instead of contributing to local empowerment, such arrangements may further marginalize communities and resource users. We use case material, primarily from northern Canada and South Asia, to explore the pervasive role of conflict in generating, shaping, and influencing the performance of co-management regimes. The paper analyzes the divergent interests and motives of state agencies in planning and implementing co-management arrangements. It highlights the cultural, political, and legal obstacles encountered by indigenous people and other rural communities in trying to negotiate co-management arrangements. We also explore the conflicts that can arise in co-management regimes where local participation in decision making is very limited. General lessons and recommendations are drawn from our analysis.  相似文献

In this paper, we investigate the ways in which climate stressors and economic changes related to liberalisation alter the local vulnerability context. Household and key informant data from two villages in Mozambique are analysed. First, we explore how changes such as increased market integration, altered systems of agricultural support, land tenure change and privatisation of agro-industries may affect factors important for response capacity, including access to local natural resources, employment opportunities, and household labour and capital. Next, we investigate how people related to the market while coping with the 2002–2003 drought. The study reveals that there had been an increase in informal trade and casual employment opportunities; however, market relations were very unfavourable and as the drought intensified, smallholders were locked into activities that barely secured economic survival and which sometimes endangered long-term response capacity. Only a few large-scale farmers had the capital and skills necessary to negotiate a good market position in urban markets, thus securing future incomes. Inequality, social sustainability, vulnerability and natural resource use are all closely linked in the savannas. Hence, both climate change adaptation policies and sustainability measures need to target vulnerability context and the social and environmental stressors shaping it.  相似文献

Nowadays, adaptation has become a key focus of the scientific and policy-making communities and is a major area of discussion in the multilateral climate change process. As climate change is projected to hit the poorest the hardest, it is especially important for developing countries to pay particular attention to the management of natural resources and agricultural activities. In most of these countries such as Cameroon, forest can play important role in achieving broader climate change adaptation goals. However, forest generally receives very little attention in national development programme and strategies such as policy dialogues on climate change and poverty reduction strategies. Using a qualitative approach to data collection through content analysis of relevant Cameroon policy documents, the integration of climate change adaptation was explored and the level of attention given to forests for adaptation analysed. Results indicate that, with the exception of the First National Communication to UNFCCC that focused mostly on mitigation and related issues, current policy documents in Cameroon are void of tangible reference to climate change, and hence failing in drawing the relevance of forest in sheltering populations from the many projected impacts of climate change. Policies related to forest rely on a generalized concept of sustainable forest management and do not identify the specific changes that need to be incorporated into management strategies and policies towards achieving adaptation. The strategies and recommendations made in those documents only serve to improve understanding of Cameroon natural resources and add resilience to the natural systems in coping with anthropogenic stresses. The paper draws attention to the need to address the constraints of lack of awareness and poor flow of information on the potentials of forests for climate change adaptation. It highlights the need for integrating forest for adaptation into national development programmes and strategies, and recommends a review of the existing environmental legislations and their implications on poverty reduction strategy and adaptation to climate change.  相似文献

Climate change is rapidly undermining terrestrial ecosystem resilience and capacity to continue providing their services to the benefit of humanity and nature. Because of the importance of terrestrial ecosystems to human well-being and supporting services, decision makers throughout the world are busy creating policy responses that secure multiple development and conservation objectives— including that of supporting terrestrial ecosystem resilience in the context of climate change. This article aims to advance analyses on climate policy evaluation and planning in the area of terrestrial ecosystem resilience by discussing adaptation policy options within the ecology-economy-social nexus. The paper evaluates these decisions in the realm of terrestrial ecosystem resilience and evaluates the utility of a set of criteria, indicators, and assessment methods, proposed by a new conceptual multi-criteria framework for pro-development climate policy and planning developed by the United Nations Environment Programme. Potential applications of a multicriteria approach to climate policy vis-à-vis terrestrial ecosystems are then explored through two hypothetical case study examples. The paper closes with a brief discussion of the utility of the multi-criteria approach in the context of other climate policy evaluation approaches, considers lessons learned as a result efforts to evaluate climate policy in the realm of terrestrial ecosystems, and reiterates the role of ecosystem resilience in creating sound policies and actions that support the integration of climate change and development goals.  相似文献

Canada is vulnerable to a wide range of natural and human-induced disasters. Recent experience with major natural disasters demonstrated that more needs to be done to protect Canadians from the impacts of future disasters. The Government of Canada, through the Department of Public Safety and Emergency Preparedness Canada, has conducted consultations with provinces, territories and stakeholders to develop a national disaster mitigation strategy (NDMS) aimed at enhancing Canada's capacity to prevent disasters before they occur and promoting the development of disaster-resilient communities. This paper provides an overview of Canada's emergency management and hazards context. It reports on the preliminary findings of consultations with stakeholders and evaluates the usefulness of the deliberative dialogue methodology that was used to facilitate the consultations. Examples that are illustrative of recent Canadian efforts on disaster mitigation and the challenges respecting the development and future implementation of a NDMS are also discussed.  相似文献

The livelihood strategies of indigenous communities in the Congo Basin are inseparable from the forests, following their use of forest ecosystem goods and services (FEGS). Climate change is expected to exert impacts on the forest and its ability to provide FEGS. Thus, human livelihoods that depend on these FEGS are intricately vulnerable to climate impacts. Using the livelihood strategies of the two main forest indigenous groups; the Bantus and Pygmies, of the high forest zone of southern Cameroon; this paper examines the nature and pattern of their vulnerability to different climate risks as well as highlights how place of settlement in the forest contributes to the vulnerability of people in forest systems. Forests provide different capitals as FEGS and make direct and indirect contributions to livelihoods which are exploited differently by the two indigenous groups. The results show that vulnerability of forest communities is structured by lifestyle, culture and the livelihood strategies employed which are largely shaped by the place of settlement in the forest. The Pygmies living within the forests are engaged in nomadic gathering and foraging of non-timber forest resources. The Bantus prefer forest margins and are mostly preoccupied with sedentary farming, using the forest as additional livelihood opportunity. The contrasting lifestyles have implications on their vulnerability and adaptation to climate impacts which need to be taken into considerations in planning and implementation of national climate change adaptation strategies.  相似文献

The broad objective of this special issue of Mitigation and Adaptation Strategies for Global Change is to address some of the gaps in our knowledge and understanding of the policies, programs, and measures that might be applied to natural hazards and their impacts in an era of climate change. Given the global impacts of climate change and world-wide pattern of increasing losses from natural hazards we necessarily adopt an international perspective. The specific goals of the special issue are to: (a) encompass experiential aspects, emphasizing current practice of mitigation and its associated measures, and their results; and (b) explore primary or root causes of alarming shifts in human and economic costs of environmental extremes. Special emphasis is placed on how human activities are playing a key role in enhancing vulnerability to NTEE (nature-triggered environmental extremes), quite independently from the anthropogenic causes of climate change. The goals are also (c) to examine costs, risks, and benefits (of all kinds including social, political, ecological) of mitigation, and adjustment and adaptation measures; and (d) analyze policy implications of alternative measures. These components are expected to make significant contributions to policy considerations – formulation, implementation and evaluation. There is much uncertainty about the rate of climate change; however, the fact of increase of the atmospheric temperature in the last century is no longer a subject of scientific or policy debate. Due to such changes in the geophysical parameters, certain types of nature-triggered environmental extreme events are likely to continue to increase. How global warming will affect regional climates and pertinent variables is not well known, limiting our ability to predict consequential effects. This factor poses serious constraints against any straightforward policy decisions. Research findings of the work of this volume reaffirm that human dimensions, specifically our awareness and decision-making behavior, are powerful explanatory factors of increasing disaster losses. Disaster mitigation through addressing human, social, and physical vulnerability is one of the best means for contributing to ‘climate change adaptation plans’, and sustainable development goals. Recent lessons from various countries have depicted that the formulation of mitigation strategies cannot be exclusively top-down as it requires social, political, and cultural acceptance and sense of ownership. An interactive, participatory process, involving local communities, produces best expected outcomes concerning mitigation, preparedness, and recovery. An emerging consensus is that there is a need to move towards the ‘mission’ of the International Strategy for Disaster Reduction which aims at building disaster resilient communities by promoting increased awareness of the importance of disaster reduction as an integral component of sustainable development, with the goal of reducing human, social, economic and environmental losses due to natural hazards and related technological and environmental disasters. Sharing of best practices and lessons globally is certain to produce more efficiency and understanding in policy and decision making.  相似文献

In this paper, consideration has focused mainly on the extent and usefulness of the existing literature available so far on the understanding of the impact of climate change on water resources in Africa, focusing mainly on the Olifants River basin in South Africa. Here, the existing literature on the impact of climate change on the hydrological cycle (particularly the hydrological processes like temperature, precipitation and runoff) has been reviewed. The uncertainties, constraints and limitations in climate change research have been discussed at great length. A detailed discussion has been highlighted on the remaining knowledge gaps in climate change research, especially in Africa. In addition to the research gaps highlighted here, the emphasis on the need of climate change research by African scientists is included as part of lessons learnt. Overall, the importance of conducting further research in climate change, understanding the potential impact of climate change on our lives, and taking actions to effectively meet the adaptation needs of the people, emerge as an important theme in this review.  相似文献

Scientific evidence gathered over the past five years suggests that northern Canada and the Arctic have undergone, and are undergoing, formidable environmental changes linked to global climate change. Environmental change in the north is expected to persist and intensify over the course of the next century. When large-scale environmental changes take place, they inevitably affect people, especially when the cultures and livelihoods of those people depend on their relationship with the environment. Managing the local impacts of these changes is a matter of adaptation. This paper discusses some of the policy implications of adaptation––government interventions aiming to build communities’ and regions’ capacities to adapt to environmental changes. Three arguments for adaptive capacity building interventions in the north are discussed, and these arguments are augmented by a comparative review of government reactions to the collapse of the cod fishery in Atlantic Canada. Reactive and proactive policy approaches are discussed, and it is suggested from the comparison that proactive approaches to intervention are desirable for building adaptive capacity.

Climate change adaptation in the low laying developing countries is becoming crucial at the present time. However, the local knowledge regarding climate change adaptation is not well focused. This study evaluates climate related perception and identifying various adaptation strategies in the low lying areas of North-Eastern Bangladesh. Six focus group discussions and 120 households?? survey were carried out to identify the major climate events in our study areas which were temperature change, drought, heavy rainfall and cyclone and storm surges. Furthermore, main livelihood problems arising from these events were lack of fish availability, scarcity of water in drought seasons and frequent flood in the rainy seasons. Results also revealed that a little portion (10%) of the respondents had well knowledge about the present climate change. However, seasonal livelihood and hazard calendar demonstrated that local people were increasingly changing their livelihood status with changing climatic hazards. At that situation local people tried to adapt themselves with the changing climate through changing their own behavior and introducing some adaptation strategies. We recognized total 16 adaptive measures in the study areas within which crop diversification, floating garden, duck rearing, cage aquaculture, wave protection walls, re-digging of canal and construction of embankments were popular. The present study revealed that local experiences in the face of climate change adaptation have merits which need special consideration. Continuous research and more incentives required for proper documentation and relegate the local adaptation knowledge in the tropic.  相似文献

Environmental and societal factors such asair quality, water quality andavailability, land use changes andexpanding urbanization are alreadyaffecting human health and welfare,agriculture, and natural ecosystems in theMidwestern United States. Over thiscentury, these existing stresses willlikely be exacerbated by climate changesresulting from human activities. It isessential that policy decisions aimed atpreserving the well-being of a region beinformed by a good understanding of theregion's climate, how climate might change,and the uncertainties inherent in futureprojections. Recent updates in climatemodeling expertise and an expanded view ofpossible non-intervention emissionscenarios have narrowed the range of changethat can be expected over the Midwestthroughout the next century in some ways,while broadening it in others. In contrastto previous studies, which generallyconsider a mid-range scenario for futureemissions, this study presents the range ofchange that would result from low to highscenarios for climate change. In this waywe account for uncertainties inanthropogenic forcing on climate change inthe region and quantify the potentialeffects of human actions on future climate.This analysis also combines the latestclimate model projections with historicalrecords of observed climate over the pastcentury, effectively placing potentialchanges in extreme event frequencies suchas heavy rainfall events and temperaturethreshold exceedances within the context ofobserved variability over the past century.The purpose of this study is to provide anupdated picture of the potential impacts ofclimate change on the Midwest to inform theimpact assessment and policy developmentcommunity. From the magnitude of thechanges projected by this study, it isclear that these must be included in futurepolicy decisions in order to ensure thesuccessful adaptation and survival ofexisting human and natural systems in theMidwest.  相似文献

我国北方沿海地区一直被认为是人居环境气候舒适性最佳区域之一。以辽宁沿海城市为例,利用1951-2010年气候资料,在分析区域气候变化特征的背景下,选用人体舒适度评价人居环境气候舒适性,并探讨其影响因素。结果表明:①近60 a来,该地区气候变化基本特征呈明显的升温趋势,降水、风速和相对湿度则为下降趋势,各气象要素在1960-1980年时段分别发生明显的突变;②一年中的4-10月属于感觉舒适状态,其中6-9月为最舒适月份,大连市是辽宁沿海人居环境气候舒适性最好的城市;③气温和风速是影响辽宁沿海城市气候舒适性的主要因素,R/S分析预测表明未来气温将继续升高,降水量和相对湿度及风速将延续现有的减少趋势,人体舒适度指数将继续升高,四季气候舒适性将发生改变。鉴于城市发展、气候变化和人居环境气候舒适性之间的相互作用关系,未来应当积极应对全球气候变化,并减少人类活动对气候的影响。  相似文献
