There is a substantial body of literature on public understandings of large-scale ‘environmental’ phenomena such as climate change and resource degradation. At the same time, political science and economics analyse the governance arrangements to deal with such issues. These realms of research rarely meet: there has been little research into people’s understandings of the governance of environmental change. This study adds a psychological perspective to governance research by investigating social representations of governance that promotes societal change towards sustainability, and related practices. It examines data from qualitative interviews with sustainability-interested people in seven European countries (n = 105). The analysis identified building blocks of representations suitable as an analytical framework for future research on governance representations. The diversity of their content reflected a range of pathways to societal change. Representations often seemed to have a creative function as a guiding vision for individuals’ own practices, but their wider transformative potential was constrained.  相似文献

Globalization entails increased interdependence and interconnectivities among distal regions and social-ecological systems. This global interregional connectedness – telecoupling – gives rise to specific sustainability challenges, which require new governance solutions. Moving beyond ‘scaling-up’ governance to address global environmental problems, and exploring the implications of telecoupling for state-led environmental governance, ways the state can effectively address telecoupled environmental issues both within and beyond national borders are addressed, drawing on the example of soy trade between Brazil and Germany. This builds on recent contributions to the literature on governance of interregional ecological challenges to elaborate potential policy and governance options, ranging from classical bilateral, multilateral, and international agreements, to information-based, economic, and hybrid governance modes. While telecoupled environmental problems create governance challenges related to scale, knowledge gaps, coordination, and state capacity, the state has an important role to play. To explore this further, interdisciplinary inquiry is required that includes but moves beyond the state.  相似文献

In seeking to answer the question ‘who should be included in fisheries co-management?’, a constructive critique of the existing co-management literature is provided by filling the gaps of Habermas’s deliberative theory of democracy with Dewey’s pragmatism. Three conditions for ensuring democratic co-management are extrapolated from the theories: actors’ authority over decision making (empowerment), actors’ diversity (membership), and the right to self-nomination (procedures for external inclusion). The theoretical insights developed are supported with two examples of co-management institutions for inshore fisheries in the UK: Scottish Inshore Fisheries Groups (IFGs) and English Inshore Fisheries Conservation Authorities (IFCAs).  相似文献

ABSTRACT

Social movements seek to influence views on environmental issues and put pressure on policy-makers in a range of related areas. But alongside their specific goals, they also often strive to create space for genuine deliberation about the need for societal transformation. This ‘dual orientation’ places them theoretically between social movement studies’ focus on strategic considerations and the ‘sincere’ (truthful) communication envisioned by democratic theorists to be a condition for ‘authentic’ deliberation, in which actors genuinely seek to understand each other’s views. Engaging with both fields of theory, a framework is developed for separating actions that are strategic, sincere and employ sincerity as strategy. Actors choose sincerity as a strategy when they practice truthful reasoning as a means to advance their interests in the public sphere. As illustrated by green movements, the concept captures how activists may handle three risks in public discourse: commercialization, politicization and idealization.  相似文献

ABSTRACT

The European Union (EU) has had a profound effect upon its members’ environmental policy. Even in the United Kingdom (UK), the EU’s most recalcitrant member state (historically labeled the ‘Dirty man of Europe’), environmental policy has been Europeanised. As the UK moves to the EU’s exit door it is timely to assess the utility of Europeanisation for understanding policy dynamics in the UK. Drawing upon interviews and extensive engagement with stakeholders, this article analyses the potential impact of Brexit upon environmental policy and politics. The analytical toolkit offered by de-Europeanisation is developed to identify the factors that drive and inhibit de-Europeanisation processes, thereby providing insights that may be applicable in other settings. Disengagement and policy stagnation are presented as more likely environmental outcomes of Brexit, with capacity emerging as a central explanatory variable.  相似文献

The global whaling debate is one of the most well-known environmental disputes; despite the continued moratorium, both whaling and conflict continue. This endless discord has been criticised as deleterious to whale conservation and as imperialistic towards whaling communities. The history of the whaling debate is examined through the lens of cultural theory (CT). CT argues that there is productive potential in respectful interaction between different perspectives on an environmental issue. Using CT, modern whaling past and present is reconstructed, tracking how different actors have come to prominence, altering the nature of the policy landscape through their actions. Since the onset of modern whaling, whales and whaling practice have been conceived in narrow terms, depending on the dominance of particular actors on either side of the debate. Proposed solutions to the impasse are assessed according to the maxims of CT.  相似文献

How can public engagement assist in the development of just processes and outcomes in adaptation discourse and policymaking? A concern with justice is at the center of thinking about adaptation that is not only resilient, but also public, engaging, and transformative. Theoretically, the intersection of adaptation, transformation, and environmental and climate justice is examined, before exploring the specific concerns and normative foundations for adaptation policy articulated by local governments, environmental groups, and local residents engaged in adaptation planning in Australia. Despite a discursive disconnect between governmental focus on a risk or resilience-based approach and a community concern with the vulnerability of basic needs and capabilities of everyday life, deliberative engagement in adaptation planning can both address issues of justice and represent a transformative practice.  相似文献

ABSTRACT

The leadership dynamics between the European Council, the Council and the Member States in European Union (EU) environmental policy since the 1970s are analysed. The puzzle is that, although the EU was set up as a ‘leaderless Europe’, it is widely seen as an environmental leader, albeit sometimes as a one-eyed leader amongst the blind. While differentiating between leadership types, it is argued that the European Council has the largest structural, the Council the most significant entrepreneurial, and the Member States the most important cognitive and exemplary leadership capacities. Most day-to-day environmental policy measures are negotiated by the Environment Council (in collaboration with the European Parliament). The European Council’s increased interest in high politics climate change issues is largely due to the EU’s global leadership ambitions. Member States have traditionally formed environmental leadership alliances on an ad hoc basis although this may be changing.  相似文献

Lead contamination is a significant health hazard in communities around the world, but this environmental toxin often remains unknown to residents living near hazardous sites. This research investigates a unique case where residents were informed of lead contamination but rejected official and scientific narratives regarding environmental risks. The case study involves a decommissioned smelter in Colorado. Drawing from data collected over three years, the researchers examine how officials and experts communicated the severity of environmental health hazards. Despite these efforts, residents opposed the Environmental Protection Agency’s attempts to place the site on the National Priorities List for federal cleanup. The government’s framing of science and environmental risk failed to resonate with homeowners, despite the known and significant scientific evidence confirming environmental health hazards, and residents’ perceptions of lead contamination were mitigated by material concerns, including property values and community stigma. Implications for future research on lead contamination, environmental risk, and trust in science are discussed.  相似文献

Issue frames portraying climate science as uncertain are cited as a key impediment to new climate change and energy policies. However, some have recently argued that the debate over policy impacts, especially policy impacts on consumers, has become more politically salient than the debate over science. This study applies qualitative content analysis to 340 documents from the conservative think tank, the Heartland Institute, to test whether certain policy frames have become more common among leading opponents of climate policy in the United States. The results indicate a continued reliance on science framing, with more directed attacks on climate scientists and fewer frames stressing the uncertainty of climate science. An increase in the use of policy frames related to effects on consumers also suggests that opposition to climate policy is taking new forms as the political debate evolves, with ramifications for climate change policy opposition on an international scale.  相似文献

The primary task for the environmental state is to address problems related to the market’s externalisation of environmental costs. It has four main resources at its disposal: regulation, redistribution, organisation, and knowledge generation. The way these four resources are deployed make up a state’s environmental governance arrangements. Using data on environmental regulation, taxes, public administrations, and knowledge production from 28 countries, and a hierarchical cluster analysis, four different types of environmental states are identified: established, emerging, partial, and weak. This is followed by some suggestions for further research on the environmental state in a comparative perspective.  相似文献

ABSTRACT

Policy evaluation has grown significantly in the EU environmental sector since the 1990s. In identifying and exploring the putative drivers behind its rise – a desire to learn, a quest for greater accountability, and a wish to manipulate political opportunity structures – new ground is broken by examining how and why the existing literatures on these drivers have largely studied them in isolation. The complementarities and potential tensions between the three drivers are then addressed in order to advance existing research, drawing on emerging empirical examples in climate policy, a very dynamic area of evaluation activity in the EU. The conclusions suggest that future studies should explore the interactions between the three drivers to open up new and exciting research opportunities in order to comprehend contemporary environmental policy and politics in the EU.  相似文献

ABSTRACT

The European Union (EU) has become the main driver for environmental policy output for its member states whose number has more than tripled over the past four decades. The EU’s deepening and widening has led researchers to expect more non-compliance with EU environmental legislation. In fact, however, the implementation gap has narrowed over the past 25 years. Except for Southern enlargement, taking on new member states has not exacerbated the EU’s compliance problem in the field of environmental policy. Nor has the expansion of the environmental acquis. This is explained by the European Commission’s strategies of managing and enforcing compliance. EU environmental policy has become less demanding on member states since it increasingly tends to amend existing rather than set new legislation. Simultaneously, the Commission has developed new instruments to strengthen member state capacities to implement EU environmental legislation.  相似文献

The Chinese state is squarely ‘back’ in the business of environmental governance with an increasing number of policy innovations or experiments to resolve environmental issues. These have been mostly enacted through the ‘experimentation under hierarchy’ framework, undergirded by compensation-for-performance incentive structures for local agents. Based on on-site ethnography in local China, a critical analysis is presented of low-carbon city policy experiments – one of the most prominent environmental policies introduced in the past decade. Using lessons from the agency theory, it is hypothesized that outcomes of these policy innovations are contingent on different policy dimensions. Although a number of positive outcomes have been achieved in output-oriented dimensions, the fundamental difficulty of specifying all aspects of complex, multidimensional work tasks involved in low-carbon city development has frequently led to policy unmaking. The findings raise important questions about China’s tendency to rely excessively on compensation-for-performance structures to promote environmental policies.  相似文献

The core themes and research questions of this volume, centred on the nature of environmental policy change in the European Union (EU), are laid out. An original heuristic framework to capture different dimensions, mechanisms and processes of policy change is presented. In order to contextualise the current situation, where EU policy scope has reached maturity and faces an uncertain future trajectory, EU environmental politics is divided into particular eras, looking closely at the nature of change in each period. This volume interrogates the extent to which change has occurred, the conditions or context within which it did/did not take place and the implications arising from stasis or change. The contributions to the volume are introduced and placed into the context of the broader trajectory of EU environmental policy.  相似文献

A framework is presented for thinking about state intervention in developed capitalist economies in two domains: social policy and environmental policy (and, within that, climate-change policy). Five drivers of welfare state development are identified, the ‘five Is’ of Industrialisation: Interests, Institutions, Ideas/Ideologies, and International Influences. Research applying this framework to the postwar development of welfare states in the OECD is summarised, distinguishing two periods: up to 1980, and from 1980 to 2008. How far this framework can contribute to understanding the rise and differential patterns of environmental governance and intervention across advanced capitalist states since 1970 is explored, before briefly comparing and contrasting the determinants of welfare states and environmental states, identifying common drivers in both domains and regime-specific drivers in each. The same framework is then applied to developments since 2008 and into the near future, sketching two potential configurations and speculating on the conditions for closer, more integrated ‘eco-welfare states’.  相似文献

Economic metaphors – including natural capital, natural assets, ecosystem services, and ecological debt – are becoming commonplace in environmental policy discourse. Proponents consider such terms provide a clearer idea of the ‘value’ of nature, and are useful for ensuring the environment is given due attention in decision making. Critical discourse analysis highlights the ideological work language does; the way in which we think, write, and talk about the environment has important implications for how it is governed. Consequently, the widespread use of economic metaphors is politically significant. This article discusses how metaphors have been analysed in environmental policy research, surveys the use of prominent economic metaphors in environmental policy, and considers the politics associated with such terms. The uptake of various economic metaphors represents a form of reverse discourse, varies in politically significant ways, and narrows the terms of environmental debate.  相似文献

A new dataset of organizational testimony at U.S. Congressional hearings on environmental protection is used to examine how social movement organizations use issue expertise to gain access to the policy process. Environmental movement organizations (EMOs) are shown to testify in greater numbers at hearings that consider proposed legislation, compared to hearings that are exploratory or investigatory in nature. The increased representation at legislative hearings is unique to EMOs; other kinds of organizations do not obtain similar increases in legislative access. These findings suggest that, due to their scientific expertise and perceived legitimacy, EMOs receive privileged access to the policy process relative to other organizations affected by environmental policy and at a later stage than has been proposed by prior work examining social movement access to the policy process.  相似文献

In the space of a few years, China’s global image with regard to environmental matters has significantly improved. Particularly since Xi Jinping’s coming-to-power in 2012 China’s reputation in the global climate change regime has improved markedly and it has gained accolades for a new determination to reverse environmental degradation at home. China’s incipient green transformation is partly due to a new actor constellation in environmental governance, a striking feature of which is the prominence of ad hoc campaigns that offer quick results but that may undermine the creation of law-based enforcement mechanisms in the long term. Another development – China’s increasing use of emerging technologies and big data analytics – has given rise to new forms of government-business alliances. These new players and innovative approaches have injected momentum into China’s environmental governance system and suggest that, contrary to conventional wisdom, authoritarian regimes can be responsive to citizen demands under certain circumstances. Yet it remains to be seen whether long-term environmental goals can be met, due to a pervasive lack of accountability, the weakening of civil society and heavy constraints on public participation.  相似文献

Scholars have proposed the analytical concept of the environmental state, a state where government actively addresses negative environmental externalities of economic activities. The mapping of environmental regulatory expansion in Western countries has been central in recent attempts to identify the environmental state empirically. Surprisingly little is known, however, when it comes to the environmental regulatory expansions in non-Western countries. Are there similar trends towards the emergence of environmental states in the non-West as well? From analysing data covering 25 policies in 37 countries, it appears that regulatory expansion has also occurred in the non-Western world, and the distinction between the West and the non-West has been reduced over time. There are non-Western countries among environmental pioneers, and there is some evidence for the trend of global convergence. Future research on environmental states should take into account emerging environmental states in the non-West.  相似文献
