The United Nations Framework Convention on Climate Change (UNFCCC) confers an obligation on developed states to lead in mitigation. This obligation challenges traditional conceptions of the modern state by calling forth a more outward looking state that is able to serve both the national and international communities in the service of global climate protection. Yet, the more skeptical theories of the ecological state suggest that climate leaders will only emerge if they can connect their climate strategy to the traditional state imperatives of economic growth or national security. How the governments of Germany and Norway, both relative climate leaders with ongoing fossil-fuel dependencies, have legitimated their climate policies and diplomacy is examined through a comparative discourse analysis. While both governments rely heavily on discourses of Green growth, they also construct national identities and international role conceptions that serve purposes beyond themselves.  相似文献

Why has the United States not adopted global warming policies? Because the inner circle of the corporate elite has opposed these policies despite some corporate support for cap-and-trade and other policies. Pro- and anti-positions taken by think tanks that have led the policy debate in the post-Kyoto period are analyzed in order to demonstrate this. The corporate and upper class social ties of the directors of these pro- and anti-think tanks are examined, revealing a corporate elite split between the inner circle opposing these policies, and a ‘public interest sector’ of corporate law and media corporations along with top executives from higher education and other nonprofits that is supportive of policies addressing global warming. To enable adoption of major global warming policies, the corporate inner circle will need to become supportive and forge a class-wide corporate consensus on the need to address global warming.  相似文献

The Chinese state is squarely ‘back’ in the business of environmental governance with an increasing number of policy innovations or experiments to resolve environmental issues. These have been mostly enacted through the ‘experimentation under hierarchy’ framework, undergirded by compensation-for-performance incentive structures for local agents. Based on on-site ethnography in local China, a critical analysis is presented of low-carbon city policy experiments – one of the most prominent environmental policies introduced in the past decade. Using lessons from the agency theory, it is hypothesized that outcomes of these policy innovations are contingent on different policy dimensions. Although a number of positive outcomes have been achieved in output-oriented dimensions, the fundamental difficulty of specifying all aspects of complex, multidimensional work tasks involved in low-carbon city development has frequently led to policy unmaking. The findings raise important questions about China’s tendency to rely excessively on compensation-for-performance structures to promote environmental policies.  相似文献

ABSTRACT

Across the political spectrum, people favour renewable energy. For political liberals, this support has been attributed to concern for the environment; in contrast, the bases of conservatives’ support are less clear. Derived from interviews with a diverse sample of households in Washington State, USA, and a vignette experiment with a representative sample of American households, results show that Democrats (liberals) and Republicans (conservatives) have different moral intuitions, with Democrats emphasizing communion and both Democrats and Republicans valuing self-sufficiency. These findings explain how politically polarized environmental attitudes can exist alongside a shared support for renewable energy. The study therefore contributes to the literature on environmental concern and behaviour, and has implications for policies aimed at increasing adoption of renewable energy as well as pro-environmental behaviour more broadly.  相似文献

ABSTRACT

The momentum achieved for unilateral carbon taxes in seven European countries is examined. Why is it that small countries, despite being vulnerable to forces of international competition, have been able to implement carbon taxes? A review of national experiences does not suggest that the share of fossil fuels in the energy mix defines the room for such taxes, or point to a strong role for traditional left-right ideology. Rather, it is deep-seated patterns of national policy styles with neo-corporatist traits, providing a protective device for the open economies of small countries, which condition the introduction of carbon taxes. The associated routines of decision-making offer coordination mechanisms for proactive macroeconomic policies in which carbon taxation can find a place. Parliamentary democracies with proportional representation, as is common in the smaller countries, provide access to government for political parties that pursue carbon taxation. These in turn sensitise larger political parties to climate concerns, as they benefit from institutionalised practices and routines for problem-solving and consensus-seeking.  相似文献

Over the past decade, cities have emerged as leaders in sustainability and climate protection in the United States. ICLEI, a voluntary network of local governments, played an important role driving this trend. After years of steady growth, ICLEI became a target of political opposition and its membership dropped significantly from 2010 to 2012. This begs the question of whether cities’ termination of their ICLEI affiliation diminishes their implementation of sustainability actions. Two surveys administered in 2010 and 2014 provide data on cities’ implementation of an array of sustainability actions. Using a difference-in-differences (DiD) method, the impact of ICLEI termination on local governments’ administrative and policy commitments to sustainability is assessed. The results suggest that ending ICLEI membership does not significantly impact local sustainability actions, and also indicate that the durability of policy actions may be only loosely linked to the policies that justify them.  相似文献

Which organisations saw their positions on two contentious issues reflected in the Irish climate law of 2015, and what role did advocacy coalitions play in the policy process? These questions are answered drawing theoretically from the Advocacy Coalition Framework (ACF) and by conducting a network analysis of survey data collected from the organisations involved in the national climate policy process. The study finds that several institutionally important or economically powerful organisations, particularly those involved in the agricultural sector, as well as the government parties saw their preferences reflected in the law. This resulted in legislation that excluded binding emission reductions targets, differentiating it from similar laws introduced in other European countries. Organisations in favour of stronger regulation formed a coalition to advocate for their positions, but they largely failed to get their way.  相似文献

ABSTRACT

There have been important changes in the enforcement of European Union environmental law over the last 25 years. Environmental law has traditionally been reliant on the European Commission, but the Commission has started to withdraw from enforcement. Instead, it is undertaking efforts to ‘outsource’ enforcement to environmental non-governmental organisations (NGOs) by systematically promoting access for such groups to national courts. While the Commission has indicated that it sees centralised and private enforcement as substitutes, the advantages and drawbacks of each mechanism are evaluated and it is concluded that both mechanisms have an important role to play. In particular, the private enforcement of EU environmental law is dependent on national opportunity structures that are unlikely to ever be fully liberalised and harmonised by EU procedural law. Private enforcement is therefore not a panacea for compliance problems, and the growing absence of a central enforcing authority is a cause for concern.  相似文献

Tackling China’s grave environmental problems increasingly turns on questions of sub-national interjurisdictional relations. What are the conditions under which neighbouring localities cooperate in stewardship of the natural environment? What factors give rise to interjurisdictional conflict such as pollution spillovers? Through a combination of empirical and theoretical reflections, a research agenda to better understand these issues is outlined. First, China’s recent innovative approaches to the promotion of interjurisdictional cooperation are examined. An in-depth case study of interjurisdictional ecological protection ‘redline’ zones underscores the difficulties of inculcating environmental neighbourliness between local governments. Yet, a precise diagnosis of the problem remains elusive because too little is known about the underlying drivers of interjurisdictional relations in China. An analytical framework that draws insight from contemporary China studies and comparative environmental governance scholarship is offered for the study of interjurisdictional environmental relations in China.  相似文献

Partisan polarization of public opinion is a major trend in American environmental politics. While the national pattern is widely recognized, scholars know much less about the polarization of public opinion over time at the state level. This lack of knowledge is unfortunate because geographic variation in the polarization of opinion is essential for explaining the origins of partisan polarization and evaluating its consequences for policy. To fill the gap, the multilevel regression and poststratification technique is applied to provide credible estimates of state-level environmental public opinion for both Democrats and Republicans, 1973–2012. It appears that the growing partisan gap reflects increased pro-environmental opinion among Democrats across many states, whereas Republican state-level public opinion is converging toward a much lower baseline. Cross-state variation among both parties has decreased over time, contributing to greater partisan polarization in the aggregate. Changes in the sorting of voters in and out of political parties cannot explain these patterns of polarization.  相似文献

In recent years, many political parties have created new forms of affiliation and have justified the blurring of membership boundaries with claims that sympathisers would be more representative of the electorate and less radical. Such claims are based on ‘popular wisdom’ inspired by John May’s ‘special law of curvilinearity’, which states that activists hold more extreme views than voters and elites. When this expectation has been tested, results have been at best inconclusive; but testing has so far never used a single survey to compare different groups. Using an online survey of Europe Ecologie Les Verts party members and their extended networks (affiliated supporters, lapsed members, sympathisers), relationships between ideological differences and degree of investment in party activities and decision-making are analysed. The results, contradicting May’s special law along all ideological dimensions other than intra-party democracy, can be explained if May’s narrowly instrumental assumptions about preference formation are rejected.  相似文献

Political parties are important actors in domestic climate politics. What drives variation in parties’ climate policy preferences? To contribute to a growing literature on the party politics of climate change, we focus on the roles of public opinion, party competition, and parties’ traditional policy preferences in shaping parties’ climate policy preferences in Denmark and Ireland. In case studies that draw on in-depth interviews with policy practitioners, we show how parties respond to public opinion, accommodate issue-owners, and are powerfully constrained and enabled by their existing preferences. These mechanisms also help to explain different responses on climate policy across the left-right spectrum. Competition between mainstream parties is particularly powerful, but can constrain as much as it enables ‘greener’ climate policy preferences. While climate change may be a distinctive problem, the party politics of climate change features similar incentives and constraints as other domains.  相似文献

Environmental nongovernmental organizations (NGOs) in Australia have struggled to generate and sustain public concern about climate change. If debates about climate policy can be viewed as sites of contestation between competing actors, Australia’s environmental NGOs have found it difficult to compete against countervailing forces that have sought to shape public attitudes to climate action and the contours of policy responses. While to a significant degree this reflects the power of those forces and the sentiments of the government of the day, there is also a case to be made that some of Australia’s most prominent environmental NGOs have appeared wedded to strategies inconsistent with building or sustaining public support for action or guiding policy responses. How have Australia’s largest environmental NGOs engaged climate politics, and why has this engagement taken that form? Pierre Bourdieu’s political sociology provides unique insight for coming to terms with the multifaceted nature of the constraints, opportunities, and drivers of political action, from the context of climate politics to the forces behind Australian NGOs’ engagement with that politics, and the limits of that engagement. Bourdieu’s work also suggests possible avenues for more effective forms of political communication on climate change in the Australian context.  相似文献

In contradistinction to the ideas of Lynn White and others who have long suggested that the Judeo-Christian tradition fosters a ‘dominion over nature’ ethos, a number of scholars have recently argued that there has been a ‘greening of Christianity’. Largely missing from this debate is strong evidence at the individual level as to whether Christians have in fact adopted deeper environmental concerns over time. This study provides such evidence through an examination of longitudinal data from Gallup’s annual surveys on the environment. The analysis reveals little evidence that Christians have expressed more environmental concern over time. In fact, across many measures, Christians tend to show less concern about the environment. This pattern holds across Catholic, Protestant and other Christian denominations and for differing levels of religiosity. These findings support a conclusion that there has not been a discernible ‘greening of Christianity’ among the American public.  相似文献

As local governments have moved toward adopting sustainability policies, there have been some cases where local Tea Parties have emerged as aggressive and strident opponents of such changes. Looking broadly at the Tea Party movement across the United States and systematically measuring its influence in urban America, we assess each Tea Party chapter’s capacity – its ability to convert resources into meaningful political advocacy. Data is derived from surveys of political elites in 50 cities as well as from determining the level of sustainability programming in each of these same cities. Evidence demonstrates that the Tea Party has not had a significant impact on city policymaking in the area of sustainability. Rather, the typical Tea Party chapter appears to be at best a modest presence in local politics.  相似文献

The environmental nation state is not a formal category but a substantive one. The current set of national environmental state institutions originated in the late 1960s/1970s but has since changed in character. Many scholars note that since the new millennium, the environmental nation state in OECD countries is losing power and authority and is thus in decline, in line with wider concerns about the positions of states versus markets under conditions of (neo-liberal) globalisation. Assessing the decline of environmental nation state authority, three conclusions are drawn. States do not lose power in all sectors vis-à-vis markets. Hence, environmental nation state decline does not follow a general tendency. Second, the decline of environmental nation state powers cannot be equated with less effective or lower levels of environmental protection, as other environmental authorities have stepped in, and the jury is still out on their environmental effectiveness. Third, declining powers of environmental nation state institutions increasingly become a self-fulfilling prophecy of environmental policymakers, but non-state environmental authorities cannot take over all environmental state functions.  相似文献

Years of research show that left-leaning individuals are more supportive of environmental policies than right-leaning individuals. The explanation for the lower level of support among right-leaning individuals is their stronger preference for economic growth and lower acceptance of intervention in markets. However, recent cross-national studies have questioned whether the effect of ideology on environmental support is universal. A Swedish survey experiment shows that the effect of ideology varies greatly depending on how individuals think about the environment. Specifically, it demonstrates that if environmental support is contrasted with economic growth, then the effect of ideology is stronger as opposed to when environmental support is not juxtaposed with economic growth. Furthermore, among people who strongly perceive the environment as a left–right issue, there is a larger divide between left and right.  相似文献

A growing body of large-N cross-national studies has identified key predictors of environmental behavior. Adopting a social dilemma perspective, where individuals must choose collective over self-interest to act pro-environmentally, integrated national datasets for 30 countries are used to examine the effects of generalized trust, trust in government, leftism, and post-materialism on three types of environmental behavior (intended action, informal action, and formal action). At the individual level, all predictors but institutional trust have significant positive effects on each type of behavior. Institutional trust is associated with greater willingness to make economic sacrifice for the environment and with less frequent informal environmental behavior, but it is unrelated to formal behavior. However, at the country level, the effect of trust is limited to intended behavior and depends on the type of trust. Individuals in countries with higher generalized trust averages are less willing to sacrifice for the environment, and those in countries with higher averages of institutional trust are more willing to do so.  相似文献

ABSTRACT

To what extent has the European Union (EU) had a benign or retarding effect on what its member states would have undertaken in the absence of EU climate policies during 2008–2012? A measurement tool for the EU policy’s effect is developed and shows a benign average EU effect with considerable variation across countries. The EU’s policy effectiveness vis-à-vis its member states is explained by the EU’s non-compliance mechanism, the degree of usage of the Kyoto flexible mechanisms, and national pre-Kyoto emission reduction goals. Time-series cross-sectional analyses show that the EU’s non-compliance mechanism has no effect, while the ex-ante plans for using Kyoto flexible mechanisms and/or the ambitious pre-Kyoto emission reduction targets allow member states to escape constraints imposed by EU climate policy.  相似文献

The success of technological development depends on citizens’ social acceptance, whereas several challenges related to the understanding of citizens’ reactions to renewable energy and its policies are identifiable. Most importantly, the gap between general attitudes towards the environment and specific voting behaviour regarding environment-friendly policy proposals calls for an explanation of how a policy’s design causes citizens who might otherwise support environmental measures to express opposition in direct democratic votes. Therefore, how policy design and policy information impact opinion formation is investigated. Salient aspects are identified, and the different types of information or qualifications that may cause opposition are considered. This new approach reveals that citizens, in environmental decision-making, do indeed consider policy design and policy information, which they regard as conditions for support, and that the type of policy information matters since citizens do not consider all of the policy details when they make decisions.  相似文献
