SUMMARY

Significant interest in the concept of sustainable development exists amongst scientists, planners, policy makers and the public, and considerable effort and expenditure is made or envisaged at local, national and international levels to promote a more sustainable society. Until ‘green accounting’ and similar systems are made available and are implemented, the sustainability indicator will be the most effective tool available for monitoring progress towards a more sustainable society. Sustainability indicators are already available but are characterized by a poor or absent theoretical underpinning. This paper addresses this problem by proposing a methodological framework that can be applied to the construction of indicators of sustainable development. In order to be consistent with widely accepted definitions of sustainable development, considerations relating to the measurement of quality of life and ecological integrity are central to the methodology. The methodological framework has relevance to a variety of spatial scales and to geographically diverse areas (urban or rural, developed or developing countries) so that a suite of sustainability indicators can be produced that is tailored to the needs and resources of the indicator user, but which remains rooted firmly in the fundamental principles of sustainable development.  相似文献

The notion of sustainable development in the context of water resources is discussed. Facing the increasing pressures — population growth with consequences for settlements and production of food and fibre, and human aspirations to better living standards — the business-as-usual approach to water development and management cannot he globally sustainable. The need for curbing water demands and for ‘doing more with less’ are gaining growing recognition in our increasingly thirsty planet. An integrated approach to freshwater resources is needed, based on the perception of water as a natural resource, part of the ecosystem, and an economic and social good. It is discussed how hydrological extremes jeopardize sustainable development. Sustainability-related properties of drought and flood preparedness and mitigation measures are reviewed. Even if the term ‘sustainable development’ has been typically used in a qualitative sense, in order to compare how different options (e.g. flood protection alternatives) fare with regard to sustainable development, one needs at least rough quantitative measures. A sample of relevant indices is reviewed. It is advocated that hydrological observations should be recognized as an essential component of sustainable development and management of water resources.  相似文献

The genesis of socio-economic impact assessment (SIA) in India is pressure from funding agencies like the World Bank, Asian Development Bank, and similar institutions. Of late, these institutions have stressed appraisal of environmental concerns as a pre-condition for financial support to large infra-structure projects. However, SIA studies are easier to conceptualise than to implement, because the issues involved are nebulous, complex, highly nuanced, difficult to define, and not easily amenable to quantification. These are some of the reasons for the cursory treatment of socioeconomic impact studies in India as a formality to satisfy monitoring and funding agency requirements and not as a tool for ensuring maximum social good through the developmental process. However, proper implementation of the concept of SIA in essential in attaining the goals of sustainable development. Ensuring social justice, i.e. preventing the continued impoverishment, displacement, social dislocation, and marginalisation of the weaker sections of Indian society, who always seem to bear the burden of adverse effects of such large infra-structure projects in disproportionate numbers, is also a goal of SIA. Increasing ambivalent attitudes and mounting opposition towards the implementation of large water resources projects of late in India necessitate systematic, transparent, and exhaustive consideration of all relevant socioeconomic issues before implementation of such projects. The objective of this study was to develop a comprehensive methodology for SIA for large water resource projects in India. The methodology was based on the review of the literature and other means and implicitly addresses the major goals of SIA — sustainable development and the achievement of social justice related to development.  相似文献

SUMMARY

The concept of sustainable development has become widely accepted as an instrumental objective of resource planning and environmental policy analysis. Nevertheless, applied planning approaches appropriate to this task have been slow in forthcoming. This paper suggests that one avenue for the application of sustainable development principles to resource management problems may be through multidimensional decision-support models. This approach recognizes that contemporary decision problems in the field of environmental planning are characterized by a diversity of structures and processes, incommensurable variables, and conflicting development objectives and constraints. On the basis of the articulated approach to sustainable development, a case study centred on Clayoquot Sound, British Columbia, Canada is presented. The case study serves to illustrate the efficacy of a multidimensional decision-support approach to sustainable development.  相似文献

Seven measures of sustainable development for Scotland are examined for the period 1980-1993. These measures are green net national product, genuine savings, ecological footprint, environmental space, human appropriation of net primary production, the index of sustainable economic welfare and the genuine progress indicator. A definition of technological pluralism and diversity is presented, together with a concept of viability, within the context of sustainable development. The existing contrast with technological homogeneity is also discussed in order to show that the former concept is a necessary prerequisite for the pursuit of sustainability, whereas the latter has led to a process of cultural homogenisation, with the generally acknowledged repercussions for past and present forms of development. The availability of a number of different viable options can be considered a fundamental prerequisite for the most appropriate choice to be made by both producers and consumers; whereas, if only one technical solution is available and ready to be implemented (or requires only marginal modifications), then producers from the various socioeconomic sectors are obliged to implement that solution. This may sometimes have its advantages but very often will have serious drawbacks which may well impede the pursuit of sustainability.

The question of the current form of product diversification is also analysed to see whether it may be advantageous within a sustainable society, and to discover if there is any contrast between this type of diversification and technological pluralism/diversity, and how this contrast may be overcome.  相似文献

Water crises have occurred in more than 400 cities in China at the beginning of 2000. Investigation and statistical data suggest that there are five main problems in the management and utilization of water resources in China. These are (1) insufficient capacity and inhomogeneous space-time distribution of natural resources, (2) outdated construction of water conservancy projects and supply engineering, (3) unreasonable industrial water consumption, (4) increased water pollution and (5) incomplete management of the river basin and waterworks in city. It is necessary to take steps corresponding to the above-mentioned reasons to mitigate and even dispel the pressure on water resources for sustainable development of China as quickly as possible.  相似文献

What is sustainable development? Why is at an issue? Ideally, what needs to be done? and Practically, what can be done? are answered here by relying on the cultural theory of Mary Douglas and her colleagues, more especially Aaron Wildavsky and Michael Thompson, both of whom have used the model to address sustainable development. The implications of cultural theory for sustainable development are substantial.

The article is divided into five sections. The first describes the current controversy over sustainable development. The second sets out the cultural theory model, and the third applies that model to reformulate our understanding of sustainable development. The fourth draws out the implications of a reformulated sustainable development, while the conclusion uses those implications to answer the four questions that started the article.  相似文献

Rapid urbanisation and serious environmental problems have led people worldwide to realise the significance of urban planning and management towards a sustainable environment. Beijing was used as a case study to develop a framework and strategies for sustainable development using ecological principles. At the regional level, Beijing-Tianjin agglomeration and Hebei Province are considered together. At the Beijing administrative level, some important measures are put forward for revision of the Beijing Urban Master Plan. At the Beijing plain level, the future spatial structure of Beijing city and the relationship between settlements, green space and transportation are considered, and three basic development patterns are proposed. At the inner district level, the ecological corridor system is suggested, based on ecosystem services. At the selected area level, a comprehensive strategy and key measures for conservation and renewal of old Beijing city core are provided. Once strategies for Beijing urban development are implemented step-by-step, a vision for future development can be achieved. This paper provides considerations for improvement of urban planning and management in China and other countries.  相似文献

SUMMARY

The Rio Earth Summit and publication and distribution of Agenda 21 (UN, 1992) have generated much activity in many nations towards development and implementation of community indicators of sustainable development (SI). In recent years efforts at development and implementation of SI have intensified at regional and urban government levels, although fewer efforts are evident at a rural community level. In response to initial ad hoc efforts, methodologies for SI construction are currently being proposed, tested and refined. Within this evolutionary process, increasing recognition is being given to the critical need for, and importance of, ‘stakeholder’ involvement in SI development and implementation. This paper critically reviews these and related efforts from the perspective of rural communities in Canada. The argument is presented that the process of development and implementation of rural community-level SI can significantly benefit from development and implementation of a methodological approach in support of principles and practices of effective stakeholder involvement. It is further argued that development of SI must be stakeholder-driven, and that a pivotal element in the SI development process is the facilitation of information sharing. The paper concludes with a proposal for an approach to stakeholder participation and information sharing achieved through research, testing and refinement, and integration of these concepts within the process of rural community sustainable indicator development.  相似文献

A process is presented to facilitate the sustainable management and development of tourist destinations. Based on a specific reforming of the Limits of Acceptable Change planning system and combined with the Tourism Carrying Capacity concept into a common framework, specific steps are described to integrate environmental, social and economic information of a tourist destination into indicators, which are afterwards compared with reference conditions. The Leopold matrix is applied to identify and classify restrictions of development and provide the basis for negotiations between managers, stakeholders and local communities. Through a feedback process of continuous monitoring and adjustment, the aim is to focus developmental activities on restricting factors until all indicators upgrade to reference. A case study at a Greek coastal municipality (Ilida western Greece) is applied to demonstrate the process. Activity zones are identified and 18 indicators are selected. Results suggest high potential for tourism development of the area. However, low scores are assigned to 8/18 indicators, reflecting restrictions, requiring priority under a sustainable development plan. The proposed process offers managers and stakeholders the ability to easily visualize/identify restrictions and assign developmental priorities within a step-by-step upgrading process, toward the sustainable management and development of tourist destinations.  相似文献

India and Canada share a common heritage in natural resources management. Both have a colonial background, settlers and indigenous peoples; there is a history of management agencies with utilitarian attitudes, and a history of treating public lands as commodities for commerce rather than as resources for local livelihoods. This historical context guided the overall goal of this study, which was policy development for the sustainable use of mountain environments. Interviews, workshops and seminars were held with local people and resource management professionals in a comparative case study in two regions; the Kullu area in Himachal Pradesh, India and the Arrow Lakes area in British Columbia, Canada. The paper is organized around two main objectives of the work relating to the successes and failures of mountain environment resource management policies and the development of criteria for assessing and monitoring sustainability in mountain environments, in particular, criteria for examining relevant crosscultural dimensions of sustainable development in these environments. By way of conclusion the paper considers further ways in which traditional resource policy development and implementation is being challenged by changing values and priorities; ecosystems management with people; and co-management and public participation.  相似文献

SUMMARY

This paper describes the evolution of an evaluation method developed initially to assess progress towards sustainable development for various land use activities in Costa Rica. Since that time, the method has been expanded to apply to all types of business activities in any location, and refined so that a numerical score can be provided for each attribute. These scores can then be presented graphically in four categories. The method has since been tested on a variety of businesses and is being refined for electronic submission and display of the results. The benefits of this approach, as well as its shortcomings and some of the problems resolved, are presented.  相似文献

SUMMARY

Integrated natural resources management (INRM) has to address both the livelihood goals of farmers and the ecological sustainability of agroecosystems and natural resources. Under the Ecoregional Initiative for the Humid and Sub-Humid Tropics of Asia — Ecor(1)Asia — one major set of activities has been the development of approaches, methodologies, and tools to meet the challenges of INRM research for sustainable agricultural development. Examples provided illustrate the role of these methodologies in the three main phases of knowledge development for improving INRM impact: knowledge generation, knowledge capitalization, and knowledge mobilization. The methodologies are designed for better integration across disciplines, spatial scales, and hierarchical levels of social organization. Attempts are made to quantify trade-offs between biophysical sustainability and socio-economic considerations. The case is made for using these methodologies in a more complementary manner to help bridge the topdown and bottom-up approaches in INRM. Inherent in the developing and implementing of these methodologies is the forging of partnerships and fostering linkages with multiple stakeholders, as well as using the knowledge base and integrative tools as communication platforms.  相似文献

The role of spatial scale in sustainable development is assessed by dividing the world into multiple spatial units at different levels on a socio-political spatial scale. The basic patterns of sustainable development do not appear to be evident at all spatial levels, owing to the absence of some capital stocks and the conversion processes linking them, but environmental economics theory can be generalized to explain phenomena at various levels. Capital conversion processes influencing the sustainability of development of spatial units are constrained by processes at different levels, e.g. those imposing environmental conditions on development or affecting availability of investment capital. The autonomy of individual spatial units is also compromised by capital transfers to and from other units at the same level, so it is proposed that the sustainability of development of a particular unit should be estimated using net, rather than gross capital trends. Because of uneven development the same degree of sustainability should not be expected at the same time for all spatial units at the same spatial level.  相似文献

The intricate and complex relationships between transhumant pastoralists, livestock and environment at the high altitudes of Indian Central Himalaya has started to break down at an alarming rate. Some of the important factors attributed to this are depletion of grazing resources, commercialization of the rural economy, and integration of these communities with the mainstream of development through education and employment. Traditionally these livestock were assigned different roles in society depending upon their economic benefit and utility. The roles which once depended upon attitude to various risks, such as environmental, social and economic, have lost their significance due to changing of the production process. This paper gives an overview of the various types of roles the livestock played in the transhumant society, and how they are being replaced by the developmental process in the region, and whether the changes are sustainable for such remote regions in a developing country.  相似文献

ABSTRACT

World literature presents a variety of approaches to measuring the creative economy at global, national and regional levels, but so far not enough attention has been paid to the issue of sustainability of creative economies. Creative economies do not rely heavily on natural resources which means that their negative impact on the climate is relatively weaker than in the case of other industries. The measurement of sustainable development is an important contribution to the overall efforts in fighting the climate change. Statistical figures show that the share of the creative economy in GDP of the most developed countries is steadily increasing. Therefore, it is legitimate to analyse the sustainable development issues not only through the lenses of utilization of natural resources and environmental issues but also to look at the sustainability challenge for the creative economies. The growth of creative industries may be hindered by scarcity and improper utilization of resouces, but the main threat to the sustainability is the scarcity of intangible resources and goods such as ideas, freedom of thought, leadership, tolerance, quality of education, etc. Based on a literature review, we endeavoured to investigate the sustainability issues which are relevant specifically for the creative economy. In particular, we were interested in the role of local government in supporting the growth of creative economies. This study contributes to the literature in the sense that it provides understanding on how to assess the impact of local government on the sustainability of creative economy.  相似文献
