Environmental impact assessment (EIA) is an important legislative and scientific tool that may assist and improve the quality assistance for the decision-making process in sustainable development. Here, a comparison of EIAs from three cases of hydropower projects in Pakistan, Norway and Sweden is reported. A huge difference concerning the incorporation of environmental considerations into the decisionmaking process between developed and developing countries is observed. The EIA system of Pakistan appears to be less efficient in the application and review process. In addition, the appraisal of issues, the decision-making process and evaluation through post-monitoring is not as well performed in Pakistan as in cases of hydroelectric power plants in Sweden and Norway. The key reason for this shortcoming is misconceptions about the EIA process, which initially receives intense attention but becomes weakened by the time of implementation. This implies that there is a need to adopt simplified and flexible EIA techniques suitable for the infrastructure and resources of a specific country, taking into account institutional, technical and financial constraints. Improvements are required in public participation, awareness, as well as in environmental control and data system sectors in Pakistan, besides simply enacting legislation to achieve the goals of the EIA system.  相似文献

The aim of sustainable development is to balance social, economic, and environmental needs. In order to justify the decisions they make, stakeholders must quantify the different impacts found in the operations and developments of companies and/or projects throughout their life cycle. However, as some areas are subjective in nature, the quantification process of the different impacts and the assessment of sustainable development performance become arduous tasks of development, validation, and application of scientific and empirical methods with the intrinsic objective of finding an agreement among the involved parties (i.e., stakeholders). Several environmental and sustainability assessment tools, instruments, processes, and methodologies have been developed; rating systems stand out and have gained attention and credibility, as demonstrated by the vast number of certified projects around the world and the widely-known usefulness and advantages of their application. The Wa-Pa-Su project sustainability rating system presents an integrated approach to sustainability assessment by integrating three distinctive areas of knowledge: (1) sustainable development theory and fundamentals supports the ultimate goal of the rating system, which is to contribute to sustainability, with the aim of finding a path to balance social, economic, and environmental needs; (2) continual performance improvement becomes essential due to the duration of the projects, as it is critical to allow organizations or projects to improve performance over time; and (3) multi-criteria decision analysis assists with the assessment process through stakeholder engagement and participation, and the design and implementation of a criteria weighting system.  相似文献

Concerns about the social consequences of conservation have spurred increased attention the monitoring and evaluation of the social impacts of conservation projects. This has resulted in a growing body of research that demonstrates how conservation can produce both positive and negative social, economic, cultural, health, and governance consequences for local communities. Yet, the results of social monitoring efforts are seldom applied to adaptively manage conservation projects. Greater attention is needed to incorporating the results of social impact assessments in long‐term conservation management to minimize negative social consequences and maximize social benefits. We bring together insights from social impact assessment, adaptive management, social learning, knowledge coproduction, cross‐scale governance, and environmental planning to propose a definition and framework for adaptive social impact management (ASIM). We define ASIM as the cyclical process of monitoring and adaptively managing social impacts over the life‐span of an initiative through the 4 stages of profiling, learning, planning, and implementing. We outline 14 steps associated with the 4 stages of the ASIM cycle and provide guidance and potential methods for social‐indicator development, predictive assessments of social impacts, monitoring and evaluation, communication of results, and identification and prioritization of management responses. Successful ASIM will be aided by engaging with best practices – including local engagement and collaboration in the process, transparent communication of results to stakeholders, collective deliberation on and choice of interventions, documentation of shared learning at the site level, and the scaling up of insights to inform higher‐level conservation policies‐to increase accountability, trust, and perceived legitimacy among stakeholders. The ASIM process is broadly applicable to conservation, environmental management, and development initiatives at various scales and in different contexts.  相似文献

Environmental impact assessment (EIA) is a key mechanism for protecting threatened plant and animal species. Many species are not perfectly detectable and, even when present, may remain undetected during EIA surveys, increasing the risk of site‐level loss or extinction of species. Numerous methods now exist for estimating detectability of plants and animals. Despite this, regulations concerning survey protocol and effort during EIAs fail to adequately address issues of detectability. Probability of detection is intrinsically linked to survey effort; thus, minimum survey effort requirements are a useful way to address the risks of false absences. We utilized 2 methods for determining appropriate survey effort requirements during EIA surveys. One method determined the survey effort required to achieve a probability of detection of 0.95 when the species is present. The second method estimated the survey effort required to either detect the species or reduce the probability of presence to 0.05. We applied these methods to Pimelea spinscens subsp. spinescens, a critically endangered grassland plant species in Melbourne, Australia. We detected P. spinescens in only half of the surveys undertaken at sites where it was known to exist. Estimates of the survey effort required to detect the species or demonstrate its absence with any confidence were much higher than the effort traditionally invested in EIA surveys for this species. We argue that minimum survey requirements be established for all species listed under threatened species legislation and hope that our findings will provide an impetus for collecting, compiling, and synthesizing quantitative detectability estimates for a broad range of plant and animal species. This paper aims to assess the impacts of household behaviour on social sustainability by simulating agricultural policy scenarios of the European Union (EU) Common Agricultural Policy (CAP). For this purpose a multicriteria model was formulated, at farm household level, in order to study the social impacts of the CAPs using different scenarios. The scenarios were chosen on the basis of the main EU policies affecting farm households, such as the alternative crops scenario, the Water Framework Directive scenario and the agrienvironmental schemes scenario. The data for this analysis resulted from the CAP-IRE project, a European FP7-funded project. The model includes a utility function with several conflicting criteria such as maximization of gross margin and risk and labour minimization. The model is further used to simulate the impacts on social sustainability by estimating main social indicators. The model is applied in two different farm types in Greece. The results show that the CAP scenarios have multiple social impacts on agricultural holdings, and particularly on the farm labour structure. These impacts have negative effect on social sustainability.  相似文献

Established under the European Union (EU) Birds and Habitats Directives, Natura 2000 is one of the largest international networks of protected areas. With the spatial designation of sites by the EU member states almost finalized, the biggest challenge still lying ahead is the appropriate management of the sites. To evaluate the cross‐scale functioning of Natura 2000 implementation, we analyzed 242 questionnaires completed by conservation scientists involved in the implementation of Natura 2000 in 24 EU member states. Respondents identified 7 key drivers of the quality of Natura 2000 implementation. Ordered in decreasing evaluation score, these drivers included: network design, use of external resources, legal frame, scientific input, procedural frame, social input, and national or local policy. Overall, conservation scientists were moderately satisfied with the implementation of Natura 2000. Tree modeling revealed that poor application of results of environmental impact assessments (EIA) was considered a major constraint. The main strengths of the network included the substantial increase of scientific knowledge of the sites, the contribution of nongovernmental organizations, the adequate network design in terms of area and representativeness, and the adequacy of the EU legal frame. The main weaknesses of Natura 2000 were the lack of political will from local and national governments toward effective implementation; the negative attitude of local stakeholders; the lack of background knowledge of local stakeholders, which prevented well‐informed policy decisions; and the understaffing of Natura 2000 management authorities. Top suggestions to improve Natura 2000 implementation were increase public awareness, provide environmental education to local communities, involve high‐quality conservation experts, strengthen quality control of EIA studies, and establish a specific Natura 2000 fund. Abstract:  Many endangered species depend on certain types of agricultural or other forms of human land use. To conserve such species, schemes are set up in which land users receive payments for voluntarily managing their land in a biodiversity-enhancing manner. We developed a model-based framework for designing cost-effective payment schemes that generate spatiotemporal habitat heterogeneity to maximize the survival of multiple species under budget constraints. The framework integrates ecological and economic knowledge and consists of the derivation of an ecological benefit function and a budget function that are then combined to determine the cost-effective degree of spatiotemporal habitat heterogeneity. The ecological benefit function considers the timing of conservation measures, the induced habitat dynamics, and different degrees of substitutability among species. The budget function considers that the conservation agency may lack information about land users' individual conservation costs and personal attitudes and that land users can choose among different conservation measures. We applied the framework to a case study of grassland management, where the survival of three endangered species protected by the EU Habitats Directive depends on different types of land use. The lack of information available to the agency and the choice options of land users reduced the amount of conservation that can be financed with a given budget. Neglecting such findings may lead to an overestimation of the benefits of conservation programs.  相似文献

In order to support evaluation and decision processes with respect to sustainability of management strategies, different mathematical methods can be applied. In this paper, the fundamentals of these so-called multi-criteria evaluation and decision-support instruments are presented. Moreover, advantages and disadvantages are worked out using an example data set of strategies of sustainable water management. It is shown that particularly transparency, objectivity and the degree of participation of stakeholders are the main characteristics: Whereas the Hasse diagram technique is directed to the scientifically given data matrix, and therefore yields an objective and transparent evaluation and data analysis, concordance analysis, utility function theory, PROMETHEE and AHP (analytical hierarchy process) have their preferences as participants or stakeholders in the decision process.  相似文献

The Environmental Impact Assessment (EIA) project instigated in connection with the near-closure of the large fjord-like lagoon Gilsfjörður in sub-arctic western Iceland with a road is described and discussed. Three phases were involved: a survey of pre-impact conditions of areas possibly affected as well as control areas, predictions of impacts of the road, and assessment of impacts up to 5–6 years after completion of the project. Emphasis was placed on birds and benthic flora and fauna. Although several predictions were upheld, others were not. The most unexpected changes were the elimination of kelp forest and some associated fauna inside the road as well as from large areas outside it. Feeding areas of the knot (Calidris canutus) and female eiders (Somateria mollissima) with ducklings also changed in unexpected ways. Unforeseen changes can partly be traced to inadequate knowledge of communities and their functioning in the area. The ecological requirements of many species involved, e.g. with respect to salinity, were imperfectly known. The predictions of engineers on the effects of the project on physical factors were not as accurate or detailed as desired. Some critical predictions of the engineers failed to make an impact on the ecologists, who then failed to predict some major changes in the biota, such as the disappearance of kelp forest outside the road. This study highlights some problems probably shared by many EIAs: (a) the near impossibility of finding suitable control areas, (b) the lack of ecological understanding of even common species, and possibly (c) inadequate communication between engineers and ecologists.  相似文献

Abstract: The sustainable production of bioenergy is vital to avoiding negative impacts on environmental goods such as climate, soil, water, and especially biodiversity. We propose three key issues that should be addressed in any biodiversity risk‐mitigation strategy: conservation of areas of significant biodiversity value; mitigation of negative effects related to indirect land‐use change; and promotion of agricultural practices with few negative impacts on biodiversity. Focusing on biodiversity concerns, we compared principles and criteria set to address biodiversity and other environmental and social issues in seven standards (defined here as commodity‐based standards or roundtables, or relevant European legislation): five voluntary initiatives related to bioenergy feedstocks, the Renewable Transport Fuel Obligation (United Kingdom), and the European Renewable Energy Source Directive. Conservation of areas of significant biodiversity value was fairly well covered by these standards. Nevertheless, mitigation of negative impacts related to indirect land‐use change was underrepresented. Although the EU directive, with its bonus system for the use of degraded land and a subquota system for noncrop biofuels, offered the most robust standards to mitigate potential negative effects, all of the standards fell short in promoting agricultural practices with low negative impacts on biodiversity. We strongly recommend that each standard be benchmarked against related standards, as we have done here, and that efforts should be made to strengthen the elements that are weak or missing. This would be a significant step toward achieving a bioenergy industry that safeguards Earth's living heritage.  相似文献

This paper presents research currently being conducted in Central Queensland, Australia to understand conflicts between coastal zone resource users and the associated sociocultural and political issues surrounding coastal zone management. Conflict occurs between stakeholders in the coastal zone over values, conservation and development trade-offs, access, and resource use rights. Decisions are currently made within a multi-stakeholder framework where there is limited understanding among stakeholders of each groups values and aspirations, and few, mechanisms for negotiation, or to ensure transparency of decisions and feedback on consultation. This paper reports on the contribution of stakeholder analysis and social mapping to conflict management and findings from their application. As it is applied here, stakeholder analysis and social mapping have been successful participatory tools used to document and feed back the values, interests, attitudes and aspirations of stakeholders. Understanding stakeholder conflict is essential in progressing a whole catchment approach to decision-making that secures the cooperation of a diverse range of social groups.  相似文献

This paper reviews some of the literature and guidance provided for businesses considering responses to the environmental aspects and impacts of their tourist activities. It concentrates on the role of destinations and stakeholders within the destination cooperating and networking to improve environmental performance and on generating a ‘green’ image. In order to move towards a type of tourism consistent with sustainable development (sustainable tourism), it is argued that we need to see enhanced management of a destination, creating opportunities for networking and cooperation between, in particular, service providers. In a case study of Lillehammer, Norway, three projects negotiated, developed and delivered by service providers in the area are examined. These projects looked at hotel management, transport and aesthetics. Success factors are identified, including the involvement of stakeholders, the development of locally orientated codes of conduct, the role and participation of local authorities and the importance of leadership. Findings add to the body of practical help in moving destinations towards sustainable tourism.  相似文献

Does air quality regulation in the European Union (EU) foster polluting activity in emerging and developing countries? In this paper, we propose an original variable that evaluates regulation stringency, based on the EU Air Quality Framework Directive. Focusing on the underlying mechanism and controlling for endogeneity in the relation between regulation and trade, we provide robust evidence that EU countries implementing more stringent air pollution regulations import relatively more in pollution-intensive sectors from developing and emerging countries in Europe and Central Asia.  相似文献

The Convention on Biological Diversity has catalyzed worldwide awareness of threats to biological diversity and stimulated global conservation strategies. These have led to national and international legislation and have generated debate about the most effective conservation actions. Under the EU Habitats Directive, all member states are obliged to establish a system for strict protection of species listed in Annex IV(a), which includes all bats. In England, this obligation has resulted in legislation that allows for derogation from strict protection under license, provided activities are undertaken to mitigate any potential negative effects on bat numbers. We used an evidence‐based approach to assess the cost‐effectiveness of mitigation strategies and the English bat‐derogation licensing process as a whole. We analyzed data from 389 bat derogation licenses issued in England from 2003 to 2005 relating to 1776 roosts and 15 species to determine the nature and extent of development and mitigation activities and their effects on bats. Overall the effects of licensed activities on roosts were negative. Despite the level of protection afforded to bats, the majority (68%) of roosts for which derogation licenses were issued were destroyed. There were species‐specific differences in the probability of roosts being destroyed, and impacts on roosts did not reflect a species’ conservation status. Information provided by licensees was inadequate and inconsistent. Most licensees (67%) failed to submit postdevelopment reports, and postdevelopment monitoring was conducted at only 19% of sites. Despite a minimum of £4.13 million spent on mitigation structures for bats from 2003 to 2005, it was unclear whether the licensing process meets EU obligations. On the basis of our results, we believe there is a need to overhaul the licensing process, to establish a comprehensive, standardized postdevelopment monitoring system, and to demonstrate that mitigation is commensurate with Britain's legal obligations. The EU Habitats Directive (92/43/EEC) does include provisions for setting up the Natura 2000-network of protected areas based on listed species and habitats, and in addition specific regulations on species protection. Three Quarters of all designated sites (SCI’s) do not only include natural habitat types in a strict sense like forests or water-bodies, but also agricultural land. 18?% of the SCI’s even include between 25 and 50?% agricultural land and 24?% above 50?%. 48 species and three habitat types listed under the Habitats Directive have a clear focus in agriculture. Another eleven habitat types are dependant from a nature-friendly low intensity use or management. A large proportion of these habitats and species are actually in an unfavourable conservation status. The paper analyses the impact of EU nature conservation on agriculture based on the species and habitats falling under the Habitats Directive. On the other hand indirect negative influences of agriculture are discussed, that may have considerable impact on the future development of the conservation status of endangered habitats and species.  相似文献

A growing demand for transparency and accountability in local decision-making has grown substantially in recent years due to an increasing awareness of finite natural resources. Sustainable development captures the interrelatedness of the economy, the environment and social expectations. In addition, transparency in the decision-making process provides the public a method of accountability for public funds. The Capital Structures Model developed in this paper addresses the demand for accountability by focusing on local development projects classified by type of capital (built, human, social and natural) in order to provide information to the average constituent regarding specific county and community development projects. Local assets are initially categorized according to the type of capital to which they most contribute, and then indicators are employed to measure the contribution of a project with respect to increasing the capacity of each type of capital. These indicators are then cross-referenced with local policy to demonstrate how that policy is implemented in local development projects, and which policies contribute to which type of capital. It is the intention of this model to create an informative tool for planners and constituencies that monitors how development projects contribute to communities in terms of each of the four types of capital.  相似文献
