Formal engagement of indigenous peoples in conservation is increasing globally and leads to multiple benefits to communities while contributing to national and international biodiversity goals and obligations. This and ongoing declines in biodiversity have led to calls to increase opportunities for indigenous people to engage in managing their estates. However, there is no overarching understanding of indigenous peoples’ involvement in conservation, which limits the identification of new opportunities. We amalgamated information across governments and large nongovernmental organizations in the megadiverse country of Australia to quantify the involvement of indigenous people in management of threatened species. We identified 153 Australian‐based projects undertaken by different indigenous groups around the nation in 2015 and 2016 that included explicit funds for management of threatened species or threatened ecosystems. Most were in remote parts of western and northern Australia. Almost one‐quarter of all threatened animals and 2% of threatened plants were the subject of some formal conservation action by indigenous people. Occurrence records for 1574 threatened species showed that 823 (89.2%) of 923 species recorded on indigenous peoples’ lands were not listed in management projects. This gap may represent new opportunities for conservation initiatives. Because at least 59.5% of Australia's threatened species occur on indigenous peoples’ lands, efforts to build appropriate and effective indigenous conservation alliances are vital. However, it is also important to recognize that threatened species are part of complex social, ecological, economic and cultural systems, and to achieve successful outcomes requires consideration of indigenous peoples’ priorities, rights, and obligations and relationships with their traditionally owned land and sea.  相似文献

Abstract:  It is internationally recognized that conservation policies should respect indigenous cultures and consider the livelihoods of people affected by conservation restrictions. Countering this are concerns that human occupation and use of natural reserves is incompatible with conservation aims. But in China today the continued use and management of natural areas by local communities is likely to deliver better conservation outcomes than the current drive to establish public protected areas. The effectiveness of many protected areas in China is compromised by institutional conflicts, lack of ongoing financial and technical support, confusion between the objectives of generating revenue and conservation, dubious scientific definitions, lack of community trust in policies, and obscure user rights and land tenures. Southwestern China—one of the most biologically and ethnologically diverse areas on Earth—is a good illustration of a place where culture and biological diversity are closely linked. The indigenous people in this area have shown that local livelihood practices can be advantageous for the long-term maintenance of conservation goals. Rather than creating new protected areas, we argue that China is better advised to support ongoing sustainable use of natural areas by the people who have lived and nurtured these environments for generations .  相似文献

A prevailing view in dryland systems is that mammals are constrained by the scarcity of fertile soils and primary productivity. An alternative view is that predation is a primary driver of mammal assemblages, especially in Australia, where 2 introduced mesopredators—feral cat (Felis catus) and red fox (Vulpes vulpes)—are responsible for severe declines of dryland mammals. We evaluated productivity and predation as drivers of native mammal assemblage structure in dryland Australia. We used new data from 90 sites to examine the divers of extant mammal species richness and reconstructed historic mammal assemblages to determine proportional loss of mammal species across broad habitat types (landform and vegetation communities). Predation was supported as a major driver of extant mammal richness, but its effect was strongly mediated by habitat. Areas that were rugged or had dense grass cover supported more mammal species than the more productive and topographically simple areas. Twelve species in the critical weight range (CWR) (35–5500 g) that is most vulnerable to mesopredator predation were extirpated from the continent's central region, and the severity of loss of species correlated negatively with ruggedness and positively with productivity. Based on previous studies, we expect that habitat mediates predation from red foxes and feral cats because it affects these species’ densities and foraging efficiency. Large areas of rugged terrain provided vital refuge for Australian dryland mammals, and we predict such areas will support the persistence of CWR species in the face of ongoing mammal declines elsewhere in Australia.  相似文献

Much progress has been made toward assessing and improving animal welfare in conservation. However, several glaring knowledge gaps remain where animal-welfare concerns exist but animal-welfare studies have not been performed in politically sensitive contexts. Based on contemporary issues in Australia, we identified 4 topics that require more research: animal-welfare oversight for operations designated as management (as opposed to research); animal-welfare impacts of biological agents used to control invasive animals; welfare of animals hunted recreationally; and animal-welfare impacts associated with indigenous wildlife use. Animal-welfare science may be applied to these sensitive topics through simple quantitative studies (e.g., quantifying the frequency of adverse animal-welfare events). Several such studies have effectively addressed animal-welfare concerns in similarly contentious contexts, including feral camel (Camelus dromedarius) culling in Australia, recreational hunting in Scandinavia, and indigenous whale hunting in the United States. For discussions of animal welfare in conservation to be evidence-based, courageous research is required in the 4 key areas we identified.  相似文献

The establishment of protected areas is a critical strategy for conserving biodiversity. Key policy directives like the Aichi targets seek to expand protected areas to 17% of Earth's land surface, with calls by some conservation biologists for much more. However, in places such as the United States, Germany, and Australia, attempts to increase protected areas are meeting strong resistance from communities, industry groups, and governments. We examined case studies of such resistance in Victoria, Australia, Bavaria, Germany, and Florida, United States. We considered 4 ways to tackle this problem. First, broaden the case for protected areas beyond nature conservation to include economic, human health, and other benefits, and translate these into a persuasive business case for protected areas. Second, better communicate the conservation values of protected areas. This should include highlighting how many species, communities, and ecosystems have been conserved by protected areas and the counterfactual (i.e., what would have been lost without protected area establishment). Third, consider zoning of activities to ensure the maintenance of effective management. Finally, remind citizens to think about conservation when they vote, including holding politicians accountable for their environmental promises. Without tackling resistance to expanding the protected estate, it will be impossible to reach conservation targets, and this will undermine attempts to stem the global extinction crisis.  相似文献

Abstract:  Ecosystem-scale networks of marine protected areas (MPAs) are important conservation tools, but their effectiveness is difficult to quantify in a time frame appropriate to species conservation because of uncertainties in the data available. The dugong ( Dugong dugon ) is a mobile marine species that occurs in shallow inshore waters of an ecosystem-scale network of MPAs (the Great Barrier Reef World Heritage Area [GBRWHA]). We developed a rapid approach to assess risk to dugongs in the region and evaluate options to ameliorate that risk. We used expert opinion and a Delphi technique to identify and rank 5 human factors with the potential to adversely affect dugongs and their sea grass habitats: netting, indigenous hunting, trawling, vessel traffic, and poor-quality terrestrial runoff. We then quantified and compared the distribution of these factors with a spatially explicit model of dugong distribution. We estimated that approximately 96% of habitat of high conservation value for dugongs in the GBRWHA is at low risk from human activities. Using a sensitivity analysis, we found that to decrease risk, commercial netting or indigenous hunting had to be reduced in remote areas and the effects of vessel traffic, terrestrial runoff, and commercial netting had to be reduced in urban areas. This approach enabled us to compare and rank risks so as to identify the most severe risks and locate specific sites that require further management attention.  相似文献

Local rural and indigenous communities have assumed increasing responsibility for conservation within and between areas buffering the impacts of agricultural or resource‐extraction zones and protected areas. Empowering local communities as central partners in conservation and climate‐change mitigation has allowed many people to gain access to land and citizenship rights but has provided limited improvements in access to social services and economic opportunities even as expectation about their role as environmental stewards grows. These expectations, however, are inconsistent with reality. We conducted multiple field studies in Brazil since the mid‐1980s to illustrate the discrepancies between conservation programs and local conditions and expectations. We suggest that public policies and conservation programs should not delegate responsibility for managing protected areas to local and indigenous communities without considering local needs and expectations and locals’ attitudes toward conservation. In other words, behavior that maintains or improves the environment should not be treated as traditional based on the expectations of outsiders. Framing local populations as traditional environmentalists creates contradictions and frustrations for local populations and for conservation professionals and policy makers.  相似文献

Abstract:  Although there is considerable evidence to support the hypothesis that the chytrid fungus Batrachochytrium dendrobatidis is the primary agent responsible for widespread declines in amphibian populations, particularly rainforest frog populations in Australia and Central America, I argue the case has not yet been made conclusively. Few specimens were collected at the time of population declines, so it may never be possible to conclusively determine their cause. It remains unclear whether the pathogen is novel where declines have occurred. Although it is not necessary that the infection be novel for it to be implicated in declines, if a preexisting pathogen has only recently caused extinctions, cofactors must be important. Whether the pattern of outbreaks represents a "wave" of extinctions is unclear, but if it does, the rate of spread in Australia is implausibly high for a waterborne pathogen, given the most likely estimates of epidemiological parameters. Although B. dendrobatidis is an amphibian pathogen according to Koch's postulates, the postulates are neither necessary nor sufficient criteria to identify a pathogen. The following key pieces of information are necessary to better understand the impact of this fungus on frog communities: better knowledge of the means and rate of transmission under field conditions, prevalence of infection among frog populations, as distinct from morbid individuals, and the effect of the fungus on frogs in the wild. It is crucial to determine whether there are strains of the fungus with differing pathogenicity to particular frog species and whether host-pathogen coevolution has occurred or is occurring. Recently developed diagnostic tools bring into reach the possibility of addressing these questions and thus developing appropriate strategies to manage frog communities that may be affected by this fungus.  相似文献

Abstract:  The presence of indigenous people in tropical parks has fueled a debate over whether people in parks are conservation allies or direct threats to biodiversity. A well-known example is the Matsigenka (or Machiguenga) population residing in Manu National Park in Peruvian Amazonia. Because the exploitation of wild meat (or bushmeat), especially large vertebrates, represents the most significant internal threat to biodiversity in Manu, we analyzed 1 year of participatory monitoring of game offtake in two Matsigenka native communities within Manu Park (102,397 consumer days and 2,089 prey items). We used the Robinson and Redford (1991) index to identify five prey species hunted at or above maximum sustainable yield within the ∼150-km2 core hunting zones of the two communities: woolly monkey (Lagothrix lagotricha), spider monkey (Ateles chamek), white-lipped peccary (Tayassu pecari), Razor-billed Currasow (Mitu tuberosa), and Spix's Guan (Penelope jacquacu). There was little or no evidence that any of these five species has become depleted, other than locally, despite a near doubling of the human population since 1988. Hunter–prey profiles have not changed since 1988, and there has been little change in per capita consumption rates or mean prey weights. The current offtake by the Matsigenka appears to be sustainable, apparently due to source–sink dynamics. Source–sink dynamics imply that even with continued human population growth within a settlement, offtake for each hunted species will eventually reach an asymptote. Thus, stabilizing the Matsigenka population around existing settlements should be a primary policy goal for Manu Park.  相似文献

Concerns over the expropriation of and encroachment on indigenous communities' lands have led to greater formalization of these communities' rights in a number of developing countries. We study whether formalization of indigenous communities' land rights affects the rate of deforestation in both the short and medium terms. Beginning in 1995, the Government of Brazil formalized the rights of several hundred indigenous communities whose lands cover more than 40 million hectares in the Amazon region and provided support for these rights’ enforcement. We study the program's impacts using a long time-series of satellite-based forest cover data. Using both plausibly exogenous variation in the timing of formalization and matched samples of treated and comparison communities, we find no effect of these protections on satellite-based greenness measures. This is true even for communities that received support for surveillance and enforcement of these rights. Notably, we observe low counterfactual rates of deforestation on communities' lands between 1982 and 2010, suggesting that indigenous land rights programs should not uniformly be justified on the basis of their forest protection, at least in the medium term.  相似文献

The alien mussel Mytilus galloprovincialis invaded sand banks in Langebaan Lagoon on the west coast of South Africa in the mid-1990s. However, by 2001 these beds had completely died off, with only empty shells and anoxic sand remaining. In an effort to prevent the re-settlement of this aggressive invader, all dead mussel shells were then cleared. This study considered the impacts of the invasion and subsequent die-off on natural benthic communities. Community composition differed significantly between non-invaded and invaded areas (ANOSIM, R = 0.685 and P < 0.01) as the physical presence of mussel beds created a new habitat that promoted invasion by indigenous rocky-shore species. This dramatically increased faunal biomass from 1,132.9 g m−2 ± 3,454.7 SD to 53,262.4 g m−2 ± 23,052.6 SD and species richness from 38 to 49 species. Following the die-off of the mussel beds, communities remained significantly different between non-invaded areas and those in which mussel shells remained (ANOSIM, R = 0.663 and P < 0.01). Species richness was significantly greater in non-invaded areas (18 species) than in uncleared areas with remnant shells (four species) (Kruskal–Wallis ANOVA H 2,36 = 10.8964 and P = 0.032), as the previously dominant rocky-shore species became smothered by sediment and the compacted shells formed an impermeable layer excluding sandy-shore burrowing organisms. After the shells were cleared, 50% of the sandy-shore species associated with non-invaded areas returned within 5 months, but community structure still remained significantly different to non-invaded areas (ANOSIM, R = 0.235 and P > 0.05). Invasion thus dramatically altered natural communities and although the subsequent removal of the dead mussel shells appears to have aided recovery, community composition remained different from the pre-invasion state after 5 months.  相似文献

Protected areas (PAs) are a frequently used conservation strategy, yet their socioeconomic impacts on local communities remain contentious. A shift toward increased participation by local communities in PA governance seeks to deliver benefits for human well‐being and biodiversity. Although participation is considered critical to the success of PAs, few researchers have investigated individuals’ decisions to participate and what this means for how local people experience the costs and benefits of conservation. We explored who participates in PA governance associations and why; the perceived benefits and costs to participation; and how costs and benefits are distributed within and between communities. Methods included 3 focus groups, 37 interviews, and 217 questionnaire surveys conducted in 3 communities and other stakeholders (e.g., employees of a nongovernmental organization and government officials) in PA governance in Madagascar. Our study design was grounded in the theory of planned behavior (TPB), the most commonly applied behavior model in social psychology. Participation in PA governance was limited by miscommunication and lack of knowledge about who could get involved and how. Respondents perceived limited benefits and high costs and uneven distribution of these within and between communities. Men, poorer households, and people in remote villages reported the highest costs. Our findings illustrate challenges related to comanagement of PAs: understanding the heterogeneous nature of communities; ensuring all households are represented in governance participation; understanding differences in the meaning of forest protection; and targeting interventions to reach households most in need to avoid elite capture.  相似文献

Repeated perturbations, both biotic and abiotic, can lead to fundamental changes in the nature of ecosystems, including changes in state. Sagebrush steppe communities provide important habitat for wildlife and grazing for livestock. Fire is an integral part of these systems, but there is concern that increased ignition frequencies and invasive species are fundamentally altering them. Despite these issues, the majority of studies of fire effects in systems dominated by Artemisia tridentata wyomingensis have focused on the effects of single burns. The Arid Lands Ecology Reserve (ALE), in south-central Washington (U.S.A.), was one of the largest contiguous areas of sagebrush steppe habitat in the state until large wildfires burned the majority of it in 2000 and 2007. We analyzed data from permanent vegetation transects established in 1996 and resampled in 2002 and 2009. Our objective was to describe how the fires, and subsequent postfire restoration efforts, affected communities' successional pathways. Plant communities differed in response to repeated fire and restoration; these differences could largely be ascribed to the functional traits of the dominant species. Low-elevation communities, previously dominated by obligate seeders, moved furthest from their initial composition and were dominated by weedy, early-successional species in 2009. Higher-elevation sites with resprouting shrubs, native bunchgrasses, and few invasive species were generally more resilient to the effects of repeated disturbances. Shrub cover has been almost entirely removed from ALE, although there was some recovery where communities were dominated by resprouters. Bromus tectorum dominance was reduced by herbicide application in areas where it was previously abundant, but it increased significantly in untreated areas. Several resprouting species, notably Phlox longifolia and Poa secunda, expanded remarkably following competitive release from shrub canopies and/or abundant B. tectorum. Our results suggest that community dynamics can be understood through a state and transition model with two axes (shrub/grass and native/invasive abundance), although such models also need to account for differences in plant functional traits and disturbance regimes. We use our results to develop a conceptual model that will be validated with further research.  相似文献

The ability of an invasive species to spread in a new locality depends on its interaction with the indigenous community and on variation in time and space in the environment. The Mediterranean mussel Mytilus galloprovincialis invaded the South African coast 30 years ago and it now competes and coexists with the indigenous mussel Perna perna. The two species show different tolerances to wave and sand stress, two of the main environmental factors affecting this intertidal community. P. perna is more resistant to hydrodynamic stress than M. galloprovincialis, while the invasive species is less vulnerable to sand action. Our results show that mortality rates of the two species over a period of 6 months had different timing. The indigenous species had higher mortality than M. galloprovincialis during periods of high sand accumulation in mussel beds, while the pattern reversed during winter, when wave action was high. A negative correlation between sand accumulation and attachment strength of the two mussels showed that sand not only affects mussel mortality through scouring and burial, but also weakens their attachment strength, subjecting them to a higher risk of dislodgement. Here we underline the importance of variations in time and space of environmental stress in regulating the interaction between invasive and indigenous species, and how these variations can create new competitive balances.  相似文献

The deserts of central Australia contain richer communities of lizards than any other arid regions, with the highest diversity occurring in sand dune habitats dominated by hummock-forming spinifex grasses. To investigate the mechanisms that permit coexistence, we studied two species of coexisting agamid lizards that exhibit striking divergence in their use of habitat in the Simpson Desert of central Australia. Here, the military dragon Ctenophorus isolepis is restricted primarily to sites providing > 30% cover of hard spinifex Triodia basedowii, whereas the central netted dragon C. nuchalis occurs in areas with much sparser (< 10%) cover. We constructed four mechanistic models to explain this pattern and then derived hypotheses to test them. One hypothesis, that competition restricts each species to its preferred habitat, was rejected after dyad encounters in field enclosures failed to elicit any habitat shift or any overt interactions between the species. Our next hypotheses were that each species exhibits preferences for different thermal environments or different prey types and that each selects the habitats that maximize access to them. Both were supported. C. isolepis preferred lower temperatures when active and specialized in eating ants < 5 mm long and selected spinifex-dominated areas where these requirements were met. In contrast, C. nuchalis preferred higher temperatures and a diversity of prey, both of which were available mostly in open areas. Finally, we used plasticine models to test the hypothesis that each species faced lower risk of predation in its selected habitat. This was partly supported, as models of both species were attacked more often in the open than under spinifex cover. The results show that habitat divergence occurs along several, probably covarying, niche axes. We suggest that different levels of spinifex cover provide the template for a broad range of ecological interactions, allowing lizard species to partition biotic and abiotic resources and achieve the extraordinarily high levels of local diversity that are observed.  相似文献

Ecosystems worldwide have a long history of use and management by indigenous cultures. However, environmental degradation can reduce the availability of culturally important resources. Ecological restoration aims to repair damage to ecosystems caused by human activity, but it is unclear how often restoration projects incorporate the return of harvesting or traditional life patterns for indigenous communities. We examined the incorporation of cultural use of natural resources into ecological restoration in the context of a culturally important but protected New Zealand bird; among award‐winning restoration projects in Australasia and worldwide; and in the peer‐reviewed restoration ecology literature. Among New Zealand's culturally important bird species, differences in threat status and availability for hunting were large. These differences indicate the values of a colonizing culture can inhibit harvesting by indigenous people. In Australasia among award‐winning ecological restoration projects, <17% involved human use of restored areas beyond aesthetic or recreational use, despite many projects encouraging community participation. Globally, restoration goals differed among regions. For example, in North America, projects were primarily conservation oriented, whereas in Asia and Africa projects frequently focused on restoring cultural harvesting. From 1995 to 2014, the restoration ecology literature contained few references to cultural values or use. We argue that restoration practitioners are missing a vital component for reassembling functional ecosystems. Inclusion of sustainably harvestable areas within restored landscapes may allow for the continuation of traditional practices that shaped ecosystems for millennia, and also aid project success by ensuring community support.  相似文献

Colonial burrowing herbivores can modify vegetation structure, create belowground refugia, and generate landscape heterogeneity, thereby affecting the distribution and abundance of associated species. Black‐tailed prairie dogs (Cynomys ludovicianus) are such a species, and they may strongly affect the abundance and composition of grassland bird communities. We examined how prairie dog colonies in the North American Great Plains affect bird species and community composition. Areas occupied by prairie dogs, characterized by low percent cover of grass, high percent cover of bare soil, and low vegetation height and density, supported a breeding bird community that differed substantially from surrounding areas that lacked prairie dogs. Bird communities on colony sites had significantly greater densities of large‐bodied carnivores (Burrowing Owls [Athene cunicularia], Mountain Plovers, [Charadrius montanus], and Killdeer [Charadrius vociferus]) and omnivores consisting of Horned Larks (Eremophila alpestris) and McCown's Longspurs (Rhynchophanes mccownii) than bird communities off colony sites. Bird communities off colony sites were dominated by small‐bodied insectivorous sparrows (Ammodramus spp.) and omnivorous Lark Buntings (Calamospiza melanocorys), Vesper Sparrows (Pooecetes gramineus), and Lark Sparrows (Chondestes grammacus). Densities of 3 species of conservation concern and 1 game species were significantly higher on colony sites than off colony sites, and the strength of prairie dog effects was consistent across the northern Great Plains. Vegetation modification by prairie dogs sustains a diverse suite of bird species in these grasslands. Collectively, our findings and those from previous studies show that areas in the North American Great Plains with prairie dog colonies support higher densities of at least 9 vertebrate species than sites without colonies. Prairie dogs affect habitat for these species through multiple pathways, including creation of belowground refugia, supply of prey for specialized predators, modification of vegetation structure within colonies, and increased landscape heterogeneity. Human activities are expected to result in a diversity of directional or stochastic constraints that affect species either directly or by indirectly impacting their resources. However, there is no theoretical framework to predict the complex and various effects of these constraints on ecological communities. We developed a dynamic model that mimics the use of different resource types by a community of competing species. We investigated the effects of different environmental constraints (affecting either directly the growth rate of species or having indirect effects on their resources) on several biodiversity indicators. Our results indicate that (i) in realistic community models (assuming uneven resource requirements among species) the effects of perturbations are strongly buffered compared to neutral models; (ii) the species richness of communities can be maximized for intermediate levels of direct constraints (unimodal response), even in the absence of trade-off between competitive ability and tolerance to constraints; (iii) no such unimodal response occurs with indirect constraints; (iv) an increase in the environmental (e.g., climatic) variance may have different effects on community biomass and species richness.  相似文献

The relationship between species richness and environmental variables may change depending on habitat structure, dispersal ability, species mixing, and community adaptation to the environment. It is crucial to know how these factors regulate the environment-diversity relationship. The land molluscan fauna of the Ogasawara Islands in the West Pacific is an excellent model system to address this question because of the high species endemicity (> 90%), small area, and simple habitat structure of the islands. I examined relationships among indigenous species composition, richness, and habitat condition, and especially productivity and forest moisture on the island of Anijima. Two major communities of snails could be distinguished by detrended correspondence analysis (DCA): one group dominated in a moist habitat with high productivity, and the other group dominated in a dry habitat with low productivity. However, species richness became highest at the intermediate condition between the habitats in which the two snail communities were dominant, so that species richness showed a hump-shaped relationship with moisture and productivity. In contrast, the species richness of the snail community in the moist habitat showed a monotonically positive correlation, and that in the dry habitat showed a monotonically negative correlation with moisture and productivity. Thus, the greater species richness in intermediate moisture and productivity resulted from the ecotone effect or community overlap at the transitional areas, where faunas with different ecologies can meet in a single site. These findings suggest that hump-shaped productivity-diversity relationships in land Mollusca would reflect the ecotone effect as a result of the mixing of species adapted to either fertile habitats or sterile habitats.  相似文献

Abstract:  Strict protectionism, resource extraction, protected-area community outreach, ecotourism, an integrated conservation and development program, comanagement schemes, and citizen-science initiatives are all being used to help conserve the remote Katavi-Rukwa ecosystem in western Tanzania. Biological and social research show that protectionism is successful in the conservation of large mammals but fails to capture diverse species communities; extractivism is appropriate for some resources but not for others; protected-area outreach can be effective for some communities; and devolved control over wildlife, in conjunction with ecotourism and citizen science, has considerable potential in the area. The long-term nature of the research provides the necessary time frame to evaluate outcomes of different conservation strategies, uncovers dynamics within communities that affect attitudes and responses to conservation initiatives, provides impartial recommendations because changing research personnel offers different viewpoints, and, probably most importantly, enhances trust among stakeholders. Currently, there are limited institutional mechanisms for ensuring the input of biological and social science in shaping conservation practice in Tanzania, and long-term research can help informally bridge the gap  相似文献
