The proximity principle—disposing of waste close to its origin—has been a central value in municipal solid waste (MSW) management in Japan for the last 30 years and its widespread adoption has helped resolve numerous “Not in My Backyard” issues related to MSW management. However, MSW management costs have soared, in large part because of aggressive recycling efforts and because most MSW is incinerated in a country that has scarce landfill capacity. In addition, smaller, less sophisticated incinerators have been closed because of high dioxin emissions. Rising costs combined with the closure of smaller incinerators have shifted MSW management policy toward regionalization, which is the sharing of waste management facilities across municipalities. Despite the increased use of regionalized MSW facilities, the proximity principle remains the central value in Japanese MSW management. Municipal solid waste management has become increasingly regionalized in the United States, too, but different driving forces are at work in these two countries. The transition to regionalized MSW management in Japan results from strong governmental control at all levels, with the central government providing funds and policy direction and prefectures and municipalities being the primary implementing authorities. By contrast, market forces are a much stronger force with US MSW management, where local governments—with state government oversight—have primary responsibility for MSW management. We describe recent changes in Japan’s MSW programs. We examine the connections between MSW facility regionalization, on the one hand, and, on the other hand, the proximity principle, coordination among local governments, central government control, and financing mechanisms.  相似文献

This paper presents a case study from Jumla District, Nepal, investigating local management systems and ecological sustainability of commercial collection of a medicinal plant, spikenard (Nardostachys grandiflora DC, Valerianaceae), growing in alpine meadows. Interviews were undertaken with local collectors, traders, and district forest office staff, and the dynamics of people–plant interactions are analyzed using the Oakerson model. In all, 110 sample plots 1m square were laid out in three areas with differing collection and grazing pressures for recording of floristic composition and abundance of spikenard root biomass. Comparisons show significantly more root biomass in uncollected than collected areas with local management and the interpretation of differences in abundance is discussed. The combination of qualitative and quantitative investigations can provide a framework for the study of people–plant interactions, and this study can serve as first step in a compilation of cases to create a more detailed picture of local management systems of Nepali nontimber forest products in general and commercially collected medicinal and aromatic plants in particular.  相似文献

Institutions are the rules and norms that guide societal behavior. As societies evolve—with more diverse economies, increased populations and incomes, and more water scarcity—new and more complex water management institutions need to be developed. This evolution of water management institutions may also be observed across different constituencies, with different societal needs, in the same time period. The Red River of the North basin is particularly well suited for research on water management issues. A key feature of water management in the Red River Basin is the presence of three completely different sets of water law. Minnesota’s water law is based upon riparian rights. North Dakota’s water law is based upon prior appropriation. Manitoba has a system of water allocation that features provincial control. Because the basin is fairly homogeneous in terms of land use and geographic features, its institutional diversity makes this an excellent case study for the analysis of local water institutions. This article reviews the local water management institutions in the Red River Basin and assesses the ongoing institutional evolution of local water management.  相似文献

Like many developing countries, Nepal has adopted a community-based conservation (CBC) approach in recent years to manage its protected areas mainly in response to poor park–people relations. Among other things, under this approach the government has created new “people-oriented” conservation areas, formed and devolved legal authority to grassroots-level institutions to manage local resources, fostered infrastructure development, promoted tourism, and provided income-generating trainings to local people. Of interest to policy-makers and resource managers in Nepal and worldwide is whether this approach to conservation leads to improved attitudes on the part of local people. It is also important to know if personal costs and benefits associated with various intervention programs, and socioeconomic and demographic characteristics influence these attitudes. We explore these questions by looking at the experiences in Annapurna and Makalu-Barun Conservation Areas, Nepal, which have largely adopted a CBC approach in policy formulation, planning, and management. The research was conducted during 1996 and 1997; the data collection methods included random household questionnaire surveys, informal interviews, and review of official records and published literature. The results indicated that the majority of local people held favorable attitudes toward these conservation areas. Logistic regression results revealed that participation in training, benefit from tourism, wildlife depredation issue, ethnicity, gender, and education level were the significant predictors of local attitudes in one or the other conservation area. We conclude that the CBC approach has potential to shape favorable local attitudes and that these attitudes will be mediated by some personal attributes.  相似文献

This article compares a range of initiatives aimed at involving people in the management of forest resources in Nepal and India. In Nepal, we focus on three categories of state-initiated programs: community forestry, the parks’ buffer zone program, and leasehold forestry. In the southern Indian state of Karnataka, we study the state-initiated Joint Forest Planning and Management program along with older institutions of leaf manure forests (Soppina betta) and historical sacred forests (Kans). We conclude that state-initiated approaches to involving communities have been limited, at best, promote standardized and relatively inflexible management practices, and lead to partial improvement in biodiversity and people’s livelihoods. When management is initiated and owned by the community, as in the case of sacred groves in India, and when other conditions are appropriate, communities can have the opportunity to demonstrate their capacity for putting effective and adaptive conservation practices in place.  相似文献

Shrimp farming in mangrove areas has grown dramatically in Asia and Latin America over the past decade. As a result, demand for resources required for farming, such as feed, seed, and clean water, has increased substantially. This study focuses on semiintensive shrimp culture as practiced on the Caribbean coast of Colombia. We estimated the spatial ecosystem support that is required to produce the food inputs, nursery areas, and clean water to the shrimp farms, as well as to process wastes. We also made an estimate of the natural and human-made resources necessary to run a typical semiintensive shrimp farm. The results show that a semiintensive shrimp farm needs a spatial ecosystem support—the ecological footprint—that is 35–190 times larger than the surface area of the farm. A typical such shrimp farm appropriates about 295 J of ecological work for each joule of edible shrimp protein produced. The corresponding figure for industrial energy is 40:1. More than 80% of the ecological primary production required to feed the shrimps is derived from external ecosystems. In 1990 an area of 874–2300 km2 of mangrove was required to supply shrimp postlarvae to the farms in Colombia, corresponding to a total area equivalent to about 20–50% of the country’s total mangrove area. The results were compared with similar estimates for other food production systems, particularly aquacultural ones. The comparison indicates that shrimp farming ranks as one of the most resource-intensive food production systems, characterizing it as an ecologically unsustainable throughput system. Based on the results, we discuss local, national, and regional appropriation of ecological support by the semiintensive shrimp farms. Suggestions are made for how shrimp farming could be transformed into a food production system that is less environmentally degrading and less dependent on external support areas.  相似文献

On the basis of the European Water Framework Directive (2000/60), the water resources of the member states of the European Community should reach good quality standards by 2015. Although such regulations illustrate the basic points for a comprehensive and effective policy of water monitoring and management, no practical tools are provided to face and solve the issues concerning freshwater ecosystems such as rivers. The Italian government has developed a set of regulations as adoption of the European Directive but failed to indicate feasible procedures for river monitoring and management. On a local scale, Sicilian authorities have implemented monitoring networks of watersheds, aiming at describing the general conditions of rivers. However, such monitoring programs have provided a relatively fragmentary picture of the ecological conditions of the rivers. In this study, the integrated use of environmental quality indices is proposed as a methodology able to provide a practical approach to river monitoring and management. As a case study, the Imera Meridionale River, Sicily’s largest river, was chosen. The water quality index developed by the U.S. National Sanitation Foundation and the floristic quality index based on the Wilhelm method were applied. The former enabled us to describe the water quality according to a spatial–temporal gradient, whereas the latter focused on the ecological quality of riparian vegetation. This study proposes a holistic view of river ecosystems by considering biotic and abiotic factors in agreement with the current European regulations. How the combined use of such indices can guide sustainable management efforts is also discussed.  相似文献

/ Intensive shrimp culture has been confined to relatively narrow bands of land along the seashores of tropical developing nations due to the need for large volumes of saltwater for water exchange during the culture period. Recent developments in Thailand suggest, however, that this close association could soon be a thing of the past. Large numbers of Thai farmers are adopting low-salinity culture systems that rely upon sea or salt pan water that is trucked inland. This development greatly increases the potential for establishing shrimp cultivation much further from the coast than previously believed possible. The migration of intensive shrimp farming into freshwater environments, however, raises serious concerns over the disposal of pond effluents and the impact of saltwater intrusion on surrounding agricultural activities. In the absence of effective government regulation of the expansion and operation of the shrimp culture industry, supporting local nongovernmental organizations (NGOs) and community initiatives may be the only means of minimizing the negative impacts of shrimp farming on rural communities.KEY WORDS: Aquaculture; Shrimp; Salinity; Thailand  相似文献

This article discusses the current problems and issues associated with the implementation of a National System of Marine Protected Areas in Brazil. MPA managers and higher governmental level authorities were interviewed about their perceptions of the implementation of a national MPA strategy and the recent changes in the institutional arrangement of government marine conservation agencies. Interviewees’ narratives were generally pessimistic and the National System was perceived as weak, with few recognizable marine conservation outcomes on the ground. The following major flaws were identified: poor inter-institutional coordination of coastal and ocean governance; institutional crisis faced by the national government marine conservation agency; poor management within individual MPAs; problems with regional networks of marine protected areas; an overly bureaucratic management and administrative system; financial shortages creating structural problems and a disconnect between MPA policy and its delivery. Furthermore, a lack of professional motivation and a pessimistic atmosphere was encountered during many interviews, a malaise which we believe affects how the entire system is able to respond to crises. Our findings highlight the need for a better understanding of the role of ‘leadership’ in the performance of socio-ecological systems (such as MPA networks), more effective official evaluation mechanisms, more localized audits of (and reforms if necessary to) Brazil’s federal biodiversity conservation agency (ICMBio), and the need for political measures to promote state leadership and support. Continuing to focus on the designation of more MPAs whilst not fully addressing these issues will achieve little beyond fulfilling, on paper, Brazil’s international marine biodiversity commitments.  相似文献

Rangelands represent one of the most important natural resources in mountainous regions of northern Nepal. However, a poor understanding of the social dimensions of rangeland use has limited their proper management and sustainable development, which represent major challenges for Nepal's resource managers. Institutional development is thought to be a viable solution to this problem and may ultimately lead to improved rangeland management in Nepal. Based on this hypothesis, a study was conduced in the Rasuwa district of northern Nepal to examine the effectiveness of institutional development at the local and national levels in mitigating the problems facing sustainable rangeland management by using an institutional analysis and development (IAD) framework. The information and data were mainly collected from different stakeholders, farmers, professionals and practitioners using a toolkit of participatory rural appraisal (PRA), workshops and literature review. It can be concluded from this case study that a number of institutional development efforts are needed to promote sustainable rangeland management in this region. First, local herders represent a repository of rich indigenous knowledge essential to sustaining sound rangeland management practices; hence, indigenous practices need to be integrated into modern technologies. Second, public services and technical support are currently unavailable or inaccessible to local herders; hence, research, development and extension interventions need to be initiated for marginalized pastoral communities. Third, rangeland institutions are incomplete and ill-organized, so institutional development of various organizations is necessary for promoting sustainable rangeland management. Fourth, the policies and governance necessary for promoting rangeland management are not well-designed; hence, governance reform and policy development need to be formulated through internal and external agencies and organizations.  相似文献

Issues,impacts, and implications of shrimp aquaculture in Thailand   总被引:11,自引:0,他引:11  
Water quality impacts to and from intensive shrimp aquaculture in Thailand are substantial. Besides the surface and subsurface salinization of freshwaters, loadings of solids, oxygen-consuming organic matter, and nutrients to receiving waters are considerable when the cumulative impacts from water exchange during the growout cycle, pond drainage during harvesting, and illegal pond sediment disposal are taken into account. Although just beginning to be considered in Thailand, partial recirculating and integrated intensive farming systems are producing promising, if somewhat limited, results. By providing on-site treatment of the effluent from the shrimp growout ponds, there is less reliance on using outside water supplies, believed to be the source of the contamination.The explosion in the number of intensively operated shrimp farms has not only impacted the coastal zone of Thailand, but has also resulted in an unsustainable aquaculture industry. Abandonment of shrimp ponds due to either drastic, disease-caused collapses or more grandual, year-to-year reductions in the productivity of the pond is common. To move Thailand towards a more sustainable aquaculture industry and coastal zone environment, integrated aquaculture management is needed. Components of integrated aquaculture management are technical and institutional. The technical components involve deployment of wastewater treatment and minimal water-use systems aimed at making aquaculture operations more hydraulically closed. Before this is possible, technical and economic feasibility studies on enhanced nitrification systems and organic solids removal by oxidation between production cycles and/or the utilization of plastic pond liners need to be conducted. The integration of semi-intensive aquaculture within mangrove areas also should be investigated since mangrove losses attributable to shrimp aquaculture are estimated to be between 16 and 32% of the total mangrove area destroyed betweeen 1979 and 1993.Government policy needs to devote as much attention to sustainability issues as it has on promoting intensive pond culture. Such a balanced policy would include training and education monitoring and enforcement, rehabilitating abandoned ponds, managing land use within the coastal zone, more community involvement, and government reorganization to eliminate overlapping jurisdictions among agencies.As integrated aquaculture management becomes more the practice than the exception, less risk of crop failure to the industry and reduced discharge loadings from intensively managed shrimp ponds to receiving waters can be expected. Projected limitations on growing and marketing shrimp in the future, such as scarcity of land and broodstock, continued disease outbreaks, negative publicity, regulatory enforcement, water treatment and solids disposal costs, and increased competition from growers in other Asian countries will also drive the government and the industry towards adopting integrated aquaculture management.The data for this paper was obtained while the senior author was a Visiting Fulbright Researcher at the Coastal Resources Institute (CORIN), Prince of Songkla University, Hat Yai, Songkhla, 90112, Thailand.  相似文献

Gender is an important variable in water use, policy, and intervention. This article explores this variation and its policy implications. Concepts are applied in several case studies to draw generic conclusions. Variation is related to the purpose of water use (consumptive or productive) and to the local, culture-specific patterns of the intra-household organization of consumption for family welfare (which includes domestic water provision) and income-generation (for which water is an input, especially in rural areas). For domestic water use, the intra-household sharing of unpaid domestic responsibilities is a key gender issue. Water for productive use, on the other hand, is embedded in the gendered organization of household economic activity, as elaborated for smallholder-irrigated agriculture. In female-managed and dual farming systems, where a high proportion of farm decision-makers are women, irrigation agencies need to better target their support. In male-managed farming systems, however, the majority of women lack their own farm enterprise in which water is an input. Women's access to land, markets and credits besides access to water, is at stake. To conclude, given the strong variation in water use along gender lines, gender analysis is indispensable for any concrete water policy and intervention.  相似文献

In recent years decentralized development approaches have gained prominence in the agricultural sector. A host of community based watershed management projects have been implemented that encourage community organizations to undertake management of previously government controlled irrigation systems and forests. Community organizations have been given the responsibility of managing water distribution, collection of irrigation service fees and undertaking routine maintenance of irrigation infrastructure. In this context, analysis of irrigation management has concluded that groups that are relatively homogeneous may fare better than heterogeneous groups in facilitating collective action. However, this article argues that analysis of the influence of group heterogeneity on collective action is complicated because of its multi‐dimensional nature and the presence of non‐monotonic effects in mechanisms linking heterogeneity and collective outcomes. The article discusses the importance of context specification in analysis of group heterogeneity through a discussion of elements of a joint management contract in Haryana (India), identification of key variables with a potential to explain collective action in irrigation management and construction of household endowment and water interest scores to account for the influence of group heterogeneity in facilitating collective action. In the process of applying household endowment and water interest scores, the authors highlight the role of local ecological variation and non‐farm employment in influencing collective action. Proper specification of local context enables the researchers to rely on household endowment and water interest scores to predict conflicts and potential for irrigation service provision and compliance with irrigation service rules.  相似文献

Water management has been significantly reshaped throughout recent decades in Europe and worldwide. Vivid examples of this restructuring include Southern European coastal zones which have been transformed into the European “pleasure periphery” over the last 40 years, requiring significant changes in water service provision. Taking it as an illustrative case of the Southern European coastal freshwater crisis and the way different European Member States have dealt with it, the article provides an account of the Algarve, indicative of typical Portuguese dynamics, and compares it with developments in other European countries. Expanding demands on water services in this region led to a crisis situation throughout the nineties, which was resolved by shifting physical infrastructures and competencies to the supra-local level. The re-scaling of water management was instrumental to expanding national control over the sector at the expense of local authorities and privatization. The national level used European funds and regulations to re-configure the institutional and infrastructure set-up in order to provide for tourism and agricultural expansion. Quality tourism was constructed as a decentral, hegemonic state spatial project, with the Algarvian’s entire water resource base being put at its disposal. The solution found illustrates a modified version of the supply side and surface water oriented “hydraulic paradigm” in Portugal: geared towards tourism and urban areas and the maintenance of irrigation agriculture. Delays in infrastructures, ideological preferences, maintaining national control over strategic water services and territoriality contributed towards the construction of water services as part of this hegemonic state spatial strategy for tourism expansion.  相似文献

ABSTRACT: This study examines the social construction of county commissioners' knowledge about water. Factors that influence what commissioners know about water include each commissioner's personal characteristics, education, experience in natural resources management, involvement in policy making, and use and evaluation of various sources of information. This study focused on county commissioners representing rural, mixed, and urban counties in Arizona, Nevada, and Utah and collected data through mail surveys and interviews. County commissioners in the survey were well educated; however, few had taken college courses directly addressing technical, management, or legal aspects of water issues. Approximately one-third had direct experience in farming and ranching; nearly two-thirds indicated that farming and ranching played a major role in their communities. Respondents had experience with a broad range of water policy issues. In evaluating thirteen information sources in terms of their frequency of use, relevancy, and reliability, respondents assessed fellow commissioners and local government staff and managers most positively and nonprofit organizations most negatively. The media was also broadly rated as less relevant and reliable than other sources of information. The commissioners in the study expressed a high level of general concern about water issues and a strung preference for local sources of information.  相似文献

The article contributes to a discussion on two global issues on water: water resources management, and water supply and sanitation. Focusing on Europe, it traces the legal roots of current systems in history: as a resource, water is considered as a common property, rather than a market good; while as a public service it is usually a commodity. Public water supply and sanitation technologies and engineering have developed under three main paradigms: quantitative and civil engineering; qualitative and chemical/sanitary engineering (both on the supply side); and the most recent one, environmental engineering and integrated management (on the demand side). The cost of public drinking water is due to rise sharply in view of the two‐fold financial challenge of replacing an ageing infrastructure and keeping up with ever‐rising environmental and sanitary quality standards. Who will pay? Government subsidies, or water users? The author suggests that apparent successes with privatisation may have relied heavily on hidden government subsidies and/or the healthy state of previously installed water infrastructure: past government subsidies are still felt for as long as the lifetime of the infrastructure. The article stresses the importance of public participation and decentralized local management of water and sanitation services. Informing and involving users in water management decisions is seen as an integral part of the ‘ethics’ side of the crucial three E's (economics, environment, ethics). The article strongly argues for municipal provision of water services, and hopes that lessons learnt and solutions found in the European experience may serve water services management efforts in other regions of the world.  相似文献

Developmental states are criticized for rapid “industrialization without enlightenment.” In the last 30 years, China’s breathtaking growth has been achieved at a high environmental and food safety cost. This article, utilizing a recent survey of China’s livestock industry, illustrates the initiating role of China’s developmental state in the exponential expansion of the country’s livestock production. The enthusiastic response of the livestock industry to the many state policy incentives has made China the world’s biggest animal farming nation. Shortage of meat and dairy supply is history. Yet, the Chinese government is facing new challenges of no less a threat to political stability. Production intensification has created a welfare crisis impacting the world’s biggest number of farm animals. The resulting food safety incidents are affecting consumer confidence and health. Untreated waste contributes to the nation’s environmental degradation. Developmental states may have a proud record of growth in the initial stage of industrialization. Their prospects for sustained development have long been questioned. China has come to an important juncture to march towards a sustained development.  相似文献

With increasing water scarcity and competing uses and users, water use efficiency is becoming increasingly important in many parts of developing countries. The lake Naivasha basin has an array of different water users and uses ranging from large scale export market agriculture, urban domestic water users to small holder farmers. The small scale farmers are located in the upper catchment areas and form the bulk of the users in terms of area and population. This study used farm household data to explore the overall technical efficiency, irrigation water use efficiency and establish the factors influencing water use efficiency among small scale farmers in the Lake Naivasha basin in Kenya. Data envelopment analysis, general algebraic and modeling system, and Tobit regression methods were used in analyzing cross sectional data from a sample of 201 small scale irrigation farmers in the lake Naivasha basin. The results showed that on average, the farmers achieved only 63 % technical efficiency and 31 % water use efficiency. This revealed that substantial inefficiencies occurred in farming operations among the sampled farmers. To improve water use efficiency, the study recommends that more emphasis be put on orienting farmers toward appropriate choice of irrigation technologies, appropriate choice of crop combinations in their farms, and the attainment of desirable levels of farm fragmentation.  相似文献

The communication of science to science users is evolving to an approach that translates knowledge to targeted audiences. Under this evolution, knowledge brokers play an increasingly important role and users help ‘pull’ the required science to meet a policy or management imperative. To do this effectively, more insight is required into the knowledge seeking behaviour of science users and practitioners. The findings from a series of interviews that identify the science needs of Ontario’s Conservation Authorities (CAs) are presented. Results indicate that emerging functions, such as source water protection and integrated water resource planning, require more science input than mature functions. Senior CA officials view personal communication with their knowledgeable staff as the most used, accessible, trustworthy, relevant, shared, and preferable source of science information. While the internet and media were considered highly accessible, they were not viewed as trustworthy. We found no relationship between CA size and science use. Further research is needed to identify where junior and intermediate CA staff obtain their science knowledge from and whether this varies as a function of CA size. Our findings will be of interest to both policy/program communities and science providers.  相似文献

While researchers are aware that a mix of Local Ecological Knowledge (LEK), community-based resource management institutions, and higher-level institutions and policies can facilitate pastoralists' adaptation to climate change, policy makers have been slow to understand these linkages. Two critical issues are to what extent these factors play a role, and how to enhance local adaptation through government support. We investigated these issues through a case study of two pastoral communities on the Tibetan Plateau in China employing an analytical framework to understand local climate adaptation processes. We concluded that LEK and community-based institutions improve adaptation outcomes for Tibetan pastoralists through shaping and mobilizing resource availability to reduce risks. Higher-level institutions and policies contribute by providing resources from outside communities. There are dynamic interrelationships among these factors that can lead to support, conflict, and fragmentation. Government policy could enhance local adaptation through improvement of supportive relationships among these factors. While central government policies allow only limited room for overt integration of local knowledge/institutions, local governments often have some flexibility to buffer conflicts. In addition, government policies to support market-based economic development have greatly benefited adaptation outcomes for pastoralists. Overall, in China, there are still questions over how to create innovative institutions that blend LEK and community-based institutions with government policy making.  相似文献
