/ Sociologist Robert Bullard challenged the prevailing paradigm of environmentalism as a consensual issue in the United States by developing the concept of environmental racism. As he claims, ethnic minorities have been put "at greater environmental risk" than has the Caucasian majority in most areas of the country. This study of the Tucson metropolitan area examines this proposition by utilizing data from several sources: interviews with elected officials and other opinion leaders, GIS-generated socioeconomic data, articles in the press, and a literature review. We conclude that Bullard's concept has validity for this metropolitan area but that there also exist widely divergent differences of opinion on the subject. We explain why this is so. The Internet-led digital economy is changing both the production and consumption patterns at the global scale. Although great potential exists to harness information technology in general and the Internet in particular and improve the environment, possible negative impacts of e-commerce on the environment should also be considered and dealt with. In this forum, we discuss both the potential positive and negative impacts of e-commerce. Drawing from insights gained from the complexity theory, we also delineate some broad contours for environmental policies in the information age. Given the paradoxical nature of technological innovations, we want to caution the scientific community and policymakers not to treat the Internet as the Holy Grail for environmental salvation.  相似文献

/ The International Joint Commission (IJC) has overseen the implementation of the Great Lakes Water Quality Agreement between Canada and the United States for 25 years. Part of its mandate has been to facilitate international cooperation among a diversity of stakeholders focusing on the "waters" and the "ecosystem." In the 1970s policy focused on phosphorus reduction and individual contaminants, with some efforts (after 1978) to take an ecosystem (ecological perspectives) approach. In the last 15 years human health effects from (real and perceived) environmental causes have received considerable recognition. By contrast, less concern has been expressed for what is traditionally considered "environment" issues (such as protecting fish species). This shift at the policy level is well illustrated in the manner in which human health is increasingly used as a way for mobilizing environmental agendas. This paper analyzes nine IJC biennial reports to track how the framing of Great Lakes issues has shifted from concern for its waters to concern for human neurobehavior and reproductive systems. Frame analysis is used to conceptualize the controversies that are expressed through the Great Lakes policy documents. The analysis of the reports also reveals a shift in operational frames, used by the IJC to mobilize decision-makers into action.  相似文献

Increasingly, performance measurement is being used to hold federal agencies accountable, represent environmental progress, and evaluate the effectiveness of environmental programs. The need to track measurable outputs has created a tendency to present programmatic progress solely by quantifiable data, despite the inherent complexity of natural resource management. Wetlands and fire management programs are two specific environmental arenas that have come to overemphasize the tracking of acreage numbers to validate existing policy direction. In both of these arenas, we find the definition and categorization of "countable" acres to be inconsistent and unreliable. We explore this systemic flaw for both wetlands and fire programs and describe its implications for environmental policy and natural resource management more broadly. We conclude with recommendations for improved performance measurement in these arenas.  相似文献

Summary In part one of this paper (The Environmentalist,1990, pp.301–309) it was shown that conventional economic accounting does not reveal the actual damage to the natural environment, although an ever-increasing share of the Gross National Product is being spent for environmental protection activities. In this, part two of the paper, on the basis of acceptable conventions, the results of an empiric research on defensive expenditures in the GNP are presented, again taking the Federal Republic of Germany as an example. The authors would like to see more research of this type in order to understand better the environmental impacts and the structural deficiencies of modern industrial society. This paper addresses a current trend of New Environmental Governance (NEG). It examines whether NEG is able to overcome a series of complex regulatory barriers and market shortfalls that stand in the way of carbon emissions reductions in the building sector. Building on an evaluation of 20 NEG arrangements from Australia and the Netherlands, it discusses the limits of the effective implementation and use of NEG in this sector. The paper concludes by suggesting three strategies to improve the performance of NEG arrangements in the building sector.  相似文献

International declarations and charters have been produced to encourage and support higher education institutions (HEIs) to address their environmental responsibilities. This paper discusses the results of a critical examination of a range of international HEIs that have signed the global environmental Talloires Declaration. It also assesses the Talloires Secretariat (University Leaders for a Sustainable Future, ULSF) and the extent to which this has been a primary stimulus. An international survey was undertaken and the results presented in a discursive format in order to highlight key driving forces, barriers, and opportunities for environmental responsibility in HEIs. Analysis reveals that they occur on two distinct and evolving levels: the macro national framework level and the micro institutional framework level. Survey responses revealed that none of the HEIs have an embedded institutional environmental culture and most did not have all the micro institutional mechanisms in place for an integrated university-wide environmental response. Many of the institutional barriers to environmental responsibility occurred as a result of this lack of strategy. The most significant institutional opportunity cited was enthusiastic individuals, particularly those at senior management or directorate level, and these individuals were found to be a key driving force. Results also showed that environmental reporting along the lines developed by the private sector is a flexible mechanism that can stimulate progress internally and externally and can be cost effectively disseminated via the World Wide Web. Moreover the survey results indicate that ULSF is not currently a primary stimulus for institution wide action.  相似文献

/ Questionnaires from 39 state National Pollutant Discharge Elimination System (NPDES) agencies were analyzed using principal component analysis and multiple regression. Decentralized programs scored better in a fundamental indicator of efficiency (lower percentage of expired permits) and in the key effectiveness measure of unit-cost compliance achieved. In no case did centralized states score significantly better than decentralized ones. These results indicated support for the theory that superior local knowledge is the key mechanism. Case studies of five states suggested internal program adjustments may cause outcomes to converge towards efficiency and effectiveness, perhaps explaining the large number of variables showing no difference between centralized programs and decentralized ones.KEY WORDS: NPDES; Compliance; Decentralization; Outcome; Efficiency; Unit-cost analysis  相似文献

Environmental Management System (EMS) has been one of the important tools for sustainable construction for around two decades. However, many issues concerning sustainable development have not been properly addressed, and there is a need for the introduction of green specifications to advance green performance in construction through contract management. This paper defines green specifications, identifies the reasons for adopting green specifications and highlights the environmental issues that may not be addressed by solely adopting EMS. It also presents the results of a recent survey of practitioners concerning their opinions towards green specifications and possible impacts arising from their adoption. From the results of the survey, a framework for developing green specifications is deemed valuable for the cities striving for sustainability. Interestingly, the level of acceptable changes brought about by green specifications as perceived by different industry stakeholders is found to be unrelated to whether they were from organizations implementing EMS or not.  相似文献

Summary Traditional environmental accounting framework is based on a neo-classical economic theory that treats environmental assets and liabilities as if their contribution to economic acitivity were similar to that of conventional, marketed assets and liabilities. The environment is viewed as a producer of outputs consumed by other productive economic sectors. It is proposed in this article that the environment is not only a producer of outputs, but also an output itself. The environment requires not only its protection, but importantly its continual improvement. Under this framework environmental accounting as a discipline is split into two categories: corporate environmental accounting and social environmental accounting. Two information streams exist under this framework: products-oriented information and environment-oriented information.Dr Simon S. Gao is a Senior Lecturer in the Accounting and Finance Division of the Business School at Staffordshire University. He obtained a BA in Economics in 1993, and an MA in Accounting and Finance, in 1987, both from Shaanxi Institute of Finance and Economics, China. He was recently awarded a PhD from Faculty of Economics, Erasmus University Rotterdam (The Netherlands). His research intersts include among others, environmental accounting and reporting, environmental cost and risk analysis, and environmental asset management. The European Union's Structural Funds are implemented by means of Regional Development Plans (RDP), whose regionally scoped environmental assessment is required. We highlight the deficiencies faced by this approach when subregional areas with high conservation natural values are involved and illustrate it with the case of the RDP of Andalusia region on Doñana National Park area (Spain). Commissioned by the World Wildlife Fund, a Strategic Environmental Assessment (SEA) of the Andalusian RDP was carried out focusing on Doñana and its area of influence. This is a complex space where some of the most environmentally valuable features in the continent coexist with a surrounding intense and multi-sector economic activity, threatening its conservation. In the absence of an established sustainability framework in the Region, a “trickle-down” SEA approach evidenced the need to produce a set of environmental, economic and social guidelines for sustainable management of land, against which the RDP objectives were tested for coherence. An “incremental” SEA approach was also tested, which involved the identification of 79 measures and actions stemming from the RDP provisions and other concurrent planning documents reviewed and the qualitative assessment of their individual and cumulative potential impacts on Doñana environments. In the light of the results, a set of complementary mitigating measures was proposed for inclusion in tiered stages of the planning process. Measures to avoid, reduce, remedy and monitor the major types of impact were proposed, including provisions for public participation. SEA emerges as an instrument for non-governmental organizations (NGOs) to carry out independent assessment of public development initiatives.  相似文献

Abstract

This paper contributes to discussions of procedural aspects of environmental justice, understood as having procedural and substantive dimensions. It argues that the struggle for environmental justice must recognize the oppression of disabled people as part of the essential broadening of the notion of citizenship, which continues to be the focus for struggle for the international disability movement. Its case study of an area of South Wales suggests that at present disabled people, and the struggles of the disability movement, do not really feature in the way environmental activists (inside and outside government) see the world. This huge omission must be addressed, but in a way that avoids interpreting disability as an administrative category, and must engage with disablement as a political and contested notion. The paper develops the significance of this contention by considering the case of Deafness, which is entirely different from hearing impairment. The paper's case study, presented as an illustration of its arguments, shows that to regard Deaf people in South Wales as part of some generic category of ‘disabled people’ would be to ignore their self-identification as a distinctive linguistic community. Moreover, there is some evidence that Deaf people have a distinctive view of, and set of concerns about, quality of life, reflecting their distinctive experience of social injustice and marginalization. This underlines the necessity for a serious engagement with disablement as a political category, and the disability movement as a struggle for social justice, within the promotion of environmental justice.  相似文献

Indicators of the environmental sustainability of biofuel production, distribution, and use should be selected, measured, and interpreted with respect to the context in which they are used. The context of a sustainability assessment includes the purpose, the particular biofuel production and distribution system, policy conditions, stakeholder values, location, temporal influences, spatial scale, baselines, and reference scenarios. We recommend that biofuel sustainability questions be formulated with respect to the context, that appropriate indicators of environmental sustainability be developed or selected from more generic suites, and that decision makers consider context in ascribing meaning to indicators. In addition, considerations such as technical objectives, varying values and perspectives of stakeholder groups, indicator cost, and availability and reliability of data need to be understood and considered. Sustainability indicators for biofuels are most useful if adequate historical data are available, information can be collected at appropriate spatial and temporal scales, organizations are committed to use indicator information in the decision-making process, and indicators can effectively guide behavior toward more sustainable practices.  相似文献

Sustainable development and solutions to existing environmental problems depend heavily on information and its translation into usable knowledge. Increasingly, affected communities are being drawn into environmental decision‐making, both in the development of strategy (plans) and in the delivery of plans through management and operations. Variants of the ‘natural capital’ theme are popular amongst those who see an effective dialogue between the sciences of ecology and economics as the most promising interdisciplinary context for environmental decision making by empowered communities. A decision‐making framework is vital in practical, community‐based schemes (wider than ‘stakeholder platforms’) which have become popular for promoting ‘best practice’ in managing river basin units. The EU Water Framework Directive renders use of interdisciplinary techniques within a participatory framework a statutory requirement. A final practical need for communities and professionals involved with such schemes is the creation of a system of adaptive (rather than reactive) management, supported by ongoing research and monitoring to detect, and adjust to, ever‐changing physical and social contexts for both strategies and operations.

This paper describes the authors' experience in applying the ‘Environmental Capital’ (also known as ‘Quality of Life Capital’ (QoLC)) approach to information management in two headwater catchments in northern England: the Wharfe and the Coquet. In the case of the Upper Wharfedale Best Practice Project (UWBPP) the components of basic environmental survey, consultation, strategy formulation and the use of the strategy are illustrated to guide immediate and longer‐term actions. In contrast, the Coquet application of the technique, whilst socially more pervasive, was less successful for a number of reasons: geographical, institutional, project and participatory.

As a proposed development of the methodology based on the authors' experiences, extending public participation through monitoring activity, together with formal application of environmental economics to the perceived elements of ‘natural’ and ‘human’ capital in the two catchments would appear desirable. Conclusions are also drawn regarding the demands of the EU Water Framework Directive for ecological, economic and participatory approaches to river basin planning and management.  相似文献

Environmental culture change, a seemingly intangible concept, is fast becoming an important indicator of success for organisations delivering sustainable development around the globe. This article provides an analysis of local government's ability to affect culture change within its organisations and communities, and the role the International Council for Local Environmental Initiatives—Australia/New Zealand (ICLEI-A/NZ) has in assisting local government with this process. While the impact ICLEI-A/NZ has had on the culture change movement is difficult to define, the methodologies adopted by the organisation have been designed to institutionalise the integration of environmental decision-making concepts and practices in local government. This article discusses the degree to which ICLEI-A/NZ's capacity-building campaigns and other performance-focused initiatives have instilled core environmental values in local government.  相似文献

Less than four years after publication of ISO 14001, thousands of organizations worldwide have adopted the standard. In this article, researchers working with the National Database on Environmental Management Systems (NDEMS) review some preliminary data on organizations' experiences with EMS adoption and implementation. Their findings indicate that, although organizations may face hurdles in implementing EMSs, the majority believes the benefits outweigh the drawbacks. © 2000 John Wiley & Sons, Inc.  相似文献
