This article presents several case studies in southwest Germany, which aimed to support land use management decisions by a process-oriented statistical upscaling of point-related environmental monitoring data to the landscape scale. When techniques of data subsetting were used in a sensible way and corresponding to the appropriate scale for the evaluation envisaged, multiple linear regression offered a data mining technique which was able to spatially predict relatively complex environmental patterns with parsimonious, interpretable and accurate models, whereby different evaluation scales were best represented by different DTM resolutions. Scenario models based upon the regression formulas were a valuable tool for visualizing management options and evaluating management impacts (tree species selection) on soil functions (carbon storage), which qualifies the presented methodology as a useful aid in decision making. Such upscaling techniques may be used for forecasting long-term effects of ecosystem management, but they provided no information on temporal dynamics. Therefore, time trends of point information on soil solution data were scaled by linking them to soil chemical data which was available in higher spatial resolution, using both statistical and process-oriented methods.  相似文献

Against the background of the current state of provision of drinking water and sanitation in the world — with one billion lacking safe water, and 2.2 billion not having adequate sanitation — this article argues that private participation is necessary. The most important issues for the management of water utilities in the 21st century are identified as mobilizing investment for the highly capital intensive operation of water supply and sanitation infrastructure, and achieving efficiency in the delivery of services. The article highlights the issues that need to be raised if private investment is to be seriously considered as an alternative. Case studies, especially from Latin America (Argentina, Chile, Peru, Bolivia), illustrate different modes of private participation, and possible reasons for successes and failures are discussed. The article stresses that regardless of the modality of private sector involvement, on‐going government regulatory responsibility in the water sector is crucial. It suggests that regulatory policy must go beyond just setting tariffs, to develop standards for drinking water quality and waste treatment, as well as other standards. In conclusion, the article recognizes that numerous and increasingly difficult challenges face utilities in fulfilling their responsibility to deliver drinking water of adequate quality, in sufficient quantity, and at affordable prices, as well as safe and sustainable disposal of wastewaters for members of urban and rural communities.  相似文献

This paper presents lessons from applying an innovative action research approach for linking smallholder farmers to markets, in eastern and southern Africa. The Enabling Rural Innovation (ERI) approach aims to strengthen social organization and entrepreneurial capacity in rural communities. It focuses on fostering community‐based capacity for the inclusion of rural women and the poor in analyzing and accessing market opportunities. Using case studies from Malawi and Uganda the paper assesses the outcomes of ERI on rural communities with a focus on human capital, gender issues and investment in natural resource management. Results show that households are benefiting significantly from linkages to markets in terms of increasing household incomes, and accumulating assets. Skills in analyzing markets and in negotiating with traders have increased among smallholder farmers. The integration of gender in the approach has led to changes in gender decision making patterns at household and community level towards a more shared decision‐making process. The results however show a difference in skills between men and women, with women showing lower levels of skills acquisition. Farmer participatory research has increased investments in improved technologies such as fertilizer applications for soil fertility management.  相似文献

This study explores different socio-economic and institutional factors influencing the adoption of improved soil conservation technology (ISCT) on Bari land (Rainfed outward sloping terraces) in the Middle Mountain region of Central Nepal. Structured questionnaire survey and focus group discussion methods were applied to collect the necessary information from farm households. The logistic regression model predicted seven factors influencing the adoption of improved soil conservation technology in the study area including years of schooling of the household head, caste of the respondent, land holding size of the Bari land, cash crop vegetable farming, family member occupation in off farm sector, membership of the Conservation and Development Groups, and use of credit. The study showed that technology dissemination through multi-sectoral type community based local groups is a good option to enhance the adoption of improved soil conservation technology in the Middle Mountain farming systems in Nepal. Planners and policy makers should formulate appropriate policies and programs considering the farmers' interest, capacity, and limitation in promoting improved soil conservation technology for greater acceptance and adoption by the farmers.  相似文献

Agricultural drought differs from meteorological, hydrological, and socioeconomic drought, being closely related to soil water availability in the root zone, specifically for crop and crop growth stage. In previous studies, several soil moisture indices (e.g., the soil moisture index, soil water deficit index) based on soil water availability have been developed for agricultural drought monitoring. However, when developing these indices, it was generally assumed that soil water availability to crops was equal throughout the root zone, and the effects of root distribution and crop growth stage on soil water uptake were ignored. This article aims to incorporate root distribution into a soil moisture‐based index and to evaluate the performance of the improved soil moisture index for agricultural drought monitoring. The Huang‐Huai‐Hai Plain of China was used as the study area. Overall, soil moisture indices were significantly correlated with the crop moisture index (CMI), and the improved root‐weighted soil moisture index (RSMI) was more closely related to the CMI than averaged soil moisture indices. The RSMI correctly identified most of the observed drought events and performed well in the detection of drought levels. Furthermore, the RSMI had a better performance than averaged soil moisture indices when compared to crop yield. In conclusion, soil moisture indices could improve agricultural drought monitoring by incorporating root distribution.  相似文献

The Perth region is one of the 56 designated Natural Resources Management (NRM) regions in Australia. A community-led body – Perth Region NRM (PRNRM) – is in charge of overseeing NRM initiatives in the region. PRNRM heavily relies on Environmental Care Organisations (ECOs) that are involved in a wide variety of activities ranging from managing nature reserves to restoring ecosystems on a voluntary basis. While ECOs have become an integral component of PRNRM, they are often vulnerable because of the uncertain availability of financial and human resources. The way these organisations can overcome resource scarcities and become resilient is therefore significant for the effective delivery of regional NRM arrangements. However, what makes some ECOs in the Perth region more resilient than others is not well understood. This paper responds to this gap and explores the state of ECOs in the Perth region. The paper begins by reviewing the notion of resilience using a social capital lens. Drawing on a survey of ECOs and interviews, the method used for data collection and data analysis is presented next. Finally, the paper makes a case for fostering social capital as a way of enhancing the resilience of ECOs in the Perth region and beyond.  相似文献

In recent years, the debate on corporate responsibility has shifted from a focus on environmental management towards a broader concept of corporate social responsibility (CSR). This article examines the chemical industry's approach to CSR from the perspective of two emerging economies: Mexico and South Africa. The global chemical industry was one of the first to respond to public concerns about environmental pollution, toxic waste and human health by adopting an industry‐wide code of practice, known as Responsible Care. This article examines the extent to which the chemical industry has responded to the broader debate on CSR. On the basis of a comparative case study, this article argues that the response to social issues by Mexican and South African chemical companies has tended to be limited to the ‘community awareness and emergency response’ (CAER) or community dialogue component of the international voluntary management framework, Responsible Care. Similarities and differences in regulatory and institutional conditions, as well as different levels of civil society engagement, reveal additional limitations for CSR, beyond that of the Responsible Care framework. This article argues that the socio‐political context influences the extent to which companies embrace CSR, especially in emerging economies, and highlights several challenges for the chemical industry in moving forward on CSR: credibility, stakeholder engagement, value‐chain accountability, disclosure and transparency. Reflecting on these challenges, the authors conclude by recommending a renewed focus on: (1) developing a broader set of CSR management practices beyond Responsible Care; (2) institutionalizing stronger accountability measures, such as reporting and verification; and (3) developing multi‐stakeholder partnerships that complement regulation and build public sector regulatory and guidance capacity.  相似文献

It is commonly recognized that there are constraints to successful regional-scale assessment and monitoring of cumulative impacts because of challenges in the selection of coherent and measurable indicators of the effects. It has also been sensibly declared that the connections between components in a region are as important as the state of the elements themselves. These have previously been termed “linked” cumulative impacts/effects. These connections can be difficult to discern because of a complicated set of interactions and unexpected linkages. In this paper we diagnose that a significant cause of these constraints is the selection of indicators without due regard for their inter-relationships in the formulation of the indicator set. The paper examines whether the common “forms of capital”, i.e., natural (renewable and non-renewable), manufactured, social, human and financial capitals, framework is a potential organizing structure. We examine a large region in western NSW Australia where the predominant production systems are mining and grazing for production of wool, beef and lamb. Production in both is driven by consumption of a non-renewable resource, i.e., ore for mining and topsoil for grazing, the latter on the basis that loss rate estimates far exceed soil formation rates. We propose that the challenge of identifying connections of components within and between capital stores can be approached by explicitly separating stores of capital and the flows of capital between stores and between elements within stores, so-called capital fluxes. We attempt to acquire data from public sources for both capital stores and fluxes. The question of whether these data are a sufficient base for regional assessment, with particular reference to connections, is discussed. The well-described challenge of a comparative common currency for stores and fluxes is also discussed. We conclude that the data acquisition is relatively successful for stores and fluxes. A number of linked impacts are identified and discussed. The potential use of money as the common currency for stores and fluxes of capital is considered. The basic proposition is that replacement or preservation costs be used for this. We conclude that the study is sufficiently positive to consider further research in fully-coupled models of capital stores and fluxes.  相似文献

Nepal's geographical landscape of plains, hills, and mountains exposes it to severe climatic conditions. Out of the three regions, the plain, also called Terai, has the greatest risk of flooding, especially during the monsoon season when heavy precipitation coincides with snow and glacier melting from the mountains and hills. In recent years, greater water availability has increased the frequency of flooding, destroying farms, livestock, and infrastructure, hence, reducing agricultural productivity and disrupting economic activities. What makes Nepal a unique case study for climate change is its richness in water resources, propensity to flood, the percentage of poor people living in the flood prone region, and their dependency on natural resources. The lessons drawn can help when formulating pro-poor adaptation policies for other Asian and many developing countries that are as diverse, poor, and agrarian as Nepal. Using data collected through survey interviews, the study examines the ability of the poor to adapt to climate change. The study also explores the adaptive capacity of communities in the Koshi Tappu area, by examining whether or not they have the required capital assets (human, social, natural, physical, and financial capital) to remain resilient in the face of continuous climate events impacts.  相似文献

The growing use of global freshwater supplies is increasing the need for improved modeling of the linkage between groundwater and riparian vegetation. Traditional groundwater models such as MODFLOW have been used to predict changes in regional groundwater levels, and thus riparian vegetation potential attributable to anthropogenic water use. This article describes an approach that improves on these modeling techniques through several innovations. First, evapotranspiration from riparian/wetland systems is modeled in a manner that more realistically reflects plant ecophysiology and vegetation complexity. In the authors’ model programs (RIP-ET and PRE-RIP-ET), the single, monotonically increasing evapotranspiration flux curve in traditional groundwater models is replaced with a set of ecophysiologically based curves, one for each plant functional group present. For each group, the curve simulates transpiration declines that occur both as water levels decline below rooting depths and as waters rise to levels that produce anoxic soil conditions. Accuracy is further improved by more effective spatial handling of vegetation distribution, which allows modeling of surface elevation and depth to water for multiple vegetation types within each large model cell. The use of RIP-ET in groundwater models can improve the accuracy of basin scale estimates of riparian evapotranspiration rates, riparian vegetation water requirements, and water budgets. Two case studies are used to demonstrate that RIP-ET produces significantly different evapotranspiration estimates than the traditional method. When combined with vegetation mapping and a supporting program (RIP-GIS), RIP-ET also enables predictions of riparian vegetation response to water use and development scenarios. The RIP-GIS program links the head distribution from MODFLOW with surface digital elevation models, producing moderate- to high-resolution depth-to-groundwater maps. Together with information on plant rooting depths, these can be used to predict vegetation response to water allocation decisions. The different evapotranspiration outcomes produced by traditional and RIP-ET approaches affect resulting interpretations of hydro-vegetation dynamics, including the effects of groundwater pumping stress on existing habitats, and thus affect subsequent policy decisions.  相似文献

Studies of the resource curse as it affects African states abound, yet few deal specifically with the experiences of South Africa. The inability of countries to convert natural resource wealth into income and improved development measures remains highly pertinent and is especially apparent in Africa's largest economy. This paper takes a unique approach to study the resource curse by comparing South Africa's political economy with the existing resource curse literature. Using data from international organisations, studies of poverty and qualitative evidence this paper examines South Africa's experience with mineral extraction. It is found that South Africa has experienced many of the symptoms outlined in the resource curse literature including relatively slow GDP growth, gross inequalities, entrenched poverty and the creation of a rentier state. Overall, it is concluded that South Africa has failed to benefit from natural resource wealth and can be classified as a resource cursed state. Not only has mineral wealth failed to benefit much of South Africa's population, sections of society have actually been harmed through the process of mineral extraction. This paper is the first to examine South Africa in light of the current resource curse literature and to conclude that the state far more closely resembles its sub-Saharan African neighbours than its upper-middle income peers.  相似文献

Current international research focuses on topics like sustainable development, regional planning, environmental decision making and implementation, biodiversity conservation plus a number of other relevant issues, especially at times of economic crisis as today. Economic growth and environmental protection can go hand in hand, provided that decision makers develop and use tools and insights targeting in the implementation of successful and robust long term policies. This paper was developed in the framework of a European research project and implements a Multicriteria Mathematical Programming model that optimises the sustainable management of agricultural regions taking in account the available resources (land, labour, capital) and environmental parameters (agrochemicals, water consumption). The model achieves the optimum farm plan in the area combining different criteria to a utility function under a set of constraints and the spatial integration of the vulnerability maps of the regions into the model enables the regional authorities to design policies for the optimal agricultural development and the groundwater protection from the agricultural land uses. Furthermore, the model is used to simulate different scenarios and policies by the local stakeholders, due to changes on different social, economic and environmental parameters. In this way the decision makers can achieve alternative farm plans and agricultural land uses as well as to estimate economic, social and environmental impacts of different policies. The model has been applied to an agricultural region in Northern Greece and proved to be a valuable tool in the implementation of environmental policies and actions, especially in agricultural regions in a delicate balance as the study area.  相似文献

There have been few empirical studies investigating whether and how social capital (SC) relates to better achievement of sustainability goals and, if so, how. This research investigates the roles three types of SC, namely, bonding, bridging, and bracing SC, play in achieving sustainable development (SD), using a case study of the Japanese region to explore the process of SC accumulation leading to collective action. The research question as to whether SC accumulation makes a difference in the progress towards sustainability is addressed qualitatively and quantitatively using a case study, and network and regression analysis; in particular the impact and functions of bracing SC are closely investigated. The study concludes that SC accumulation can indeed make a difference in achieving sustainability and that bracing SC plays an essential role in expediting the processes of goal sharing and resource flow by connecting various networks across sectors and scales, thereby making collective action possible. These findings suggest that creating an environment in which the generation of all three types of SC is encouraged may help local governments to achieve their desired policy goals for SD.  相似文献

The objective of this article is to illustrate the use of a framework to design a set of tools to assess progress towards improved well-being in a mining region. The framework uses an ecosystem approach to assess human well-being and is sensitive to the needs, concerns, and interests of at least the major stakeholders: government, company and community. The framework seeks to be useful to stakeholders and to be of policy relevance. The article presents the proposed framework with illustrations from a case study in Goa, India. Mining in Goa has had both positive and negative impacts on the well-being of local people. These impacts vary depending on the age of mining. In areas where mining is well established and active, the economic impacts are more positive. The social and environmental impacts are more negative in the regions where mining is new or is closing down. These characteristics generate their own set of issues of concern to stakeholders. Based on these issues, three types of tools to assess current well-being and progress towards improved well-being are suggested: (i) Indicators based on identified issues using the Pressure-State-Response (PSR) framework; (ii) A quality of life instrument, which can be developed either as an aggregate measure of well-being or in a more limited way to capture the satisfaction of the community with their living conditions; (iii) A regional income accounting framework to assess whether the mining region is able to continue functioning into the indefinite future without being forced into a decline through the degradation of its key natural, social, and human assets and resources. The article suggests that if these tools are used regularly, an information system will emerge that will, over time, provide markers of what mining is doing to the region and to the local communities.  相似文献

The dwindling global reserves of extractable phosphorus (P) and its growing demand to produce the required food for a burgeoning global population (the global P crisis) necessitate the sustainable use of this crucial resource. To advert the crisis requires informed policy decisions which can only be obtained by a better understanding of the nature and magnitude of P flow through different systems at different geographical scales. Through a systematic and in-depth review of twenty one recent substance flow analyses of P, we have assessed the key P inflows, outflows, stocks, internal flows, and recycling flows at the city, regional, and country scales. The assessment has revealed, the main inflow and outflow of P at the city scale occurs through food and wastewater respectively, while the main stock of P occurs in landfill. At the regional scale, mineral ore is the main P inflow and chemical P fertilizer is the main outflow particularly in the regions that have P fertilizer production sector. In contrast, either chemical P fertilizer or animal feed is the key inflow and either food and agricultural products or soil losses (erosion, runoff, and/or leaching) is the major outflow especially in the regions without P fertilizer production sector. At the country scale, the key P inflow occurs either through mineral ore or chemical P fertilizer and the key outflow takes place either as food and agricultural products, waste (both solid and liquid), or soil losses (erosion, runoff, and/or leaching). The main stock of P both at the regional and country scales occurs in the soil of the agricultural production sector. As identified in this assessment, the key unproductive outflows and stocks at different geographical scales indicate that there is a potential scope to improve P management through the increased P recovery and recycling, and by the utilization of available soil P stocks. In many of the studies at all the geographical scales, P recycling flow has been found to be less than 20% of the total inflow, and even in some studies at the country scale, P recycling has been found to be entirely absent, which is a clear indication of poor P management. This study has also identified, there is a clear knowledge gap in relation to understanding the P flow over multiple years at the regional scale. The information about the key flows and stocks at different geographical scales as we identified can be utilized to make better P policy and management decisions for a city, region, or country. The information can also be used to guide future research that aims to analyze P flow at the city, regional, and country scales.  相似文献

Land degradation due to erosion is one of the most serious environmental problems in China. To reduce land degradation, the government has taken a number of conservation and restoration measures, including the Sloping Land Conversion Program (SLCP), which was launched in 1999. A logical question is whether these measures have reduced soil erosion at the regional level. The objective of this article is to answer this question by assessing soil erosion dynamics in the Zuli River basin in the Loess Plateau of China from 1999 to 2006. The MMF (Morgan, Morgan and Finney) model was used to simulate changes in runoff and soil erosion over the period of time during which ecological restoration projects were implemented. Some model variables were derived from remotely sensed images to provide improved land surface representation. With an overall accuracy rate of 0.67, our simulations show that increased ground vegetation cover, especially in forestlands and grasslands, has reduced soil erosion by 38.8% on average from 1999 to 2006. During the same time period, however, the change in rainfall pattern has caused a 13.1% ± 4.3% increase in soil erosion, resulting in a net 25.7% ± 8.5% reduction in soil erosion. This suggests that China’s various ecological restoration efforts have been effective in reducing soil loss.  相似文献

King County, Washington is a part of the rapidly growing Pacific Northwest region. This growth has placed pressure on stream corridors. Past studies about regional stream corridors provide a rich source of information for environmental planners and managers.
