The accelerating pace of waste generation from used electrical and electronic equipment is of growing global concern. Within this waste stream, computer hardware is quite significant in terms of both volume and risk to the environment because of the hazardous materials within it. The waste management hierarchy of prevention, reuse, recycle, treatment and disposal in landfill is accepted as a universal guideline for waste management. The contemporary concept of integrated solid waste management is very complex comprising of not only the environmental aspects or the technical aspects of the waste management hierarchy, but also incorporating economic, institutional, perceived risk and social issues in the context of complete life cycle of waste. Moreover, when to shift from one stage of hierarchy to another, is an involved decision warranting inclusion of several case specific issues. This paper presents a life cycle based multi-objective model that can help decision makers in integrated waste management. The proposed model has been applied to a case study of computer waste scenario in Delhi, India, which apart from having computer waste from its native population receives large quantities of imported second hand computers. The model has been used to evaluate management cost and reuse time span or life cycle of various streams of computer waste for different objectives of economy, perceived risk and environmental impact. The model results for different scenarios of waste generation have been analyzed to understand the tradeoffs between cost, perceived risk and environmental impact. The optimum life cycle of a computer desktop was observed to be shorter by 25% while optimizing cost than while optimizing impact to the environment or risk perceived by public. Proposed integrated approach can be useful for determining the optimum life cycle of computer waste, as well as optimum configuration of waste management facilities, for urban centers where computer waste related issues are of growing concern.  相似文献

The siting of waste facilities is a popular subject but one constrained by a tendency to advocate a single solution regardless of context. This effort to address the siting of waste facilities from a broader perspective describes three major siting approaches and a range of site selection methods. The application of siting approaches and methods in 10 waste siting examples are described, general conclusions are advanced and suggestions for further initiatives are offered.  相似文献

The management of medical waste is of great importance due to its potential environmental hazards and public health risks. In the past medical waste was often mixed with municipal solid waste and disposed of in residential waste landfills or improper treatment facilities (e.g. inadequately controlled incinerators) in Korea. In recent years, many efforts have been made by environmental regulatory agencies and waste generators to better manage the waste from healthcare facilities. This paper presents an overview of the current management practices of medical waste in Korea. Information regarding generation, composition, segregation, transportation, and disposal of medical wastes is provided and discussed. Medical waste incineration is identified as the most preferred disposal method and will be the only available treatment option in late 2005. Faced with increased regulations over toxic air emissions (e.g. dioxins and furans), all existing small incineration facilities that do not have air pollution control devices will cease operation in the next few years. Large-scale medical waste incinerators would be responsible for the treatment of medical waste generated by most healthcare facilities in Korea. It is important to point out that there is a great potential to emit air toxic pollutants from such incinerators if improperly operated and managed, because medical waste typically contains a variety of plastic materials such as polyvinyl chloride (PVC). Waste minimization and recycling, control of toxic air emissions at medical waste incinerators, and alternative treatment methods to incineration are regarded to be the major challenges in the future.  相似文献

Problems associated with the disposal of municipal solid waste have become a source of public concern worldwide as awareness of potential adverse environmental impacts and health threats from solid waste has increased. Communities are concerned about the generation and management of solid waste to the extent of refusing to allow new disposal facilities near their homes, often after witnessing the legacy of existing facilities. Under these conditions, the development of national policies for the management of solid waste becomes highly political, all while requiring appropriate technical solutions that ensure environmental protection and proper management plans that support an acceptable solution for the disposal of municipal solid waste. In some locations, the conversion of old quarries into well-engineered and controlled landfills appears as a promising solution to a continuously increasing problem, at least for many decades to come. This paper describes the environmental impacts associated with solid waste disposal in a converted quarry site and the mitigation measures that can be adopted to alleviate potential adverse impacts. Environmental management and monitoring plans are also discussed in the context of ensuring adequate environmental protection during and after the conversion process.  相似文献

EG&G is a Fortune 200 company with annual sales of $2.7 billion. It designs and manufactures laboratory and field-test instruments and electronic and mechanical components for commercial customers. EG&G provides systems engineering, precision component manufacturing, and test-site operating and management services to many government agencies and laboratories. It employs 34,000 people worldwide. Recognizing the need to improve its business practices as they related to environmental excellence, EG&G initiated policies, procedures, and programs to establish itself as an environmentally responsible company. Waste reduction was designated priority number one in EGG's environmental program. Our major customers are also making waste reduction a high visibility program. For example, on August 3, 1993, the president signed Executive Order 12856 making pollution prevention at federal facilities a goal of this administration. This article describes the EG&G Waste Reduction Pays (WARP) program, developed for use by all its operating entities, and why it is a model program to implement Executive Order 12856. It also depicts how the implementation of the program at federal facilities differs, in some respects, from that at other EG&G operating units.  相似文献

The location problem of treatment and service facilities in municipal solid waste (MSW) management system is of significant importance due to the socioeconomic and environmental concerns. The consideration of waste treatment costs, environmental impact, greenhouse gas (GHG) emissions, social fairness as well as other relevant aspects should be simultaneously taken into account when a MSW management system is planned. Development of sophisticated decision support tools for planning MSW management system in an economic-efficient and environmental friendly manner is therefore important. In this paper, a general multi-objective location-allocation model for optimally managing the interactions among those conflicting factors in MSW management system is proposed. The model is comprised of a three-stage conceptual framework and a mixed integer mathematical programming. The inclusion of environmental impact and GHG emission objectives push the output of the model tightening toward more environmentally friendly and sustainable solutions in MSW management. The application of this model is demonstrated through an illustrative example, and the computational efficiency of the programming is also tested through a set of incremental parameters. Latter in this paper, a comparison with previous case studies of MSW system design is presented in order to show the applicability and adaptability of the generic model in practical decision-making process, and the perspectives of future study are also discussed.  相似文献

One of the most controversial planning issues internationally is the siting of waste disposal infrastructure in local communities. Compensation is viewed as a possible solution to siting difficulties in many countries. However, existing empirical evidence is conflicting as to whether or not compensation-based siting has reduced opposition to such developments. Thus, before compensation policy can be considered as the solution for recognising social costs and introducing equity into the waste planning system, it is important to understand why people reject waste disposal infrastructure developments and if this rejection continues over the lifetime of facility operations. This paper utilises information gathered through surveys to examine the effects of distance, local authority consultation efforts, experience and other factors, on attitudes towards non-hazardous solid waste landfill developments in two examples of a potential and actual host communities. Our findings suggest distance proxies expectations of environmental risk in communities with no experience of living with landfill infrastructure. Community consultations by authorities are consistently important, even after a landfill has been in operation for a number of years. This suggests to policy makers to consult thoroughly and adequately before pursuing compensation policies.  相似文献

An interval-parameter two-stage chance-constraint mixed integer linear programming (ITCMILP) model is provided for supporting long-term planning of solid waste management in the City of Foshan, China. The ITCMILP is formulated by integrating interval-parameter, two-stage, mixed integer, and chance-constraint programming methods into a general framework, and can thus deal with multiple uncertainties associated with model parameters, constraints and objectives. Three scenarios are examined, covering combinations of various system conditions and waste management policies. Scenario 1 is designed for comparison purposes. Scenarios 2 and 3 correspond to situations when the existing landfill's life is to be extended. The results demonstrate that the centralized composting and incinerating facilities are desired for treating the organic waste flows. The tradeoff among system cost, violation risk, and the related policy implications are also analyzed. The results obtained could help decision makers gain in-depth insights into the impact of uncertainties on long-term solid waste management in the City of Foshan.  相似文献

随着居民环境和公众维权意识的提高,邻避冲突会逐步从感性的情绪表达过渡到理性的利益诉求。选择房地产作为度量邻避设施导致的资产损失的媒介,基于双重差分模型构建了邻避设施导致的资产损失评估方法。以南京市为例,选择55个有效住宅社区1980个样本作为处理组,选择25个商圈住宅社区900个样本作为对照组,研究了化工厂、污水处理厂、公墓和监狱四种典型邻避设施对周边资产价格的影响。研究发现:不同邻避设施对周边资产影响不同;化工厂、监狱、公墓和污水处理厂的影响程度依次为302、284、194和180;区域繁华因素等可以消除邻避设施的部分影响;邻避设施周边资产的市场表现仅满足"上涨时涨得少",而不满足"下跌时跌得多"的特点。  相似文献

Odors emitted from US Midwest hog production facilities present farmers, residents, and state regulatory agencies with a set of complex challenges. To predict odor exposure from multiple swine production sources simultaneously, and to determine siting recommendations for proposed new or enlarged hog facilities, researchers at Iowa State University designed the community assessment model for odor dispersion (CAM). A three-county citizen survey conducted in Iowa examined the level of hypothetical social acceptance of the modeling process, and level of trust in CAM results. While 69 % of respondents approved of modeling as a way to determine the most socially appropriate location for production sites, only 35 % would trust the results if potential odor exposure from a new facility were proposed to be built near their home. We analyzed approval of the CAM model, and level of trust, across a number of demographic, attitudinal, and belief factors regarding environmental quality and the hog industry. Overall, trust in CAM was uneven and varied across respondents. Those residents who would not trust CAM tended to be more concerned with environmental quality and less inclined to believe that the hog industry is critically important economically. Those who would not trust CAM results also had significantly more direct experience with odors. Findings point to predominantly positive, yet equivocal acceptance of CAM results among the citizenry, which is not unexpected given conflict typical of siting decisions in industry and waste disposal arenas. Recommendations are offered regarding the interaction of trust, beliefs and attitudes and the utility of CAM.  相似文献

Lapland is one of the most attractive nature-tourism areas in Europe, and tourism is vital for local economy. However, recreational tourist activities such as skiing, hiking and horse riding deteriorate the unique and vulnerable nature of Northern Finland. Erosion and wearing of tourist areas negatively affects biodiversity and ecosystem services and reduce the attractiveness of the region. Tourism is also the source of other environmental disturbances such as wastes. Currently, in Lapland, the prevalent waste treatment method is disposal, and wastes are transported over long distances due to lack of recipient facilities for waste management. The suggestion for sustainable waste management Scenario presented in this paper is to find a synergistic solution to both of these problems, by local treatment of bio-waste in an anaerobic digestor and utilization of digestate to revegetate eroded land. It is proposed that bio-waste is co-digested with sewage sludge and offal from slaughterhouses in Ylläs in the municipality of Kolari. An estimated 500–1000 t of digestate could be produced and used in tourist areas annually. Experiences from existing seasonal bio-waste collection schemes and interviews of local tourist enterprises and tourists indicate that there is willingness to extend the source separation of wastes. Assessment of the digestion Scenario suggests that economic costs of investment could be offset by avoided costs and by additional environmental and social benefits. It is concluded that this zero waste approach could lead to an improved image of Lapland as a sustainable tourist destination.  相似文献

This study explores the politics of distributive fairness in Locally-Unwanted-Land-Uses (LULUs) siting by looking into how a movement in LULU disputes changes its attitude towards a frame of distributive fairness over a long period of time. Some kinds of facilities are often opposed by local residents because of negative side-effects, even as they are claimed to be necessary for the well-being of the wider public. Framing refers to actors’ signifying work, and how to frame distributive fairness plays a significant role in conflicts over such controversial land uses. In the 23 wards of Tokyo, distributive fairness in waste disposal among the wards has been a crucial issue. In the early 1970s, Koto Ward, which suffered a disproportionate burden of waste disposal, launched a campaign to rectify the unfairness. In-Ward Waste Disposal (IWWD), a frame of distributive fairness, played a central role in this movement. However, Koto Ward’s attitude towards this frame of distributive fairness changed over time. By examining why Koto Ward’s advocacy for IWWD varied over time, this study shows how Koto Ward’s stance on IWWD changed in conjunction with economic, policy, and political circumstances, thereby illuminating the importance of integrating socio-politico-economic contexts in framing analysis.  相似文献

Lawrence Livermore National Laboratory (LLNL), one of the nation's three national security laboratories, is initiating a major research effort in industrial ecology with the goal of increasing the economic and environmental efficiency of the U.S. and global economies. Closer to home, ongoing efforts to reduce LLNL's environmental impact on the surrounding community provide an example of how the environmental efficiency of a major research facility can be systematically improved. In the late 1980s, LLNL initiated its waste minimization and pollution prevention program, changing its focus from end-of-pipe waste management to a proactive and preventive strategy—total quality environmental management (TQEM). LLNL's success in integrating pollution prevention with R&D and operational activities is well illustrated by the waste reduction and energy and water conservation accomplishments described in this article. LLNL represents a model of how industrial ecology, design for environment, and pollution prevention can be incorporated into a comprehensive R&D and operational program. This article describes LLNL's developing industrial ecology program, gives some specific technical accomplishments that have application to many industrial facilities, and presents a case study of TQEM at LLNL's remote experimental test facility, Site 300. The integration of TQEM philosophy with LLNL's scientific capabilities holds much promise for new ideas and creative solutions to national and international industrial ecology concerns.  相似文献

Management of hazardous waste is an increasing problem for both the companies that generate the waste and for the communities that eventually experience the consequences of the management decisions. Thus, both social and political aspects must be considered when solving these problems. It is thus important that waste management technologies are evaluated by a panel of experts with various backgrounds. The methodology for developing an expert system for waste treatment technology evaluation was discussed. An expert system was developed to select the “best” waste treatment alternatives. This expert system includes two different knowledge bases: one for the economic and technical parts of the problem and another for the social and political aspects. This expert system was developed on an IBM personal computer using Turbo Prolog™. The pulp and paper industry was selected as an example problem for developing this expert system, which system was tested using two example waste streams from the pulp and paper industry. The results agree with the current treatment facilities the companies are using.  相似文献

Recovery, reuse and recycling of industrial residuals, often dismissed as wastes, are common in India and other industrializing countries largely due to lower associated costs. Some wastes are reused within the facility where they are generated, others are reused directly by nearby industrial facilities, and some are recycled via the formal and informal recycling markets. Direct inter-firm reuse is the cornerstone of the phenomenon termed industrial symbiosis, where firms cooperate in the exchange of material and energy resources. This study applies material flow analysis to an economically diverse industrial area in South India to characterize the recovery, reuse and recycling of industrial residuals. It quantifies the generation of waste materials from 42 companies as well as the materials that are directly traded across facilities and those that are recycled or disposed. This study encompasses a business cluster in Mysore in the State of Karnataka, and is the first in India to thoroughly quantify material flows to identify existing symbiotic connections in an industrial area. Examined industries in this industrial area generate 897,210 metric tons of waste residuals annually, and recovered 99.5% of these, 81% with reused by the companies that generated them, with one company, a sugar refinery, processing most of this amount. Geographic data show that operations within 20 km of the industrial area receive over 90% of residuals exiting facility gates. Two-thirds of this amount goes directly to other economic actors for reuse. This study makes key contributions to the literature in distinguishing how particular types of materials are reused in different ways, the geographic extent of symbiotic activities and the important role of the informal sector in industrial waste management in industrializing regions.  相似文献

Population of the world is increasing day by day, resulting in enormous amount of waste production. In the modern age of great technological advancements, there needs to be a systematic method to keep the environment clean. The waste management activities, i.e., collection, transport and disposal, pose a great challenge to the waste managers as they have to factor in various eclectic factors such as land availability, facilities available, budget, time required and the impact it would have on the environment, while tackling this problem. Lahore, despite being the most developed city of Pakistan, does not have a suitable solid waste management system. An increasing population leads to more waste generation, and in Lahore the situation is no different. Several waste management companies are working in the city, but as of yet they have not been able to make significant inroads to completely eradicate the problem. The aim of this paper is to suggest a suitable way for dealing with the waste. To accomplish this aim, a hierarchy-based model is used, considering six criteria and five alternatives. We used multi-criteria decision analysis to decide among different waste management alternatives. Forecasting has been used to find the population and waste produced over the years. Analytical hierarchy process (AHP) and Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) are used to rank the feasible alternative. The results show that the population and waste were increasing drastically. Aerobic digestion was ranked as the best alternative for waste management according to AHP and TOPSIS, but there is great variation among the rank of other alternatives.  相似文献

Summary Each city is a unique blend of the economic, social and cultural experiences of succeeding generations of its citizens, and the skill of the planner is to express these and adapt them to the changing circumstances which history inevitably imposes. The City of Bristol had a long and important association with maritime affairs, and when its central harbour and dock facilities became defunct, the problem facing the Council was not merely one of economic development; it was essentially a crisis of identity, of purpose and of direction.The choice made by the City was the subject of enormous political controversy which involved the citizens in decisions about their future to a greater extent than any previous strategic issue; it was essentially to retain the water areas and to exploit the opportunities for leisure-orientated business and residential pursuits. This article describes how decisions were reached and the kind of technical and social constraints which were encountered. Conclusions are drawn as to the importance of the process by which decisions are made. In the environmental conflict that surrounds the sighting of hazardous waste facilities there is usually a volatile mix of disparities in power, expertise and information access as well as differing views on risk, which are all played out amidst commercial arrangements and environmental justice concerns. In recent times, the volatility of this mix has been further compounded by the growing climate of public concern and distrust surrounding scientific developments and technology. While there is no 'quick fix' to the complex conflict that this entails, community information systems (CISs) based on participatory models can help address the outstanding issues of capacity, information access, power inequities and environmental justice. CISs are an effective response to the five crucial elements of a toxic dispute, that is, the dialogue, capacity building, information access, evaluation of hazards and risk, and expertise. This paper will review the role of community accessible information systems in the dispute in Botany over the management and destruction of Orica Australia's stockpile of the persistent organic pollutant, hexachlorobenzene (HCB). It will focus on the role of CIS in responding to the challenges for expert information delivery, and in addressing the disparity of informational power within the toxic dispute.  相似文献

This paper investigates social and environmental injustices in solid waste management in Kinshasa, the capital of the Democratic Republic of Congo. The urban poor in most parts of Kinshasa bear a huge encumbrance of the solid waste burden and face multiple challenges associated with poor management of solid waste. This situation has resulted in poor and unhealthy living conditions for the majority of the urban residents. The problem of solid waste management in Kinshasa has further been compounded by rapid urbanisation which has occurred in the face of poor urban governance, civil conflict and weak institutional set-up. The combination of these challenges has resulted in increased overcrowding, poor sanitary conditions, lack of water and an unprecedented accumulation of solid waste which have triggered a myriad of urban problems. The worst affected are the poor urban who reside in locations that receive little or no socio-economic services from the Kinshasa Municipal authority. Using secondary data collected through a desk study, this paper argues that the poor solid waste situation in Kinshasa is not only a health risk, but also presents issues of both social and environmental injustices. These issues are analysed within the context of evolving arguments that focus on the need to develop a pro-poor approach in solid waste management that may present an opportunity for achieving both social and environmental justice for the urban poor in Kinshasa.  相似文献
