Agriculture is the major land use at a global scale. In addition to food production, multifunctionality of landscapes, including values and ecosystem services like biodiversity, recreation and culture, is now focus for management. This study explores how a scenario approach, involving different stakeholders, may help to improve landscape management for biodiversity conservation. Local farmers and executives at the County Administrative Board were invited to discuss rural development and conditions for farmland biodiversity in two Swedish landscapes. The potential biodiversity for three future land use scenarios for the two landscapes was discussed: nature conservation, outdoor recreation and energy production, and compared with current and historical landscapes in each region.Analyses of habitat areas, connectedness and landscape diversity suggested that the energy and recreation scenarios had a negative impact on farmland biodiversity, whereas the nature conservation scenario, the current and historically reconstructed landscapes had a higher potential for biodiversity. The farmers appreciated the nature conservation scenario, but also the energy production scenario and they highlighted the need of increased subsidies for management of biodiversity. The farmers in the high production area were less interested in nature quality per se. The executives had similar opinions as the farmers, but disagreed on the advantages with energy production, as this would be in conflict with the high biodiversity and recreational values. The local physical and socio-economical conditions differ between landscapes and potentially shaped the stakeholders emotional attachment to the local environment, their opinions and decisions on how to manage the land. We stress the importance of incorporating local knowledge, visions and regional prerequisites for different land uses in conservation, since site and landscape specific planning for biodiversity together with a flexible subsidy system are necessary to reach the conservation goals within EU.  相似文献

Land degradation by soil erosion is a socioeconomic and environmental problem facing many developing countries. Application of stonewall terraces for soil moisture conservation is vital to reducing the environmental impacts of this phenomenon. To this end, a field plot experiment was conducted in the study area along with the use of a closed-ended questionnaire. The object of the experiment was to study the socioeconomic impacts of soil erosion on local farmers and their adoption of the stonewall terrace technique. The study showed a higher net profit in areas that had implemented terrace conservation practices than in areas that had not (i.e., 3.5 to 6 times higher net profit). Correlation analysis indicated that the farmers’ perceptions, land ownership, and geomorphology were significantly related to the farmers’ incentives and willingness to adopt terraces as soil conservation measures (P < 0.05), although the correlations were negative. Smallholder farmers (52% of the interviewed farmers) were involved in the sale of the agricultural land for urban uses, largely because of the high price and immediate returns offered. However, the associated land use changes warrant greater involvement of both the private and public sectors. This cooperation may be accomplished through the introduction of a long-term agricultural loan system and the development of proper legislation accompanied by a comprehensive and durable infrastructure and service system with the goal of reducing the negative impact of land use changes and encouraging sustainable use of resources.  相似文献

Strategies for beneficial use of biosolids in New Zealand and elsewhere are currently focused primarily on land application. The long-term success of these and other strategies is dependent not only on technical factors, but also on their environmental, economic, social and cultural sustainability. This paper briefly reviews the situation with respect to biosolids management in New Zealand, where land application is not yet widespread; the rise in public opposition to land application in the United States; and the biosolids industry's approach to public engagement. We argue that, at least until recently, the industry has misinterpreted the nature and meaning of public opposition and thus substituted public relations for public engagement. We argue that genuine public engagement is necessary and that its purpose cannot be to gain public acceptance for an already-decided-upon strategy. It therefore calls for humility among biosolids managers, including a willingness to open up the framing of 'the problem', to acknowledge areas of uncertainty, and to recognise the role of values in 'technical' decision-making. We then present and analyse an example of the use of the scenario workshop process for public participation in biosolids management policy in Christchurch, New Zealand, and conclude that scenario workshops and related methods represent an opportunity to enhance sustainable waste management when certain conditions are met.  相似文献

The NERC/ESRC Land Use Programme has led to the development of a decision support system (DSS) for land use planning. A conceptual framework for DSS development has been modified to encompass the unique needs of a system which aims to deal with a wide range of land use issues. Large volumes of diverse, land use related data have been brought together into a central database using geographical information system and relational database management system technology. The data, as well as economic, ecological and hydrological modelling capabilities, are made available to the decision maker via a user-friendly graphical interface specifically designed for this project.  相似文献

Livelihoods of people living in many protected areas (PAs) around the world are in conflict with biodiversity conservation. In Mexico, the decrees of creation of biosphere reserves state that rural communities with the right to use buffer zones must avoid deforestation and their land uses must become sustainable, a task which is not easily accomplished. The objectives of this paper are: (a) to analyze the conflict between people’s livelihoods and ecosystem protection in the PAs of the Sierra Madre de Chiapas (SMC), paying special attention to the rates and causes of deforestation and (b) to review policy options to ensure forest and ecosystem conservation in these PAs, including the existing payments for environmental services system and improvements thereof as well as options for sustainable land management. We found that the three largest PAs in the SMC are still largely forested, and deforestation rates have decreased since 2000. Cases of forest conversion are located in specific zones and are related to agrarian and political conflicts as well as growing economic inequality and population numbers. These problems could cause an increase in forest loss in the near future. Payments for environmental services and access to carbon markets are identified as options to ensure forest permanence but still face problems. Challenges for the future are to integrate these incentive mechanisms with sustainable land management and a stronger involvement of land holders in conservation.  相似文献

Trade-offs between ecosystem conservation and agricultural production can more easily be addressed by shifting the view from the plot scale to the scale of the landscape and integrating biodiversity friendly land use systems into development strategies. The provision of ecosystem services such as watershed protection and carbon sequestration by natural and complex agro-ecosystems can play an important role in making such integrated landscape approaches viable. This special issue brings together papers that were presented at a symposium on agroforestry and landscape scale conservation at the Second World Agroforestry Congress in Nairobi in August 2009. It is divided into two sections focusing on: (1) the biological mechanisms and implications of landscape scale conservation strategies as influenced by land use, especially agroforestry; and (2) the economic drivers and public policies that determine to a large extent the success of agroforestry-based landscape conservation strategies. The contributions provide evidence both for the potential and limitations of agroforestry in landscape scale conservation and development strategies and highlight the importance of economic incentives and policies to promote integrated landscape solutions. This introductory paper summarizes and discusses the contributions and concludes with policy recommendations and research needs.  相似文献

Indonesia is subject to rapid land use change. One of the main causes for the conversion of land is the rapid expansion of the oil palm sector. Land use change involves a progressive loss of forest cover, with major impacts on biodiversity and global CO2 emissions. Ecosystem services have been proposed as a concept that would facilitate the identification of sustainable land management options, however, the scale of land conversion and its spatial diversity pose particular challenges in Indonesia. The objective of this paper is to analyze how ecosystem services can be mapped at the provincial scale, focusing on Central Kalimantan, and to examine how ecosystem services maps can be used for a land use planning. Central Kalimantan is subject to rapid deforestation including the loss of peatland forests and the provincial still lacks a comprehensive land use plan. We examine how seven key ecosystem services can be mapped and modeled at the provincial scale, using a variety of models, and how large scale ecosystem services maps can support the identification of options for sustainable expansion of palm oil production.  相似文献

Recently, collaborative approaches to natural resource management have been widely promoted as ways to broaden participation and community involvement in furthering the goals of ecosystem management. The language of collaboration has even been incorporated into controversial legislation, such as the US Healthy Forests Restoration Act of 2003. This research examines collaboration and sharing management responsibility for federal public land with local communities through a case study of the Ashland Municipal Watershed in southern Oregon. A policy sciences approach is used to analyze community participation and institutional relationships between the US Department of Agriculture, Forest Service, and local city government in the planning processes of five land management actions occurring over a 7-year period. The knowledge gained from examining differing approaches to planning and decision making in the Ashland watershed is used to suggest future planning processes to develop and sustain the community capacity necessary to support implementation of community-based ecosystem management.  相似文献

In the last decades, due to climate changes, soil deterioration, and Land Use/Land Cover Changes (LULCCs), land degradation risk has become one of the most important ecological issues at the global level. Land degradation involves two interlocking systems: the natural ecosystem and the socio-economic system. The complexity of land degradation processes should be addressed using a multidisciplinary approach. Therefore, the aim of this work is to assess diachronically land degradation dynamics under changing land covers. This paper analyzes LULCCs and the parallel increase in the level of land sensitivity to degradation along the coastal belt of Sardinia (Italy), a typical Mediterranean region where human pressure affects the landscape characteristics through fires, intensive agricultural practices, land abandonment, urban sprawl, and tourism concentration. Results reveal that two factors mainly affect the level of land sensitivity to degradation in the study area: (i) land abandonment and (ii) unsustainable use of rural and peri-urban areas. Taken together, these factors represent the primary cause of the LULCCs observed in coastal Sardinia. By linking the structural features of the Mediterranean landscape with its functional land degradation dynamics over time, these results contribute to orienting policies for sustainable land management in Mediterranean coastal areas.  相似文献

Before planning conservation strategies, decision-makers should recognize the cultural and social aspects of the people in and around any ecosystem. This might assist effective management. The needs and problems of the habitat often fail to be taken into consideration before planning forest management. Educating and encouraging the participation of local communities, especially tribal women in conservational activities could play an important role.An attempt was made to educate the tribal women of Jambughoda Wildlife Sanctuary, Panchmahal District (Western India) about conservation of the local deciduous biodiversity. The paper narrates actions taken in the field for conserving this biodiversity, involving tribal women and children as partners of the protected areas. It might serve as an exemplary case for implementation elsewhere in the world.  相似文献

The coastal landscapes in southwestern Korea include a diverse array of tidal wetlands and salt marshes. These coastal zones link the ecological functions of marine tidal wetlands and freshwater ecosystems with terrestrial ecosystems. They are rich in biological diversity and play important roles in sustaining ecological health and processing environmental pollutants. Korean tidal wetlands are particularly important as nurseries for economically important fishes and habitats for migratory birds. Diking, draining, tourism, and conversion to agricultural and urban uses have adversely affected Korean tidal wetlands. Recent large development projects have contributed to further losses. Environmental impact assessments conducted for projects affecting tidal wetlands and their surrounding landscapes should be customized for application to these special settings. Adequate environmental impact assessments will include classification of hydrogeomorphic units and consideration of their responses to biological and environmental stressors. As is true worldwide, Korean laws and regulations are changing to be more favorable to the conservation and protection of tidal wetlands. More public education needs to be done at the local level to build support for tidal wetland conservation. Some key public education points include the role of tidal wetlands in maintaining healthy fish populations and reducing impacts of nonpoint source pollution. There is also a need to develop procedures for integrating economic and environmental objectives within the overall context of sustainable management and land uses.  相似文献

Rural communities in sub‐Saharan Africa rely upon provisioning ecosystem services (ES) to support their livelihoods, yet in areas where rapid land use change is occurring the relationship between environmental change, provisioning ES availability and livelihoods is not fully understood. This relationship is explored here within a typical rural miombo woodland landscape in south‐west Tanzania, which is undergoing rapid land use change due to expanding tobacco cultivation. The types of provisioning ES used, who uses them, changes in their availability, and the possible future impacts of these changes were explored using a mixed‐method approach. Our findings identify 19 provisioning ES used by households regardless of economic status. Firewood, building materials, and fresh water are used by almost all households, and these are perceived to be declining in availability. Households identified this as a negative environmental impact of land use change and that provisioning ES loss would be ‘bad’ for their households. Given the multi‐purpose nature of miombo woodlands, an adaptive co‐management approach, which can achieve multiple objectives through encouraging participation, learning, and empowerment of local communities, could be an appropriate strategy to achieve sustainable land use management and maintain the provision of ES within miombo woodland landscapes of sub‐Saharan Africa.  相似文献

Integrated analysis of land-use change in support of informed policy-making for sustainable land use at various spatial levels makes heavy requirements for quality data. This paper aims to structure the principal methodological and practical issues of data needs for this task. The data needs for local level analyses of land-use change are given special attention. The paper adopts an integrated economic–environmental modeling framework and suggests the main types of data needed. Four main data dimensions are distinguished: system of spatial reference, system of temporal reference, definitions, and data collection procedures (sources, collection instruments and techniques, recording and retrieval systems, data format, frequency of data collection). To evaluate the suitability of current data sets as well as to guide the collection of new ones, a scheme based on substantive and practical criteria is employed. The former include compatibility, consistency, and reliability of data, while the latter include availability, ease and cost of data collection/retrieval, and transferability of data. The evaluation indicates the broad gaps in current data sets along the four main data dimensions. Based on this evaluation, the paper suggests framework guidelines to address the main data issues identified. Within the NERC/ESRC Land Use Programme ecological change is assumed to be driven principally by agronomic activity. Land use change is defined as being of two types depending on whether there is a complete change of cover or a modification of an existing cover. Some agronomic activities lead to quantitative changes between land cover types and others to more subtle qualitative changes within land cover types. A modelling system based on three distinct models is described for predicting the effects of the two types of change in land cover on the distribution of plants, invertebrates and birds. The potential use of the system in analysing problems of land use change is illustrated using a simple scenario based on changing nitrogenous fertilizer regimes in lowland agriculture.  相似文献

Japan’s national park system constitutes a potentially viable mechanism for securing local community participation and building stakeholder consensus for sustainable park management, although the potential of this system is yet to be fully maximized. This article gives an overview of the system of protecting natural resources in Japan, focusing on the national park system. Parks are managed by zoning and regulation, which is unique in that land is not “set aside” for nature conservation, but designated as national park wherever the need to preserve “scenic beauty” has been recognized, regardless of land ownership or land use. Although resource conservation under this system has been problematic, it has advantages, especially in terms of community participation. This article demonstrates that in order to reach the system’s potential, the park authority must act as coordinator of stakeholders and facilitator of bottom-up approaches to decision-making. In order to do this, steps that must be taken include the following: identifying the various stakeholders in park management and defining the “local community”; clarifying the roles and responsibilities of each stakeholder; and supporting consensus-building among stakeholders regarding the objectives and long-term vision of each park. By taking these steps, it would be possible to build a park management system that overrides government boundaries and involves local communities. This will enable the park authority to address the challenges facing Japan’s complex system of conserving natural resources, and move towards sustainable management of natural resources in Japan.  相似文献

Land degradation continues to be a major threat to local and national food security. With limited potential to develop new land, any increase in agricultural production must be sought largely through the better use of land already under cultivation. Concerns for the global environment associated with agriculture worldwide have also increased in recent years and require more coordinated efforts at global and national levels with decentralisation of activities at the local level.
This article presents an overview of land resources potential for food production, the processes and extent of land degradation and its economic and environmental costs and impacts, and highlights some macro-economic policies and institutional measures for the prevention of land degradation and rehabilitation of degraded lands. A people-centred programme is presented as a basis for decentralising activities for sustainable land use and land management. Finally, the need for better coordinated efforts of concerned UN, multinational agencies and NGOs for the implementation of Agenda 21 and related conventions is stressed.  相似文献

Land use and ecosystem services need to be assessed simultaneously to better understand the relevant factors in sustainable land management. This paper analyzed land use changes in the middle reach of the arid Heihe River Basin in northwest China over the last two decades and their impacts on water resources and soil organic carbon (SOC) storage. The results indicated that from 1986 to 2007: (1) cropland and human settlements expanded by 45.0 and 17.6 %, respectively, at the expense of 70.1, 35.7, and 4.1 % shrinkage on woodland, grassland, and semi-shrubby desert; (2) irrigation water use was dominant and increased (with fluctuations) at an average rate of 8.2 %, while basic human water consumption increased monotonically over a longer period from 1981 to 2011 at a rate of 58 %; and (3) cropland expansion or continuous cultivation led to a significant reduction of SOC, while the land use transition from grassland to semi-shrubby desert and the progressive succession of natural ecosystems such as semi-shrubby desert and grassland, in contrast, can bring about significant carbon sequestration benefits. The increased water consumption and decreased SOC pool associated with some observed land use changes may induce and aggravate potential ecological risks for both local and downstream ecosystems, including water resource shortages, soil quality declines, and degeneration of natural vegetation. Therefore, it is necessary to balance socioeconomic wellbeing and ecosystem services in land use planning and management for the sustainability of socio-ecological systems across spatiotemporal scales, especially in resource-poor arid environments.  相似文献

Evaluation of conservation education programs can: (1) provide accountability in demonstrating a program's worth, (2) offer an opportunity for receiving feedback and improving programs, (3) further our understanding of the process of program development, and (4) promote conservation education by substantiating claims about its benefits. The Planning-Process-Product systems evaluation model provides feedback needed for making decisions about the development, implementation, and outcome of a program. Planning evaluation was useful in assessing the needs, goals, opportunities, and constraints of a number of programs in Costa Rica and Belize, such as a forestry education project and a zoo outreach program. It provided a basis for making planning decisions incorporating specific objectives, such as the reforestation of a region or a change in knowledge and attitudes in program participants. Process evaluation provided a Costa Rican sustainable development program with feedback during its implementation and enabled it to modify and improve its newsletter for local farmers and its ecology classes for school children. Product evaluation assessed project accomplishments, such as the $700,000 raised by the Children's Rainforest group and the 20 miles of riparian land under conservation management as part of the Belize Community Baboon Sanctuary project. Outcomes are compared with the programs original monetary or land management objectives to determine the success of the programs and to provide feedback for improvement.  相似文献

ABSTRACT

Northern coastal regions are facing multiple challenges from accelerating global environmental and socioeconomic changes, such as ecosystem degradation, climate change, intensified resource extraction, land use change and declining populations. Based on interviews with 13 farmers, fishers and aquaculture employees from coastal Nordland, northern Norway, this study demonstrates how the local stakeholders’ perceptions of change and experiences of vulnerability are closely linked to their livelihood values and worldviews. What the informants consider a sustainable and meaningful way of coastal living does not coincide with national goals for sustainable, natural resource dependent development of the region. The article demonstrates the importance of attending to local values if policymakers and managers are to ensure successful local mobilisation, reduce vulnerability to ongoing and future processes of change, and ensure legitimacy and consistency in development goals of coastal zone management. Insights from this study are useful for local and regional decision makers with responsibility for natural resource policies and development efforts.  相似文献
